APPROVAL OF MINUTES SENATE PRESIDENT DAVY- We only have Minutes 31-28; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- Moves to approve; Seconded by SENATOR MACDONALD; SENATE PRESIDENT DAVY- Asks if there are there any additions or corrections to the minutes; Move into a vote; Motion carries unanimously; V. BOARD AND COMMITTEE REPORTS A. Senate Committee Reports SENATOR DAYANI- The Ways and Means meeting could not be held because some how the agenda didn't get posted; B. Faculty Senate/University Committee Reports VICE PRESIDENT PRO-TEMPORE HALE- They had the first meeting for the Honors College; SENATE PRESIDENT DAVY- They got a letter stating that the College of Sciences position has been filled and they don't need a search committee anymore; C. Business Manager Report- Pam Levins $180.00 to Market Card, Inc. for 3,000 Rebel Ruckus Flyers, $497.81 to Bogus Productions for 69 long sleeve red T-shirts for Rebel Ruckus, $174.00 to University Connection for T-shirts for student receptionists, and $200.00 to Sodexho Marriott Service for 40 dining commons lunch tickets totaling $1,051.81; SENATE PRESIDENT DAVY- One more announcement she forgot to make one behalf of the Executive Board regarding the cart and copier policies. They might not be assessable while we undergo renovations to those policies and possibly update the copier; D. Directors' Reports Michael Bond- Office of Student Information He's been working with Elections slightly. He went ahead and ordered red T-shirts that say CSUN with the URL on the sleeve to throw off the stage at Rebel Ruckus; A1 Heck- Nevada Student Affairs It's been a slow week and he hasn't gotten much done. He has decided not to hold a lecture series for the senators who are running because of the possibility of a low turnout. This Thursday is Take Back the Night. It's a very moving, beautiful event celebrating life and everyone should attend; Davin Hill- Rebel Radio He had a great time at the tailgate and good job to the E&P Board. Rebel Radio has been moving slowing because they have had to wait on the Purchasing Department and the Administration. They are also waiting on keys to their offices. Wants to thank Mike Bond for designing the flyers; David Himmel- Passes out a tentative schedule for Rebel Radio. Come to him with any suggestions and concerns. He had a meeting along with Director Heck about the rooms in FDH. They are excited to have a centralized location on campus; Ali Laman-Lyons- Elections Everything is rolling and they are running into new issues and problems every day because thigns have been run differently this year. She has spent a lot of time fixing problems she didn't know about. Everything is ready for the Senate elections. There are a few changes as to the locations because the election booths can't be outside. There will be banners outside those locations so people know to go inside. She will be putting flyers in all the Senator's boxes so they know where all the locations are. She wants to thank A1 Heck, Mike Bond, Kelly, Jenn Hale, and the people on her board that aren't present; Joseph Lucchese- Entertainment & Programming Another fine week in the entertainment world. There was another great tailgate this weekend. Senator Dunning and Director Hill participated in the entertainment. The Homecoming tailgate should be a good one. They are working on dividing the tailgate space more equally so each organization can have their own tailgate area and participate in CSUN's tailgate. The next movie night is October 17th and we will be showing "The Fast and the Furious." Some of the sororities will be selling snacks for their philanthropies at the event. Rebel Ruckus is next week and all the plans are going well. They are working with MSA on Rebel Reggae prior to Ruckus. 97.5 will probably help sponsor The Real World event. Tickets are free and go on sale for the students next Monday; Kelly Martinez- CSUN Services The recognition packet deadline was today at 5pm. So she will be working on all that paperwork. She will have the SOURCE room and the boxes figured out this week. She has board meetings on Wednesdays at 4:30pm for the next two weeks. Thanks to Ali and Jenn for being supportive; E. Liaison Reports Greek Advisory None; Multicultural Student Affairs SENATOR GONZALEZ- Right now they are just working with E&P on Rebel Reggae and Rebel Ruckus; Residence Hall Association Jason Chan- President of RHA- He wants to invite everyone to their meetings on Thursdays at 5:30pm in the Tonopah Conference Room. This year they are working on having a much stronger relationship with CSUN. They have already passed approval of all flyers in the residence halls for all CSUN programs. They are participating in Homecoming and working on getting more involved; Dr. Fain- Talks to everyone about UNR and UNLV's proposed increase admission standards that will be presented to the Board of Regents in October. SENATOR BUTLER enters at 6:27pm; Student Athletics SENATOR ZARNDT- They are collecting resumes from all student athletes and making sure they have proper and presentable resumes; Student Health Advisory Committee None; VI. UNFINISHED BUSINESS A. Action Item: Discussion/Approval of an amount not to exceed $1,512.00 to be paid to the UNLV Marching Band for 144 baseball hats. Costs to be encumbered from the CSUN 2702 FY01-02 General Discretionary Account; SENATOR DAYANI- Moves to remove from the table; Seconded by SENATOR HUGHES; Move into a vote; Motion carries unanimously; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- Moves to approve; Seconded by SENATOR SCHROCK; SENATOR POWELL- Moves to re-amend the item as passed to read after hats "contingent upon the hats bearing the CSUN logo prominently"; Seconded by SENATOR REDDICK; SENATOR POWELL- The reason he made the amendment the first time is because he doesn't see any value in student funds paying for hats if no one knows the students paid for them. Given the history of the item and if it costs an extra five to ten dollars a hat its is worth it. The band was already well advised of our position on the hats and we can either have the band incur the extra costs or amend the item to increase the amount; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- She understand that we should