    Office of the Senate President University of Nevada, Las Vegas Student Government MINUTES CSUN SENATE MEETING 34-13 MONDAY, MARCH 15, 2004 CSUN SENATE PRESIDENT AMES QUIT A called the meeting to order at 6:07pm in the Moyer Student Union room 201. SENATE SECRETARY GOATZ called the roll. The following Senators were present: SENATOR CIANCI, SENATOR FLINNER, SENATOR CORPUZ, SENATOR SOLDANO, SENATOR MULLINAX, SENATOR THOMPSON, SENATOR HEEG, SENATOR CRAWFORD, SENATOR CAZARES, SENATOR DONNELLY (left early at 8:40pm), SENATOR MAYER (arrived late at 6:10pm), SENATOR SANTIAGO, SENATOR SUMNER, SENATOR FRIEDLIEB, SENATOR MACDONALD, SENATOR CONWAY, SENATOR JIMENEZ, SENATOR HOLMQUIST, SENATOR ESPINOZA, SENATOR LEE, SENATOR ZANDER, and SENATOR AUSTIN. Quorum was met with 2 Senators present. SENATE SECRETARY GOATZ was present. PLEDGE OF ALLIGANCE APPROVAL OF MINUTES SENATOR CIANCI moved to postpone minutes from 34-11 and 34-12 until Senate meeting 34-14. SENATOR FLINNER seconded the motion. Motion PASSES UNANIMOUSLY 21-0-0. EXECUTIVE BOARD ANNOUNCMENTS PRESIDENT MORADKHAN: The Board of Regents meeting is this Wednesday and Thursday at the Desert Research Institute. That will begin on Thursday at 1pm and Friday at 8am. I went over the agenda with Dr. Mills about the fee for graduation. SENATOR MAYER enters at 6:10pm. PRESIDENT MORADKHAN: If the fee is for more people to work in that office then it's good, but if it's in the general fund no. The meeting on March 22 regarding the 5%, is just the preliminary meeting. At that time I will be addressing the administrative overhead fee. I'm waiting for a draft proposal why we should be exempt. Dr. Mills is looking for six students to sit on the Public Safety Advisory Board. The term is for three years. I will be meeting with the controller next Thursday about taxing our stipends. The ASGA, there's this survey that we insert into a database. The executive board and directors are working on those forms. You will be able to access it. They're set up to go. There will be locks, but they're open to public usage. All the chairs will have keys, the Senate President Pro Tempore and the Senate President. I will start bugging Boise about the mailboxes. If you could leave the name boards alone. Letters keep missing all the time. It's always Corpuz's name. All the computers are now networked and all the chairs have whatever I have. PRESIDENT MORADKHAN: Did we get publisher put back? SENATE PRESIDENT PRO TEMPORE CIANCI: Yes. SENATE PRESIDENT AMES QUIT A: SENATOR DANESHFOROOZ has resigned. The chairs, when you have a meeting put it on the board above the desks so that people can see that there is a meeting scheduled. It worked out pretty good last time. REPORTS Senate Committee Reports SENATOR MULLINAX, RULES AND ETHICS CHAIRMAN: There is an open spot on Rules and Ethics, which is a very ridiculed committee. If you want to stop talking about it, and start being about it let me know. SENATOR CORPUZ, WAYS AND MEANS CHAIRMAN: I'm in the process of looking at the senate discretionary account. I'll try to figure out what we can and cannot do. Our committee needs to meet right before or after spring break. I'll talk to you guys this week and next we'll actually have a meeting. SENATOR FLINNER: How much is currently in our discretionary? SENATOR CORPUZ: $18,885.84. VICE PRESIDENT PRO TEMPORE BROWDER, SCHOLARSHIP CHAIRMAN: If you're on the Scholarship Committee, if you could write down your schedule and what days you cannot me and let me know. Faculty Senate/University Committee Reports JESSICA ADLER: I'm on the Liberal Arts Dean Search Committee. They had two candidates come. The interview is for two days. SENATOR MAYER: Where are the candidates from? We'll take them up until the 19th. As of Friday we had more than enough submissions for a third issue. The content that we got is more serious and dramatic. We're going to keep the medical/biological theme. We came up with the concept that all of our lives start and end in a