Call to Order The twenty-eighth meeting of the Consolidated Student Senate was called to order by Chairman Ken Holt at 4:15 p.m. in Lounge 202 of the Moyer Student Union Building. II. Approval of Minutes The minutes of the 27th Senate meeting held on February 7, 1978 were approved, seconded and passed unanimously. IV. Executive Board Announcements a. Chris Karamanos Scott Lorenz said he would like to introduce Mr. Karamanos later in agenda as Mr. Karamanos was attending a Senate meeting for the first time and wanted to hear some of it. b. Tim McRoberts Tim gave the details on a IBS National Convention to be held in New York March 17-18, 1978. He reported on the various subjects that would be covered and which would prove beneficial to pass on to the UNLV radio station operation and asked for the Senate's approval to allocate him about $600.00 in order to help defray his expenses. Ken said this request will be on the Agenda for the next Senate meeting for approval. Minutes Senate Meeting #28 February 14, 1978 Page 2 2. CSUN Expansion Scott announced that a new Business Mananger will be hired shortly so he and Burt Teh have met and discussed where they are going to build an office for him in the CSUN area of room 120. He gave a short description of where the secretary's desk will be, as well as her parttime secretary's, and the location of an office enclosure at the back of room 120 for the business manager. He further announced that CSUN will have to pay for the Business Manager's office in the amount of approximately $972.00 while the Student Union paid for the other office alterations. Scott then announced that he had sent a letter to Dr. Baepler regarding the PE Complex with a carbon copy to the Yell and John Bayer — and that this will be placed on the Board of Regents March Agenda — and hopefully the students will then get top priority in that building. He then announced that Mr. Slocum had met with 12 students last night seeking legal advice and it looks like a lot more students are now using this service. His next announcement was about another seat open in the University Senate and this vacancy will be advertised campus-wide and in the news-paper in order to give all of the students who are interested an oppor-tunity to turn in a resume'. Ken Holt announced there was an error in the Agenda for this meeting due to a page being left out. Under New Business — two requests for Matching Funds and the UNLV Art Club and the Hotel Association and "f" Neil Slocum, Parlimentarian. These will be included in the Agenda this meeting. John Hunt reported that during the Fall Semester he was unable to give an accurate financial report due to an error in the Business office putting expenditures in the wrong accounts Any report he would give at this time would have to show in the red until all of the accounts have been adjusted — but if anyone would like copies of the red numbers, he will get it for the Senate. V. Open Discussion Scott addressed the Senate and said, "At this time I would like to formally introduce Chris Karamanos and I would like you to ask him any questions that you feel are pertinent to the Executive Board of Regents, the Physical Education Complex, Athletic Basketball tickets. I just dotted down a few things to kind of stimulate the conversation — the Desert Cleanup, Max Milan being fired last week, the Jackie Robinson probation, any kind of probation here on the campus just to stimulate you." Minutes Senate Meeting #28 February 14, 1978 Page 3 The following are the questions and answers directed to Mr. Karamanos: How do you feel about the Mandatory Athletic Fee? It's a very controversial issue. It is controversial due to the fact that the Boosters Club likes to control all the tickets for the whole university. I think we are going to get to the point though as the demand from students, directed to myself in my office, is that they would like to have the mandatory athletic fee that is put on to their tuition each year guarantee them tickets. Right now the tickets that are granted the students are zero. What I feel that we will have to do — I checked up in Utah, Utah State, University of Utah, — they do have a mandatory $28.00 a semester for the tickets. I think that is the gifted tradition that this university needs out at the stadium, we're going to the WAC Conference, over here at the Convention, we are going to be there for at least three more years. They say that they would like to get on with that complex right away but it is at least three years away. We don't have a student body section at all in this place. I think that if there was a proper demand put on to myself and the rest of the Regents, that there would be a section directed on the 50-yard line in the center of the court like they do at UCLA and the other schools. I think that, for the benefit of the students, that they should be able to have — like over at the Convention Center there are 7000 seats — I think that 2500 should have to go out to the students in an area that would be all on the 50-yard line in the center of the court — that's the big area. With