brand our name on things every time we give money to students, but they have already purchased the hats. What are we supposed to do? Go there with a trash bag and have them put the hats in a bag and bring them to an embroidery place and increase our costs and have them not wear their hats? She voted for it last week with the intention that they hadn't purchased the hats. So she will vote against it this week because there is no point and no way to get the hats back. But maybe it will set the precedent for the future; SENATOR GONZALEZ- He agrees; SENATOR REDDICK- Wants to know if there is a representative present. Wants to know if it would be a problem to put the logo on the hats since they already purchased them; Tony Labonte- Director of the Marching Band- The students do have the hats and it's a timing issue. When they submit the requests in the summer time they recognize that this is potentially a big problem. Some of the performances even happened before September 7l and the students need to be ready; SENATOR REDDICK- Wants to know if he has looked into how much it would cost to add the logo to the hats; Tony Labonte- No, because the people that do the embroidery would need the logo on a disk. His issue is to go the band first. He knows this isn't a high priority for senate and they are very thankful and appreciative that at least the senate considers it every year. And if this was the last year the senate would consider it they would understand. They is a philosophical opinions on donors putting their names on things. The band doesn't think it would be a good idea considering the logo probably wouldn't be seen and there are other ways to make it known who paid for the caps. He's not opposed to it, but he has his opinion and he is happy to try and work together; SENATOR REDDICK- If we do add the logos on the hats would you assume we would be paying for it; Tony Labonte- Yes, only because we don't have the funds to pay for it; SENATOR REDDICK- And if we decided not to pay for the hats you would have no other way of paying for them?; Tony Labonte- We would have to find a donor or some other way to pay for them. They have been purchased, but they are on a holding waiting to be paid for. Athletics purchases them every year and we reimburse them for the hats; SENATE PRESIDENT DAVY- We fully support the band and all you do for UNLV, but that's not the issue that's under fire here. This comes up every year that you pre-purchase the hats and then expect us to fund them and have no alternative means of buying them even though you already have the hats. Knowing that this comes up every year why don't you just submit the item to us in the summer rather than waiting for us to pay for them after the fact?; Tony Labonte- We would happy to do that. It has never been such an aggressive situation as the one he has seen it develop into over the past two years. And we don't expect this body or any body to do anything. They hope that you may consider it. SENATE PRESIDENT DAVY- You say you aren't fond of sponsorship logos on the hats, yet every hat on the band is a Nike hat with a swoosh; Tony Labonte- We have no choice over that and it is the corporate agreement with Coach Robinson and this institution to his knowledge; SENATE PRESIDENT DAVY- Then it makes sense that Nike or the football team should underwrite the hats if that's the contract you are dealing with rather than us; Tony Labonte- You have your opinion; SENATE PRESIDENT DAVY- She just wanted to throw that out to see if he had an answer to that since this comes up every year; Tony Labonte- Athletics underwrites activities that they expect the band to perform for and its certainly not out of the question; SENATOR SCHROCK- Wants to know if they can still get their money if we decide we can't put the logos on the hats; SENATE PRESIDENT DAVY- It's entirely up you guys what do with the item; SENATOR BUTLER- He doesn't really think its an issue whether or not we put our logo on the hats because everyone knows who pays for the hats. We are spending money on a group of students that go out and promote our institution and make UNLV look better and he thinks it's a frivolous issue. If they are a group of students then he doesn't see why we don't support them; SENATOR POWELL- It is his understanding that they didn't have control over when the hats were purchased; Tony Labonte- He meets with Athletics and tells them what they want to try to do and what they need. He does that sometime in March and the order is placed sometime in May. To get the prices we want we have to order them at that point; SENATOR POWELL- So you guys knew about the purchase since May and just submitted it?; Tony Labonte- He will be happy to do it in the future; SENATOR POWELL- It's a matter of principle and he feels CSUN is being guilted into paying for the hats. He agrees with Senator Butler that we should support the band, but he always makes it a point to make sure CSUN's logo is displayed on things they pay for. It is the students of UNLV that are paying for the hats and he believes they have a right to know what they are paying for. He would have completely supported this had it been presented in the summer or prior to the purchase of the hats; Tony Labonte- When he says they don't have any other means that just means money within their budget; VICE PRESIDENT FAUSKE- CSUN isn't a corporation, we are Student Government and our funds come strictly from the students. People view us as an open checkbook or band, but we have to weigh how important the money we spend is and what it will do. 144 hats for 144 students from all different colleges and different places around the world to perform in a public domain such as a football game. That would make them happy we were giving them this money and help them and support them. He will take that over a little logo no one will probably understand or read. As far as Nike goes Sports Marketing sets all kinds of contracts and they have no control over that. The hats have already been make and he would never make them give the hats back so we can put a logo on them. So help them out. We are criticizing something they have no control over; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- If you ever notice all the