    MINUTES SENATE MEETING NO. 23-13 WEDNESDAY, MARCH 24, 1993 MOYER STUDENT UNION ROOM 201 5:00 p.m. I. CALL TO ORDER SENATE PRESIDENT BENNEMAN called the meeting to order at 5:01 p.m. II. ROLL CALL PRESENT Senator Birdsell (late) Senator Bioxo Senator Jackson Senator Martin Senator Pida Senator Pobst Senator Romero Senator Rosenthal Senator Sabatini Senator Smith Senator Stephenson Senator Turner Senator Vodrazka Senator Yan III. APPROVAL OF MINUTES NO. 23-11 and 23-12 Motion to approve Minutes No. 23-11 by Senator Pobst, seconded by Senator Yan. Senator Turner asks why the minutes are late? Senator Smith states that the minutes that he receives from the Faculty Committees are nothing compared to what the Senate Secretary does. The minutes are great. Move into a vote. Motion passes 10-2-3. Senators Turner and Stephenson opposed. Senators Jackson, Rosenthal, and Birdsell abstaining. Minutes No. 23-12 are not finished so this is out of order. IV. ANNOUNCEMENTS PRESIDENT K0STMAN states that his eye surgery went perfect. The parking deal is done 100 %. Parking will be free for students at athletic events. At the last meeting for the Special Student Fee Committee they tried to increase all Clinical lab fees by 80 %. We tabled the item and now I need all Senators to go and informally poll your constituents and see how they feel about the increase. I need to see Senator Smith after the meeting . VICE PRESIDENT HELD states that the Self Defense course is tomorrow from 7-9 p.m. in the Dining Commons. Thanks to Senators Stephenson and Smith and Director Marshall for all their help. We will be needing help with all the setting up at 2:30 so if you aren't doing anything your help would be appreciated. We will be giving the Faculty Excellence Award on April 14, 1993 ABSENT Senator Cromer (excused) Senator Fisher (excused) Senator Nalder ( excused) Senator Siciliano (excused) Senator Yohe (excused) SENATE MINUTES NO. 23-13 page three IV. ANNOUNCEMENTS CONT. at 4:30 p.m. SENATE PRESIDENT PRO-TEMPORE ROMERO states that he selected Senators Rosenthal and Sabatini to go to Carson City. There will be other trips in the future so if you want to go let me know. SENATE PRESIDENT BENNEMAN states that 2 years ago we were divorced from the Rebel Yell and we will be reviewing that decision at the April 7 th meeting. There will be a new policy which decreases student funding over the next five years. This has been presented to the Advisory Board who has been discussing even more changes to the policy. V. BOARD & COMMITTEE REPORTS ORGANIZATIONS BOARD DIRECTOR MARSHAIL states that he has been working on a policy regarding trips and the next meeting will be on April 1 st and there will be an Organizations Newsletter. RESIDENT HALI LIASON MARSHALL states that there is a new organization within RHA which is the National Resident Hall Honorary and he would like to nominate President Kostman to become a member for all that he has done for the Resident Halls. Senator Romero asks if he is going to appoint a new Liason? APPROPRIATIONS DIRECTOR FINMARK states that there will be a lot of funding requests on the next agenda. She hasn't gotten in touch with anyone from the Rebel Ski Club. She is drafting a letter to some of the organizations who have received funding because they haven't turned in their receipts. Senator Romero asks when the last day to request funding will be? ELECTIONS DIRECTOR SPRAY states that the next meeting will be tomorrow at 3:00 p.m. She will have the total tallies from the past election by this evening. The election has been certified. There will be 4 voting booths spread across campus for the general election. Fliers are in the process of being printed . Senator Romero asks for her to tell the Senate the official results of the Senate President race. Senator Pobst asks what happened with the people who were hired and not getting paid what they should have? Senator Sabatini asks if there is any reason that the questions have not been done? Are you going to give the Senators a copy of the results from the election? CSUN BUSINESS MANAGER SNYDER passes out copies of the financial report. The 2702 general account is over budget because of the unexpected opening of the Annex. STUDENT SERVICES DIRECTOR SMITH state that she would like help from all the Senators to get the Campus Directories out to the Students. Senator Stephenson will be handling the lighting survey. The Self Defense Seminar is tomorrow. Senator Sabatini will be helping with starting a recycling program. We are reworking the shuttle path and making more stops so we are SENATE MINUTES NO. 23-13 page three V. BOARD & COMMITTEE REPORTS CONT. ordering more signs. Senator