CALL TO ORDER CSUN Senate President Greg Bailey called Senate Meeting 19-17 to order at 4:04pm in Beam Hall in room 542. II. APPROVAL OF SENATE MINUTES 19-16 Motion to be approved by Senator Polovina. Seconded by Senator Menez. Call for a vote. Motion carried, unanimously. IV. CSUN Vice President Jeff Geihs mentioned that Dr. Jerry Simich is the winner for the Faculty Excellence Award. CSUN Senate President Pro Tempore Gina Polovina introduced Senate Bill #5. She also mentioned the Annual Formal Ball for the Hispanic Association, saying everyone was invited. CSUN President Steve Evenson mentioned that a bill of legislation for union salaries for stage hands is up for approval. This bill will effect 2/3 of the students that are stage hands. For more information consult Steve. He mentioned that after the meeting he would be passing out traffic surveys to be distributed to the classes. He mentioned that he would like them back by next week. He mentioned that he wrote a letter to President Maxson concerning the basketball issue, since he has not received any information from the athletic department. He mentioned that their should be a meeting after the Senate Meeting pertaining to the CSUN Bowling Team. He explained the discrimination legislation that was going in front of the Senate. He introduced Gary Young the President of the Student Body in Truckee Meadows Community College. Gary Young President of the Truckee Meadows Community College addressed the Senate concerning legislation. Motion to move out of the order of the day by Senate Bauhs to approve items D.E.F. of New Business. Seconded by Senator Rosenberg. D. Approval of Hotel Association for $400 to come out of the 900 account. E. Approval of Hotel Sales and Marketing Association for $400 to come out of the 900 account. F. Approval of Rebel Ski Club for $400 to come out of the 900 account. There was discussion. Ray Frankulin addressed the Senate. A representative from the Hotel Association addressed the Senate. Sharon Smith addressed the Senate from the Rebel Ski Club. There was discussion. A representative from Hotel Sales and Marketing Association addressed the Senate. There was discussion. ANNOUNCEMENTS CSUN President Steve Evenson mentioned that the Senate had just approved $1200 and they still have $800 that is up for approval. He felt that the Senate wasn't looking at the broad picture. He mentioned that there was no money in the account that they allocated the $1200 worth of funds for. He announced that he would probably veto want had just been approved. V. BOARD AND COMMITTEE REPORTS CSUN Bylaws Chair Kim Elliott mentioned that there had been a bylaws meeting today. She mentioned that Senate Bill #5 had been passed by the committee. Video Yearbook proxi, Chuck Walker mentioned that the editor is done editing the first half of the video yearbook. They still have somethings to still shoot, but everything is going according to planned schedule. Nevada Student Affairs director Michelle Saunders mentioned that they are still doing correspondance with the legislature. Entertainment and Programming member Joe Bunin announced that Springfest is going well. SHAC Chair, Philip DaQuino announced that at 1:00pm in the Engineering building there will be a dedication. He mentioned that Parking and Traffic meeting had been canceled until April 26th. Ray Frankulin explained the budget to the Senate. OSI assistant director Mario Menez announced that the t-shirts would be arriving soon. She also mentioned that she hoped that the Senate would approve item 0. of New Business. Yellin' Rebel office manager announced that Mike Keller the editor has been sick. CSUN Senate President Greg Bailey announced that he made a visit to the Yellin' Rebel offices and was amazed at the mess and how dirty it was. He mentioned that he saw broken furniture. He felt that the next editor should be run harder to keep a place from looking so bad. Senate Minutes 19-17 Page 4 04/06/89 VI. EXECUTIVE BOARD NOMINATIONS A. Approval of Brett Greene to the Entertainment and Programming Board as a member. VII. UNFINISHED BUSINESS There was none. VIII. NEW BUSINESS A. Approval of Executive Board Nominations. Motion to approve by Senator Bauhs. Seconded by Senator Elliott. There was discussion. Call for a vote. Motion carried with nineteen in favor, no opposed, and no abstention (Gillett). B. Approval of $600 for printing of the Schaffley and Weddington Debate Programs to come out of the 905 account. Motion to approve by CSUN President Steve Evenson. Seconded by Senator Polovina. There was discussion. CSUN President Steve Evenson withdrew his motion and no action was taken on this item of business. C. Introduction/Approval of Affirmative Action Policy for CSUN. Motion to approve by Senator Colebrook. Seconded by Senator Gillett. There was discussion. Call for a vote. Motion carried with seventeen in