    Office of the Senate President University of Nevada, Las Vegas Student Government MONDAY, FEBRUARY 9,2004 MSU 201, 6PM CSUN SENATE MEETING 34-09 CSUN SENATE PRESIDENT AMESQUITA called the meeting to order at 6:06pm in the Moyer Student Union room 201. SENATE SECRETARY GOATZ called the roll. The following Senators were present: SENATOR CIANCI, SENATOR FLINNER, SENATOR CORPUZ, SENATOR SOLDANO, SENATOR MULLINAX, SENATOR THOMPSON, SENATOR HEEG, SENATOR CRAWFORD, SENATOR CAZARES, SENATOR DANESHFOROOZ, SENATOR DONNELLY, SENATOR MAYER (arrived late at 6:09pm), SENATOR SANTIAGO, SENATOR SUMNER, SENATOR FRIEDLIEB, SENATOR MACDONALD, SENATOR CONWAY, SENATOR JIMENEZ and SENATOR HOLMQUIST. Quorum was met with 19 Senators present. SENATE SECRETARY GOATZ was present. PLEDGE OF ALLIGANCE APPROVAL OF MINUTES SENATE PRESIDENT AMESQUITA ruled the approval of minutes Out of Order because Senators were not given enough time to review them. EXECUTIVE BOARD ANNOUNCMENTS VICE PRESIDENT CHRISTIANSEN: Deadline is over. I have four applications. Interviews will be the 17t h and the position will be on the 23r d's agenda, and the Judicial Council is missing two people. Deadline is in February. The Associate Chief Justice will be on the next agenda as well. SENATOR MAYER enters at 6:09pm. PRESIDENT MORADKHAN: The UNLV/CSUN dedication is tomorrow at 10am at the preschool. Legal services is now available. They have to schedule a meeting with the Business Manager. She's willing to change the time to receive more students at a different time. Looking for a member to sit on the Men Rebelling Against Violence committee. Student tech fee doesn't have any representation from the colleges of Student Development or Urban Affairs. They're trying to increase the student membership in the next few months so if you're not able to attend please send someone in your place. SENATE PRESIDENT PRO TEMPORE CIANCI: SENATOR SOLDANO, if you could give a copy of the newly revised bylaw to everyone that would be great. CHIEF JUSTICE MO AS: The Judicial Council met for the first meeting per the constitution and released the new operating policy. (He read over the new changes to the policy). The council has a card for you to sign in regards to the Justice that was hospitalized. SENATE PRESIDENT AMESQUITA: We do have speakers here for the item for the research. At this time I will allow any candidates to pass out any literature that you may have to the Senate. SENATOR DONNELLY moves to move out of the order to unfinished business action item B. SENATOR HEEG seconded the motion. Motion PASSES 17-2-0. SENATOR FRIEDLIEB and SENATOR FLINNER oppose. UNFINISHED BUSINESS b. Action Item: Election of one (1) student to serve as a Senator for Health Science for the remainder of the 34t h session. As submitted by Senate President Amesquita. SENATOR CIANCI moves to open nominations. SENATOR CAZARES seconded the motion. Motion PASSES UNANIOMSOULY 19-0-0. SENATE PRESIDENT AMESQUITA: Candidate Paul Bitar has removed his application. SENATOR CIANCI moves to nominate candidate Azimi. SENATOR DONNELLY seconded the nomination. SENATOR CIANCI moved to nominate candidate Mason Collin. SENATOR DONNELLY seconded the nomination. SENATOR CIANCI moved to nominate candidate Adriel Espinoza. SENATOR JIMENEZ seconded the nomination. There were no further nominations. SENATOR FLINNER moves to allow each candidate to speak for no longer than one minute, followed by questions and answers, which will be limited to two 2 questions per Senator per candidate, followed by discussion, followed by a roll call vote. SENATOR MACDONALD seconded the motion. Motion PASSES 19-1-0. SENATOR CIANCI opposes. Each candidate spoke on why they wanted to be the Senator for Health Sciences. SENATOR FLINNER: For all candidates, have you read the CSUN Constitution and Bylaws? SENATOR SOLDANO: For Espinoza, Collin contacted me for some ideas. Do you other have any activities or ideas? Espinoza: We need more research in the health science. The more hands on the, better being in the classroom