7 ) SENATE APPROPRIATIONS COMMITTEE OPERATING POLICY 19 73-74 I. The Senate Appropriations Committee shall study3 suggest changes in3 and approve or disapprove all CSUN budgets 3 ap-propriations s and those expenditures outlined in Article VII, Section 103 Paragraph A> Subsection 3 of the CSUN Constitution. II. Meetings of the Senate Appropriations Committee shall be held within two weeks after budgets or appropriations have been presented to the Senate. III. All meetings of the Senate Appropriations Committee shall be called by the chairman. Members of the Senate Appropriations Committee shall be notified at least 24 hours prior to all meetings. IV. The Chairman of the Senate Appropriations Committee shall appoint a sub-chairman who shall conduct meetings in the event the Chairman is absent. The sub-chairman shall not have the authority to call or conduct any meetings of the Senate Appropriations Committee without authorization from the Chairman. V. A quorum shall consist of 3/5 of the total Senate Approp-riations Committee voting members. VI. A majority vote of the members present3 is required to pass any motion before the Senate Appropriations Committee. :i. Neither paoxy nor absentee ballots are permitted in the Sen-ate Appropriations Committee. VIII. A meeting shall be held during the first two weeks of Spring Semester 1974 to re-evaluate the existing CSUN budgets and suggest changes within thems no monies shall be transferred from an existing budget into another existing budget. Meeting was called to order by John Moylan at 8:12. II. Roll was taken. Ill. Minutes Lynn Morris took last week's minutes and has been out of town and could not get the minutes to us. Motion by Richard Torres: I move that the minutes be tabled until next meeting. f Seconded by A1 Fabbi. Motion passed unanimously. IV. New Business A. PRESIDENTIAL COMMITTEE APPOINTMENTS The ballots were presented to the Senate for approval of the Presidential Committee Appointments. A small discussion was held. It was brought to the Senate's attention that three absences are grounds for dismissal firm these committees. Ballots were then collected. They will be tallied and results will be announced next week. B. NOMINATIONS FOR VACANT SENATE SEATS Rod Leavitt was nominated for Freshman seat. Two vacant seats in Business. Nominations for these seats by A1 Fabbi: Lloyd Fields Gary Calley Ron Johns John Jackson Sophomore senate seat is vacant. Steve Jenkins will nominate next week. One vacant seat in Education. Val Buhecker nominated Nick Boiler. Jhan West nominated Melinda Vincent. The Allied Health nomination will be made next week. C. NOMINATIONS FOR UNIVERSITY SENATE There are five seats, possibly six, vacant. A1 Fabbi nominated Dave Cook Otis Williams Bill LaPort It was noted that Tom Cook has also expressed interest. Motion by Richard Torres: I move that we table making nominations until next week. Seconded by Val Buhecker. Motion passed unanimously. D. RULES AND DISCIPLINARY PROCEDURES All senate representatives' names will be put in a pool and four will be chosen, including Dan Wade. These five people will sit in with the Administrative Representatives when they meet to handle all disciplinary procedures. Motion by Richard Scholdigger: I move that we vote on being placed in a lottery from which four (4) senators' names will be drawn at random to sit on Seconded by Jhan West. the Rules & Disciplinary Motion passed unanimously. RECOGNITION OF SCARLETTES This is an organization that has turned in their constitution. They are strictly a campus organization consisting of 35 members. Motion by Richard Torres: I move that the Scarlettes be sent to the Screening Committee. Seconded by Richard Scholdigger. Motion passed unanimously. V. Other Business None VI. Information The next meeting will be Tuesday, June 12 at 7:30. Frank DiSanza and Kevin Beaton must be officially dropped. Members of screening committee which were voted in will be notified. VII. Adjournment at 8:37.
