Dress Code Purpose: Instituting a dress code of business attire will add professionalism and unity to the Senate. Dress code requirements: 1. All Distinguished Gentlemen must wear ties, collared button down shirts, sport coats, slacks, and appropriate dress shoes. 2. All Distinguished Gentlewoman must wear high collared blouses and ankle length skirts. It would be further acceptable for women to follow the dress code of the men minus the tie. Distinguished Gentlewoman must also wear appropriate dress shoes. 3. Jewelry is limited to one earring per ear, one watch or bracelet on each arm, one ring on each hand. Motion to Waive Bylaw 4 for the duration of this meeting passes 16-0-0. Motion to Approve minutes 27-31 made by SENATOR CECI, seconded by SENATOR FLEISCHMAN. DIRECTOR FINKELSTEIN corrected his comments on page 3 to state "basketball rosters" instead of "football rosters". Move into a vote. Motion to Approve minutes 27-31 passes 16-0-0. IV. ANNOUNCEMENTS: Guest Speaker; RICHARD MORGAN, Dean for the William S. Boyd School of Law, spoke before the Senate. He apologized that CHRISTINE SMITH, the Associate Dean, could not be here because she had been called away unexpectedly. He expressed his enthusiasm about starting the new law school and stated that the law school themes are community service, accessibility, and excellence. He added that the school is intended to produce high quality scholarship, they will have a great law library, the law school wants to be very involved, and the law school will have full and part-time programs. He then stated that they are going to add a section on the context of lawyering and try to expose students to dispute resolution systems and forms of law. In addition, he stated the they will apply for accreditation for the American Bar Association in August, 1999. He stated that the faculty will be student centered and the law school will be temporarily set up in the Paradise Elementary School. In response to questions, he stated that the law library will be co-located with the law school due to accreditation standards and educational purposes. V. BOARD AND COMMITTEE REPORTS: A. Senate Committee Reports: 1. SENATOR KIMBROUGH announced that Ways and Means will not meet this Thursday. B. Faculty Senate/University Committee Reports: 1. SENATOR TRUJILLO announced that the Library Committee had a meeting on October 23 and discussed a library newsletter and a survey of faculty/staff and students. He also announced that the NCAA will meet on November 18 at 4:00 p.m.. 2. SENATOR FLEISCHMAN announced that she didn't receive notification of the date of the meeting for the Code Committee in time for the 2 SENATE MINUTES 27-31/ October 20, 1997 meeting. She stated that she'll pass the information on to the next individual in charge of the committee. C. Director Reports: 1. NSA DIRECTOR CONTINE reminded everyone about the 3rd Party Forum at 11:00 a.m. on November 5. He also announced a Four Cents Sales Tax Forum will be coming up. He then stated that he's been meeting with Candidate for Governor, Aaron Russo, and a rally will be held on November 7 in FDH at 7:00 p.m.. 2. ASSISTANT ELECTIONS BOARD DIRECTOR MCCLAIN spoke on behalf of Elections Board DIRECTOR FLEISCHMAN. He stated that the Elections Board is getting ready for elections in the spring and there will be a couple of items for the next Senate session. 3. Organizations Board DIRECTOR FINKELSTEIN announced an O-Board meeting tomorrow at 5:00 p.m.; PRESIDENT MILLS has the CSUN basketball tickets; there were witnesses present for the lottery and the lottery is done; and he didn't get any rosters for organizations back, so he worked with the numbers he had. He stated that he looks forward to working with the next Senate session. In response to a question, he stated that the ISC should be contacted regarding the two missing sections' tickets. 4. E&P DIRECTOR WIESSEN stated that they have spent $63,410.19 up to today; Carrot Top rejected our bid; the concert they sponsored on Saturday night was a big success and they raised a lot of money for the aids foundation here in Southern Nevada; and announced that there will be a meeting for Rebel Palooza at 4:30 p.m. in the CCD Conference room this Thursday. He also encouraged all the new Senate candidates to join committees and boards. 5. OSI DIRECTOR A YON introduced SUNNY MARTIN's idea of beginning a tradition of a "Go Rebels" banner which will be out in the MSU tomorrow for signing. He encouraged everyone to come out and write on it. He also stated that he is working on a master calendar to be published in the Rebel Yell and asked everyone to write down something for the quote of the week. SENATOR FLEISCHMAN suggested advertising that no explicates shall go on the banner. DIRECTOR A YON then stated that Movie Night is Tuesday. In response to a question, he stated that the banner will be available for writing on around 5:00 p.m. tomorrow. D. Residence Hall Liaison Report: JENNIFER PECK announced a pumpkin carving tomorrow; that they are advertising for The Relic, they're going to be having a dance on Thursday, a monster 3 SENATE MINUTES 27-31/ October 20, 1997 mash/costume ball; and they're sponsoring trick or treating for the children of the faculty/staff members on Wednesday night. E. Student Athlete Advisory Board Liaison Report: DARON DORSEY stated that he thinks the banner is a good idea; thanked everyone for establishing the Student Athlete Advisory Board Liaison position; there will be more updates regarding the NCAA Certification Committee; and there will be a meeting next