a lot. Azimi: I've been approached by students to have more tutoring available. As students we don't have deep enough pockets to do tutors. We had a group of students at University of Utah to do tutoring and I'd like to do the same here. SENATOR THOMPSON: Azimi, you're a senior. When do you graduate? Azimi: Next fall. In December. SENATOR DANESHFOROOZ: Azimi, are you a full time student? Azimi: Yes. SENATOR CAZARES: Do you have enough time to devote enough time to this? Collin: I ran my schedule such that I would have sufficient time to donate some time. Espinoza: I have the time too. Even if you're busy you can organize your time. Azimi: It's all about time organization. SENATOR CIANCI: Express some ideas on CSUN as a whole and how to make it better. Collin: I don't have enough knowledge to say how it can run better. Part of my desire to run better is for committees. Working with one body to accomplish a goal. Espinoza: I don't know what problems or have any ideas. I want to try to see how they run, go and how we can change things. 3 Azimi: I don't know what CSUN expects of me, but I've been on teams and boards ( and helped them to succeed. SENATOR CAZARES: Have any of you guys attended a meeting before? Collin: I was here last week. Azimi and Espinoza replied no. SENATOR JIMENEZ: I don't know if you guys read last semester, why didn't you run last semester? Collin: I didn't run. I looked into it and I didn't have the time commitment then. When the opening came up, I knew SENATOR WEST, and then I arranged my schedule such so I could be here and so I could dedicate my time to it. Espinoza: Last semester was my first semester. Now that I have been here I've talked to Senators and that's why I want to be involved in government. I have a vision for the future. Azimi: I was approached by students to run for it and it interested me. SENATOR CIANCI: Are you aware that the Senate does meet in the summer? ( All candidates replied yes. SENATOR CIANCI spoke for Azimi. SENATOR JIMENEZ spoke for Espinoza. SENATOR MAYER spoke for Espinoza. SENATOR SOLDANO spoke for Collin. The following Senators voted for candidate Azimi: The following Senators voted for candidate Collin: The following Senators voted for candidate Espinoza: Candidate Espinoza receives the seat NEW BUSINESS SENATOR DONNELLY moves to waive Senate Bylaw 6 for the next three items. SENATOR CIANCI seconded the motion. ( 4 SENATOR MACDONALD: Why are we choosing to waive Bylaw six? SENATE PRESIDENT AMESQUITA: This is the spirit of the law versus the letter of the law. I didn't put it on there because I didn't want the Senate to act on it before there was enough time to advertise. Motion to waive the Bylaw PASSES 17-1-1 SENATOR THOMPSON opposes. SENATOR FLINNER abstains. a. Action Item: Election of two (2) students to serve as Senators for Student Development for the remainder of the 34t h session. As submitted by Senate President Amesquita. SENATOR CIANCI moves to open nominations. SENATOR DONNELLY seconded the motion. Motion PASSES UNANIMOUSLY 19-0-0. SENATOR CIANCI moves to nominate candidate Ender Austin. SENATOR FLINNER seconded the nomination. SENATOR CIANCI moved to nominate Espinoza. SENATOR JIMENEZ seconded the nomination. SENATOR DANESHFOROOZ moved to nominate candidate Sang Lee. SENATOR CAZARES seconded the nomination. SENATOR CIANCI moved to nominate candidate Lewis. SENATOR FLINNER seconded the nomination. There were no further nominations. SENATOR FLINNER moved to allow each candidate to speak for one minute, followed by questions and answers, limited to two questions per Senator per candidate, followed by discussion followed by a roll call vote. SENATOR HEEG seconded the motion. SENATOR JIMENEZ: We can't give them two minutes? I don't think two minutes is enough time. SENATOR CIANCI: Just so you know, the past three candidates didn't go over their minute. SENATOR MAYER: How but no more than two minutes? SENATOR FLINNER moves to amend her motion, instead of one minute no more than two minutes. 