    Joseph Julian asked if there was any reason why the second portion of this application for a beer bar could not be granted and Jean Dutton, Supervisor of License and Revenue, advised there was no such license set up by ordinance. Madison Graves stated that he did not quite understand the status of the record and asked if the City Attorney had been requested for a definition of a shopping center. He added there was no definition provided and according to the ordinance a shopping center was eligible for this type of license. Mr. Graves asked City Attorney Cory if he did not consider this a shopping center. Mr. Cory replied that in his opinion, and in common parlance, he believed this was a shopping center. PROPOSED ORDINANCE Additional time was requested for the proposed Building Code Ordinance Amendment Building Code Amendment which was introduced and read by title at the regular meeting of the Board of City Commissioners held February 18, 1959, and referred to Commissioners Fountain and Continued Sharp, committee for recommendation. PROPOSED ORDINANCE Additional time was requested for the proposed Insurance Agents License Fees Insurance Agents Ordinance Amendment which was introduced and read by title at the regular meeting of License Fees the Board of City Commissioners held April 15, 1959, and referred to Commissioners Fountain and Whipple, committee for recommendation. Continued ORDINANCE NO. 798 An ordinance entitled: AN ORDINANCE TO AMEND SECTION IV OF ORDINANCE NO. 378, Rezoning Ordinance REFERRED TO AS SECTION 10, CHAPTER 24, CODE OF LAS VEGAS, NEVADA, 1949, BY AMENDING (2-11 and Z-12-59) THE LAND USE PLAN MAP ADOPTED BY THE CITY OF LAS VEGAS, AND CHANGING THE ZONING DESIGNATION OF CERTAIN AREAS OF THE SAID MAP, was reported on favorably with the Adopted deletion of the portion in regard to Rezoning (2-13-59) and was read by title to the Board. Commissioner Whipple moved the above-entitled Ordinance No. 798 be adopted. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor Mayor Gragson voting aye; noes, none. PROPOSED ORDINANCE Additional time was requested for the proposed Child Welfare Ordinance which was Child Welfare Ordinance introduced and read by title at the regular meeting of the Board of City Commissioners held July 1, 1959, and referred to Commissioners Fountain and Whipple, committee for Continued recommendation. PROPOSED ORDINANCE An ordinance entitled: AN ORDINANCE REGULATING AND LICENSING ESCORT BUREAUS: Escort Bureau PRESCRIBING OTHER DETAILS IN CONNECTION THEREWITH; AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF, was read by title and referred to Commissioners Fountain and Referred to Committee Elwell, committee for recommendation. PROPOSED ORDINANCE An ordinance entitled: AN ORDINANCE TO AMEND SECTION 2 OF ORDINANCE NO. 447 BY Liquor Ordinance PROVIDING CONDITIONS UNDER WHICH A WHOLESALE LIQUOR AND IMPORTERS LICENSE AND A Amendment WHOLESALE BEVERAGE AND IMPORTERS LICENSE MAY BE ISSUED; REPEALING SECTION 3 OF ORDINANCE NO. 714; AMENDING SUBSECTION 17 OF SECTION 3 OF ORDINANCE NO. 688 BY Referred to Committee PERMITTING COMBINING OF IMPORTERS LICENSE WITH LICENSE FOR WHOLESALE LIQUOR ESTABLISHMENT; AMENDING SUBSECTION 13A OF SECTION 3 OF ORDINANCE NO. 760 BY INCREASING THE NUMBER OF HOTEL ROOMS REQUIRED FOR SERVICE BAR, TAVERN OR COCKTAIL LOUNGE FROM 50 ROOMS TO 100 ROOMS; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, was read by title and referred to Commissioners Sharp and Whipple, committee for recommendation. GENERAL FUND BALANCE City Manager Kennedy stated the General Fund Balance, after Service and Material and Payroll Warrants, was $536,559.16, He added this was an estimated figure because the final audit was to be made around July 15, 1959; and a true figure would be had at the next meeting. There was a refund to William Hale in the amount of $33.34, and to Keith Richards in the amount of $275.00, which were refunds on liquor licenses, and a refund on Gaming License to William Hale in the amount of $33.33. Mr. Kennedy stated there was included a payment to the Salvation Army for the moving of the Salvation Army Shelter Building in the amount of $3,000.00 which would be held until the County approved payment of a like amount as per previous agreement. NEVADA DAY MAGAZINE City Manager Kennedy presented a request for an ad in the Nevada Day Magazine ADVERTISEMENT which the City participated in last year, as did the County and the Fair and Recreation Board. He stated the plan this year was to work out a combined ad with the Approved County and the Fair and Recreation Board and this should be a little cheaper. Commissioner Fountain moved City Manager be authorized to place an advertisement in the Nevada Day Magazine, subject to proof being approval by City Manger. Motion seconded by Commissioner Elwell and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple-and His Honor Mayor Gragson voting aye; noes, none. ELDORADO ADVISORY City Manager Kennedy advised that Mr. Vic Uehling from the Engineering Department COMMITTEE had been personally attending meetings of the Eldorado Advisory Committee to take down all the notes, but he was not a voting member. He added that he had been V. B. Uehling to attending in the place of former Mayor Baker who was a member of the committee as Attend Meetings he could not be there. He stated that Commissioner Fountain had already been appointed to this committee. He stated he would like to have Mr. Uehling continue that which he had been carrying out in the past and the Commission was in agreement with this. CHARLESTON AND RANCHO City Manager Kennedy presented a proposed traffic channelization study to smooth the ROAD INTERSECTION flow of traffic at the intersection of Rancho Road and Charleston Boulevard. He stated this had been presented to the Planning Commission and the Traffic and Parking Appraisal of Commission. These advisory groups had presented no real objection to the Property Approved 7-15-59
