Office of the Senate President University of Nevada, Las Vegas Student Government MINUTES CSUNSENATE MEETING 34-05 MONDAY, DECEMBER 1, 2003 -CSUN SENATE PRESIDENT AMESQUITA called the meeting to order at 6:00pm in the Moyer Student Union room 201. SENATE PRESIDENT AMESQUITA called the roll. The following Senators were present: SENATOR CIANCI, SENATOR CORPUZ, SENATOR SOLDANO, SENATOR MULLINAX, SENATOR FLINNER, SENATOR NISSEN, SENATOR THOMPSON, SENATOR CRAWFORD, SENATOR HEEG (arrived late at 6:06pm), SENATOR ROSAS, SENATOR CAZARES, SENATOR WEST, SENATOR DONNELLY, SENATOR MAYER (arrived late at 6:06pm), SENATOR SANTIAGO, SENATOR SUMNER, SENATOR FRIEDLIEB (arrived late at 6:03pm), SENATOR CONWAY, SENATOR JIMENEZ (arrived late at 6:06pm), SENATOR MONTALTO, and SENATOR HOLMQUIST. Quorum was met with 21 Senators present. The following Senators were excused: SENATOR DANESHFOROOZ and SENATOR MACDONALD. SENATE SECRETARY GOATZ was present. APPROVAL OF MINUTES SENATOR DONNELLY moved to approve the minutes from 34-04 as published. SENATOR ROSAS seconded the motion to approve. SENATOR FLINNER said for the record the RHA President's name is Ashley Ferrel. Minutes PASS UNANIMOUSLY 21-0-0. SENATOR FRIEDLIEB enters 6:03 EXECUTIVE BOARD ANNOUNCMENTS VICE PRESIDENT PRO TEMPORE BROWDER said for those of you that announced that the Student Teaching scholarship. Welcome back from thanksgiving I ate a lot. VICE PRESIDENT CHRISTIANSEN had no announcements. PRESIDENT MORADKHAN said that the NSA luncheon will be held Thursday at 12pm in MSU 202; let her know if you are going. On the agenda, I requested an information item on their methods of funding student organizations. They claim it's a state law, but one of the other campuses doesn't follow it. If anyone wants to sit on the special fees committee let me know. I'd like to see the students from the college of Fine Arts, Hotel Administration, and Urban Affairs. SENATE PRESIDENT PRO TEMPORE CIANCI said SENATOR MONTALTO keep your nameplate in the slider. I've checked out prices for filing cabinets, they are 5 by 1, and for mailboxes. Instead of the white slides out, we'll have nameplates made for them similar to the picture board. I will be assigning desks to certain committee heads. The only comp that doesn't work is the one closest to the water thing. SENATE PRESIDENT AMES QUIT A said that the Senate meeting will need to be pushed back to the 16 so that the directors could have all week to put stuff on it and post. Just to clarify it will be on January 16 at 3pm. Items will need to be submitted by 4pm on the 12. If you cannot make it to that meeting please email me. SENATOR JIMENEZ, SENATOR MAYER, and SENATOR HEEG enter at 6:06pm. REPORTS Senate Committee Reports SENATOR MULLINAX, RULES AND ETHICS CHAIRMAN said January 8, 2:30pm, Rules and Ethics. SENATOR SOLDANO, BYLAWS CHAIRMAN said Bylaws meeting, 7:30pm on Wednesday. SENATOR MAYER asked where's that at? SENATOR SOLDANO replied the conference room. SENATOR ROSAS, WAYS AND MEANS CHAIRMAN said I sent out an email that we'll be meeting this Thursday, but we'll be meeting next Thursday the 11th at 7pm. Faculty Senate/University Committee Reports SENATOR MAYER said that the Rebel Yell Advisory Board will meet on December 9. They will present the results of the audit and we'll be meeting December 12 to appoint a new editor. SENATOR FLINNER asked what time on the 9? SENATOR MAYER said I don't know right now. Business Manager Report BUSINESS MANAGER HILL said that we paid the administrative overhead fee in the amount of $5,807.91. It's 1% of our revenue. BUDGET PAYEE AMOUNT COMMENTS OFFICE UNLV $5,462.11 Admin O/H OFFICE UNLV $345.80 Admin O/H 2 TOTAL $5,807.91 PRESIDENT MORADKHAN asked if it's in our constitution that it requires two signatures how did they transfer the money? BUSINESS MANAGER HILL said we'll talk to George about it. But the university can just take it out. SENATOR DONNELLY asked I know you said you were talking to someone about waiving the fee, but what have they said about it? PRESIDENT MORADKHAN said I meet with George on Wednesday for my third meeting but he said he'd be willing to pay for it, but the Business Manager is appointed so I don't know how he would do that. SENATOR MAYER asked what is the fee? PRESIDENT MORADKHAN said it supposedly goes to pay for employees to process paper work. They expect it to go up .5%. I'm displeased that they just took it out. SENATOR FLINNER said that being that the university still owns us money, couldn't they just take it out of that? PRESIDENT MORADKHAN said they paid us $500,000 but they're giving us less. We just got the last