5 SENATOR HEEG seconded the amendment. ( Motion PASSES 17-2-0. SENATOR CONWAY and SENATOR MACDONALD oppose. SENATOR DONNELLY leaves at 6:50pm. Each candidate spoke for why they wanted to be the Student Development Senator. SENATOR HEEG: Candidate Lewis, how did you hear about the position? Lewis: From Nikki and I really wanted to get involved. SENATOR DANESHFOROOZ: What positions have you held? Lee: I was student body vice president, and vice president in the National Honor Society at my high school. SENATOR DANESHFOROOZ: You went to Board of State? How did you get to go? Lee: It's a process, you have to be invited and you learn about politics. You go there and hold a position and it's a process of learning politics. I was fortunate enough to go there. SENATOR CAZARES: Have any of you attended a CSUN meeting before? Candidates Lee and Austin replied yes. Candidates Lewis and Espinoza replied no. SENATOR CAZARES: Why did you not run previously? Austin: I didn't because it was my first semester. I wanted to get a feel of what to do on campus. Lewis: I wanted to take a semester, and now I'm ready to get involved. Espinoza: I didn't want to get in over my head to early. Lee: I did run, but I lost. SENATOR HEEG: How do you feel you can make an impact on your college? Austin: I bring a different face to it. I interact with a lot of people on campus. Lewis: I'm an energetic person and get along with others, and talk a lot. I think I'm a great representative. c 6 Espinoza: Like they said I have a lot of motivation, and determination. I think it will be a good experience. I want to get it mainstream to the freshman. Lee: I don't know much but I learn fast and pick things up quickly. SENATOR MAYER: Do you have jobs outside of school? Espinoza: I work at Target. SENATOR DANESHFOROOZ spoke for candidate Lee. SENATOR FLINNER spoke for candidate Lewis. SENATOR CONWAY spoke for candidate Austin. Each Senator was allowed to vote twice. The following Senators voted for candidate Austin: SENATOR FLINNER, SENATOR CORPUZ, SENATOR MULLINAX, SENATOR SOLDANO, SENATOR CRAWFORD, SENATOR THOMPSON, SENATOR HEEG, SENATOR DANESHFOROOZ, SENATOR SANTIAGO, SENATOR FRIEDLIEB, SENATOR MACDONALD, SENATOR CONWAY, SENATOR JIMENEZ, and SENATOR HOLMQUIST. Action Item: Election of one (1) student to serve as a Senator for Urban Affairs for the remainder of the 34th session. As submitted by Senate President Amesquita. 7 SENATOR CIANCI moves to open nominations. SENATOR CAZARES seconded the motion. Motion PASSES 18-0-0. SENATOR JIMENEZ moves to nominate candidate Ramos. SENATOR CONWAY seconded the nomination. SENATOR CAZARES moves to nominate candidate Sherrelle Blood. SENATOR CRAWFORD seconded the nomination. SENATOR HOLMQUIST moves to nominate candidate Ramirez. SENATOR SANTIAGO seconded the nomination. SENATOR SANTIAGO moves to nominate candidate Emily Zander. SENATOR THOMPSON seconded the nomination. SENATOR HOLMQUIST moves to nominate candidate Ashley Ferrel. SENATOR FRIEDLIEB seconded the nomination. SENATOR CIANCI moves to nominate candidate Ben Chambliss. SENATOR CAZARES seconded the nomination. There were no further nominations. SENATOR FLINNER moved to allow each candidate to speak for no more than two minutes, followed by questions and answers, limited to two questions per Senator per candidate, followed by discussion followed by a roll call vote. SENATOR CRAWFORD seconded the motion. Motion PASSES 15-2-0. SENATOR CONWAY and SENATOR MACDONALD oppose. Each candidate spoke on why they wanted to be the Urban Affairs Senator. SENATOR HEEG: This question is for candidate Zander, I had one concern that since you're a double major, do you think you'll have enough time in one of those majors for your constituents? Zander: I work with the developmentally disable. I would dedicate myself to this college. SENATOR SUMNER: One of the biggest problems I hear about is the upper division classes and how there's not enough sections of them. Do you have any plans on how to fix it? 8 Chambliss: Well, I've tried talking to the Dean on many occasions. I