Spicer Jr. CSUN Senate President SUMMARY: A Bill creating a bylaw which clarifies the position of the Senate Secretary within CSUN. This includes a job description, supervising relationships, and remuneration. WE, THE CONSOLIDATED STUDENTS OF THE UNIVERSITY OF NEVADA, REPRESENTED IN THE CSUN SENATE, DO ENACT AS FOLLOWS: I. Job Description A. The Senate Secretary shall maintain all Senate records. These include but are not limited to: 1. Minutes of Senate Meetings to be typed and submitted to the Senate President within 72 hours. 2. Maintenance of the Senate attendance roll call. 3. Maintenance of the CSUN Board and Committee membership list. 4. Correspondence that pertains to Senate business. 5. Posting of all Senate agendas in compliance with Nevada Open Meeting Law. B. In the absence of the CSUN Secretary, the Senate Secretary shall perform those duties that do not conflict with official Senate business. C. The Senate Secretary shall perform any duties as directed by the Senate. II. Selection and Supervision A. The Senate Secretary's supervisor shall be the Senate President. In the absence of the Senate President the Senate President Pro Tempore shall be supervisor. B. The Senate Secretary shall submit to the Senate President at the beginning of each semester a schedule of office hours that will be maintained. The Senate President will then inform the Senate. The Senate Secretary shall be a CSUN member in good standing at the University. D. The Senate Secretary shall submit a schedule of office hours to the Senate President at the beginning of each semester for approval. The Senate President shall notify the Senate of those hours and post them in the CSUN offices. E. The Senate President shall report on the Senate Secretary's performance to the Senate. F. Removal of the Senate Secretary requires a two-thirds vote of the Senate. III. Remuneration A. The Senate President shall recommend remuneration of the Senate Secretary to the Senate for approval. B. Remuneration may include but is not specifically limited to: 1. Hourly wage 2. 6 credit course fee waiver C. The Senate Secretary shall be paid from the 900 account. Appendix Constitution Article V. Executive Branch Section E. Senate President Subsection 1. The Senate President shall administer to, execute for, and preside over the Senate, shall be the spokesman for the Legislative Branch of CSUN and shall act as liasion between the Legislative and Executive branches of CSUN. Article VI. Legislative Branch Section A. Definition: The Legislative Branch of CSUN shall be the Senate and its committee. Section D. Rules Subsention 4 The Senate shall maintain records through a Senate Secretary. Page 3 Appendix - continued - Revised Senate Statutes 315.00 CSUN Receptionist/Secretary/Executive Secretary Policy. 315.02 The hiring, dismissal, and supervisor of CSUN receptionists, secretaries, and executive secretaries other than those who perform functions for specific departments, shall be at the discretion of the Executive Board. II. Willard, item 4c. Seconded by Senator Vigano. There was discussion. B.J. Willard addressed the Senate. Call for a vote. Request for a roll call vote. Approval of Senate Minutes 18-33 Motion by Senator Saunders to approve Senate Minutes 18-33. Seconded by Sentaor Cozine. There were no corrections. Motion carried with twenty in favor, no opposed, and one abstention (Walker). IV. ANNOUNCEMENTS CSUN President Steve Evenson mentioned that Eric Stefanowicz resigned from the Entertainment and Programming Assistant position. The Senate Resolution concerning holidays for religious days was passed by the Faculty Senate. The out of state tuition increase was passed by the Board of Regents. On November 4th, at 10:15am in Artemus Ham Hall the members of the D i s c o v e r y .will speak concerning the mission they had just gone on. CSUN Vice President Jennifer McGinty announced that on October 19th there will be a blood drive. She introduced the Scarlet Letter organization saying that they would like to be recognized. Christine Mangual addressed the Senate concerning the Scarlet Letter organization. There was discussion. V. BOARD AND COMMITTEE REPORTS Dick Hubbel, OPI Director mentioned that they are getting stickers for the pencil sharpeners so students will know who put them up. KUNV Rob Rosenthal mentioned that Agent Orange will be performing at Calamity Jaynes. Kristi Carlson, Student Services Director announced that $156.00 were made on lecture notes and $60.00 for the typewriters. Miguel Palmieri, Appropriations Board announced that there is another revision' to the budget, he also passed out this revision. See Attached Budget. Senate Meeting 18-33 Page 4 10/13/88 Mike Keller, Yellin' Rebel Editor thanked Miguel Palmieri for raising his budget. Senator Robertson, Chair for the Bylaws Committee announced that he and his board are cross referencing the bylaws. Senator DaQuino, representative for the Parking and Traffic committee announced that CSUN may lose their parking places. Senator Cozine, Chair for the Radio Board announced that she had a meeting but only two people showed up. Tomorrow there will be a Radio Board meeting at 9:00am. CSUN Senate President Jack Spicer announced that he needs the agendas and minutes from the boards and committees when they have meetings. He has only received agendas and minutes from Organziations Board, Appropriations Board, and Elections Board. VI. EXECUTIVE BOARD NOMINATIONS A. Approval of Chuck Walker to Publications Board Chair. Motion by CSUN Vice President Jennifer McGinty to waive bylaw 4 and approve Chuck Walker as Publications Board Chair. Seconded by Senator Hoffman. There was discussion. Senator Robertson motioned to table for one week. Call for a vote. Motion carried, with seven in favor, (Charoenbanpachon, Kroth, Reiss, Robertson, Varela, Elliott, Frankulin) and fourteen opposed, and no abstentions. Motion by Senator DaQuino to limit debate. Senator Hoffman seconded. There was discussion. Senator Kurzer was given a warning by the CSUN Senate President Jack Spicer. There was discussion. Senate Meeting 18-33 Page 5 10/13/88 CSUN