CALL TO ORDER: SENATE PRESIDENT KIMBROUGH called Senate Meeting 28-33 to order at 6:00 p.m. and called a recess at 6:01. SENATE PRESIDENT KIMBROUGH called the meeting back to order at 6:08 p.m. in MSU 202. SENATOR AUGUSTIN made a motion to amend the agenda to strike "201" and insert "202-203", seconded by SENATOR CARTWRIGHT. II. Move into a vote. Motion passes 18-0-0. APPROVAL OF MINUTES: Motion to approve minutes 28-28 made by SENATOR CARTWRIGHT, seconded by SENATOR ZARANTI. Move into a vote. Motion passes 17-0-1. (SENATOR JORY abstained.) IV. ANNOUNCEMENTS: SENATE PRESIDENT KIMBROUGH stated that we have a guest speaker named Scott Scherer who is running for Attorney General. Scott Scherer introduced himself and stated that he is running for Attorney General. He was born and raised here in Southern Nevada and he has been practicing law for the past 14 years. He has served on the legislature for 2 sessions. He thinks it is important that the Attorney General be in an office that is focused on enforcing the law consistently and fairly and upholding the Constitution. He stated that the Attorney General is the chief legal officer to the state of Nevada. It enforces all of the different state laws and offers opinions on how the laws should be interpreted. Since we are have a new law school here we need somebody that is open to using interns. He also stated that he wants to focus on reducing turnover in the office. (He handed out brochures and stated that if anyone has questions to feel free to call him.) V. BOARD AND COMMITTEE REPORTS: A. Senate Committee Reports: 1. SENATOR ZARANTI stated that the Rebel Yell Advisory Board is meeting on the 21st at 2:30 p.m. in FDH 312. He also stated that for anybody who is interested, they usually meet once a month. B. Faculty Senate/University Committee Reports: C. Director Reports: 1. NEVADA STUDENT AFFAIRS DIRECTOR DALEY was not present. 2. ELECTIONS BOARD DIRECTOR RAMIREZ was not present. SENATOR MILMEISTER stated that they will have free pizza and a DJ from 11:00 - 1:00 in the Courtyard on Wednesday and Thursday. They need six volunteers to drive convertibles for the Homecoming court in the parade. There is a required Senate 2 SENATE MINUTES 28-33/ October 12, 1998 candidates meeting tomorrow at 6:00 in 210 south. They will be talking about the official results tomorrow. There were several questions from the Senators. SENATOR WEINBERG leaves at 6:14. 3. ORGANIZATIONS BOARD DIRECTOR AYALA was not present. SENATOR PECK stated that they have a meeting on Tuesday, October 20th. He is also in strong support of Unfinished Business Item A. SENATOR SHAPIRO leaves at 6:18. 4. ENTERTAINMENT & PROGRAMMING DIRECTOR JOHNS stated that the noonscenes are going well. Boogie Nights will be at the tailgate on Saturday. They planning for the Swing Ball is also going well. 5. OFFICE OF STUDENT INFORMATION DIRECTOR DE LA FONTAINE thanked the Senators for hanging up publicity that was put in their boxes. She is working on the blood drive that is going on this week. It will be Thursday in room 202 from 10:00 a.m. to 1:00 p.m. and Tuesday and Wednesday in the Student Health Center from 9:00 a.m. to 4:00 p.m. Last year UNR had 350 successful donors which would only be 2% of our the student body. So far 50 units were donated today. 6. STUDENT SERVICES DIRECTOR FLEISHMAN was not present. D. Residence Hall Liaison Report: Trung Fung stated that they are having a decorating contest between the floors about Rebel Madness. SENATOR SHAPIRO returns at 6:21. E. Student Athlete Advisory Board Liaison Report: The liaison stated that last weekend they had a President's tea. They are trying to get track meets here out of California. They have a new track and it is getting torn up. F. Ethnic Student Council Liaison Report: Ann Yu passes around pamphlets on the Cultural Leadership retreat in February. She stated that their office has moved downstairs. ( SENATOR GARCIA stated that their new office looks nice. 3 SENATE MINUTES 28-33/ October 12, 1998 G. Business Manager Report: BUSINESS MANAGER JIM MOORE read the expenditures for the last week: $8.97 for postage for September, $500.00 for pizzas for this week's Homecoming elections, $21.60 for office supplies. SENATOR PECK made a motion to move out of the order of the day to C1 and C6, seconded by SENATOR CARTWRIGHT. Move into a vote. Motion passes 16-1-0. (SENATOR ZARANTI opposed.) SENATOR TRUJILLO enters at 6:25. C. Director Reports: 1. NEVADA STUDENT AFFAIRS DIRECTOR DALEY apologized for his delay and stated that he hopes everyone is comfortable. He is trying to get the early voter motor shuttle staffed. It is the 19-23, and 26-29. They are working with the department of education on mock elections. Meet the Regents candidate forum is on the 21st at 11:00 a.m. He needs questions to ask them. CCD is sponsoring a commuter appreciation event in the MSU. The KUNV Committee has made a lot of progress. They have made a proposed outline. The Berkley and Chairez debate will be in here. The Street of Dreams project needs to be staffed. Ann Richards is coming here on October 23rd to speak to women in politics. It is open to the public and there is a $50 reception. James Harvell will be here tomorrow at 11:30 a.m. at the Barrick Museum Auditorium. He is a campaign strategist. SENATOR WEINBERG returns at 6:27. There were some questions from the Senators. 