feel as a Senator I would have more status. I need to show that teachers are willing to teach the classes. Blood: Being a Senator it's no easier to talk to the Dean. I want to put together an advisory board together. She says the Dean doesn't have enough complaints to do something about it. We get stuck at a certain spot, so we have to take classes that don't benefit us. Ramirez: I'm a freshman so I don't have the knowledge yet. I'd take in advice, I'd first start off by doing one at a time. Ferrell: I agree with the first two candidates. We're not going anywhere by just speaking to the Dean. I think the idea of getting the students and teachers together and then going to the Dean, but just let them see that the students do need classes. Ramos: We need to get a large group of people together and go to the Dean. Zander: I think their needs to be an organized complaint system. If all the students got together and went in it would be more beneficial. Blood: I tried to meet with the Dean then worked by way down to the Associate Dean. We were working on an internship fair before the end of my term. SENATOR HEEG: What brought you all here tonight? Chambliss: I knew nothing about it except the set up. It wasn't up till a few weeks ago that I knew CSUN even existed. If I knew about it I would've tried to get involved sooner. Ramierez: I didn't know anything about it. I was in student government in high school. I just remember seeing flyers when you all were running. Ramos: I was overseas. Before I wasn't too sure about it. I didn't know anything besides the sign. Zander: I was in Italy in study abroad. I wanted to run to serve my peers. SENATOR HOLMQUIST: Consider the fact that only three of the six contacted me, and also consider the fact that Blood was a Senator. And also that Zander is representing the human service counselor. SENATOR SUMNER spoke for candidate Blood. SENATOR CIANCI spoke for candidate Ramos. 9 SENATOR CONWAY spoke for candidate Zander. SENATOR MAYER spoke for candidate Zander. SENATOR DANESHFOROOZ leaves at 7:30pm. SENATOR DONNELLY enters at 7:30pm. The following Senators voted for candidate Blood: SENATOR MULLINAX, SENATOR SOLDANO, SENATOR CRAWFORD, SENATOR CAZARES, SENATOR SUMNER, and SENATOR FRIEDLIEB. The following Senators voted for candidate Chambliss: SENATOR HEEG. The following Senators voted for candidate Ferrell: NONE The following Senators voted for candidate Ramirez: NONE The following Senators voted for candidate Ramos: SENATOR CIANCI and SENATOR JIMENEZ. The following Senators voted for candidate Zander: SENATOR FLINNER, SENATOR CORPUZ, SENATOR THOMPSON, SENATOR MAYER, SENATOR SANTIAGO, SENATOR MACDONALD, SENATOR CONWAY, and SENATOR HOLMQUIST The following Senators voted to abstain: NONE. No candidate received a majority vote. The top two candidates, Blood (6 votes) and Zander (8 votes), moved on. The following Senators voted for candidate Blood: SENATOR MULLINAX, SENATOR SOLDANO, SENATOR CRAWFORD, SENATOR HEEG, SENATOR CAZARES, SENATOR SUMNER, and SENATOR FRIEDLIEB. Candidate Zander receives the seat 9-7-1. SENATE PRESIDENT AMESQUITA recessed the meeting at 7:40pm 10 During the recess CHIEF JUSTICE MO AS swore in the candidates that received the vacant Senate seats. SENATE PRESIDENT AMESQUITA called the meeting back to order at 8pm. SENATOR HEEG moves to move out of the order of the day to new business action item I. SENATOR CONWAY seconded the motion. Motion PASSES UNANIMOUSLY 22-0-0. NEW BUSINESS SENATOR CONWAY moved to approve new business action item I. SENATOR MULLINAX seconded the motion. i. Action Item: Approval of an amount not to exceed $1,795.00 for the William F. Harrah College of Hotel Administration: 19th Annual International Tourism Students Conference. Research to be conducted at the Yosemite National Park. Costs to be encumbered from the CSUN 2702 FY03-04 Senate Discretionary account. As submitted by Senator MacDonald. (See attachment 34.09.02). SENATOR CIANCI moved to amend the item by striking, "$1,795.00" and inserting, "$1,750.40". SENATOR