MINUTES SENATE MEETING NO. 23-16 WEDNESDAY, APRIL 21, 1993 MOYER STUDENT UNION ROOM 201 5:00 p.m. I. CALL TO ORDER Senate President Benneman calls the meeting to order at 5:06 p.m. II. ROLL CALL PRESENT ABSENT Senator Birdsell Senator Cromer (unexcused) Senator Bioxo Senator Jackson (unexcused) Senator Fisher Senator Martin Senator Nalder (late) Senator Pida Senator Pobst Senator Romero Senator Rosenthal Senator Sabatini Senator Siciliano Senator Smith Senator Stephenson Senator Turner Senator Vodrazka (late) Senator Yan Senator Yohe (late) Senator Mangual Point of Information from Senator Turner how many unexcused absences do Senators Nalder and Jackson have? III. APPROVAL OF MINUTES NO. 23-15 Motion is out of order. Motion to approve Minutes No. 23-14 by Senator Martin, seconded by Senator Turner. Move into to a vote. Motion passes 12-0-5. Senators Sabatini, Fisher, Birdsell, Mangual, and Rosenthal abstaining. IV. ANNOUNCEMENTS PRESIDENT KOSTMAN says welcome to Paul. I have heard that Dr. Ackerman has questioned what we do when we go to Carson City. We go there to lobby for students. To. Dr. Ackerman, you can kiss my butt if you don't believe that is what we really do. There will be softball practice on Friday at 8:30 at Cannon Jr. High School. VICE PRESIDENT HELD no announcements. SENATE PRESIDENT PRO-TEMPORE ROMERO welcomes Paul. There has been a lot of discussion about stipends so after the meeting tonight we will be meeting in the conference room to discuss the stipends. The Executive Board needs to have a feel for what we want to see next year. SENATE PRESIDENT BENNEMAN states that there will be senate SENATE MINUTES NO. 23-16 page three IV. ANNOUNCEMENTS CONT. meetings on April 28, May 5, June 2, July 7, and August 1. These dates are tentative so let me know your schedules so we can adjust the schedule if necessary. There are fliers going out to advertise for the Rebel Yell Advisory Board to fill the positions. The students will have to go through Tom Flagg. Next week we will be electing a Senator to sit on the committee. We will be doing things a little differently all the directors are going to be required to attend meetings and will give their reports in alphabetical order. There have been a lot of negative feelings in the office lately. Why waste your energy on negative feelings, try to help out of possible. V. BOARD & COMMITTEE REPORTS ELECTIONS BOARD DIRECTOR SPRAY states that the scantron balloting results are in. We saved $2,000.00 on the elections this year. I am working on a guideline for the person who is the Director next year. We did have a problem with the registrar but it has now been resolved. Senator Yohe asks why there were ballots left out that had numbers on them? Senator Romero states that there were a lot of concerns when there was no one here from the Elections Board to answer questions. APPROPRIATIONS report was given by Director Marshall. He states that there are 4 funding requests on the agenda and he can answer questions about them. ENTERTAINMENT & PROGRAMMING DIRECTOR ZENTNER thanks people for Asst. Director Thomson for their help with the Scavenger Hunt. Thanks to Senator Smith, Organizations Board Director Marshall, and Asst. Organizations Director Quails. She is putting together ideas for the upcoming year and would like any suggestions that the Senate would like to see. The lunches have been very popular. Senator Smith asks if things got straightened out with Murphy's? Senator Fisher asks how many teams signed up for the Scavenger Hunt? The lunches are working out, I have been an eating maniac. OFFICE OF STUDENT INFORMATION DIRECTOR BUNIN states that there are copies of the new page in your boxes. Senator Turner states that this is a great page, but womyn1s is spelled wrong. Senator Yohe states that he is recovering from his phobia. ORGANIZATIONS BOARD DIRECTOR MARSHALL states that there are 4 funding requests on the agenda and everything is ok with them. We are working on the new policy and we are stating no trips. Senator Rosenthal asks if the American Society for Civil Engineers had lost their recognition? RESIDENT HALL LIASON MARSHALL states that Friday, Saturday, and Sunday there are several things going on for the year end bash. NEVADA STUDENT AFFAIRS DIRECTOR KENNEDY states that he is going SENATE MINUTES NO. 23-16 page three V. BOARD & COMMITTEE REPORTS CONT. to do the Freshman mailer again. The