hospital. We're going to have sections, but it will be all messed up. I need a graphic artists. OFFICE OF STUDENT INFORMATION DIRECTOR GUIDENG got the link up on Wednesday and from Wednesday to Thursday, 5,000 went to that. We're pulling our newsstands in and putting them out a week before they come out. I'm busy laying out the magazine. None of the submission have been evaluated yet. ELECTIONS DIRECTOR EVANS: I'm passing around the voter turnout that we had. This is for you guys for when you vote on the election booth locations. I'll be giving the candidates a breakdown of what they got at each location. The board meeting was last Thursday, and went really well. All the fines are posted. We planned out our marketing plan that we're planning on doing for the next couple of weeks to promote the general elections. There's good news and bad news, the good news is the Rebel Yell is covering the elections. However a lot of the information is wrong and misconstrued in one way. ( . 3 The NEVADA STUDENT AFFAIRS DIRECTOR TEGANO and I are working on a letter that will be sent to the Rebel Yell to correct what was wrong. ( SENATOR AUSTIN: On Thursday some of what he can and couldn't do. Are you going to make any amendments to the packet? ELECTIONS DIRECTOR EVANS: My assistant and I are writing down any issue that comes up saying what we would change. Just to add any constitutional changes are due the Friday before spring break. SENATOR MAYER: You're going to make a sheet available to all candidates to all votes for each candidate? ELECTIONS DIRECTOR EVANS: Yes. ASSISTANT ENTERTAINMENT AND PROGRAMMING DIRECTOR ARNESON: Rebelpalooza is up and going. Tomorrow, we'll have got the entire bill booked for it. We will have contracts hopefully next week so look for that on your next agenda. SENATOR CAZARES: Did you find something to replace Alkaline Trio? ASSISTANT ENTERTAINMENT AND PROGRAMMING DIRECTOR ARNESON: The Vans. ( NEVADA STUDENT AFFAIRS ASSISTANT DIRECTOR BLOOD: We have two lectures coming up this week. OFFICE OF STUDENT INFORMATION DIRECTOR GUIDENG: Finally have access to our web server. The website is up and running and everything has to be done by hand. I'm trying to automate everything. I'm trying to set up a database and a file server. OSI is not a tech support. My job is to get the info. out. If the computers go out, it's not my job to fix it. OSI is still a shell, but it will be up and running. Participation is encourage to set up OSI. I am spending a lot of time in the computer lab. The ASGA that we just joined pretty much mirrors a lot of stuff that OSI needs to do right now. SENATOR MAYER: When are you going to be in your office? OFFICE OF STUDENT INFORMATION DIRECTOR GUIDENG: Between l-2pm - 2pm everyday. I plan on having lunch up there. SENATOR MACDONALD: Would it be easier to e-mail our bios to you? OFFICE OF STUDENT INFORMATION DIRECTOR GUIDENG: eric@guideng.com SENATOR ESPINOZA: How long do you expect for everything to be done? 4 OFFICE OF STUDENT INFORMATION DIRECTOR GUIDENG: The hardware is not set up. I plan on outsourcing it, but I am giving it a month time frame. REBEL RADIO DIRECTOR GREENROCK: I'm in the process of ordering the shirts, mouse pads, and it's for the April 26 event. This week we're going to update the site and I asked for all of you to sign the guestbook and if you don't, I'll send you to Kevin. Hype the event and the radio. SENATOR SUMNER: What's going on on the 26? REBEL RADIO DIRECTOR GREENROCK: It's in the amphitheatre. SENATOR MACDONALD: At what time? REBEL RADIO DIRECTOR GREENROCK: Like 10:30am-l lam to 2pm-2:30pm. CSUN SERVICES DIRECTOR IZZOLO: All the funding requests were due today. If you didn't get it this spring you can still apply in the fall. I talked to SENATOR CORPUZ about meeting after my meeting at 3:30pm in the Director's Chambers. I've been in contact with all the organizations about what needs to be turned in. Liaison Reports Greek Advisory SENATOR SUMNER: We raised over 300 dresses to Ally's