football, there is no problem at all. We can get that area done immediately. I don't even think that there has to be a demand for the ticket sales. I think there should be a section for them. To get that on at the stadium, because of the Boosters and the community, I think you would have to have a mandatory charge to the students each semester. Are there any additional monies in the State budget which might offset some of the money that they might lose from boosters if we were to get 2500 seats for the students? Let me tell you this — and this is what I think — a lot of the Board of Regents — and I've only been here a year and a half now — if you really weigh it all down, and this is not a pitch for the students of this university that is up north — both universities are lacking tradition. Reno has more tradition and I think that this is because of the age of the facility. To get tradition, and that is why I fought for the dormitory. The dormitory itself, the physical structure itself, it has a lot to be said. You have to have a meeting set to get tradition. You have to have an athletic band which we're going to get on to maintain tradition. Coach Ireland and I'd say he's under a lot of pressures with the Boosters of the community. He doesn't know how he is going to give up those 2500 tickes because they are worth approximately — each two tickets are worth a $700.00 average. I don't think that's the point. The money is not the situation anymore. We always come up with money. If we have to come with money, we get money. We got money for your cleanup thing. There is always money to get things done. I talked to David Paul, yesterday and he told me that he had $400,000 in already and hasn't even started the campaign yet for the Boosters — and he figures he will get a million and one. He's going to have two shows this year, one with Sinatra in June or July and one with Wayne Newtonin April or May — right about that time. He's going to drive between a million and one and a million and two hundred thousand dollars. You know that's super for the Boosters. We forgot one thing. Whep you people leave here in a couple of years and you become alumni and you are out on the other side, you've got to remember what the Boosters is all about — it's for the students. Students have to come first — then the community can partake in anything else that is left. The athletic compound or the complex now. I understand that 42% of the time the students use it — 57 — 57 — whatever it is. It has to get back to the whole concept, back to the students. You have to have a student tradition, a student interest and right now the athletic situation at the university is strictly for the community/boosters. Let's fact it, our basketball team psychologically brightens the lights and everything else which is super — and I love it. I'm right on to it. It is almost a pro atmosphere — a Las Vegas thing — but we have to back the students. We have to have a cheering section. Our poor cheerleaders sit in front of them. They are out there talking to themselves. There isn't any other communication except that they get out there and do their routines. When you go to these other universities — I went to the NCA finals — did anybody go there last year? I was there. We lost that because we did not have a band! The crowd was so generated psychologically by their own school band that it gave them 5 or 6 extra points that we needed. That's what happens. If we're going to be an athletic team, we're great, we're No. I, — which it looks like we're going to be in basketball for the next few years — and if we're going to be involved in that conference, we're going to be division one and be involved in all of this, we've got to have the best. To be the best, the students have to do their best. If we don't get the students back and involved again, it is just a matter of time when we'll fall back again. Different eras will happen if you get a losing team. You know — if we lost a couple of team games, the crowd just disappears. The town is always looking for winners and you can't have that. If you have the students behind you — if they win or lose — they are out there and that is what has to happen again — and I think it's almost like it would have to be this body here, it would have to be the faculty, senate, the administrators have to go along with it — with the students. This is the crux of it. I'll say it in front of them — and some of the administrators are here. They might forget what the whole thing is about and it is the students. I think that maybe you all forget about it too a lot of times, but it is for the students. Everything we're talking about — whether it's athletics or the academic structure of the university or the dormitories — or anything — it comes back to after you— and what you're setting up today. I have never been to one of your meetings and I didn't know you had them until last month. I think that it is going to take effect with everybody for any issue that you want to get on — and no matter what the issue is, if it is proper and right — and it's logical and it's common sense — then you can get it on! I don't care what it is — cleaning up your campus ct getting a liquor license — whatever it might be — if it's legitimate and it's proper and right — and its for the students — it comes right down to the students and the tradition of the university — you've got to win and that's the only thing I was to do as Regent. I think a lot of the Regents are getting to the point where the political end is getting out. That is what happened to Max Millan. That's the whole big secret behind Max Millan. He forgot about his own constituents and the university — and the students behind the university. You can't believe the misharmony that was going on up there — and finally his attitude was zero. Are the Board of Regents donating any money for the Desert Cleanup? We discussed it over a month ago but officially acted upon it last Friday. Do you foresee any tickets at all of the 2000 we requested this evening? You bet we do! The only thing though — what I would formally do today is — I would make it a quorum. I don't know how the procedure should go down, but whatever they want — to get it to the Board of Regents. I'll tell you the Board of Regents will go along with it. Your athletic department will be up tight about it. You know your Bill Irelands, Davy Pauls and Wayne Persons — they are looking to build our bucks up — and I'm looking to build up tradition and whatever it takes to build tradition. You are going to get tickets. What you can do is put it down — make Minutes Senate Meeting #28 February 14, 1978 Chris Karamanos Question and Answer Session - Page 2 Page 5 it imperative. It has nothing to do with the Athletic Department. The Board of Regents will just say you will give "X" amount of tickets to the students for sale. They might scream and holler at that — but I'll tell you right now your Lilly Fongs will go along with you. I'm just trying to tell you that you can have the votes because all it is — is what's right. How in the hell can you have 7,000 people going to a basketball game and 200 of them students. It's not right so you know you can get it on. The only thing I can say is look at your minutes in past years. Someone pointed out that at one time you had about 3000 tickets and you voted it out because you didn't want to have the mandatory expenditure of buying athletic tickets. I think you have to make a decision of which way you want to go. When you decide where you want to go, you can say it will cost you — this is hypothetical - $30.00 a year. That's the price range between $25.00 and $30.00 per year for the tickets and they have to be in a choice section. A lot of people will be upset because they are going to be way up in the end zone. If there are 2000 tickets and 5000 students want tickets, that would have to be done in some mechanical way. If you decide to have a lottery, students could be told about it when they register to pay the $35.00. This fee would entitle you to a book for all athletic events, baseball, football — anything that would require a ticket for an athletic event. The conclusion that the committee made is that 2500 seats would pretty much take care of everybody as far as demand goes now. After further discussion regarding the mandatory athletic fee Mr. Karamanos stated that a mandatory athletic fee, as we envision it, is a complete across-the-board account on tuition. It could not be across-the-board unless everybody would be guaranteed they would have tickets. When you get the facilities, all of the students will be eligible for'seating --then it would be a mandatory'situation. Don't lock yourselves in nt>w when things are cbming in the future. Take what you can get. If you can get 2000 seats, take it because the seats will go like wildfire. You are not going to have any problem getting rid of 2000 seats to the students. Restrictions should be placed on the tickets sold in that each time a student goes to a game, the would have to show some ID to make certain the student is not going out to hotel his ticket. Unless his picture is on his ID and he can be closely identified — and he enters by a certain entrance, he just won't get in. Are you aware of the trouble between the football team and the Fraternities? Yes, as a matter of fact I have a meeting with the coach tomorrow regarding Rizo. Ross Huebner was asked if he would like to give the details that led up to the incident between ATO and the football players, which he did, and how when he went in to talk to Coach Knap about it, he was kicked out of his office. John Hunt said he hoped that Mr. Karamanos would have a chance to listen to the tape that Ross took when he went in to see Coach Knap about the incident and what Knap said about the University code, etc. Bob Biale said he he had only heard one side and he is not taking anybody's side. The football players are students also and we are representing all of the students. He further stated he didn't think it was fair for us to come and take one view when we have only heard one side and thinks we are being very unjust to the football players. Minutes Senate Meeting #28 February 14, 1978 