deposit this year. It's supposed to be renegotiated every two years. SENATOR CRAWFORD asked can you explain this? SENATE PRESIDENT AMES QUIT A said that former PRESIDENT MORADKHAN found out that we had been giving a set percentage since the 1980's and that we should've been given an incremental increase. He went forward and petitioned for the difference of the underpaid amount, which was an obscene amount, but came to a settlement of $500,000. If we have not received the correct amount I think we should again do something about it. PRESIDENT MORADKHAN said that the university is supposed to get the money, they know about it. It's a consistent thing. Just to remind them I end my emails with P.S. 5%. SENATE PRESIDENT AMESQUITA asked is their anything we can prepare for this? Maybe take it to the Board of Regents? PRESIDENT MORADKHAN said that the Board of Regents wouldn't do anything about it. NSA and a past president did a lot of research on the subject. There won't be a solution on their end. SENATOR DONNELLY asked is there anything that anyone can do? 3 PRESIDENT MORADKHAN said she's putting together a research team for next semester. SENATOR CIANCI asked if we could sue? PRESIDENT MORADKHAN said who would represent us? Director's Reports CSUN SERVICES DIRECTOR IZZOLO gave her report. She said I spent the week in my office. SENATOR ROSAS has all the funding request, if there is anything from unrecognized organizations, just go and table it. Disbursements just created a webpage to answer our questions. We have 124 recognized organizations. Half the Greeks aren't recognized. Encourage these groups to be recognized next semester so they can have free access to rooms and everything else. I'll have a list of all recognized organizations in your guy's boxes this week. ELECTIONS DIRECTOR EVANS gave her report. She said good news. We came up with a system to eliminate double voting. I talked to Clark County, basically what they do is during early voting they have laptops and they will loan us ten laptops for our elections, and DIRECTOR TAYLOR will come up with some software for it and instead of looking up your name they'll look up the "L" number and once you vote you can't again. We will have a trial run. We will be talking about it at our board meeting tomorrow night. Please be at the meeting in January because I'll have a lot on that meeting. ENTERTAINMENT AND PROGRAMMING DIRECTOR LONG gave his report. He said he has a board meeting tomorrow at 4pm. Going over initial plans for RebelPalooza and those items will be on the agenda on the 16. We are starting a marketing campaign for Tom Kaz, a hypnotist that will be here on campus. His show, I hear, it is a MTV pilot. NEVADA STUDENT AFFAIRS ASSISTANT DIRECTOR BLOOD gave NEVADA STUDENT AFFAIRS DIRECTOR TEGANO's report on her behalf. She said that the NSA board just approved $499 for William Cohen and we're cosponsoring him with the history department. They are working with the English department to cosponsor the UNLV Lecture Series. She will be meeting individually with the chairs of the committees. She will be going to the Board of Regents next week and the report will be turned in by January 1. If you need anything come and talk to her. OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR gave his report. He said the system will be linked to the university system. It will be verified through our server. And if we don't want to do it internally, technology services have offered to do it C 4 and the hook ups for the laptops. There is no OSI in the paper on Monday. And it will go in on Wednesday. Have a good break. SENATE PRESIDENT AMES QUIT A asked would the students be only allowed to vote with their student ID? ELECTIONS DIRECTOR EVANS said they probably will have to do it. SENATOR WEST asked how difficult is this to do and how much will this cost? OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR said very simple. SENATOR WEST asked what about the laptops? ELECTIONS DIRECTOR EVANS said they'd charge us for the technicians that will be spending the time fixing them. It will be pretty cheap. SENATOR MAYER said it sounds pretty complicated? Is this realistic? OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR said it's like registration for classes. It's the same type of thing. It's a web page and a server. SENATOR MAYER asked could they use their social? OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR said it could in the event that we needed it to, but you could always log in to the UNLV site and get your "L" number off of that. PRESIDENT MORADKHAN said the easy thing is to order the books. SENATOR CRAWFORD asked will the database have info about the department they're in? OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR said we'll get the "L" numbers from the registrar, and we'll have the ones that are valid. SENATOR CRAWFORD asked is it only good for voting? ELECTIONS DIRECTOR EVANS said that you just type it in but you still vote at the poll. SENATOR CRAWFORD said your not voting at the poll, it's just to check. SENATOR JIMENEZ asked why are we getting laptops from them? Can't we get them from the library? 