Closet, which donates dresses to under privileged. We raised a bunch of books and raised 3,500 to the Boy and Girls Club. SENATE PRESIDENT AMES QUIT A: Lambda Chi Alpha and Alpha Gamma Delta are doing Rock-a-Thon. SENATOR CIANCI moves to move out of the order of the day to Unfinished Business action item C. SENATOR CRAWFORD seconded the motion. Motion PASSES 21-1-0. SENATOR FLINNER opposes. UNFINISHED BUSINESS SENATOR CIANCI moved to approve unfinished business action item C. SENATOR CAZARES seconded the motion. c. Action item: Approval of an amount not to exceed $1,600.00 to be paid to UNLV's Leadership Advisory Board for the attendance of Leader shape by the CSUN representative. SENATOR THOMPSON: How many people are going? SENATE PRESIDENT AMESQUITA: One person. SENATOR THOMPSON: Are they paying anything out of pocket? SENATE PRESIDENT AMESQUITA: No. DIRECTOR GITTENS, STUDENT INVOVLEMENT AND ACTIVITIES: The Leadership Advisory Board consists of many juniors and seniors from many organizations. There are six or seven of them over the summer and they go with 50 other students from other universities. From that coming back they are more trained for their role on LAB. SIA pays for about 3/4 of the students to go. It's pretty expensive. It includes airfare and registration. It's all-inclusive. We have asked a number of organizations to pay for their own students. We are asking for CSUN to pay for the CSUN rep. to go. SENATOR MAYER: Where is this located at? SENATE PRESIDENT AMESQUITA: It's to Illinois. It was donated to them. It's a plantation. It's very secluded. SENATOR CAZARES: Who's the representative from CSUN? SENATE PRESIDENT AMESQUITA: It's myself this year. SENATOR ZANDER: Who went last year? SENATE PRESIDENT AMESQUITA: I went last year. In the summer everyone goes that's in LAB. You go when you can fit it in. SENATOR ZANDER: Do you believe it was worthwhile? SENATE PRESIDENT AMESQUITA: Absolutely. We're working on the tier program so that they will move up each year. If it wasn't for Leadershape no one would have any tools to analyze anything. DIRECTOR GITTEN: It's a one year term serving on LAB, so CSUN will need to appoint someone next year. SENATE PRESIDENT AMESQUITA: It will be elected through the Senate. If we elected a freshman they wouldn't get enough out of it. You need to be able to participate. 6 SENATOR CONWAY: How much do we have in this thing? SENATOR CORPUZ: $18,885,84 and $17,285.84 if approved. Motion PASSES 21-0-1. SENATOR FLINNER abstains. SENATOR CIANCI moved to back into the order of the day to Liaison Reports. SENATE PRESIDENT AMES QUIT A: They had Tonopalooza yesterday. Student Athletics NONE Student Body President's Advisory Council SENATOR CIANCI enters at 6:50pm. JESSICA ADLER: Anytime there's general info. I put it on the hotline. I have submission forms. SENATOR CRAWFORD enters at 6:51pm. JESSICA ADLER: I have a meeting summary from the 12 of February because we didn't talk about student government. Our next meeting is on Thursday in 210 North at 6:00pm. I have several Senators approach me for the UNLVoice. It would be really easy to get to your fellow Senators to consolidate it to one college. SENATOR DONNELLY enters at 6:53pm. SENATOR MACDONALD: When's the deadline for submissions? ADLER: I don't have one. I don't have enough yet. Action item: Election of two (2) students to serve on the Judicial Council for a term ending March 8, 2006. As submitted by Senator Sumner on behalf of the Executive Board. Motion PASSES UNANIMOUSLY 22-0-0. SENATOR CIANCI moved to nominate Ashanti Gholar. SENATOR AUSTIN seconded the nomination. SENATOR MAYER moved to nominate Brian Conway. SENATOR FLINNER seconded the motion. There were no further nominations. SENATOR CIANCI moved to allow each candidate to speak for no more than two minutes, followed by question and answers, followed by discussion, followed by a roll call vote. SENATOR HEEG seconded the motion. Motion PASSES 17-5-0. SENATOR MULLINAX, SENATOR FRIEDLIEB, SENATOR