SENATE PRESIDENT BUD BENNEMAN CALLED THE MEETING TO ORDER AT 7:06 P.M. II. ANNOUNCEMENTS Student Body President Joel Kostman announced that comedian Carrot Top will be performing at UNLV in April at the Artemus Ham Hall. He explained the details of the E and P event, and answered several questions about Carrot Top. Senate President Pro Tempore John Pida announced that they reserved Canyon Gate for the end of the year CSUN formal and awards banquet. Senate President Bud Benneman announced that he does not know where the senate secretary is or the minutes. He also inquired about the organization funding request. He needs copies in order to place the request for funding on the agenda. In addition he announced that over spring break we did a lot of work for KUNV with regards to the General Manager search. A final candidate Larry Shirk did not work out. BOARD AND COMMITTEE REPORTS A. Senate Committee Reports Senator Johannsson Student Health Liaison reported that she will meet with the director from the health center this week. She also reported on behalf of the elections committee and stated that the committee was preparing for the election. Senator Schwartz Chair of the Senate Rules committee reported that the rules for the twenty fourth session of the senate will be typed and placed on the senate agenda for next week for approval. Senator Boixo Rebel Yell senate member of the Rebel Yell Advisory Board reported that the paper is in financial pinch. The alumni center had contributed $10,000.00 and that the paper is putting together a proposal for additional funds from Student Government. Senator Martin Constitutional Revision Committee Chair reported that his committee will meet this week to put the final draft of the proposed changes together. Senator Martin also reported that the Ways and Means committee will meet this week, and he will have a report next week. B. Executive Committee Reports No executive committee directors, or assistant directors were present at the meeting. Therefore no executive committee reports were given at this meeting. C. Business and Management Reports Suzane Scott-Weiss KUNV interim Director reported that the on air fund raiser raised a total of $40,321.00 which was well above the goal of $36,000.00. V. NEW BUSINESS A. Motion to approve a contract with comedian "Carrot Top" in the amount of $10,000 by Senator Block seconded by Senator Campbell. Motion to amend to $7,500.00 which includes the contract amount air-fare, meals, and lodging. Motion made by Senator Pobst and seconded by Senator Martin. UNtVEfcSiTr Of NEVADA Discussion on the motion as amended regarding the price of tickets to students, size of the hall, seating, and «y fg• advertising. Senator Haddock made a motion W en item to set a ticket price of three dollars to UNLV students. Motion seconded by Senator Schwartz. Motion to amend to include a ticket price of three dollars to UNLV students passes 12-2-0 with Senators Pobst and Dinoto opposed. Motion to approve items A and B as a whole by Senator Vodrazka seconded by Senator Schwarts. Motion passes 13-0-1 with Senator Pobst abstaining. B. Motion to approve $10,000.00 out of the 2705 Entertainment and Programming account for "Carrot Top". Motion to amend the amount of item B from $10,000.00 to $7,500.00 by Senator Schwartz, seconded by Senator Campbell. Amendment carries 14-0-0. Vote on items A and B as a whole passes 13-0-1 with Senator Pobst abstaining. C. Nominations for the vacant Student Development seat. No nominations or action at this time. D. Introduction of the Constitutional Revision Committees proposals for the changes to the CSUN Constitution regarding Senate seat allocation to colleges, schools, and studies programs. Discussion on the changes consisted of the number of students in each program, the future addition of study programs, and schools, size of the senate, filing, and fair representation for all students. Motion to postpone item D to Senate Meeting 24-14 after the Constitutional Revision Committee meet by Senator Martin seconded by Senator Block. Motion carries 14-0- 0. E. Motion to refer item E changes to the CSUN Constitution regarding cumulative vs campus GPA to the Constitutional Revision Committee by Senator Schwarts seconded by Senator Pobst. Motion carries 14-0-0. Items F $1,650.00 for the Fettucini Brothers and, item G the contract with the Fettucini Brothers was out of order at this time due to a change of dates of the performance. PAGE FOUR SENATE MINUTES 24-13 ( VII. OPEN DISCUSSION HAT 23 W z o l & 'M Senator Haddock was concerned that a debate for the Executive Board was occurring on the same day as the election. Senator Volkert said as a representative of the college of Health Sciences that he will meet with the Director of the Health Center to see what is current. Senator Johannsson asked the senate to support Carrot Top by attending the event. The election is coming up and we are preparing for it. Senator Fox Had no comments at this time Senator Schwartz wished spring break was longer than one week. Senator Vodrazka Had no comments at this time Senator Anwar hoped that we could come up with a solution for the senate seat distribution. We need to be fair and see that all students are represented equally. Senator Boixo Said we need to concentrate on representation without giving a few people more than the fair representation. Senator Martin announced that the constitutional revision committee will meet tomorrow morning at 7:00 a.m. If you make a motion then you cannot vote against the motion you made. You can speak against it, just some points of Robert's Rule. Senator Martin then opened the floor for ideas and input on thee proposed constitutional revision changes. There was a lot of discussion and ideas directed at Senator Martin's committee. Director Ted Greenhalgh gave his Student Services report which outlined on going projects, and ideas he was working on. Senator Dinoto said she feels strongly about giving representation to all the studies programs, and that they should be separate and not linked together. PAGE FIVE SENATE MINUTES 24-13 OPEN DISCUSSION CONTINUED Senator Campbell Stated that all students regardless of college or studies programs deserve a voice on the senate. She also said that the representation should be equal. She encouraged the senators to stop by the office and talk about agenda items and the Constitutional revision proposals. Senator Block said that we will need help setting up the for the elections next week. And we need a solution to the revision question so we can put it on the ballot. Senator Pobst said that the discussion of the constitutional revision question was a good idea. Important items like this should be discussed on the senate floor to get a lot of ideas and input. Senate President Pro Tempore Pida said that he would like to see senators hang around the office more often to discuss topics on the agenda. Senate President Bud Benneman said that he has to bite his tongue during the discussion because he must be fair and open, and that he cannot give his opinion even though he would like to. He is in favor of funding for the paper because it is a student paper and the students should run and pay for the paper. He asked why are we paying the MSU $500.00 to use the MSU for Carrot Top. The constitutional revision should be open ended to allow growth for future programs. We do not want to be in a revision debate every two years when new schools or study programs come on line. He said that he was going to miss President Maxon, and that he has done a lot for our university. VIII. ADJOURNMENT Motion to adjourn by Senator Block seconded by senator Vodrazka.