Romero asks how many students use the shuttle? NEVADA STUDENT AFFAIRS DIRECTOR KENNEDY is excused. OFFICE OF STUDENT INFORMATION DIRECTOR BUNIN states that the brochures are almost done. Next week we will be taking a group photo, so dress appropriately. HEALTH ADVOCATE AVILA states that there will be a insurance meeting on Friday. She also endorses the proposal for Wellness Expo 93. Senator Romero asks who was invited to participate? Can any organization still join? RULES COMMITTEE CHAIR ROSENTHAL no report. STUDENT CAMPUS SAFETY AWARENESS COMMITTEE CHAIR STEPHENSON states that there is a Self Defense Seminar tomorrow. He spent 2 days putting up fliers. There is one vacant seat on his committee and he needs two more Senators to sit on the committee. CONSTITUTION REVISION COMMITTEE CHAIR SMITH states that he should have a meeting next Wednesday. BYLAWS COMMITTEE CHAIR ROMERO states that there will be a meeting Tuesday at noon in the Conference Room. We will be discussing the first half of the Senate Bills that will be introduced tonight. My policy for excused and unexcused absences unless you are sick or it is a religious holiday it is an unexcused absence. Work is not sufficient to excuse an absence. If you are not going to be able to attend a meeting call and tell me because you do get 3 unexcused absences. Senator Turner asks if there will be any specific order for the Senate Bills to be introduced and the bills that are not going to be introduced? VI. SENATE COMMITTEE & EXECUTIVE BOARD NOMINATIONS None at this time. VII. UNFINISHED BUSINESS Vacant Senate Seats for Education and Health Sciences. Peter Mangual for Education. Senator Turner nominates Rachel Kiecker for the Education seat. Senator Romero nominates Donna Gerard for the Health Sciences Seat . Motion by Senator Turner to close nominations for the Education seat, seconded by Senator Yan. Senator Sabatini asks how long it has been open? Senator Romero asks how long it has been advertised? He thinks that it is too soon to close nominations. President Kostman states that they may ask Director Bunin to make signs for every college to advertise when there are any open seats. He agrees with Senator Romero that it wouldn't be fair to close nominations. Move into a vote. Motion fails 3-12-0. Senators Martin, Smith and Turner in favor. SENATE MINUTES NO. 23-13 page three VIII. NEW BUSINESS A. Approval of, but not to exceed, $1,500.00 for the 1993 Wellness Expo out of the 2702 (general) account. Motion to approve by Senator Jackson, seconded by Senator Turner Senator Turner yeilds the floor to Anita Stockbauer. Senator Romero asks if they are charging for booth space? The food service is for how many people? President Kostman states that he has been to many Health Fair's in the past and you learn a lot about the physically challenged. It is a fantastic program. Senator Pobst asks if this amount is the entire budget? Has there been any advertising? Move into a vote. Motion passes 15-0-0. B. Approval of, but not to exceed, $1,500.00 for blue books to be encumbered out of the 2706 (student services) account. Motion to approve by Senator Turner, seconded by Senator Jackson Point of Information from Senate President Benneman that the books will cost us $ .12 per book, for 10,000 books. Senator Sabatini asks if this will be the last time we will buy them this semester? Senator Birdsell asks if there will be any advertisements on the books? Senator Romero states that they will cost $ .12 per book? Senator Pobst asks if this is the same price as last time? Senator Turner asks if we can use the storage shed in back of the office to store the books? Senator Jackson asks what happened to the sponsorship for the blue books? Move into a vote. Motion passes 15-0-0. C. Approval of, but not to exceed, $1,000.00 for the elections workers to be encumbered out of the 2702 (general) account. Motion to approve by Senator Birdsell, seconded by Senator Stephenson. Senator Romero asks if this will be the only cost for the election? Senator Stephenson asks if there is any money left then it will be put back in the account? Senator Pobst asks if this is for the past election? Senator Martin asks if there will be a booth in the Dining Commons ? Move into a vote. Motion passes 15-0-0. Senator Romero asks for a 7 minute recess. Senate President Benneman calls a recess. The meeting is called back to order. D. Introduction of Senate Bill 23-02 submitted by Senator Jackson concerning the Elections Bylaw. Motion to introduce by Senator Jackson, seconded by Senator SENATE MINUTES NO. 23-13 page three VIII. NEW BUSINESS CONT. Yan . Motion to refer the Bill to the Bylaws Committee by Senator