Be it enacted by the Senate assembled that this bill be designated as the "Security Coordinator Bill." II. The Security Coordinator shall manage the establishment and implementation of a Guardian Angels chapter on the UNLV campus. .LI. The Security Coordinator shall be nominated by the Executive Board and approved by the Senate. IV. The Security Coordinator shall act as a liason between the Guardian Angels chapter, UNLV Police, UNLV administration and CSUN. To provide for succession to Executive Office I. Be it enacted by the Senate assembled that this bill shall be designated "Executive Office Succession Bill." II. In the event of a vacancy in the office of or a temporary absence of the Vice President wherein the Vice President Pro Tempore assumes the office of the Vice Presidency, the Senate shall choose from among its members who serve on the (Appropriations Board, a new Vice President Pro Tempore who shall have all the powers.and responsibilities of the constitutionally appointed Vice Pres-ident Pro Tempore with the exception of succession to the Presidency, and who shall serve until the absent officer's return, until Senate verification of the Special Elections provided for in this bill, or until April 30, whichever shall occur first. III. The Vice President Pro Tempore, selected under the terms of this bill, will succeed to the Presidency.whenever the constitutional provisions for succession have been exhausted. IV. In the event of exhaustion of the constitutional provisions for succession to the Presidency, the Senate shall appoint, from among its various members, an acting Vice President and an actift^-Senate President, and their Pro Tempores; and shall call for immediate executive elections within 60 days of the ex-haustion, provided that the constitutionally mandated executive elections are not to occur within the next 90 days. V. In the event that the constitutionally mandated executive elections are to be held within the next 90 days of exhaustion of the constitutional provisions for succession to the Presidency, the acting officers installed under the pro-visions of this bill shall serve until April 30, or until the return of con-stitutionally elected or constitutionally appointed executive officers, • whichever comes first. VI. In the event that the Senate calls for Special executive elections under the provisions of this bill, candidates receiving a majority"or a plurality of the vote A. Shall be installed immediately upon Senate certification of the elections, and B. Shall serve until April 30. A Bylaw for CSUU shall be a legislative act prescribin procedure for CSUIT government by authority derived from the CSUIT Constitution. II. Bylaws Committee A. A standing committee shall be formed for the purpose of considering all proposed bylaws on the basis of the relevance and necessity of each to the Constitution and existing bylaws. 1. The committee shall consist of seven CSUN members at least four of of whom must be Senators. 2. The committee shall also include alternate members, i. Alternate members shall be CSUN members who regiLLarly attend the Regular meetings' of the committee. ii. An alternate member may substitute for a duly appointed member in the event of the temporary'abscence of the duly appointed member provided . that the committee, by a majority vote taken immediately after Roll Call, /recognizes the vote of the alternate member. iii. Alternate members may become duly appointed"members in the event of the termination of membership of a duly appointed member provided: a) The committee approves the nomination, and b) The Senate approves the minutes of the Regular Meeting of the committee during which the nomination was made. 3. Committee members shall serve from time of appointment until October 31. B. Proposal, Referral, Submission 1. Any CSUN member-may propose bylaws to the Senate. 2. The Senate shall refer all bylaws proposals to the committee. 3. Only the committee may submit bylaw proposals for approval to the Senate. B. Proposals will be voted on the meeting following that of submission. IV. Classification of Bylaws ' A. The Byalws Committee shall classify all ratified bylaws according to a consecutive numbered series, to begin as Senate Bylaw #1. B. All Bylaws shall be titled according to subject matter: \ C. The President will supervise an Executive Secretary. II. The Executive Secretary shall be a classified employee of the University of Nevada, Las Vegas. III. Call to Order Senate President Wild called the meeting to order at ^:00 p.m. II. IV. Executive Board Announcements 1. President Oshinski He attended a meeting with Regent McBride. The University has been cut $600,000.00, but President Oshinski has not been informed as to how much CSUN's budget will be cut. He also announced that we will be receiving another cut from the school district by the end of this month. 2. Vice President Hiu He was not present. 3. Beverage Manager There was no report. B. Elections Board There was no report. C. Entertainment and Programming E&P made $^692 in revenue on the Oktoberfest celebration. 1100 students and 300 non-students attended Oktoberfest on Friday evening, October 1, 1982. D. Intramurals Director Senator Jacka announced that Intramural Bowling starts Wednesday, October 6 at 3:00 p.m. at--Sam's Town. There is a Handball Clinic Thursday, October 7, 1982. E. Organizations Board Chairman Voelcker reported that 39 organizations have been recog-nized and 2 organizations have made requests for funds. F. Security Coordinator There was no report. G. Appropriations Board Chairman Goussak has dismissed Phil Horn for excessive absences. VII. Unfinished Business A. Nominations for Vacant Senate Seats There were no nominations. IX. Open Discussion Senator Clay announced that due to the lack of power in the Humanities Building today, classes held in FDH will be rescheduled. X.
