October 8, 1953 80-8 Holmes & Narver, Inc. 828 South Figueroa Street Los Angeles 17, California Attention: Mr. E. G. Bowen Dear Mr. Bowen: In line with our phone conversation today, I am enclosing a copy of a report of the Las Vegas Valley Water District, prepared by Greeley and Hansen, a Chicago engineering firm. The report, as you will note, is dated in October 1949, but will give you a general idea of the proposed plan of the Water District at that time. Since then, I have no doubt that Mr. Montgomery, the engineer whom I mentioned to you, has undoubtedly suggested various physical changes in the proposed plan, all of which you can get from him or from the Water District. I apologize for the condition of the report and the fact that some of the pages look like they were about the tenth carbon copy. In fact, some of them were so bad I had a few retyped so I could read them. I also enclose a copy of what I believe is the outstanding agreement between the Las Vegas Valley Water District and Basic Management,Inc., granting to the Water District the right to use existing facilities of Basic Management, Inc., which facilities now bring water from Lake Mead to Basic's plant and the town of Henderson. I believe this is the final copy of the agreement, but I have never secured a conformed copy. I have no doubt some of your engineers know the situation Holmes & Narver, Inc. Page 2 Attn: Mr. E. G. Bowen October 8, 1953 in Las Vegas with respect to the taking over by Basic Management, Inc. of the old Basic Magnesium Plant formerly owned by the government, and they may be familiar, in a general way, with the situation in that territory. As I told you, the Las Vegas Land & Water Company, which is a subsidiary of Union Pacific, owns the water company serving the city of Las Vegas but does not extend this service outside the city boundaries. The District voted $8,750,000 worth of bonds September 30th to be used for the purchase of the water company, and the installation of the pipeline from Manganese, the installation of additional facilities to increase the capacity of Basic Magnesium Inc. pipeline, and for various other purposes. I understand the bonds will probably not be sold for several months, but thought possibly you may be interested in talking to some of the people I mentioned about this engineering work. I would appreciate the return of the enclosed documents when they have served your purpose. Yours very truly, E. E. Bennett EEB:ps
