ADMISSIONS COMMITTEE UNIVERSITY OF NEVADA, LAS VEGAS MINUTES April 22, 1994 Call to Order: The meeting was called to order by Chairperson LaMancusa at 1:10 in Room 343 of the Rod Lee Bigelow Health Sciences Building. Members Present: Ajoy Datta Margaret Hardigree (proxy for J. Holmes) Phoebe Block, Student Representative Larry Mason, Director of Admissions Myrlene LaMancusa Approval of Minutes: New Business: Next Meeting: The minutes of April 15, 1994 were approved with the following change: Line 4 in heading should be: April 15, 1994. I. Review of Petitions A. Denial of Admission Forty-four files were reviewed which reflected missing high school core requirements. (These students do meet the GPA requirement for admission.) Twenty-four were admitted, nineteen were denied and one was deferred for further information. After these actions, there g.re 83 .spaces for students being admitted under Alternate Criteria. The committee will meet again next Friday, and every Friday until the end of the semester. The Committee will not meet during Exam Week. Adjournment: The meeting adjourned at 3:15. Meeting was brought to order at 2:25 PM. Scott Kavanaugh & Joe Martin absent 2. The minutes of the previous meeting were approved as submitted. (Romero/Benneman) 3. Old Business: A. The Parking-shuttle bus/fee subcommittee has not yet met. B. Car registration Statement: the following statement was discussed and voted upon. "Persons may not register vehicles in order to confer parking privileges to persons not entitled to those privileges. Violation will lead to revocation of parking privileges for both the recipient and the individual who registered the vehicle". Passed: (Hardigree/Stahl) C. Jeff Well's request for reserved parking for a State Vehicle (last Meeting) has been provided with no loss of space or need for reserved signs.(Driveway to canoe storage) D. Baseball reserved parking. Letter will be sent to Lyle Rivera and Jim Weaver concerning procedures for requesting reserved parking. E. Parking during summer orientation. Since all students attending orientation receive parking stickers and the staff of the orientation program have extra parking stickers for changes in schedule, no action was deemed necessary. At the next meeting Pat Smith will present suggestions of some possible privileges for car poolers and a method of enforcement. 4. Appeals Subcommittee Report. Don Hardigree reported on the number of appeals, and reiterated the fact that most appeals are still unnecessary. The committee has speeded up its turn-around time for appeals. The percentage of appeals granted remains very constant. It was suggested that the chair ask the Rebel Yell to publish the 10 most common reasons for violations, and the appeal procedures. 5. New Business. A. Pat Smith presented a request by residence students to have the small area near the dorms paved. Due to lack of finances, and because the final location of the Architecture Building has not yet been determined, no action on this request can be presently taken. However, the chair was asked to contact the dorms about announcing to residents about the expiration of parking permits. David Hollenbeck agreed to develop prominent signs to be placed in the dorms to remind residents about permit expiration dates. B. Request by Carl Garlington for reserved parking for the "employee of the month" recipient: Considerable discussion was held on this request. Similar requests have been considered by the committee in the past. Although the request seems reasonable and desirable certain problems were discussed. There are no parking lots that are specifically designated to a department or a unit and all faculty and staff can be affected by reserved spaces. When the privileged employee is not on campus (after 5PM, vacation, sickness, weekends etc.) the space cannot be used by others. Also the reserved space would be almost impossible to enforce. The question of whether this might open a "Pandora's Box" for similar requests by other units or departments was discussed. The committee congratulated Mr. Garlington's ingenuity. A motion was made to permit the request. Defeated (8-0-1) D. Request by Chara Jurizjk concerning fines. Compared to the city and county the university fines are low. Example the city will have a $20 fine which if paid in 14 days reduced to $10. The university system is to keep the fine at the low level to begin with and not have to half a fine. E. The letter to the Parking Committee by Ms. Dana Botwick: Ms. Botwick will not be allowed to graduate if fines are not paid. Ms. Botwick never appealed the citations she did receive, and after Sergeant Drake's explanatory letter to her letter of complaint, there has been no follow-up by Ms. Botwick. No action taken. F. Problems arising with Pre-school loading zones was discussed (see Dr. Ackerman's letter) . Most children attending preschool are UNLV student's children and these students have parking permits. Other parents (not UNLV students) are issued permits for parking in the loading zone. The area is difficult to enforce. The chair will contact the staff of the pre-school program to determine the extent of the problem. If a serious problem exists the committee should consider solutions. The ticketed individual contacting Vice President Ackerman indicated he did not have change for the meter. This is not an excuse for parking violation in any jurisdiction. Parking Committee Minutes, April. 1994 2 6. Other Business A. Bike lane: Bud Bennemen reported on the traffic congestion at the entrance to the university and the danger to those riding bicycles. David Hollenbeck will survey the situation and consider the possibility of a bike lane. B. The north parking lot was discussed. The lot has only one entrance causing an unreasonable delay in trying to get in or out of the lot. In addition there is not enough room for 2 large automobiles to pass in and out at the entrance. This will be studied further. C. Willie Romero indicated the need for a pedestrian cross walk near the residences (Residence and Brussels). Mr. Hollenbeck explained that the crosswalk had been removed during construction and was never replaced. Public Safety will take care of it. D. Mr. Hollenbeck contacted Pat Christenson of the Thomas Mack Center regarding the closing of Tarkanian Way during the National Finals Rodeo (NFR) last year. Mr. Christenson would like to close Tarkanian Way during the NFR next year. The question becomes one of whether the faculty and staff are going to be inconvenienced for 11 days or the NFR. During the regular semester the Public Safety Department will do traffic counts and relate the problem with the ZIP code study . E. Parking Fee: With an Interim President & a search for a new President, the committee believes that this might be an appropriate time to introduce a rationale for a parking fee. Fee structure, bond issuing information, cost and shuttle service should now be addressed. 7. The next meeting will be the last for the academic year. The committee does not meet during the summer, however, in an emergency, committee members on campus may be called for an emergency meeting. The next meeting will be May 11, 1994 in the same location. 8.