Turner, seconded by Senator Smith. E. Introduction of Senate Bill 23-03 submitted by Senator Rosenthal concerning the Rules Bylaw. Motion to introduce by Senator Rosenthal, seconded by Senator Turner . Senator Sabatini states that he was on the committee at the time the rules were changed and it seemed like a great idea at the time but he will have to vote against it now. Senator Rosenthal states that this is not about the Rules for the 23rd session but about the Rules Bylaw concerning the Vice Chair . Motion to refer the Bill to the Bylaws Committee by Senator Smith, seconded by Senator Jackson. F. Introduction of Senate Bill 23-04 submitted by Senator Turner concerning the Student Health Advisory Liason. G. Introduction of Senate Bill 23-05 submitted by Senator Turner concerning Senate Bylaw 39/Contracts. H. Introduction of Senate Bill 23-06 submitted by Senator Turner concerning the CSUN Leadership Scholarship. Senate President Benneman rules these items out of order. Senator Turner asks why these are out of order? Senate President Benneman states that he never received copies of the proposal . Senator Turner states that he should have had copies before the items were put on the agenda. Senate President Benneman states that he talked with the Pro- Tem and Chair for the Committee and he gave him the numbers and what the bill was concerning and then put them on the agenda. Senator Turner states that some of these items need to be taken care of in a timely manner. Senate President Benneman states that the Senate can over-ride a Bylaw with 2/3 of the Senate. It doesn't have to be done the way you wrote the memo. IX. OPEN DISCUSSION SENATOR SMITH encourages everyone to attend Safety Awareness Day . SENATOR TURNER nothing at this time. SENATOR STEPHENSON states that any help that the Senators can offer for the Self Defense Seminar will be greatly appreciated. SENATOR ROSENTHAL states that he thought getting rid of the speech requirement was a good idea but now he is second guessing the decision. SENATOR BI0X0 nothing at this time. SENATOR BIRDSELL nothing at this time. ( SENATOR SABATINI apologizes for the confusion. It has been SENATE MINUTES NO. 23-13 page three IX. OPEN DISCUSSION CONT. quiet at this meeting does anyone know why? SENATOR VODRAZKA nothing at this time. SENATOR PIDA nothing at this time. SENATOR MARTIN nothing at this time. SENATOR YAN nothing at this time. SENATOR JACKSON nothing at this time. SENATOR POBST thanks President Kostman for the free parking. PRESIDENT KOSTMAN says thanks to Ed Marshall for the nomination. I have never been Mr. Conservation but we are wasting paper. I have been interviewed in the last week and a half by the New York Times and several other newspapers about the situation with JR Rider. If anyone approaches you about the situation it is up to you what you say. If this happened to me I would sue the University in a heartbeat. This is a blatant violation of the Buckley Amendment. I would tell JR to sue. About Dr. Maxson stepping down I feel that he is catching some of the blame for this situation, but he has also done a lot for the university. He has been a hell of a supporter. Good Luck to Jay Jay tomorrow. We will have softball practice on Friday and Saturday. The jerseys will be in soon. VICE PRESIDENT HELD nothing at this time. SENATE PRESIDENT PRO-TEMPORE ROMERO states that if you have a bill to introduce bring it to me so I can assign it a number because there has been a lot of confusion because people are assigning their own numbers to the Senate Bills. About the Scholarship Bylaw I will not be pressured into pushing this through the Bylaws Committee. It is not my fault that it hasn't been looked at before. I am not going to hurry for anyone. SENATE PRESIDENT BENNEMAN states that the situation with JR has happened on this campus before with our Senate President Joe Bunin 2 years ago. I started an investigation and found out that it is relatively easy to access someone's transcripts. The system is still the same. About Dr. Maxson resigning it is absolutely ridiculous. The old Tark boosters have nothing better to do than stir up trouble. About the Agendas I asked for the numbers and got the current numbers and I am not going to question the information I receive. The Senate Secretary is doing a good job. She has fallen a little behind and she realizes that and she is trying to catch up. I think overall she is doing a great job. I am tired of hearing all the gripping and complaining, try saying something nice for a change. About the Leadership Scholarship Bylaw I have strong reservations about the proposal. X. ADJOURNMENT SENATE PRESIDENT BENNEMAN adjourns the meeting at 6:30 p.m.