Wednesday at 7:00 p.m. in the Lied Athletic Complex. F. Business Manager Report: BUSINESS MANAGER JIM MOORE read the expenditures for the month: $92.00 - slide presentation for the Senate Retreat, $9.63 - flyers for The Relic, $35.25 - USC flyers, $202.60 - copies of the CSUN handbook, $300.00 - Thomas and Mack for catering at the TSU tailgate, $60.00 - footcontroller for the tape machine for the Senate Secretary, and $10.80 - dividers for the new Senate notebooks. He then stated that back at Senate meeting 27-10 the Senate approved $5000.00 to aid the preschool in the new evening childcare program and he stated that there was a total loss of $144.68 which is being transferred to the preschool. VI PUBLIC COMMENT CHIEF MCLAIN recognized SENATORS GRIFFITH, LEHMAN, MILMEISTER, SENATOR-elect LUTAR, and possible SENATOR-elect BINETTI as new members of the Golden Key Honor Society and stated that everyone can tell their constituents that they can pick up their certificates in room 330 of the //unintelligible// building. DONNA MILLS addressed the dress code on the agenda and expressed her concern about Senators getting more involved and showing support for organizations and clubs. SENATOR-elect LUTAR expressed her support for the agenda item for a monthly stipend increase for SENATE PRESIDENT MOORE. She also stated that the Student Health Advisory Committee will be making a recommendation to the Executive Board to fill the Student Health Liaison position that has not been really active and she'd like to see that filled as per Bylaw 41 and hopes to see reports done at all the Senate meetings. DIRECTOR WIESSON clarified that the Movie Night is tomorrow night at 10:00 p.m.. DARRYL RICHARDSON, Editor-in-chief of the Rebel Yell, stated that a computer was down when the OSI page was produced and announced that the Rebel Yell has an advisory board which has an open position for a Senator and a couple of open 4 SENATE MINUTES 27-31/ October 20, 1997 positions for students. In response to a question, he stated that the advisory board meets once a month. PAULA JEAN asked Senators to tell the gallery 5 accomplishments they have made during their terms as Senators in addition to 5 people they have done things for. VII UNFINISHED BUSINESS VIII. NEW BUSINESS A. EXECUTIVE BOARD ANNOUNCEMENTS AND SUMMATIONS STUDENT BODY VICE PRESIDENT VALERA announced that there was a Directors' meeting at 5:30 p.m.; at the Board of Regents last week, we concluded that we basically don't really have autonomy and need to work more closely with the administration; next week RollingStone magazine will be coming to do a preliminary casting and the requirement is a one-page essay stating "Why you should be interviewed?"; and they will be here 3-5 November, but will only be on campus one day. STUDENT BODY PRESIDENT MILLS stated that there was a great turnout at the Regents meeting, but expressed his disappointment that no Senators were present. He stated that the Greek Housing Bond and a report on finances was discussed. He reminded everyone about the upcoming football and basketball games and he will have tickets available. He then announced that the tomorrow night the Student Organization of Latinos are having a Halloween party at Del Rays on Swenson and Twain and costumes are optional. He then ended with a funny joke. SENATE PRESIDENT MOORE stated that the UCCSN Workshop went very well; the Senate Retreat on Saturday was a very big success; that he was glad to see some of our Senators-elect sitting in the gallery and recognized the two candidates who he received applications from for the one Health Sciences seats; stated that the next agenda will go out tonight; he'll be giving the Senators of the 28th session an easy meeting and then putting all the committees on the 2nd meeting; he'll be giving his State of the Senate Address at the next meeting; and he thanked SENATORS LOPEZ, LIDEROS, CAMPBELL, GONZALES, HAYES, SONG, STARK, POOLE, KNUTSON, BERK, GRIFFITH, ANDERSON, LUTAR, PRICE and all the other Senators who were here when he took office. Lastly, he stated that SENATOR FLEISCHMAN and he have enjoyed an interesting relationship the past two and a half years. He stated that even though they argued and butted heads a lot, he's only seen two other Senators come close to her ability to argue for the students of her college, voice her concerns, and fluently and adequately address the needs and thoughts of the Senate in a manner that is consistent with being a good Senator. He then thanked Leia for being there and for being Senior Senator. He went on to state that it is a privilege and an honor as well and that she certainly has lived up to it and he'll miss her. //Applause//. He then told a funny joke. 6 SENATE MINUTES 27-31/ October 20, 1997 X. GOOD OF THE SENATE SENATOR LEHMAN stated that the Retreat was fantastic and the facilitator was great. SENATOR TRUJILLO stated that the Senate Retreat was fantastic. He wished the outgoing Senators good luck in their endeavors. He then stated that the Senate surely lost somebody who didn't run again for reelection, SENATOR FLEISCHMAN. He stated that he admires her for the fact that she always had the students at heart and thanked her for everything she has done for the students. He also told a funny joke. SENATOR CAMPBELL thanked everyone and stated that he had a lot of fun. He wished everyone good luck and stated that he knows that they will always be successful. He then told a funny joke. SENATOR LOPEZ wished all the incoming Senators good luck and stated that he has faith in them. SENATOR POOLE wished