FLINNER seconded the motion. i. Action Item: Approval of an amount not to exceed $1,750.40 for the William F. Harrah College of Hotel Administration: 19th Annual International Tourism Students Conference. Research to be conducted at the Yosemite National Park. Costs to be encumbered from the CSUN 2702 FY03-04 Senate Discretionary account. As submitted by Senator MacDonald. (See attachment 34.09.02). SENATOR AUSTIN: Why was it changed? SENATE PRESIDENT AMESQUITA: Wrong calculations. Amendment PASSES UNANIMOUSLY 22-0-0. SENATOR HEEG yielded to Heather Black and Amanda Miranda to speak on behalf of the group. They presented a power point about their cause. 11 SENATOR FLINNER moved to amend the item by striking, "$1,750.40" and inserting "$1,755.40". i. Action Item: Approval of an amount not to exceed $1,755.40 for the William F. Harrah College of Hotel Administration: 19th Annual International Tourism Students Conference. Research to be conducted at the Yosemite National Park. Costs to be encumbered from the CSUN 2702 FY03-04 Senate Discretionary account. As submitted by Senator MacDonald. (See attachment 34.09.02). SENATOR LEE leaves at 8:09pm. Amendment PASSES UNANIMOUSLY 21-0-0. SENATOR MULLINAX: Is it really $250 a person? Black: It was hard to find a hotel. SENATE PRESIDENT AMESQUITA: You're the only ones in the U.S. going? Miranda: Yes from the U.S. well from the whole North America. Us and Cuba are just going from the western hemisphere. SENATOR LEE enters at 8:13pm. SENATOR CONWAY: The Senate would be idiots not to fund this. SENATOR MACDONALD: This is the only research we would have ever funded as CSUN. SENATOR CRAWFORD: I met with them and Yosemite is a beautiful place to see the good and bad parts of ecotourism. I'm really in favor of this. Go see Fresno dome and how fire prevention works in those parts. Item as amended PASSES UNANIMOUSLY 21-0-0. SENATOR CIANCI moves to move back into the order of the day to Reports. SENATOR FLINNER seconded the motion. Motion PASSES UNANIMOUSLY 21-0-0. REPORTS Senate Committee Reports 12 SENATOR DONNELLY, CAMPUS SAFETY AND AWARENESS CHAIRMAN: The meeting I scheduled for next week is moved to the following week because it conflicts with another meeting. SENATOR CAZARES, CONSTITUTINOAL REVISION COMMITTEE: The meeting is at 6pm in the Senate chambers. SENATOR MULLINAX, RULES AND ETHICS CHAIRMAN: I need to see the members of my committee to see when we can meet. SENATOR CORPUZ, WAYS AND MEANS CHAIRMAN: I want to thank the committee for meeting quorum. With the funding requests, there's a bunch of amendments so bare with me and I will contact any organizations that need funding. I'll have a meeting in two to three weeks to hear those. One of the funding requests was tabled so they could come in and speak and they are here today to address the Senate as well. SENATOR CORPUZ yielded to Alex Halmaton and Adrian Juarta of MECHA. SENATOR DONNELLY: Why was it postponed? SENATOR CORPUZ: Because there's articles brought up about this organization nationally, that's why we tabled it. We only tabled it so they can speak and hear what they're about. It will be on the next agenda. SENATE PRESIDENT AMESQUITA: With you two being here, and the committee postponed it, I would invite you to attend the committee meeting so that the committee can decide it. Halmaton: I thank you for letting us speak and I take the invitation to speak in the committee. SENATE PRESIDENT AMESQUITA: As far as anticipating and contacting you at the end of the meeting they decided to postpone it. I suggest you get with SENATOR CORPUZ to find a time to meet. I will limit discussion for five minutes now if you would like to talk. Halmaton: What I would be inquiring about to why it was tabled? SENATOR CORPUZ yielded to SENATOR CIANCI to answer. SENATOR CIANCI: If you want to discuss this, bring it to committee. Halmaton: I'm not familiar to why this is tabled. SENATOR CRAWFORD: As a Senator I would like to know about this. 13 SENATOR CAZARES: Could you state for the Senate what