Biographical / Historical Note
The Clark County 208 Water Quality Management Plan (WQMP) was created in accordance with Section 208 of the Federal Water Pollution Act Amendment of 1972.
The WQMP aimed to establish a systematic areawide wastewater management planning process for Clark County, Nevada. The Water Pollution Control of Act of 1965 required areawide quality management plans and provided federal grants for pollution abatement projects. As a result, projects and studies related to water quality in Clark County were performed throughout the next decade. Governor Paul Laxalt tasked the Colorado River Commission in October 1970 to find a solution to the pollution abatement problem found in the Las Vegas Bay and Lake Mead. In December 1971, the Environmental Protection Agency (EPA) notified the Clark County Sanitation District and the City of Las Vegas that continued discharge of waste into the Las Vegas watershed would constitute as a violation of the established state and federal water quality standards; the Clark County Board of County Commissioners responded by expediting the study and treatment of wastewater.
The board prepared a grant application for the WQMP in March 1975. In May 1975, Nevada Governor Mike O’Callaghan designated the planning management agency, and the EPA approved the designation in June 1975.
As of 2019, the Clark County Board of County Commissioners continues to update the WQMP every five to ten years, depending on the need for major changes needed to accommodate new legislation or events in relation to water quality and wastewater.