Chris Karamanos Question and Answer Session -- Page 5 Page 6 Mr. Karamanos and the Senate discussed the details regarding the Rizo incident and Mr. Karamanos spoke of an incident he himself had with Rizo in the past. He mentioned how some coaches indoctrinate the football players to how they go through. He said he doesn't know how this coach teaches, but some coaches teach to kill, kill, kill. Be mean everywhere they go. Blow your egos to get it up. He further stated that if this coach is teaching that way, it should be changed through the administration. Not so much the incident of who punched who and what happened but the attitude if there's 15 or 20 of them. He said he now knows the point he is going after is what they are teaching them. Academically, what/they teaching them in playing football. What we have to find out is what they are indoctrinated to do and if it's not right in the policy and the students feel like they are offended — again, it is back to the students. The situation has to change. You don't get rid of the football program, you get rid of the people involved it it. If Knap is teaching that, and he's the Coach, and I'm very pro-athletic, then I would have to say that we get another Coach. Some students have been complaining about a racquet ball teacher. What can be done about the situation? What is the situation? Chuck White reported that some students walked on the Racquet Ball Court the first day and the instructor said, "I know nothing about Racquet Ball. We are all going to learn together!" The reason the students became upset was because they came to learn Racquet Ball themselves and not to teach the instructor. They went to the Registrar's office and wanted a refund but were told they could only get 75% and the two girls could not get a 100% refund. They wrote letters to Academic Standards and John Bayer askina his side of the story but were ianored completely so it was put on the agenda of the University Senate and now it is in the Ethics Committee. Mr. Karamanos then asked for the names of the two girls and he promised to have their refund check the day after tomorrow. He further stated that this is the kind of thing he can do personally and he doesn.'t need Baepler or anyone else. If students have a complaint, they can meet Karamanos. John Hunt told of another incident where he signed up for basketball last fall and he was told he was to be there at a certain time, certain place. He went for two weeks and no instructor appeared during that time. When he asked about it, he was told next week. Next week there was still no instructor and no team so he didn't go to class for the whole semester. When the grades came out he got a "C" in the class. The question was asked, "Do you think we should have a mandatory 4-credit PE requirement? Should UNLV have a mandatory PE requirement just to keep that department alive? Mr. Karamanos answer was, "No way." He further stated they should try to get the PE just for the health aspect involved in it. If you ask me a question like that, I have to say "NO" if the instructor doesn't show up and you get a "C" in class. Scott reported how the Senate gave up the ball last year when Gene Russo and Dan Ross were on an investigating committee and made an excellent report that they gave to the Board of Regents. He further stated that he was a newly elected student body Minutes Senate Meeting #28 February 14, 1978 Chris Karamanos Question and Answer Session -- Page 5 Page 7 President and he was not familiar with the process, — that he was under the impression the Board of Regents had said okay, this is the report, this is what happened, now let's go to John Bayer. Chuck White read a portion of a letter from John Bayer concerning the Intramural Program which was just an inquiry to see how the Intramural Program was doing. The point of this letter of Bayer's pointed out the lack of interest in the program by the students. It was pointed out there was never a lack of interest but a lack of organization, by Chuck White. Karamanos then said if the senate would get united and stay together on all of these issues that they have talked about, put it through to the staff here and put it on the Board of Regents Agenda, he'll put it on. He said he can lobby for 90% of the issues and get it resolved. The question was asked, "Why don't we get student discounts at the Aladdin anymore? Scott explained that the two people they had worked with for discounts are no longer employed at the Aladdin and that they will have to work out these discounts with the new people there. Greg McKinley asked about the liquor license and Mr. Karamanos replied that he had talked to Sheriff Lamb and told him he would be responsible for the license this weekend. There was a discussion re the By-Law Committee beirig placed on the agenda for next week re the transfer of funds and matching funds to be changed from two for one to one for one. Bill Botos gave reference to the By-Law on Intramural and said that according to the By-Laws, they would only be playing with their Fraternities but this was open to the whole University. John