your organization is about, and its objectives. Halmaton: MECHA literally means, movement body Mexican decent to the southwest, it is an ethnic and multicultural. We have members who are president. We do voter drives, and how to get in and stay in UNLV. We do volunteer work. We are involved in heritage month. SENATOR CAZARES: In regards to what MECHA started with, in certain websites it has in it a national promotion of the succession of the states. Juarta: I am a representative of five states. It's about organizing our national conference about how to stay in college. It ranges from the junior high to university. The article was written by a student, and we use it as a bases of our organization. In the past it is a non-violent group. We were trying to liberate students to try to get them into higher education. If that's radical then I'm really radical. SENATE PRESIDENT AMESQUITA: I will encourage that Ways and Means committee to meet next week. I belong to many organizations and there's a lot of anti-religion websites. SENATOR MULLINAX, RULES AND ETHICS CHAIRMAN: New Senators see me after the meeting so I can let you know about what you need to do in the next few weeks. ADLER: I'm on the library dean search committee, and it's narrowed to eight people. CSUN SERVICES DIRECTOR IZZOLO: The E-Board packets are out and due next Friday. There will be a candidates meeting at 5:30pm on Friday, and a board meeting on Thursday at 7pm. February 17 is the Color Purple and February 23 is Baby Boy. Both being shown on behalf of Sigma Gamma Rho sorority, inc. February 19 is a showing of Against the Ropes is a movie and Gold Fish Don't Bounce will be playing at the Noon Scene on Friday. And Dave Hill rules and doesn't have to wait for his bid. CSUN SERVICES DIRECTOR IZZOLO: We got rid of the secretary of state thing. Now we're working on their EIN numbers, and their SS-4 with the federal government. There are going to be a lot of amendments on what we can and cannot fund. We just got a new list of that. I do follow every sort of process from every organization. They sign a whole list of things that say they are in compliance of the rules, and I do appreciate you guys giving them the time to discuss even though they're gone now. SENATOR CAZARES: What type of things can't you guys fund now? CSUN SERVICES DIRECTOR IZZOLO: Independent contractors, which are speakers, DJ's, stuff like that. That's what a lot of people had asked funding for. SENATOR MAYER: The things you can't fund, do you check that before it comes to us? NEVADA STUDENT AFFAIRS ASSISTANT DIRECTOR BLOOD: There's a meeting on Thursday at 3:30pm in the Senate Chambers Conference room. We will be discussing the campus-wide research survey, future voter registration drives, progression of the alumni Real Rebel Lecture series, new CSUN forums, ideas for book scholarship, which will be crafted into a future proposal in the coming weeks. Please plan to attend. Buddha's Bump lecture is this Thursday at 7pm in FDH 109. Professor of Buddhist and Tibetan studies from the University of Michigan will discuss the changing perceptions of the enlightened one. We helped bring this speaker to campus, so please come and support academic discussions if you can. She's working with SENATOR CAZARES to bring Dr. Jose Guiterrez to campus. During the mid 1960's through the Chicano movement and to the present time, Dr. Guiterrez was a lead organizer, founder and co-founder of several organizations which deal directly with the Mexican American political issues. Tuesday is Cupid's Auction and half of the proceeds will go to St. Jude's Hospital. Wednesday we rented out Club Seven from 10pm-2am or until the DJ stops playing. Thursday is Condom Olympics. We will be selling RENT tickets starting the week of March 1. The RA selection process for the Fall will begin the second week of March. The application date has not been set, but will be set by next week. I will let you know. The name of the new building will be the Dayton Complex until there is a sponsor for it.
