Articles of Impeachment RESOLVED, That, Wael Elrifai, Consolidated Students University of Nevada, Senator, is hereby referred to an Impeachment Committee for malfeasance under the Consolidated Students University of Nevada Constitution. The following articles of impeachment are hereby submitted to the Senate: Article 1 In his conduct of the office of the Consolidated Students University of Nevada Senator, Wael Elrifai, in violation of his Constitutional oath to faithfully execute the office of Consolidated Students University of Nevada Senator, and to defend the Consolidated Students University of Nevada Constitution and its bylaws and statutes, is in violation of actions that are to be referred to as being ineligible to continue to serve as a Senator, as well as failure to comply with CSUN Bylaw 33. The means used to implement this course of conduct included one or more of the following: 1. Ineligibility Article IV, section C, of the CSUN Constitution, defines the requirements for CSUN members to be eligible for elected offices within CSUN. Senator Elrifai has not met one or more of these requirements. As a result, he is ineligible to hold this position. 2. Failure to Comply with Bylaw 33 Bylaw 33 discusses the procedures used to determine the eligibility of CSUN Senators. Section V of this bylaw states that after a senator is determined to be ineligible, "The Senator must show proof of error to the CSUN Senate President within ten (10) working days of receiving notification from the CSUN Senate President or resign from the Senate." As Senator Elrifai has neither shown proof of error to the CSUN Senate President within the ten working day time frame specified by the bylaw, nor has he resigned from his position in the Senate, he is in violation of this rule. As a result, he is subject to impeachment under Section V, Subsection D of this bylaw which states that, "A member who is in violation and does not step down will face impeachment or removal from the CSUN Senate." In all of this, Wael Elrifai has acted in a manner contrary to his trust as Consolidated Students University of Nevada Senator and subversive of constitutional government, to the great prejudice of the cause of law and justice and to the manifest injury of the students of the Consolidated Students University of Nevada Las Vegas. Wherefore, Wael Elrifai, by such conduct, warrants impeachment and trial, and removal from office. APPROVAL OF MINUTES: SENATE PRESIDENT PRO-TEMPORE DAVY made a motion to approve minutes 30-08 and 30-09, seconded by SENATOR SCHOENER. Move into a vote. Motion passes 20-0-0. V. BOARD AND COMMITTEE REPORTS: A. Senate Committee Reports There was none. B. Faculty Senate/University Committee Reports There was none. C. Director Reports: NEVADA STUDENT AFFAIRS DIRECTOR NYSTROM stated that the Board of Regents meeting was Thursday and Friday of last week and he has minutes from the meeting for anyone that is interested. There is going to be more voter registration drives coming up. Last Tuesday voter registration drive went well. ELECTIONS BOARD ASSISTANT DIRECTOR ROTH stated that the filing for Executive Board ended at 5 p.m. today. There is a list posted in the office. There is a required candidates meeting in today at 7:30 p.m. in MSU 210 North. All campaigning will begin after the required candidates meeting. CSUN STUDENT SERVICES DIRECTOR WAINSCOTT stated that she wishes everyone a Happy Valentine's Day. There are 116 recognized organizations this semester, 28 new organizations this semester. There will be a vote needed to finalize 36 organizations for funding requests. There are three organizations that are not eligible for funding. ENTERTAINMENT AND PROGRAMMING DIRECTOR GLANCZ stated that he still has offers out for Rebelpalooza. Should be hearing back from Train by Wednesday. OFFICE OF STUDENT INFORMATION - DIRECTOR SMYLIE stated that this week in the Office of Student Information "I made the Valentine's Day Volume of the OSI Page. The CSUN Corner included a notice that today was the last day to file for CSUN Executive Board positions. I began making a new CSUN logo that can go on the Career Connections Web Page. To satisfy the requested specifications, the old 2 SENATE MINUTES 30-10/ February 14, 2000 one cannot be used. The CSUN Banner requested by President Peck will be made by AAA Flag & Banner this week. It will be used to attract students to a table to explain what issues they might have with UNLV, CSUN, or any specific programs. The banner says "How do you REALLY feel about UNLV? Talk to your CSUN Representative today!" A yahoo email account was opened so people can make nominations online for the Classified Staff Award. The poster advertising the award was updated and will be printed this week. Flyers were made and posted regarding the empty Health Sciences Senate Seat." C. Business Manager Report BUSINESS MANAGER MOORE stated the weekly expenditures: $21.83, $125.11, $1.80, $15.15, $428.15, $130.00, and $66.40. VIII. EXECUTIVE BOARD ANNOUNCEMENTS AND SUMMATIONS STUDENT BODY PRESIDENT PECK stated that The Board of Regents passed the CSUN Constitutional Revisions on Thursday. Any positions available for filing prior to Thursday, February 10 will be grandfathered in under the old constitution (including CSUN Executive Board race participants, some JC candidates, and some Senate candidates), and any positions that were made available after Thursday, February 10 will be subjected to the new constitution. She would appreciate any additional evaluations that people would like to turn in. Thank you for the feedback she has received thus far. "The Great Debate on Nevada State" will be held on 6 SENATE MINUTES 30-10/ February 14, 2000 Tuesday, February 2 at 1:15 p.m. in MSU 201. Regents Alden and Sisolak will be debating. Everyone is welcome; please bring your questions. Student Services is bringing in a team of three consultants to discuss the future of public safety on our campus. The consultants would like to meet with students on Thursday, March 2 at 4:30 p.m. in MSU 210 South. Is anyone interested? If you are interested in participating in a focus group with representatives from Sodoxho Marriot regarding the pending food service contract, please see me. They will be here on campus on Wednesday, Thursday, and Friday. Career Services Career Day is Thursday, February 24. Afterwards they are hosting a reception. If you would like to attend, please see me. The reception will be from 3-5 p.m. in the Si Redd room in the Thomas and Mack Center. Director Smylie is ordering a banner that CSUN can use to solicit feedback from students about their issues and concerns regarding UNLV and CSUN. Homecoming will be on October 21st against Wyoming. I may be out of the office a bit more than usual in the upcoming months while dealing with some family issues. Please let me know if you need to see me so that I can ensure I am available. STUDENT BODY VICE PRESIDENT CANEPA stated "Super kudos to the engineering college for submitted their faculty excellence award candidate bio to me first!! These are due to me by today! If your professor has not yet filled them out, please try to prod them to get them in ASAP. I will have the class survey forms in my office tomorrow, for you to pick up. We interviewed 2 candidates for the JC today. See me if you would like to listen to the tapes of the interview. Please encourage qualified students to apply. The next interview is this Wednesday. The Classified Staff Award was approved by the Classified Staff Council last Tuesday. The poster with nominations will go Monday, February 21 until March 28. Please encourage students to nominate people who consistently go out of their way to be student focussed. They are currently discussing a shuttle system form the Thomas and Mack parking lot and having premier parking lots for next year, that would have various rates, based on proximity to buildings.
