SENATE APPROPRIATIONS COMMITTEE OPERATING POLICY 1976 - 1977 I. The Senate Appropriations Committee shall study, suggest changes in, and approve or disapprove all CSUN budgets, appropriations, and those expenditures outlined in Article VII, Section 10, Paragraph A, Sub-section 3 of the CSUN Constitution. II.. Meetings of the Senate Appropriations Committee shall be held within two weeks after budgets or appropriations have been presented to the Senate. III. All meetings of the Senate Appropriations Committee shall be called by the chairman. Members of the Senate Appropriations Committee shall be notified at least 2h hours prior to all meetings. IV. The Chairman of the Senate Appropriations Committee shall appoint a sub-chairman who shall conduct meetings in the event the Chairman is absent. The sub-chairman shall not have the authority to call or conduct any meetings of the Senate Appropriations Committee without authorization from the Chairman. V. A quorum shall consist of 1/2 plus one of the total Senate Appropriations Committee voting members. VI. A majority vote of the members present, is required to pass any motion before the Senate Appropriations Committee. VII. Neither proxy nor absentee ballots are permitted in the Senate Appropriations Committee. ***Article V, Section 1, Paragraph A, Subsection 1. 1. The President shall be the only authorized official that may sign contracts for CSUN. All such contracts shall have Senate approval. ***Article VII, Section 10, Paragraph A, Subsection 3. 3. The Student Union Board shall be required to submit their yearly budget to the CSUN Senate. Any funds budgeted for expenditures, excepting funds appropriated by the Board of Regents, must have CSUN Senate approval as hereinafter provided. ***Articl« VII, Section 10, Paragraph B, Subsection 3. 3. The Activities Board shall be required to submit to the CSUN Senate a budget for the year's activities and a monthly statement of expenditures and revenues. ***Article VII, Section 10, Paragraph D, Subsections 1, 2, 3, 4. D. Senate Appropriations Committee 1. The Senate Appropriations Committee shall be required to study and suggest changes in all CSUN budgets, appropriations, and those expend-itures outlined in Article VII, Section 10, Paragraph A, Subsection 3. 2. The Senate Appropriations Committee shall consist of the following voting members: a. CSUN Treasurer as chairman. b. Four CSUN Senators. c. Two members of the CSUN who do not hold any CSUN elected office, nor who serve as a member of the Activities Board. (1) The Chairman of the Activities Board may not serve on the Senate Appropriations Committee. 3. All appropriations of CSUN funds and those funds described in Article VII, Section 10, Paragraph A, Subsection 3, excepting any funds appropriated by the Board of Regents, must either be approved or disapproved by the Senate Appropriations Committee before being voted upon by the Senate. If appropriations are approved by the Senate Appropriations Committee, then a simple majority vote will constitute Senate approval. If the Senate Appropriations Committee disapproves an appropriation, then approval by the Senate will require a 2/3 vote of the membership present. 4. The Senate Appropriations Committee shall submit to the Senate for its approval an operating policy.
