MINUTES CSUNSENATE MEETING 34-07 MONDAY, JANUARY 26, 2004 CSUN SENATE PRESIDENT AMES QUIT A called the meeting to order at 6:03pm in the Moyer Student Union room 201. SENATE SECRETARY GOATZ called the roll. The following Senators were present: SENATOR CIANCI, SENATOR CORPUZ, SENATOR FLINNER, SENATOR SOLDANO, SENATOR MULLINAX, SENATOR CRAWFORD, SENATOR THOMPSON, SENATOR HEEG (arrived late at 6:23pm), SENATOR CAZARES, SENATOR WEST, SENATOR DANESHFOROOZ, SENATOR DONNELLY, SENATOR MAYER, SENATOR SANTIAGO, SENATOR SUMNER, SENATOR FRIEDLIEB (arrived late at 6:04pm), SENATOR MACDONALD, SENATOR CONWAY, SENATOR JIMENEZ, and SENATOR HOLMQUIST. Quorum was met with 18 Senators present. The following Senators were unexcused: SENATOR MONTALTO and SENATOR NISSEN. SENATE SECRETARY GOATZ was present. PLEDGE OF ALLIGANCE SENATOR FRIEDLIEB enters at 6:04pm. APPROVAL OF MINUTES SENATOR CIANCI moved to approve the minutes from Senate meeting 34-06 as published. SENATOR MACDONALD seconded the motion. Minutes are approved UNANIOMOUSLY 18-0-0. STATE OF THE CAMPUS ADDRESS was given by PRESIDENT MORADKHAN. SENATOR CIANCI moved to move out of the order of the day to Executive Board Summations. SENATOR MACDONALD seconded the motion. Motion PASSES 18-0-0. EXECUTIVE BOARD SUMMATIONS SENATE PRESIDENT AMES QUIT A yields to CHANCELLOR NICOLAS to present the tuition and fees proposal. (See Minutes attachment 34.07.01). SENATOR HEEG enters at 6:23pm. 1 NEVADA STUDENT AFFAIRS DIRECTOR TEGANO: What were the students' responses to the final proposal? SENATOR FLINNER: Some of the numbers we were looking at were at 10% so we were keeping it as low as absolutely feasible and we came to a compromise at the end. NEVADA STUDENT AFFAIRS DIRECTOR TEGANO: Is this for maintenance issue for growth or is this something about us paying more and things are going to improve. How does this equate to our education? CHANCELLOR NICOLAS: Some portions of this are still to be determined. Most of it will go into the state which becomes part of the budget to support teachers, everything, paper that increases in cost. Some portion, one half, goes into access dollars. The campus has the ability to come forward to have it used for some other purpose. The money you have is part of what you can keep here. UNR is paying a dollar for the new library they're getting. Students are paying $22 of the $66 million for it. Let's say the increase is 7% 3.5% goes to financial aide. NEVADA STUDENT AFFAIRS DIRECTOR TEGANO: If this proposal wasn't to pass, what would the consequence be? CHANCELLOR NICOLAS: The legislature would not put an increase in our budget. They would say that since you didn't increase students money you'll just be short that much. They expect to see an increase. SENATOR MAYER: What year does the millennium run out? CHANCELLOR NICOLAS: The last graduating class would be spring '08. The students are covered until then. I hope they'll continue with some other funding support. The millennium is $10,000.00 and when we increase fees it won't cover the cost of a four-year degree. When this was first put in it wouldn't cover an engineering degree but it would for English degree. This will only get you to your first year of senior or second semester of junior. I think the way the millennium Is moving is trying to find it to cost less. The continuing GPA went up as well for students that would be eligible to receive it. SENATOR JIMENEZ: Is this going to continue to increase forever? CHANCELLOR NICOLAS: I don't see any end in sight. I'd like to say, look at the other school and look at where we sit. There's concern nationally about tuition and fees increases because they didn't get funding from states. There's talk about limiting raising fees, something to be attached to an increase in the cost of living. Everyone is concerned about going up. We're sitting as the lowest comparable research university. Trying to keep it low but it's not going anywhere. SENATOR CAZARES: Will independent college fees go up? 2 CHANCELLOR NICOLAS: There is no proposal for an increase in those fees. There is no part of this related to that. And those are supposed to relate to actual cost. SENATE PRESIDENT AMESQUITA: What do you expect the Board of Regents to do to for restitution for the six month/twelve month difference in policy and law? CHANCELLOR NICOLAS: This is one of the hardest issues to come to the Board. In '95, they made twelve months the length of time to be a resident in Nevada. Every western state has that. However, they didn't know that there is a Nevada statute that says six months. The Board took it to say it takes at least six months to has residency. So this point forward refund this semester or they can say we can go back 3 years. Or they can say no we can fix this to 95 and let those students apply to get some kind of rebate. The board might decide to create a credit for them, or their children, to take courses so they don't pay. If they do decide to do a rebate this is the only financially responsible thing to do. UNLV has to pay $1 million to students for this. It would be difficult. We don't have dollar figures. It doesn't apply to international or good neighbor students. There's lots of public pressure to refund to '95. DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: I read the law. It says that if you've been to Nevada for six months prior to matriculation and meet the requirements of residency. My sense is there are fewer students impacted by it. It's not a minor c distinction. ASSISTAN ENTERTAINMENT AND PROGRAMMING DIRECTOR ARNESON: Is this for only in state students only? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: Say they move here in July and works and then starts school in December, then you would've been here six months and been here. You must be financially independent. ASSISTANT ENTERTAINMENT AND PROGRAMMING DIRECTOR ARNESON: What if they put themselves in the dorms? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: If you don't have the six months prior to matriculation or unless you can demonstrate residency you won't be eligible for it. SENATOR MAYER: This six-month requirement was because this was making it more attractive to other states? CHANCELLOR NICOLAS: I think prior to '95 there weren't many students coming. They basically bumped it up to twelve months because they didn't think it was fair to pay for students that were here for only six months. 3 NEVADA STUDENT AFFAIRS DIRECTOR TEGANO: CCSN president's issue. Was Dr. Remington at the closed session about his removal? Is it customary to not let people under investigation to not sit in on their hearing? CHANCELLOR NICOLAS: Dr. Remington was not invited into the closed session. It is was b/c I work for the board.. .when the board was in to the open session and he was not specifically given a chance to speak.. .even the open meeting law was unclear and discussion has revolved around what the board can do. The questions on the table about the open meeting law are important to the whole state. I don't have any idea about what to do. It would seem to say that if President Harter just had a closed session about her evaluation if they say we really couldn't say anything about their student service employees during it. Where we stand is chaos and we need a court ruling. I don't think this board will ever again reassign a president without giving them an opportunity to speak. SENATE PRESIDENT AMES QUIT A yielded the floor to DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE to speak to the Senate. DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: I want to start with an apology. There is a fence around the north field. We found out about it after final exams. You all were quite influential in preserving the north field. Right now there's a fence that runs around the north field. The project began officially today. They're working on expanding the road between Tonopah. The primary goal is to add six modular buildings to the CDC. They will be faculty office and meeting space. 130 new faculty was hired for next fall. The first five modulars were for Wright hall. We're going to live with this for a while as a campus. We're going to extend the road so they can come down University Drive so they can service the CD and SHC. For a while, there won't be an entrance to the SHC except from the CBC. All parking between north field and the DC will go away. They agreed to landscape it. They're working on extending the walkway between Beam hall and Wright. They're going to beautify everything between Beam and Wright hall as well. It's going to be a semi-covered walkway, and they will extend the desert garden around the museum. The parking lot will go away and it will be a straight shot from here to the CBC. It will really foof it up. One of the goals for parking is getting rid of the small parking lots. That will be finished about March 1. There will be signs up saying how to get around. They want to draw more students through there. There'll be a new sidewalk around the DC as well. When it is all finished it will look good. One day we want to drastically renovate Beam hall. For your time here you will live in a construction zone. If you have suggestions on how to communicate this to the students let me know. SENATOR MULLINAX: All the parking that is disappearing is staff parking. Is student parking becoming staff parking? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: I will try to find out specific plans. Eventually were going to try to move all their parking to behind the dorms. Where we all see the biggest impact will be when we start construction on here. 4 SENATOR MULLINAX: Are their plans for new parking garages? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: We have them planned, but no revenue source for them. I've hired a group to look at parking. Looking at zone parking and all those options. We're looking at the money we have that's allocated for parking and how to use it most effectively. SENATOR CRAWFORD: I'm on the north side, and I know that's going to consume parking spaces. I was going to ask about the modulars. They're not planning on turning it back? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: The full intent will be to turn it back. The science, engineering, and technology building will be a resurgence in teaching lab space. We built the parking garage with the ability to add two levels to the parking garage, because that lay down area for it will probably take all of it. SENATOR CRAWFORD: Was there ever discussion to make it a building? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: No we want to keep a large green area in the middle of campus. There are plans for building on there. SENATOR CRAWFORD: Do you have a copy? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: It's under planning and construction. It will be presented to the Regents coming up. SENATOR CIANCI: Why doesn't the city try to use eminent domain to expand? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: Could we technically do it? Maybe. They almost never get it. We're about to buy some portions that are south of the intramural fields. We're taking that down and making a parking lot. We looked at the cottage grove as places that we might buy and run now, and tear down eventually. I think we're a long way off from eminent domain. SENATOR HOLMQUIST: It looks like they take up more space then a building? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: No doubt about that, and I hope to see that they will go away. They did do well to go away. Some day it might be a building site. ELECTIONS DIRECTOR EVANS: You said you plan to build the landscape to the left to the DC. It stinks really bad. I don't know why you would walk by it grass or not. DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: The issue of the smell never came up. They were going to try to preserve it for parking. They didn't make it. It puts 5 the green back. I hope that the repair will find what's responsible for it. There's a grease trap there. SENATOR CAZARES: What is the purpose of the Senate House? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: It is not institutionally known. It's privately owned. SENATOR CAZARES: Who made the decision to put up the Boys and Girls Club? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: It was a political one. The idea that we could build on it we saw it as a benefit for our students to learn. It doesn't have classroom space but it is still for it. ASSISTANT ENTERTAINMENT AND PROGRAMMING DIRECTOR ARNESON: Can we start lobbying the government for zoning privileges? I know when I drive down there I have a vision where the dorms are across the street. DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: The UNLV foundation talks about that. They're looking at it. We have started on it. The price goes up if we show interest in it. CSUN SERVICES DIRECTOR IZZOLO: Does it open any classroom space? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: Just some small space. CSUN SERVICES DIRECTOR IZZOLO: There's no classroom space now on campus? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: We're out of it. REBEL RADIO DIRECTOR GREENROCK: Can we put the parking garage behind In 'n Out? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: I wanted to put a garage on this. The lot right behind it is earmarked for Greenspun College of Urban Affairs. NEVADA STUDENT AFFAIRS DIRECTOR TEGANO: I understand UNLV is in talks with North Las Vegas. DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: The city is annexing BLM land. Part of it is an education quarter. We're trying to create a presence out there. We're asking the Regents to master plan that land as a regional campus. They are looking for a university environment. But that's a long way away. SENATOR MAYER: The science, engineering, technology construction begins fall '04? 6 DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: I don't know. They're in the mist of the planning, so that's about right. SENATOR MAYER: We really don't have a parking problem, just a convince problem. Are we looking at palm trees or what? MACHAYES: It's going to be professional landscaping. DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: We're looking for stuff more water responsible. SENATE PRESIDENT AMES QUIT A: To the south side of the DC, is that going to force students to walk in the grass? MACHAYES: Were' going to encourage you to go around. SENATE PRESIDENT AMES QUIT A: The metered spots, in the whole parking scheme, are they creating revenue for us? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: We have a number of meters. More than we need them. When I've looked at the parking plan where all this should be and how to accommodate it to begin to pay for the parking garage. I know we have added a number primarily in the response of it. SENATOR CAZARES: Since the number of parking decrease, will the permit still increase? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: The price of parking will increase. What I hope will come out of this plan, I hope that the zone parking will work. Our parking fee is about a tenth out of most of the university. SENATOR CRAWFORD: What do our fees for parking go to? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: Almost all of the revenue from parking fees goes to pay for either the bond on the parking garage or the maintenance of parking itself. Within the parking fee account there is about $100,000.00 that goes to general operations and the rest is debt service and parking improvement. SENATOR CRAWFORD: All this merits the 10% per year? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: We did it so students knew what is coming. I double them the first year. It was hard and it has helped. SENATOR CIANCI: Any chance of getting parking under CSUN control? DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: No. 7 SENATOR CIANCI: I've heard reports about their ethics. DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: We've hired a lot of new students. We're trying to address them. SENATE PRESIDENT AMES QUIT A: One thing you could help us with is when SENATOR FLINNER was the chair of the Campus Safety and Awareness committee to help with the shuttle we had no help from them. We have $10,000.00 for it and we feel it is poorly run and is not helping them. DR. MILLS, VICE PRESIDENT FOR STUDENT LIFE: I apologize for it. I encourage you to let me know. I will work on getting more response to you. I know we looked at getting better equipment. We'll figure something out. Let me know when they are and we will work something out. SENATE PRESIDENT AMES QUIT A recessed the meeting at 7:27pm. SENATE PRESIDENT AMESQUITA called the meeting back to order at 7:35pm. SENATE SECRETARY GOATZ called the roll again. Quorum was met with 18 Senators being present. SENATE PRESIDENT AMESQUITA: I have posted the open seats on the OSI page and I have been making announcements in my classes. We will be appointing them on February 9. PRESIDENT MORADKHAN: I would like Dr. Faine to come in and present the master plan. I think it would be beneficial for administrators to come in. I met with Rita Penny regarding the separate