HOLMQUIST, SENATOR DONNELLY and SENATOR THOMPSON oppose. Brian Conway spoke on why he wanted to be a Justice. ( 8 Ashanti Gholar spoke on why she wanted to be a Justice. SENATOR CAZARES: Have either one of you approached CHIEF JUSTICE MO AS about being a Justice? Ashanti, I haven't just because when I saw it in the paper I knew it was something I wanted to do. It's something I can easily catch on to. CONWAY: I did. We talked about it for a half hour about it about what is expected. SENATOR MAYER: Ashanti, your very good I worked on the Rebel Yell Advisory Board with you, is their going to be any conflict with you doing both? GHOLAR: No, as long as you do not take a fee waiver or stipend. SENATOR MAYER: I thought that maybe just to get it out there. GHOLAR: I have fights with my friends about being too unbiased. SENATOR MACDONALD: Are you aware it's a two-year term? Both candidates replied yes. SENATOR CIANCI: If a stipend or a fee waiver was given to the Judicial Council, would you resign from the Judicial Council or the Rebel Yell? GHOLAR: It would be not to accept anything. And I'm only the chair until this semester and it only depends if I run again for the Rebel Yell Advisory Board. SENATOR LEE spoke for both candidates. SENATOR MAYER spoke for both candidates. As submitted by Senator Cianci on behalf of the Executive Board. SENATOR CIANCI moved to amend the item by striking, "Budget" and inserting, "account". SENATOR CRAWFORD seconded the amendment. a. Action item: Approval of an amount not to exceed $4,376.00 to be paid to Thomas & Mach Food and Beverage for the outstanding balance of IDR #22112014. This was for catering for the tailgate of the football game against Northwestern University on 9/07/01. Costs to be encumbered from the CSUN 11 2702 Reserves account. As submitted by Senator Cianci on behalf of the Executive Board. SENATOR FLINNER: Do we need to put FY 03-04? SENATE PRESIDENT AMESQUITA: I asked BUSINESS MANAGER HILL and he said no. Amendment PASSES UNANIMOUSLY 22-0-0. SENATOR CRAWFORD: Why are we approving this? SENATE PRESIDENT AMESQUITA: It was never approved in Senate during that year. SENATOR CRAWFORD: Did we pay it? SENATE PRESIDENT AMESQUITA: No, it's outstanding. SENATOR THOMPSON: Why don't we have a bill or anything? SENATE PRESIDENT AMESQUITA: This is the IDR dated 9/12/01 for the tailgate. We don't know how it got passed. PRESIDENT MORADKHAN: I was the Senate President Pro Tempore at the time. It says Jim Moore at the time, but he wasn't. SENATOR MAYER: This seems like a ridiculous mismanagement of money for a game that we lost. Shuck is wearing off on me on the mismanagement of funds. How did this get spent in the first place? PRESIDENT MORADKHAN: The reason why we approved it in this amount was because it was the first tailgate plus we had alcoholic beverages. SENATOR MAYER: What would happen if it wouldn't pass? PRESIDENT MORADKHAN: We wouldn't be in good standing with the Thomas and Mack. SENATOR FRIEDLIEB moved to Call the Question. SENATOR CIANCI seconded the motion. Motion PASSES 17-4-0. SENATOR FLINNER, SENATOR MACDONALD, SENATOR CONWAY, and SENATOR AUSTIN oppose. New business action item A PASSES 21-0-1. SENATOR HEEG abstains. 12 SENATOR CIANCI moved to approve new business action item B. SENATOR FRIEDLIEB seconded the motion. b. Action item: Approval of an amount not to exceed $3,450.00 to be paid to the Student Wellness Center for the Stress-free Zone in May. Costs to be encumbered from the CSUN 2702 FY 03-04 Senate Discretionary account. As submitted by Senator Cianci. (See attachment 34.13.01). SENATOR CIANCI moved to amend the item by striking, "in May" and inserting, "on May 5, 2004". SENATOR MACDONALD seconded the amendment. b. Action item: Approval of an amount not to exceed $3,450.00 to be paid to the Student Wellness Center for the Stress-free Zone on May 5, 2004. Costs to be encumbered from the CSUN 2702 FY 03-04 Senate Discretionary account. As submitted by Senator Cianci. (See attachment 