first draft of the Student Bill of Rights is finished and there will probably be many changes before it is adopted but we now have something to work with. Senator Fisher asks what happened to the Mike Kennedy library? Senator Sabatini asks what is going on with student insurance? STUDENT SERVICES DIRECTOR SMITH states that there are less that 3,500 directories left. We are revising the book exchange. CSUN BUSINESS MANAGER SNYDER passes out an itemized budget report. Senator Stephenson asks if they could be double sided next time? Senator Fisher asks what is happening with the Executive Board fee waivers? KUNV GENERAL MANAGER no report. STUDENT CAMPUS SAFETY AWARENESS COMMITTEE CHAIR STEPHENSON no report. CONSTITUTION REVISION COMMITTEE CHAIR SMITH states that there will be a bill on the agenda next week. BYLAWS COMMITTEE CHAIR ROMERO states that the revised bills will be on the agenda next week. RULES COMMITTEE CHAIR ROSENTHAL we had a meeting about changing the rules for this session. I am asking the Judicial Council to make a ruling to see if we can amend the rules. Senator Yohe is the new Vice Chair. VI. SENATE COMMITTEE & EXECUTIVE BOARD NOMINATIONS None at this time. VII. UNFINISHED BUSINESS None at this time. VIII. NEW BUSINESS A. Approval of, but not to exceed, $500.00 for pencils to be encumbered out of the 2702 (general) account. B. Approval of, but not to exceed, $1,658.28 for the KUNV transmitter site rental at Black Mountain for the months of April, May, and June to be encumbered out of the 270 3 (KUNV) account. C. Approval of, but not to exceed, $2,100.00 for the electric bill for the transmitter site at Black Mountain for the months of April, May, and June to be encumbered out of the 2703 (KUNV) account. Motion to approve item A, B, and C as a whole by Senator Turner, seconded by Senator Stephenson. Senator Fisher asks why are the pencils coming out of the general account? D. Approval of, but not to exceed $830.04 for the use of telephone lines during January to broadcast Rebel Basketball games to be encumbered out of the 2703 (KUNV) account. SENATE MINUTES NO. 23-16 page three VIII. NEW BUSINESS CONT. Motion to approve by Senator Turner, seconded by Senator Nalder. Senator Romero asks why we are just now getting this bill? Will we get a bill for February? Senator Martin asks what this is for? E. Approval of Senate Resolution 23-03. Motion to approve by Senator Stephenson, seconded by Senator Pobst. Senator Romero asks Senator Stephenson how he feels about this proposal? Do think this will accomplish anything? Senator Yohe asks how much has been spent to correct this problem? Where is Brussels? Senator Turner states that this is a cause for concern. If the University takes away parking then they need to give us sufficient parking in place of the loss. We now have a lot without lights and the University needs to put lights up for the students to make the lot safer. Senator Fisher states that this is a piece of paper that says that we and the students are concerned about this. This is a good idea. The lot is a piece and is not lit so you should vote for it. Senator Romero asks Senator Turner if he has talked to the Parking & Traffic Committee? To the chair what is the Committee is planning to do about the problem? Through the chair to Senator Turner who do you want to send this to? Senator Stephenson states that during the lighting survey the committee decided that the lot needed to be paved because the students were parking there anyway. Move into a vote. Motion passes Senator Nalder abstaining. Motion to move out of the order of the day to Senator Committee & Executive Board nominations by Senator Smith, seconded by Senator Turner. Move into a vote. Motion passes 15-2-0. Senator Romero and Fisher opposed. VI. SENATE COMMITTEE & EXECUTIVE BOARD NOMINATIONS A. Approval of John Zerkel to the Judicial Council. Motion to approve by Senator Smith, seconded by Senator Pobst. Senator Pobst states that she knows John and he works on Wednesday nights and he can't be here. He really would do a great job in the position. He would be completely unbiased. Motion to table by Senator Turner, seconded by Senator Fisher. Senator Turner states that this is not fair. Senator Smith states that we have appointed people that have never been here. Senator Sabatini asks if someone said that he works on Wednesdays? Senator Fisher states that he