2. STUDENT SERVICES DIRECTOR FLEISHMAN stated that the operating policy is done and she needs a Senator to sponsor it. They spent $9,000 on T-shirts that are sitting in storage and they could give them out at election time unless they have a better suggestion. She is also creating a list of things in the office that are not completed. There were several questions for the Director. SENATOR TRUJILLO leaves at 6:39. SENATE MINUTES 28-33/ October 12, 1998 VI. SENATE PRESIDENT KIMBROUGH stated that he will be leaving and he is going to let SENATOR TRUJILLO run the rest of the meeting. SENATOR TRUJILLO took over at 7:11. B. SENATOR CANEPA made a motion to table the Item indefinitely, seconded by SENATOR CARTWRIGHT. Move into a vote. Motion fails 7-10-2. (SENATORS PECK, GARCIA, BINETTI, FISK, RAFFAIL, ZARANTI, JORY, WHITAKER, MILMEISTER, and SHAPIRO opposed.) There was some discussion. SENATOR ZARANTI nominated SENATOR JORY, seconded by SENATOR HEMINGTON. SENATOR FISK nominated SENATOR GARCIA, seconded by SENATOR BINETTI. SENATOR CARTWRIGHT nominated SENATOR FISK, seconded by SENATOR HEMINGTON. SENATE PRESIDENT KIMBROUGH stated that by unanimous acclimation they receive the seats. SENATOR TRUJILLO stated that by unanimous acclimation they receive the seats. VIII. PUBLIC COMMENT Rich Daley stated that they need questions to ask the regents. Jennifer Peck discussed the Rebel Yell articles about Student Government and stated that it seems that there are alot of quotes being taken from members of the Senate and the Executive Board that seem to be leading towards the demise of CSUN in terms of the students viewpoints. She finds that really frustrating and she feels that Executive Board should be supporting CSUN more than they are verbally and in the paper. Joe Lucchese asked the Senators which types of band music they would like to see in the next couple of months. ( 8 SENATE MINUTES 28-33/ October 12, 1998 Katherine Bastunas introduced herself and gave a complaint regarding Mike Brietner. She stated that he is very inflexible and is not willing to work with the students. Cherokee DeLaFontaine also stated that two weeks ago they made a couple of banners to support the Rebels against Reno. Mike Brietner would not approve the "Beat Reno" banner because he said he knew it wouldn't happen . He would let them out the "Go Rebels" banner up, but not anywhere in the Union. He finally let them put it up near the information desk. IX. EXECUTIVE BOARD ANNOUNCEMENTS AND SUMMATIONS VICE PRESIDENT CECI stated that he supports all of the Senators and he doesn't know what he has done. But if he has done something he apologizes. Over 3300 students showed up to the Reno game. He is working with DIRECTOR AY ALA on the problem of him not returning calls to people. He will do whatever he can to remedy the situation or ask this body to take action. He also thinks SENATOR CARTWRIGHT must have the record for most redundant question asked. There were several questions for the Vice President. STUDENT BODY PRESIDENT PRICE stated that he tries hard his best to support the Senate. There are two Judicial Council Interviews tomorrow in the Senate chambers. With the signs they were trying to do a good thing and they didn't have all of the information in front of them but it is one of those situations where you should have a little faith. They will serve their purpose and will last a long time and he is glad they passed them. He has football tickets for the game on Saturday. He congratulated everyone and stated that the elections ran smoothly. He told everyone that will not be continuing that they will be sorely missed. The blood drive is this week and it is going well. It has been tremendously advertised and he congratulated DIRECTOR DELAFONTAINE. Even if we don't win, we have definitely created and established a tradition here that will last a long time. He is looking forward to all of the Homecoming activities. He was disappointed in the Rebel Yell article today about low attendance because more people turned out than ever have in the past. At the Homecoming game he is looking at trying to observe a moment of silence for the UNR cheerleader who died in a car accident and student at the University of Wyoming who was killed by a hate crime. There is also a KUNV meeting on Friday night. X. GOOD OF THE SENATE SENATOR AUGUSTIN stated that today was the best newspaper he has seen in a while because there was actually some things he could read. He thought the article about how some Senators need to improve their bios was interesting because she is writing on something that she probably doesn't really understand. He doesn't think he has ever seen her at a Senate meeting or involved with Student Government. 