Hunt asked that the Operating Policy be struck because this Intramural Sports is to try and get as many students to participate as possible. Gary Wood reported that the Fraternities are always out there playing and that it is a competition between Fraternities. At the end of the year the Fraternity who has participated in the most games, is the strongest Fraternity on the campus. John Hunt said the try to maximize teams for the students who want to participate and should not be limited to just the Fraternities participating. Bruce Bayne suggested that Gary Wood take a vote with the Fraternities to get their views on the Intramural participation. Minutes Senate Meeting #28 February 14, 1978 Page 8 Ken Holt turned the Chair over to Scott Lorenz for a few minutes while he left the meeting room. VI. Committee Reports a. Activities Steve Francis reported on the various activities being held during the month of February such as the Ralph Nader speaking engagement, Valentine's Day dance at Caesars Palace, the Blood Bank drive and a dance being held this Saturday, February 18 by CSUN and the Inter-collegiate Knights. b. Union Board No report since Gene Russo was absent. At this point in the meeting, Bob Biale challenged the Chair in that Scott Lorenz could not act as Chairman during the period of time that Ken Holt was out of the room. Chuck White seconded this challenge. After bickering back and forth between various senators regarding the legality of this issue, Mr. Karamanos interrupted to tell the Senate that this was a trivia type of running a meeting and is just a waste of time. That if they have conflicts, they then have to have parliamentary procedure. Ken returned to the Chair. c. Radio Board Tim McRoberts reported on the number of ballots that had been turned in to select the call letters for the Radio station. The letters KULV were selected to be hereinafter used for the UNLV radio station. He then reported on two groups that are tring to put on a radio station. KMPR is going for a national radio format which will require them to be on the air for 18 hours a week. He reported that KULV will be 75% community orientated, d. Election Board A report on the Election Board was tabled to be on next week1s agenda. e. Epilogue Bill Botos reported that next week a photographer will be here to take photographs of anyone who would like to take advantage of this. VII. Old Business a. Activities Board Contract (vote) Tom Jackson After an explanation from Steve Francis as to who and what Tom Jackson was, a motion was made to accept him, seconded and passed. Minutes Senate Meeting #28 February 14, 1978 Page 9 VIII. New Business a. Yell Jerry Gates said he would like to adopt a motion that the editor of the Yell print a retraction of the article that "Senate Violates Open Meeting Law." There was a discussion as to whether or not Colleen had been able to secure proof from the three attorneys from whom she had received their verification that the Open Law had been violated and there was a motion for a definite table of this to print a retraction later, and to be placed on the agenda next week for a vote. The motion was seconded and the vote was 12 for — 3 opposed with 3 abstentions. Motion passed. b. Presidential Nominations (submit) 1. Organizations Committee a. Bobby Lawson b. Don Hill c. Richard Martinez d. Robert Dixon e. Virginia Lopez A motion was made to table submitting the name of Virginia Lopez until the next meeting, seconded and passed unanimously. 2. Activities Board (at-large) a. Tim Herlosky b. Mike Taneka c. Bill Botos The above will be voted upon at the next meeting. c. UNLV Wind Ensemble (submit) $800.00 Grant will be voted upon at next meeting. d. CSUN Constitution Ken announced the new Constitution goes before the Board of Regents at their next meeting and copies will be given to the Senate at the next meeting. A long discussion time will be set aside on the agenda. e. Matching Funds 1. Hotel Association - $500.00 2. UNLV Art Club - $100.00 A motion was made, seconded and passed with one(l) abstention. Motion passed to give matching funds to the above. f. Vice Presidential Nomination 1. Neil Slocum - Parliamentarian (Legal Advisor) A motion was made to accept Mr. Slocum as Parliamentarian and seconded. Bob Biale asked Dr. Cassese if he would like to remain as the Parliamentarian to which he replied he was the liaison between the Administration and the Student Senate and he will be present at the meetings whether Ms is Parliamentarian or not. Minutes Senate Meeting #28 February 14, 1978 Page 10 There was a call to the question and the vote was taken to accept Mr. Neil Slocum with eleven (11) for, five (5) opposed and two (2) abstentions. Motion passes. Scott Lorenz said that the Student Survey had been left off the Agenda so Mark Peplowski would be outside in the lobby to talk to anyone who has any questions that they would like on the survey. Bill Botos motioned to open the floor for nominations for the Sentate seat but was ruled out of order by the Chair. $985.00 for the Student Survey will be on the Agenda at the next meeting.
