I agree.Table showing meter readings of gallons of water used during a twenty-day period in March 1941. Bracken states the meters are manufactured by Sparling, and suggests they are over-registering.

Probably the meters are over-registering, particularly the one at Clark Street. I discussed this with Doll while he was here and you may wish to have him confer with the meter people while he is in Los Angeles. These are all Sparling meters.