things we fund and we never know how many students its going to affect. So lets go ahead and give them their money. You all walk by the practice field and see them working hard in the heat. She got an idea from one of the senators to put a banner by one of their events reading "Student Government supports the band." Let's recognize the students, its their money; SENATOR DUNNING- He was here last year and he remembers all the stuff that happened. The one thing that he remembers is that we said don't come to us after already purchasing the hats. If you purchase the hats ahead of time than it wasn't going to pass. We specifically said if you come to us first we'll try to help you do it. Do you remember us saying that to you last year?; Tony Labonte- Wants to know who this was said to because he didn't receive that information? SENATE PRESIDENT DAVY- To all your representatives that were present at the multiple meetings; SENATOR DAYANI- We are going to be paying of the hats out of student funds. We are going to be paying for our logo out of student funds. Does anyone see the irony in that? We want to advertise ourselves with student funds to let student's know that we are paying for our logo and the hats with their money. There are other ways to show our involvement; SENATOR AOK1- Calls the question on the amendment; Seconded by SENATOR BUTLER; Move into a vote; SENATOR FLEMING and MACDONALD cannot vote because they weren't present the entire time; Motion carries 19-2-0; (SENATORS GONZALEZ and REDDICK opposes); Move into a vote on the amendment; Motion fails 0-21-0; SENATOR GONZALEZ- Does the marching band fundraise?; Tony Labonte- They band performs at certain extra events to raise money; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- Yields the floor to Phil Burns; Phil Burns- The marching band and the cheer squad are two groups that serve the student body more than anyone. They represent the school throughout the year; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- You know how she feels; SENATOR POWELL- Is the band going to be accessible to play at CSUN events in the future?; Tony Labonte- Our position is that we are happy to do anything if we can and we have advance notice; Director Lucchese- He can have the schedule of events to him by the end of the meeting; SENATOR POWELL- He understands they have other things that will come up. He just wants to try and get some sort of commitment between CSUN and the band and bring the two organizations together; SENATOR BUTLER- Believes he has some important things to say and he reads the following speech: Ladies and Gentlemen of the Senate: Today's unfinished business of allocating no more than $1,512 to the University's Marching Band has captured student attention in light of CSUN's decision to table the issue of supporting the Band with funds to purchase caps, for its approximate 144 members. After investigating the issue my self, questioning both senators and members of the Marching Band about this issue I find my self in favor of supporting this student organization with money from our budget for the following reasons: 1. The hats are part of their uniforms that are worn, with pride, during football games and pep-rallies. Not only are they part of their uniform but also caps are a practical tool for blocking the sunlight. During afternoon games caps keep their faces from getting burned and helps keep them cool while wearing an often-cumbersome uniforms that trap in heat. Remember: they are outside the entire time the game is going on. 2. The only other hats they have to wear are their shakos, or the typical marching hats usually decorated with a plume, which are made of pleather. A material that is not conducive to keeping an individual cool in hot weather like we find in Las Vegas. 3. The program is growing in membership. Thus, this is a request to help a UNLV student organization to defray some of the costs that come with running a large program such as the band. Last meeting a perception was given that the band does not do enough for CSUN. That is not the case. The band performs during premier UNLV, scrimmages, pep rallies, barbecues for alumni, etc. If it does seem that they do not do enough for our student government, we must keep in mind that they provide a musical service that is in high demand, i.e., others look for their services too. It would be a frivolous matter to expect them to be at CSUN's beck and call. We are but one form of representation of the student body on campus and we would put an inefficient use to their time if we tried dictate anymore where they should play and when. The band has many channels it uses to emanate support for the UNLV student body besides CSUN. Thus any money we spend to support them directly affects our student body greatly in a positive way. So, if our student money is going to a group of students, whose whole purpose it is to represent our university I don't see the wrong in furnishing them with funds to purchase their hats, which by the way are not stupid because they do serve a purpose, in an amount not to exceed $1,512. That is an amount that is under 1/10 of what is already being spent on Afro-man and Yugar productions. In closing I urge you, ladies and gentlemen with a vote, to support our students. As for the question of them fundraising: The band does fundraise. They contract gigs and Coach Robinson helps them with some funds too, but mostly that money is used for covering the cost of their trips. Everyone is on a budget, even the band, and if we help them out, which we can than I believe we should do so. EXECUTIVE BOARD ANNOUNCEMENTS AND SUMMATIONS VICE PRESIDENT PRO-TEMPORE HALE- Speaks about the scholarships; VICE PRESIDENT FAUSKE- Keep in mind what happened tonight with the band. The item passes so unanimously, yet we argued about it for over an hour. $1,500 is a lot of money and power that we have. However, what we did tonight put us in the limelight big time. Let's see if we are as dedicated as we say we are. Those of you who were against it and didn't vote against it you shouldn't be scared. He hopes this makes us more dedicated; PRESIDENT MORADKHAN- There are two seats for every college on the technology committee so let him know if you are interested.