34.13.01). Amendment PASSES UNANIMOUSLY 22-0-0. SENATOR MAYER: Is there anyone to speak on it at all? SWAT ASSISTANT DIRECTOR CONEE SPANO: The SWAT team has funded it and you guys would be sponsoring it as well. PRESIDENT MORADKHAN: This did not go through the Executive Board agenda. It would be half of the program. SENATOR SUMNER: If we don't approve it, it won't be going on? SPANO: It won't go on at that large of a level. It will give us a bigger draw and allow us to bring in some stress free people. SENATOR MAYER: We certainly as a Senate love to approve things. This is a lot for one day. We like to do stuff that has a lasting effect. Would you accept anywhere from $500.00-$1,000.00. SPANO: We would be able to take whatever you guys are willing to give us. This is a wish list. Our budget doesn't allow us to do it to that extent. Over the years we may be able to bring it up more. SENATOR CIANCI: I attended this last year. It's amazing. You go and relax. It's like a $1 a minute in a normal place. This benefits the entire student body. It's right before finals so at least you'll be stress free before finals. This doesn't go to one person. It's a chance for the Senate to help everyone in every single college. I think we should support it for the entire amount. 13 SENATOR CAZARES: Approximately how many people showed up? SPANO: It was about 200 people, but last year there were more but the numbers are sort of skewed. SENATOR CAZARES: If we gave you money would you expand locations? SPANO: If we could get the funding we would look into it. It would take more manpower. I would think that we would be very much interested in expanding it. SENATOR MACDONALD: I was just curious in the past how have you marketed it? SPANO: Posters in the residence halls. Sandwich boards. Looking into doing windows at the DC. We try to go to the academic buildings. SENATOR FLINNER move to amend the item by striking "$3,450.00" and inserting, "$2,000.00". SENATOR CAZARES seconded the amendment. a. Action item: Approval of an amount not to exceed $2,000.00 to be paid to the Student Wellness Center for the Stress-free Zone in May. Whatever you guys decide we will work with. SENATOR JIMENEZ: How much money did you have last year? SPANO: I wasn't peeve to the budget. SENATOR MAYER: How did you pay for it last year? SPANO: We have a budget money set aside. SENATOR ESPINOZA: Would students know that CSUN sponsored it. SPANO: Yes. SENATOR CIANCI: If the full amount showed up it's less than $10.00 per person if only 300 people showed up and this is opened up to everyone. SENATOR CONWAY: With this much money were you guys planning on having another area on the dark side? 14 ( SPANO: We would look into that. SENATOR CONWAY: There's a lot of people that don't even come to the MSU. SENATOR HEEG: I think that we should have yoga instructors. When we sent people to conferences it's a learning experience. There's a difference in the benefactors of this. Even $2,000.00 is very generous, but the more the merrier. SENATOR SUMNER: I agree with SENATOR HEEG. This was a wish list for them. Any amount of money will make it better but we need to make sure people know about this stuff. SENATOR ESPINOZA: Why don't we give them the opportunity to see what they can do. If it doesn't work out it doesn't work out. I believe we need to give them the chance with the full amount. SENATOR MAYER: I would like to echo what SENATOR HEEG said. This is a very short thing to do. I think $2,000.00 or $1,800.00 is fair to do. I have confidence in the committee to make sure it was working well. SPANO: This is information that you can use for the rest of your life. Understand that this will benefit all students on this campus for a long time to come. SENATOR HEEG: So with the eight massage therapists. Is there 16? SPANO: We could we use some of the money for snacks and beverages. I can't promise 16 because we might not be able to get 16 their. If we didn't use all the money we could use it at a later date. We