doesn't know him so he can't vote SENATE MINUTES NO. 23-16 page three VI. SENATE COMMITTEE & EXECUTIVE BOARD NOMINATIONS CONT. for him. I haven't been able to talk to him so I can't vote responsibly. Find a time other than a senate meeting when I can sit and talk to him. Senator Pobst states that he has been around. Senator Yohe states that we don't grill everyone if we have questions they deserve to be answered. Senator Romero states that he is in favor of tabling. I do know him but I feel there is some doubt in a two year appointment. Find him and talk to him. We have to feel that we make an appropriate decision. Senator Stephenson states that it is a good idea to table this because there are 5 new senators who do not know him. Senator Smith asks if there was a problem with his application? Move into a vote to table. Motion passes 11-5-1. Senators Rosenthal, Smith, Sabatini, Nalder, and Yohe opposed. Senator Pobst abstaining. Move back into the order of the day into open discussion. IX. OPEN DISCUSSION SENATOR TURNER thanks everyone for approving the resolution. This is a step to take back our school. SENATOR STEPHENSON congratulates Senator Mangual. He deserves this he had to put up with a lot. SENATOR SMITH yields the floor to the Senate Secretary. Senate Secretary Winkels has nothing to say at this time. Senator Smith tells Senator Yohe to keep it short and same for Senator Turner. SENATOR SICILIANO congratulates Senator Mangual. SENATOR Rosenthal states that he went to Carson City and the Executive Board does do their job. I talked to some of the Legislators and they are very impressed with UNLV for that reason. Dr. Ackerman can Kiss my butt. SENATOR YAN states that she is glad about the new policy for no trips. Congratulations to Senator Mangual. SENATOR FISHER states that we have a name-plate imbalance. He is sorry about his attendance at meetings but he now has things worked out. It is freezing in this room but I am keeping warm by sitting next to a Delta Zeta. Let me know when this Ackerman butt-kissing party is so I can be there. How did student services go over budget? SENATOR VODRAZKA states that there is a human powered vehicle convention on Saturday and Sunday. SENATOR MANGUAL if glad that we tabled the Judicial Council item. Thanks for your support and I will prove that you made the right choice. SENATOR PIDA states that the best man for the job is Paul Mangual. SENATOR MARTIN states that he is glad that we tabled the Judicial Council item. We appointed Toby and the hadn't read the constitution. SENATE MINUTES NO. 23-16 page three IX. OPEN DISCUSSION CONT. SENATOR YOHE states that he appreciated the concern with his personal development from Senator Fisher. SENATOR BIOXO the lunches that we have been planning are a great idea. SENATOR NALDER states that she has missed a few meetings but she has something to say. She was shocked to find out that a few of the under age Senators showed up at a Senate meeting drunk. I hope that you holier than thou Senators will live up to your own expectations someday. I hope to see everyone next week at the banquet. SENATOR SABATINI states that he agrees with Senator Rosenthal about Carson City. You will only understand if you get to go up there with them sometime. It makes you appreciate our government. About the tabling it all comes down to lack of being around the office to meet him. Don't forget the meeting about stipends in the Conference Room. PRESIDENT KOSTMAN apologizes for everyone having to walk on eggshells lately. There is a reason and if you care to know come in and ask me about it. I meant what I said about getting the Yell their own funding. I will bet my Presidency that I will get you your own funding by the end of the summer. VICE PRESIDENT HELD thanks Senator Nalder for all her work for the banquet. SENATE PRESIDENT PRO-TEMPORE ROMERO don't forget the meeting after this to talk about stipends. We need your honest criticism in order to re-evaluate the stipends. SENATE PRESIDENT BENNEMAN congratulates Senator Mangual. It took a lot of endurance for him to sit through all that he did. The flags were Senator Smiths idea. We will have nameplates soon. We are going to Carson City on Monday. It surprises me that UNR never sends any representatives. Everyone up there knows who we are. We are making headway with the Rebel Yell money. We are committed to getting the funding for them. X.