the new Senate session good luck and stated that she will be back. She then stated that she has always looked up to SENATOR FLEISCHMAN who represented her constituents well, voiced her opinions well, and got her point across. She then listed 5 people whose lives she has impacted as a Senator. SENATOR BERK thanked all the Senators who have helped him out and wished everyone good luck. SENATOR MILMEISTER stated that he is going to try to encouraged the new Senate session to be themselves; he has learned something from every Senator; he thinks SENATOR SONG and SENATOR CAMPBELL are good Senators; and he was impacted the most by SENATOR FLEISCHMAN who has earned his respect. He stated that she is a fighter for the students and did an impression, "But I do not feel that it is appropriate at this time, ladies and gentlemen...That is not why I'm here, and I do not feel that it is appropriate!" SENATOR LIDEROS stated that he was appointed in the 26th session and the Senate has changed his life. He then proceeded to tell a funny joke. SENATOR WEINBERG wished the outgoing Senators good luck; stated that he had a good time at the Retreat; and stated that he's looking forward to the new Senate session. SENATOR CECI wished all of the outgoing Senators good luck. SENATOR KIMBROUGH read a statement from SENATOR STARK who apologized for being absent due to a career opportunity, expressed that the past year has been a great experience; that it was a pleasure to serve with his fellow students, that the experience has 7 SENATE MINUTES 27-31/ October 20, 1997 provided him with a tremendous education; and wished everyone good luck. SENATOR KIMBROUGH then apologized for not being at the Retreat on Saturday; stated that he has really grown to respect SENATOR LIDEROS and SENATOR FLEISCHMAN; and wished everyone good luck. SENATOR GRIFFITH stated that this is her second good bye speech; that she has learned a lot; and wished everyone good luck. She then proceeded to tell a funny joke. SENATOR SHAPIRO wished all of the outgoing Senators good luck and told a funny joke. SENATOR GONZALES stated that she was a freshman straight out of high school when she joined the Senate, the experience has been great, and she apologized for being absent from the last meeting. SENATOR FISK announced a Candy Drive sponsored by Kappa Delta Epsilon, the honor society for Education, on Thursday; he had a great time at the Retreat; thanked the Senate for letting him join the Senate because he believes that the Senate always had the interest of the students at heart and an idea about what is right; thanked SENATE PRESIDENT MOORE for answering his question and not hiding out; and thanked outgoing Senators for their contributions and hard work. SENATOR PRESIDENT MOORE conveyed SENATOR MARSHALL'S apology for not being present tonight. He also explained why SENATOR HAYES and SENATOR SONG were unable to attend. SENIOR SENATOR FLEISCHMAN started with a funny joke. She then stated, "My fellow Senators, Well, it is finally the day, my last Senate Meeting. I have been trying to write this for weeks and now here it is less then an hour till roll call. I have been thinking alot about the past. When I was a Program Council volunteer and walked into the CSUN Offices, I asked one simple question: Why did Fine Arts not have a voting booth? CSUN directed me to my Senator. I did not even know that such a person existed. I spoke alot to Former Fine and Performing Arts Senator Helen Pobst and suddenly I was running for Senator, and Fine Arts had a voting booth. Senator Pobst convinced me I would be a great Senator, I was not so confident, and now I still sit in the same place from the second meeting of the 25th session. I did not start out as an opinionated big mouth or bulldog as the paper has called me. But, with the guidance of Senators like Shawna Campbell I started to speak up. Throughout my terms I have attempted to guide and assist other Senators as repayment. I hope that this helpful attitude will continue to the next session and beyond. Looking back I may not have always said the correct things or followed the popular vote but I know that I did everything from my heart and I stand by it all. If someone asks today or two years from today weren't you in Student Government I will say yes with pride. I am proud to have been a Senator, I am proud of the Senate. I have seen the Senate evolve from people not caring and chewing tabacco during meetings to a Senate willing to make the tough decisions and stand by them. For once the Rebel Yell SENATE MINUTES 27-31/ October 20, 1997 was correct, probably noone will remember me five years from now but that is not why I am here. It doesn't matter that they remember my name, it matters that they remember our work. It is the constitution revisions, bylaw revisions, and standards that we have set that will be remembered five years from now. As for myself the Senate has changed me. I was intimidated when I walked through the doors to be sworn in for the 25th session. Now I am Senior Senator with alot of stories and knowledge. Thanks to the Senate and being Campus Safety Chair I am also a Criminal Justice Major. Last semester I evaluated what I have accomplished in CSUN and discovered that I complained alot about elections and did nothing. So, I interviewed and received Elections Board Director. After my directorship is complete who knows what I will do next...but I will have fun at what ever it may be. I leave the Senate with the words that I live by : Courtesy, Integrity, Perseverance, Indomitable Spirit, and Self Control.