5 OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR said Clark County has specific equipment for it. ELECTIONS DIRECTOR EVANS said we tried to get them from the library before and they wouldn't let us. SENATOR SOLDANO asked will it say what college they're in? OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR said that we could write in a routine for it. PUBLICATIONS DIRECTOR GEORGE said I dropped it off at reprographics and the guy wasn't there. When I laid it out it, the program I was using was too new. Their version can't open my version. They have ordered the new version and they're going to get it in by Wednesday, but if that is the case they'll have it printed next week. But if they don't get it in on time they'll have to go to Southwest Printers and those charges will be paid by them. This was supposed to be done by Wednesday. The magazine will come out this semester. This week. We'll put an issue in your boxes. We made 3,000 copies of it. I'm looking for Assistant Director for the first meeting in January. It's open to you guys. And I'd like to introduce Robert Collines, he did a lot of the marketing for it. SENATE PRESIDENT AMES QUIT A said as far as the position opening I'd have you put it in on the OSI page and on the university page. SENATOR THOMPSON asked have you gotten the magazine racks yet? PUBLICATIONS DIRECTOR GEORGE said the company went out of business the week after we got approval. I'll be looking to get a new rack. To get 10 racks without logo was $100 but with the logo it was $654 for 10. We could just put stickers on it or something. That's something I'm going to tackle over winter break. Even if we get the magazine by Friday it's not going to work. And right now I don't have a place to get it from. SENATOR CRAWFORD asked do you know if that happened to the last director? PUBLICATIONS DIRECTOR GEORGE said it's like a three-sided story, but they're telling me something happened then something else happened. When he went to Reprographics they had to reformat the whole thing. He got it out, but late, so maybe there was a problem. SENATOR JIMENEZ said I thought it was a good idea to make the rack yourself. PUBLICATIONS DIRECTOR GEORGE said we could make it out of crates, because they stand out. That is something we've talked about in our board. SENATOR JIMENEZ said I like you man and I think you should do it with oranges. Way cheaper and more attention. 6 PUBLICATIONS DIRECTOR GEORGE said that their are standards for what they must look like. SENATOR JIMENEZ asked if it's going to be in the MSU? PUBLICATIONS DIRECTOR GEORGE said they can only be in the buildings. SENATOR JIMENEZ said that there's plenty in the streets to get donated. REBEL RADIO DIRECTOR GREENROCK gave his report. He said I don't think the event is going to happen in the DC. I don't think it's going on. I'm going to reserve some dates in the amphitheater. We're going full force next semester. And I'm going to use break to get the lab working. SENATOR CRAWFORD asked have you guys found a way to backup your music? REBEL RADIO DIRECTOR GREENROCK said right now we just have the DJs bring in their own CD's. Its just streamline. SENATOR HOLMQUIST said you were talking about putting out CDs? REBEL RADIO DIRECTOR GREENROCK said we're going to have some songs on it that you would here at the games and then having intros by people like Coach Spoon, and intros from the DJs. SENATOR JIMENEZ asked do you take music from any artists? REBEL RADIO DIRECTOR GREENROCK said we don't discriminate. SENATOR JIMENEZ said I know there's a lot of music out there and they would like it. What is full force? REBEL RADIO DIRECTOR GREENROCK said stuff like our business cards, using the amphitheater, DJs, stuff like that. People in the streets. SENATOR MAYER said I was in the library thinking about the mouse pad idea and replacing them in the library. REBEL RADIO DIRECTOR GREENROCK said yeah and in the room. SENATOR FRIEDLIEB asked about the CD, if they're by any specific artist and what's the copyright? REBEL RADIO DIRECTOR GREENROCK said it will be mixes. 