have two months to get it worked out. SENATOR FLINNER: I agree with SENATOR FRIEDLIEB, I don't agree that it would be fiscally responsible. Even $2,000.00 seems like a lot at this point. I have no problem in giving more money in this part. SENATOR CIANCI: How much is in the reserves? SENATOR CORPUZ: $727,000.00 plus. SENATOR LEE: I think it's a huge leap from $800.00 to $3,500.00. I understand we have a lot of money. I know a lot of dissatisfied students. I think approving $3,450.00 is okay. SENATOR FRIEDLIEB: I do agree that this is a good program being presented. It's called the reserves for a reason. I don't believe that if we do get low to take from the reserves. $2,000.00 is still a little high. 15 SENATOR HOLMQUIST: The reason why it's so high is because it's money not spent on our students. It's something that can grow every year. I think we should pass the full amount. SENATOR CRAWFORD: I would be against the amendment just as long as u made an effort to make an effort on the north side of campus? SPANO: Do you have any ideas on locations? SENATOR CRAWFORD: TBE. SENATOR SUMNER: I still support the amendment to see the improvement. $2,000.00 is sufficient to give to them. There's no reason to waste additional money. SENATOR ESPINOZA: This is something that can grow and students can look forward to it for years to come. Lets give them the money and see what they can do with it. I don't understand why it wasn't called. We can make statements on the item as a whole. Secondly, I said this before the fact the reserves are for us to use but not for right now. The president has budgetary control. You guys have all the control to spend the money. I've heard fiscally responsible and lasting effect. We need to focus on the utilitarian purpose, then your wrong for Leadershape. No one mumbled a word. Something came up about something that benefits our students and you talk about it for half an hour. Be consistent. I'm offended as a student that you thought $3,400 on something. We probably can't get anyone on the dark side because you amended it to $2,000.00. VICE PRESIDENT CHRISTIANSEN: Just for your information that you guys didn't get. It wasn't passed through e-board. I'm kind of following what he said. It didn't pass in e-board. It's not my place to throw out why, because $1,600.00 is not representative of our student body. PRESIDENT MORADKHAN: The MSU surveys were turned in. I went to the planning council meeting and one of the topics was the goals outlining the document. Goal number three says research for students. Last week it was mentioned that Dr. Harter doesn't attend something at Greek events. Dr. mills is the official delegate, and she's from her cabinet. If you want a representative there is one. The budget was approved by the budget this summer. My concern wasn't just for $3,450.00, it was because we gave $500.00 last year. There's this little thing called an audit, and everything needs to pass 17 through both bodies, because we're going to get audited. There's no mercy from the auditors. For any of you that was here doing this time you know. I want us to be consistent in everything we do. SENATE PRESIDENT AMESQUITA: BUSINESS MANAGER HILL, if the Senate approves something and it's not approved in e-board and not vetoed, will they still pay it? BUSINESS MANAGER HILL: As long as it has two signatures. SENATE PRESIDENT AMESQUITA: If it's something that needs to be audited, I'm not sure why it's not in the constitution. I had a meeting with Chairman MULLINAX last week. We might be changing some of the rules. Changing about the committees. The only thing that holds us is our rules. I know some other Senators have concerns about them not meeting. Please place those agendas on the top of the committee board. I think VICE PRESIDENT PRO TEMPORE BROWDER had a good point, if they don't think we're doing something fiscally responsible. In my opinion the Leadershape thing passed. It was 1-1-1, VICE PRESIDENT CHRISTIANSEN opposed and PRES