9 SENATE MINUTES 28-33/ October 12, 1998 SENATOR ZARANTI stated that he echoes SENATOR AUGUSTIN'S comments. He stated that this is the second article he has ever seen her write and the other one was during Executive Board elections and she was tearing up their bios as well. She is not even on the Rebel Yell. He plans on donating blood and is going to speak to all of his classes to try to get at least 5 people from each class to donate blood. SENATOR WEINBERG had no comment. SENATOR CARTWRIGHT stated that the Rebel Yell misquoted her again. She stated that the Vice President complains that Senators do not ask questions and she is very curious to know what her redundant question was. She also applauded PRESIDENT PRICE for his efforts with the moment of silence. SENATOR CORDONE stated that he is glad the Greek Awareness bill was passed. He wasn't against the sandwich boards and he trusts the Executive Board. He is glad the election turnout was high. Yesterday he attended the Italian Festival at the Rio and it was probably the best food he has had in years. SENATOR AUER had no comment. SENATOR HEMINGTON stated that she is glad they passes the signs. She is excited for those reelected and new people. She also thinks they should have CSUN team for the Good Health Games on November 22nd. SENATOR JORY stated that regarding the Rebel Yell, it is easy for anyone to sit back and criticize an entity that you don't really participate in and you just hear things through the grapevine. He also appreciates SENATOR ZARANTI'S nomination and the Senate's approval for the Presidential Planning Council. SENATOR WHITAKER apologized for being late. SENATOR MILMEISTER asked where is the packet he passed around. He stated that he doesn't think SENATOR CARTWRIGHT holds the record for the most redundant question. SENATOR SHAPIRO had no comment. SENATOR PECK stated that she is glad we approved the signs. She has been a nasty person today and she is sorry. But she is concerned that the Executive Board feels that they will pass things no matter what. Maybe that was not what they intended, but that is the impression she got. She is impressed with Beta Theta Gamma and the blood drive. It bothers her what was said in the Rebel Yell and she would be happy to speak to anybody about her feelings. She is very excited about the Alcohol Awareness events. She stated that she is also happy for the returning Senators. 10 SENATE MINUTES 28-33/ October 12, 1998 SENATOR GARCIA stated that SENATOR TRUJILLO is doing a great job. He echoes SENATOR PECK'S opinions on the Executive Board. He feels they need to work together and not against each other. Midterm Madness is on October 27th in the BHS area. He also thanked the Senators who voted for him to be on the Presidential Planning Council. SENATOR BINETTI stated that the moment of silence is a very nice gesture by PRESIDENT PRICE. She is happy the Scholarship passed. She also stated that SENATOR TRUJILLO is doing an all right job. SENATOR FISK stated that he echoes SENATOR BINETTI'S comments regarding the moment of silence and he thinks it is an excellent idea. He thinks the voter shuttles are a great idea. He is happy there was a Republican speaker here today. He has spoken to DIRECTOR DALEY and they are going to work on bringing in more Republican speakers. Regarding New Business Item B, he did not say just give the Executive Board whatever they want. He thinks trust is a good thing but the Senate is important too. He is happy the scholarship passed. He stated that the comments made by the Senate President in the paper upset him. He is tired of being told by the Senate President who is doing a good job and who isn't. He is in no position to make judgments on their jobs. He thinks it is sick. You can't be for the Senate and then go to the paper and make comments like that. He wants to start seeing a list if of which Senators he thinks are doing a bad job. He left a message for Rachel Land and he would like to know what she would like to see done. He stated that they will miss SENATOR HEMINGTON and he told SENATOR TRUJILLO that he is doing an excellent job. SENATOR RAFF AIL stated that this was a productive meeting. A month ago she wrote a letter to the Rebel Yell regarding the negative comments about the Senate and it never got printed. SENATOR TRUJILLO stated that it did get printed. SENATOR RAFFAIL also stated that the moment of silence is a good idea. SENATOR DAVY stated that the moment of silence it is a wonderful idea. It was a great meeting tonight. She also asked everyone for donations for handicapped children who are doing physical therapy on horseback. SENATOR RAMEY had no comment. VICE PRESIDENT CECI stated that he meant to say that if there are too many questions and we cannot figure it out tonight, kill the bill and allow the Executive Board to look at it and make a decision on. It was under $500 and it didn't have to be on the agenda. They are trying to work with the Senate and he takes offense to an accusation that they are the ones trying to make a division. They do not want separation and they are doing the best they can to eliminate the image that CSUN had last year.