7 r SENATOR JIMENEZ asked if there's music playing 24hrs? REBEL RADIO DIRECTOR GREENROCK said yes. I hope you will check it out at rebelradio.com and I hope everyone in here has listened to it. I hope you took the interest to listen to it. I'm looking to throw pictures up and events up there. It's cool. SENATOR CRAWFORD asked so do we pay these artists? REBEL RADIO DIRECTOR GREENROCK asked the DJs? SENATOR CRAWFORD said no. More like more famous bands. REBEL RADIO DIRECTOR GREENROCK said Dave hill is in the process of going over copy right, but right now we just play it. We don't make money off of it so it is okay. SENATOR JIMENEZ asked what about advertising? REBEL RADIO DIRECTOR GREENROCK said I don't want to show we make money till we get the licensing. SENATOR JIMENEZ asked who cares? Who wants to know who's making the money? REBEL RADIO DIRECTOR GREENROCK said the same people checking if we have a license. SENATE PRESIDENT AMES QUIT A said it's the same thing as what you've heard on TV. They could sue us for it. REBEL RADIO DIRECTOR GREENROCK said we could throw up links and get coupons for it but that's about it. SENATOR MAYER asked are you on track to get FCC licensing? REBEL RADIO DIRECTOR GREENROCK said to be honest with you; I'm not even close to being a lawyer. PRESIDENT MORADKHAN said it takes a large amount of money and time. But we need to have a radio station with the new union we'll have the set up to take the next step. SENATOR MAYER asked was KUNV our student station? PRESIDENT MORADKHAN said yes but they weren't letting students get involved. So they got rid of it. R REBEL RADIO DIRECTOR GREENROCK said it's over $100,000. It's a grip of loot. Liaison Reports Greek Advisory Liaison's report was giving by SENATE PRESIDENT AMESQUITA. He said that the last Greek 101 is mandatory and will be held this Sunday at 3pm in the ballroom. Multicultural Student Affairs (MSA) Liaison had no report. Residence Hall Association (RHA) Liaison report was given by PRESIDENT MORADKHAN. She said that RHA will have study breakers December 3 and 4 at 9:30 and Wednesday night they're building sun gardens and doing a trading spaces thing. Student Athletics had no report. Student Body President's Advisory Council Liaison JESSICA ADLER. She said the class council had a meeting last Wednesday and they talked about things for the spring. Christine wants to see the Rebel Yell do the Softball game again. We'll be waiting till they straighten things out before we make a decision. The Thomas and Mack Maniac's will be coming out on break. The hotline is not coming along very well. The telecommunications department is not very helpful. They hang up on people when we tried to get some answers. The UNLVoice, I wanted to have it out but their wasn't enough content. I wrote 3 articles. It would be really nice if you could contribute. It's your newsletter not mine as an individual. SENATOR NISSEN asked if you got something in from the Urban Affairs College would you still want it? ADLER replied I wanted to have it at the holiday party, so yes. SENATOR NISSEN said as much as I'd love to play softball, I would like to do a students against student government game. I think it would be fun. ADLER said that the thing with the Rebel Yell is an annual thing. Student Health Advisory Committee (SHAC) Liaison report was given by PRESIDENT MORADKHAN. She said that Latoya couldn't be here tonight. She read an email from Latoya: Immunization Clinic: Every Tuesday from 8-9:30am (this is going on from 12/2/03-1/20/04) in the health center; Immunizations include: Tetanus/Diphtheria, and MMR (they are $15 each and cash only). Flu Clinic: Every Thursday from 8-9:30am (this is going from 10/9/03-12/18/03) in the health center. There will be holiday hours at eth Student Health Center as well as CAPS, starting Dec. 15th thru January 20th (M-TR the SHC will be open from 8am-6pm, and Fridays it will be open from 8am-5pm). 9 Nothing from SHAC at this time. Except that we hope you all came out for World AIDS day activities and enjoyed them. ROTC Liaison's report was given by Cadet Acoba. He said we have a final test to see how fit they are and an annual ROTC Olympics coming up. Leadership Advisory Board (LAB) Liaison's report was given by SENATE PRESIDENT AMESQUITA. He said that they haven't had a meeting yet and that they have one scheduled. PUBLIC COMMENT NONE UNFINSHED BUSINESS SENATOR ROSAS moved to combine and postpone unfinished business action items A and B until the next meeting. SENATOR CONWAY seconded the motion to combine and postpone. A. Action Item: Election of one (1) student to serve on the Faculty Senate