Charleston Area Park Mr. Kennedy requested permission to rent a D-8 Caterpillar for heavy work that the City is presently contracting out. Mr. Kennedy reported that the cost of renting this equipment would be $900.00 for the first month and $800.00 per month thereafter, and estimated that it would take approximately three months to complete the work that this equipment would be needed for. The City Manager stated that such projects as the clearing of the Old Ranch property, work on Washington Street, Decatur Blvd, East Bonanza Road to 25th Street and Highland between Bonanza and Charleston could be accomplished if this Cat is rented. Thereafter Commissioner Fountain moved this request be granted and a purchase order for the rental of this D-8 Caterpillar authorized. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. The City Manager presented a proposed resolution to amend the existing Planning Ordinance to permit a 10 day period to appeal rezoning applications. Commissioner Bunker moved the resolution be adopted: SEE PAGE 366 (after 11-7-56) Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Commissioner Fountain moved the Minutes of October 3, 1956 be approved by reference and the Mayor and Clerk authorized to sign same. An ordinance concerning Z-6-56, Z-23-56, Z-39-55, Z-25-56, Z-28-56, Z-29-56, Z-31-56, Z-35-56, Z-37-56, Z-9-55, Z-7l:-53, entitled: AN ORDINANCE TO AMEND SECTION IV OF ORDINANCE NO. 378, REFERRED TO AS SECTION 10, CHAPTER 24, OF THE LAS VEGAS CITY CODE, 1949, BY AMENDING THE LAND USE PLAN MAP ADOPTED BY THE CITY OF LAS VEGAS, AND CHANGING THE ZONE DESIGNATION OF CERTAIN AREAS ON THE SAID MAP, was read by title and referred to Commissioners Bunker and Sharp for recommendation: An ordinance entitled: AN ORDINANCE TO AMEND CHAPTER 7, CODE OF LAS VEGAS, NEVADA, 1949, BY PROHIBITING THE PLACING OF WRITTEN ADVERTISEMENTS UPON STRUCTURES WITHIN THE PUBLIC RIGHT OF WAY; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; PROVIDING OTHER MATTERS RELATED THERETO; AND REPEALING CONFLICTING ORDINANCES, was read by title and referred to Commissioners Bunker and Sharp for recommendation. At this time Assistant City Attorney Ralston O. Hawkins presented the petition of the Las Vegas Valley Water District for the vacation of an easement located in property recently purchased from the District in the West Charleston Area, east of Hyde Park subdivision. Mr. Hawkins explained that since the access street off of West Charleston Blvd, is required to be relocated, that this petition for vacation should be accepted and the Water District will present the new easement to the City which is in the proper location and will be an extension of Hinson Avenue. Thereafter Commissioner Sharp moved the petition for the vacation of this easement 80 feet in width located in Section 31-20-61, recorded September 21, 1956 as Document 89555 in Book 108 of Official Records of the County Recorder's office, be accepted and the action of the meeting of October 3, 1956 quitclaiming this property back to the Las Vegas Valley Water District be reaffirmed.