favor, no opposed, and three opposed (Rosenberg, Benneman, Ozkan). G. Approval of $2000 from the 900 account for the CSUN awards banquet. Motion by Senator Gillett to table. Seconded by Senator Swank. There was an objection from Senator Kurzer. Senator Gillett withdrew his motion. There was discussion. Call for a vote. There was discussion. Senator Kurzer arrive at the Senate Meeting. Call for a roll call vote. There was discussion. Call for a vote. Motion carried with twenty in favor, one opposed (Kurzer) and no abstentions. L. Approval of preliminary budget for 1989-90 for CSUN. Motion to approve by Senator Ozkan. Seconded by Senator Rosenberg. There was discussion. Call for a vote. Motion carried with nineteen in favor, no opposed, and two abstentions (Kurzer, Gillett). M. Approval of $400 for Delta Sigma Pi to come out of the 900 account. Motion to approve by CSUN President Steve Evenson. Seconded by Senator Elliott. CSUN Senate President Pro Tempore Gina Polovina retained the gavel. A representative from Delta Sigma Pi addressed the Senate. There was discussion. Call for a vote. Motion carried with seventeen in favor, no opposed and two abstentions. CSUN President Greg Bailey retained the gavel. N. Approval of Dr. Jerry Simich for the Faculty Excellence Award. Motion to approve by Senator Gina Polovina. Seconded by Senator Menez. Senate Minutes 19-17 e 7 Uv/06/89 There was discussion. Call for a vote. Motion carried with twenty in favor, no opposed, and one abstention (Menez). 0. Approval of $25 a month raise for OSI Director Jamal Allen. To come out of the OSI account. Motion to approve by Senator Menez. Seconded by Senator Elliott. There was discussion. Call for a vote. Motion carries with nineteen in favor, no opposed, and two abstentions (Kershaw, Melchiorre.) Senator Polovina motion for an emergency motion to approve Senate Bill #5. Seconded by Senator Menez. There was discussion. Call for a vote. Motion carried with seventeen in favor, no opposed, and two abstentions. P. Approval of Senate Bill #5. Motion to approve by Senator Polovina. Seconded by Senator Menez. There was discussion. Call for a vote. Motion failed with six in favor, and eight opposed, and one abstention. IX. OPEN DISCUSSION CSUN Senate President Greg Bailey announced the awards that members of the Yellin1 Rebel had won from the Rock Mountain Collegiate Awards. He mentioned that if the Yellin1 Rebel editor has a sign in office that is a tear off sheet for the amount of days left as editor he must feel that he is in chains. He felt that the editor should like his job. CSUN President Steve Evenson mentioned that he worries about the approval of money and not knowing where the money is going to come from to pay the people and organizations that will need to be paid that the Senate approved. Senate Minutes 19-17 Page 8 04/06/89 CSUN President Steve Evenson mentioned that when he approves things he always makes sure that the proper funds are there. He mentioned that the comments that he made regarding the Yellin' Rebel were not to be taken personally. He thanked Gary Young for being at the Senate Meeting. President Gary Young from Truckee Meadows mentioned that he had learned a lot from the meeting today. He mentioned that many of the meetings which he runs have lasted as long as the one today, if not longer. He gave the Senate some advice concerning the appropriating of funds to organizations; the senate should approve the funds if they desire and then when the money is encumbered into the proper accounts, then the groups requesting money would be cut a check. CSUN Senate Secretary Palma Wesely mentioned that she didn't appreciate CSUN President Steve Evenson's response pertaining to her salary and fee waiver. She felt that the President had mislead the Senate into believing that she receive a half fee waiver, where she receives only six credits. She felt that he thought six dollars was a lot of money then when she would graduate next year and get a job, he would probably think she was a millionaire. Senator Menez felt that there was a lot of bias feelings on issues and that people take things to personal. She was glad that the issue on Panhellenic had passed. Senator Kurzer mentioned that KUNV is in a magazine which has a billboard for new music tracks. KUNV is one of the listings. He felt that the behavior of the CSUN President Steve Evenson was very bad. He mentioned that if this behavior continues he would notify someone. He felt that outside of the meetingsACSUN President keeps a cool head but when he enters Senate Meetings his head seems to move to fast. Senator Kershaw questioned CSUN President Steve Evenson regarding gifts that he gives to people. She was referring to the t-shirt that he gave Dana Russell, when other students must pay for the shirts. CSUN Senate President Greg Bailey announced that he would write a letter to Vice