Academic Standards committee. As submitted by Senate President Amesquita. B. Action Item: Election of one (1) Student to serve on the Faculty Senate General Education Committee. As submitted by Senate President Amesquita. Motion to combine and postpone PASSES UNANIMOUSLY 21-0-0. NEW BUSINESS New business action item A is ruled Out of Order as the Rules and Ethics committee has not submitted them yet. A. Action Item: Approval of the Rules for the 34t h Session from the Rules and Ethics Committee. As submitted by Senator Mullinax, Rules and Ethics Chairman. SENATOR NISSEN requested Point of Information. She asked do we have to combine and postpone? SENATE PRESIDENT AMESQUITA said yes. SENATOR CIANCI moved to approve new business action item B. SENATOR DONNELLY seconded the motion to approve. B. Action Item: Approval of one (1) student to serve on the Inter-Athletic Council as a student representative. As submitted by Senate President Pro Tempore Cianci. 10 SENATOR CIANCI moved to amend the item by striking, "approval of one (1) student" and inserting "nominate any number of students to be forwarded to Dr. Harter". Action Item: Nominate any number of students to be forwarded to Dr. Harter to serve on the Inter-Athletic Council as a student representative. As submitted by Senate President Pro Tempore Cianci. SENATOR THOMPSON said so basically we nominate people and Dr. Harter selects who sits on the committee. Amendment PASSES UNANIMOUSLY. SENATOR CIANCI moved to nominate VICE PRESIDENT CHRISTIANSEN. Action Item: Approval of Senator MacDonald to serve on the Elections board for a term ending April 30, 2004. As submitted by Senator Nissen. D. Action Item: Approval of Andrew Greenberg, Salvatore Wise, and Jacqueline Jones to serve on the Entertainment and Programming board for a term ending April 30, 2004. As submitted by Senator Holmquist. SENATOR CIANCI moved to amend item D by striking, "Andrew Greenberg" 11 SENATOR FRIEDLIEB seconded the amendment. D. Action Item: Approval of Salvatore Wise, and Jacqueline Jones to serve on the Entertainment and Programming board for a term ending April 30, 2004. As submitted by Senator Holmquist. VICE PRESIDENT CHRISTIANSEN said Salvatore Wise has made grades and ENTERTAINMENT AND PROGRAMMING DIRECTOR LONG will need him to be on the board. Amendment PASSES UNANIMOUSLY. 21-0-0. SENATOR DONNELLY asked on item C, how many Senators are needed to sit on the board? SENATE PRESIDENT AMESQUITA said a minimum of one. New business action items C and D, as amended, PASS UNANIMOUSLY. 21-0-0. EXECUTIVE BOARD SUMMATIONS VICE PRESIDENT PRO TEMPORE BROWDER had none. VICE PRESIDENT CHRISTIANSEN said thanks for moving the meeting to the 16. If anyone wants to help with Midnight Madness let me know. I'll be here for most of the break. PRESIDENT MORADKHAN said that the Board of Regents meeting is next Thursday and Friday. There aren't any issues effecting UNLV. Executive board will be meeting on the 16 of January. I will have hours over break. When there are issues within the administration we need to do research on the subject. They are not our enemy. We must approach things in a professional manner. SENATE PRESIDENT PRO TEMPORE CIANCI said let me give you a run down of upcoming meetings: the 3r d is Bylaws at 7:30pm, the 8t h is Rules and Ethics at 2:30pm, and the 11th is Ways and Means. SENATE PRESIDENT AMESQUITA said don't forget about the Elections board meeting. I will get with Ms. Adler to go over dates to submit stuff for the chairs and we'll put that into the UNLVoice. We'll do chairs first, and then the Senators. Have a safe and happy holiday. GOOD OF THE SENATE SENATOR HEEG said I want to thank Ms. Adler for her continual work to get submissions for the voice. It's important to participate in it. I have not done it yet. I 12 hope that you all will not have to do with the stress and agony of doing a semester's worth of work within two weeks. Yield. SENATOR CONWAY said we had a lot of questions for the directors today. They're upstairs so ask them then. If you weren't in town this weekend our basketball team won against Cal Berkley. SENATOR NISSEN said Alpha Gamma Delta and Phi Delta Theta are working with 98.5 KLUC to do a toy drive downstairs all this week until Friday. Bring by a new unwrapped toy. It goes to needy children in Vegas. If you want to donate money, it will go to buy toys. We will be meeting with our Dean to talk about more sections. Give students our emails or tell them to talk to us when you talk to classes and tell the students we are working on it. Yield. SENATOR HOLMQUIST said hope to see you on Friday at the party. Yield.