business manager for the Rebel Yell. I explained that this is the right time. The administrative overhead fee, I met with George and he agreed to draft a proposal that would be sent to Dr. Harter so that's still in the works. I was appointed by Dr. Harter to be on the inter-athletic council. The Board of Regents will meet this week at CCSN Henderson campus. The NSA will meet. The alliance will be having a retreat this Saturday at 9am on our campus. Legal services is up and running. It will start this week on Wednesday and Thursday in our conference room. The schedule will be kept by Jamille. VICE PRESIDENT CHRISTIANSEN: The job will be open until next Friday at 5pm and the following week we will be doing interviews and on the 23rd there will be an appointment. My assistant from last semester is back and she'll be back on the agenda. ELECTIONS DIRECTOR EVANS: You guys all have the new packet in front of you. There are only two changes and SENATOR MACDONALD will do them. If you could make sure that you promote the executive board elections that would be great. Most of our marketing efforts will be for voting purposes. It will be for voting in them rather than running. If you want more details or flyers just inform them on them. 10 SENATOR HEEG: How many forums will you be having? ELECTIONS DIRECTOR EVANS: As of right now we only have one forum before both elections and Pizza, Pop, and Politics. NEVADA STUDENT AFFAIRS DIRECTOR TEGANO is actually working on it. SENATOR MAYER: How did the elections dry run of voting work? ELECTIONS DIRECTOR EVANS: We went around the day before to all the buildings and the laptops that we will be using. We couldn't do it because we needed telephone jacks, so Jesse did that for me. So we're looking at a trial run next week. ASSISTANT ENTERTAINMENT AND PROGRAMMING DIRECTOR ARNESON: We're scheduled to have Tom Kaz on February 18. Noonscene on Friday. On item A, we are asking for you to approve the funding the bands. No we do not have the bands as of yet. This is so we can begin working on getting them. NEVADA STUDENT AFFAIRS ASSISTANT DIRECTOR BLOOD: Lisa is working with the alumni with the lecture series and we were working on voter drives and I'm looking at research centers for the surveys. She will have a report of the Board of Regents meeting soon. OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR: Explained how to vote using the UNLVCSUN website. Only have to use L numbers and they won't be checked. The website is pretty much complete. The car is built. I recommend that the next person that has the job has a good background in design. If they mess with it too much they will cause it to fall. SENATE PRESIDENT AMES QUIT A: When you say design... OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR: Just make sure they are a webpage designer. If they hit the wrong tag it will all fall down. SENATOR FLINNER: Is there a backup thing for the L numbers? OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR: My assistant is staying on for a while to help. SENATOR CRAWFORD: Has anyone talked to or considered to have voting going through the same system that we have to sign up for classes with? OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR: I would deffer that question to PRESIDENT MORADKHAN. 11 PRESIDENT MORADKHAN: The university system went down last week for three hours, so I wouldn't trust it. SENATOR CRAWFORD: It could feasibly handle voting? PRESIDENT MORADKHAN: I wouldn't count on it. ELECTIONS DIRECTOR EVANS: I looked into almost every option of internet voting. There's a couple different schools with WebCT, and they have more problems then ballot voting because the system can't handle it. There are actual internet voting companies, and they are very young. Right now there is nothing set in stone or secure that would work for our university. SENATOR JIMENEZ: I don't know much about web design. I've been told that its in your own language. OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR: All my code is written in html. SENATOR JIMENEZ: Is there any way where we can have you stick around? OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR: I'm going into the corporate sector, and doing my own website design. I've taking a serious pay cut with being here and enjoyed it, but no. VICE PRESIDENT CHRISTIANSEN gave PUBLICATIONS DIRECTOR GEORGE's report. They have openings on the publications board. They will go back to advertising for the third issue. They're doing body outlines also with Valentine's Day with information on the third issue. On Easter, they're going to do some plastic eggs and hide them around campus. Issue three's theme is a medical/ biological thing. Still waiting for the rack system. They should be in pretty soon. He's got to people on the agenda. The assistant and Catherine who drew the cover. SENATOR JIMENEZ: How many copies of the magazine do we have left? VICE PRESIDENT CHRISTIANSEN: 2,000-3,000. We're waiting to put them in the racks. We haven't promoted them as much because of the racks. REBEL RADIO DIRECTOR GREENROCK: The event last Thursday was really good. There are new directors being promoted. Lots of marketing planned for this semester. SENATOR MULLINAX: Is Target the cheapest to buy CDs? REBEL RADIO DIRECTOR GREENROCK: We're looking at getting a contract with an internet music store. 12 SENATOR JIMENEZ: Can't you just burn them by buying them legally online. REBEL RADIO DIRECTOR GREENROCK: Me and BUSINESS MANAGER HILL will talk about it tomorrow. SENATOR DANESHFOROOZ: I'm sure you are familiar with iTunes by Mac, maybe you can do it that way. There will be two meetings a month. They will be decorating the men's basketball room. They want to have them decorate for each sport.