President Steve Evenson and Senate President Pro Tempore Todd Gottschalk were each given a warning by the CSUN Senate President Jack Spicer. Call for a vote. Motion failed to limit debate, six in favor, twelve .opposed and one abstention- There was discussion. CSUN Vice President Jennifer McGinty withdrew her motion. Call for a vote, on the withdrawal of the main motion. Motion carried, with ten in favor, ten opposed, and no abstentions. The CSUN Senate President Jack Spicer broke the tie. He motioned in favor of the withdrawal. VII. UNFINISHED BUSINESS There was discussion. VIII. NEW BUSINESS A. Approval of reimbursement of Joe Demaro's course fees (Sept. 23 to end of semester) in the amount of $450.00 for Food and Beverage director. To come out of the account, o n the discretion of the Business Manager and the Appropriations Board Chair. Motion to approve by Senator Kroth. Seconded by Senator Hoffman. There was discussion. Call for a vote. Motion carried, with nineteen in favor, no opposed, and one abstention (Young). Motion by Senator Kurzer to approve items B. F. G. H. I. of New Business as a whole. B. Approval of Pre-Professional Association for $400. Seconded by Senator Hoffman. Senator Reiss left. Senator Walker left. There was discussion. Senator DaQuino motion to approve only the New Business items B. G. H. I. J.. Seconded by Senator Hoffman. Call for a vote. Motion carried, unanimously. K. Approval of $405 for increasing polling for - homecoming Elections. Motion to approve by Senator Gottschalk. Seconded by Senator Saunders. There was discussion. Call for a vote. Motion carried, eighteen in favor, no opposed, and one abstention (DaQuino). L. Approval of $1635 to rerun Senate Elections. Motion by CSUN President Steve Evenson to approve. Seconded by Senator Varela. There was discussion. Call for a vote. Motion carried, with eighteen in favor, and one opposed (Dreibelbis), and no abstentions. Senate Meeting 18-33 Page 7 10/13/88 M. Introduction-of Senate Bill #28. N. Introduction of Senate Bill #29. F. Approval of contract for Calamity Jayne. Motion to approve contract and $500 for Calamity Jayne, by CSUN President Steve Evenson. Seconded by CSUN Vice President Jennifer McGinty. There was discussion. Call for a vote. Motion carried with twelve in favor, four opposed, and two abstentions. O. Approval of Revised Budget for 1988-89. Motion to approve revised Budget for 1988-89 and accept as an emergency item, by CSUN President Steve Evenson. Seconded by CSUN Vice President Jennifer McGinty. Call for a vote. Motion carried, unanimously. IX. OPEN DISCUSSION B.J. Willard thanked the Senate for allowing her to run in the Homecoming Elections. CSUN President Steve Evenson mentioned that Kristi Carlson the Student Services Director is doing a good job. CSUN Senate President Pro Tempore Todd Gottschalk announced that it seemed to him that every time he went to say something for discussion on an issue, Senator DaQuino would call for the question. He suggested that everyone get to speak before calling for the question. Senator Kurzer apologized to Senator Charoenbanpachon for his comment about issues not being valid. Senator Elliott felt that the Senators should be reimbursed for their campaigning during the first election, since it was invalidated. Senator Cozine reminder everyone about her meeting for the Radio Board that will be tomorrow. Senator Varela mentioned that he enjoyed the Senate Meeting. Senator Robertson mentioned that he enjoyed arguing with the CSUN President Steve Evenson. Senator Dreibelbis felt that the CSUN President Steve Evenson gets a lot done, but has bad leadership. Greg Bailey announced that if the Sigma Chi's speak to him he could tell them what to do in getting out the situtation that they are currently in. Senator DaQuino announced that this meeting pissed him off. The issue concerning B.J. Willard should not have been an issue according to him. He mentioned that the reason for him calling for the question was because he was sick and tired. The issue concerning Chuck Walker for Publications Board Chair he felt was ridiculous. He thanked Dick Hubbel for putting something about ASCE in the newspaper. Senator Young announced that she couldn't give blood for the coming blood drive. Senator Walker apologized for leaving earlier in the Senate Meeting. He mentioned that everyone should get out and give blood. He thanked everyone who voted for him for Homecoming. He felt that the senators should be reimbursed for the senate election. He informed the senators that even if the CSUN President Chief Justice Joe Bunin announced that there would be a 7:00 Judicial Council Meeting tonight. Senator Clay announced that if Senator Walker wanted the job of Publications Board Chair then he should be able to fill the position, and then if he wasn't doing his job then get rid of him. Senator Phillips mentioned that everyone should lighten up. He mentioned that everyone should cut down on their personal attacks. Senator Polovina mentioned that she was upset about the elections. She also mentioned that it was ridiculous to spend more money on another election. Senate Meeting 18-33 Page 9 10/13/88 Senator Geihs mentioned that the people who are running for the election for senate should be reimbursed for their money 100%. It wasn't their fault that the elections weren't run right. Senator Kroth announced that the senators should be reimbursed for the funds that they put out for the senate election. She didn't feel that Dr. Hammargren speaking to the Senate was a good idea, since he was campaigning in the meeting. Senator Charoenbanpachon mentioned that she felt that this was a good meeting. She added that what is said in the Senate Meeting's should stay there, and not effect what happens outside of meetings. CSUN Vice President Jennifer McGinty mentioned that she withdrew her motion earlier concerning Publications Board Chair only because of courtesy. CSUN President Steve Evenson announced that he had football tickets; first come first serve. X. ADJOURNMENT CSUN Senate President Jack E. Spicer Jr. adjourned the Senate Meeting 18-33 at 6:50pm.