President Ackerman concerning the behavior of CSUN President Steve Evenson. He felt that he needs to handle himself differently. Senator Kershaw apologized for mentioning the issue about gifts, she realized that she should have said it differently. Senator Benneman felt that the Senate maybe should have transfered money into the 900 account so that the money could be used. He felt that there were too many personal biases. CSUN Judicial Council Chief Justice Joe Bunin mentioned that that the Judicial Council did vote to hear Jack Hardy's case referring to the overlapping of two meetings. The Judicial Council voted in favor of the issue that CSUN Vice President Dick Hubbell brought up. He mentioned they voted to not hear Martin Dupalo's issue concerning a defined definition of want a CSUN officer is, since he was ticketed for parking in the CSUN parking spaces. Senate Minutes 19-17 Pguze 9 C 6/89 Ray Frankulin the Appropriations Director announced that he would speak with the CSUN Business Manager Barbara McFarland and John Purvis in Business Services about the budget and the 3000 line. Senator Ozkan apologized if he came across as being bias. Senator Colebrook mentioned that he felt that the hearing concerning the Jack Hardy was ridiculus because of going through the process again. He mentioned that he had respect for all the senators, and that even though he may or may not agree with some of the senators regarding different issues he still maintains that respect. He felt that everyone should work together. Senator DeMars thanked everyone for funding the different organizations. He thanked President Young for explaining Question #2 to the Senate. He felt that each senator should let their classes^about this issue. He thought that the debate and the dinner was great. He also mentioned he thought it is great that after debating over issues of conflict that everyone could leave and still be friends. Senator Zielinski felt that the problems stem from everyone getting emotional over issues. She mentioned that everyone should think intellectully not emotionally. Senator Bauhs mentioned that the Senate Meeting next week will be in Engineering Building. He also mentioned the article that he put in everyone's boxes pertaining to UNLV. He thought that maybe everyone should write a letter. CSUN Vice President Dick Hubbell mentioned that the Bill #2735 is pertaining to the sales tax. He mentioned that everyone should call 384-2225 Jim Spinello to let his office know about their feelings concerning this issue. He was upset about student^ having to buy textbooks from Kinkos. He mentioned that he had plans to do something about it. He also mentioned Dr. Strate is interested making a law on an animal lease law; he would like everyone's input. He mentioned that there should be some kind of safety contract that the carnival has the next time they come to the Thomas and Mack. He mentioned that he didn't feel that Senator Kurzer is not deaf and stupid as CSUN President Steve Evenson had said but was just deaf. CSUN Vice President Pro Tempore Gina Polovina felt that Lillian and Tyra did a good job with the debate and Springfest looks great too. She reminded everyone to vote next week in the general elections. She congratulated Mike Barclay for the award that he won for his work on the Yellin' Rebel. She also felt that the best candidate won the Faculty Excellece Award. CSUN President Steve Evenson mentioned that he felt that Dana Russell had deserved a t-shirt from Springfest for all the work that she does in working with CSUN and President Maxson's office. He felt that the t-shirts were away of promoting CSUN. He felt that Senator Bauhs' comparisons about t-shirts for springfest and funding for organizations was mixing apples and oranges since the t-shirts came from the Entertainment and Programming Account for promotion. Senate Minutes 19-17 Page 10 96/89 CSUN President Steve Evenson's response to Senator Kurzer was BLBLBL. He apologized for his outbursts earlier. He apologized to Senate Secretary Palma Wesely mentioning that many times each hurts the other for many reasons, but he was sorry. He announced that he only had twenty-four more days, and he wanted to make them good days. He mentioned that he would miss CSUN and everyone once his term is up. Senator Zielinski announced that after the Senate Meeting next week there will be a tour of the Engineering building. Chuck Walker mentioned that he missed not being able to speak on issues. He also reflected on the conduct that was in the Senate Meeting today. CSUN Senate President Greg Bailey mentioned that when everyone gabs eachother with remarks he is not able to do much. He mentioned that when people act like they did at the meeting today, it is a sign of disrespect to him, since he is the one who must decide if a person is out of order or needs to be thrown out of a meeting.
