    Commissioners Fountain and Whipple, committee for the recommendation on the proposed rezoning ordinance requested additional time before reporting. Commissioner Bunker, member of the committee for recommendation on the proposed ordi­nance to increase the license fees on public utilities, made the following report and requested that the same be made a part of the record: "The committee had made a through investigation of the ordinance proposing to raise license tax on public utilities and at this time wishes to make an interim report. Investigation discloses that as far as the Power Company is concerned the City is receiving a preferential rate which amounts to practically the same saving to the City as an increased license fee to 2% would be. In addition, the Public Service Commission in connection with the proposed increase in Sparks earlier this year, has definitely gone on record as establishing a policy that it will permit public utili­ties to pass an increase such as this, on to the consumer. This committee feels that the consumer and the citizens of Las Vegas are already paying as much as they can for utility services and we feel it would be unfair to the people of Las Vegas to have this rate passed onto them, which it appears no doubt would be done. 'So far as the other two Utilities are concerned, we feel that additional time should be given so that we can discuss an increase from the present rate to 1%. We further recommend that a full Board serve as a committee when these two, the Telephone Company and the Gas Company are called in, individually." Commissioners Fountain and Whipple, committee for recommendation on the proposed amendment to the Liquor Ordinance requested additional time before reporting. Commissioners Fountain and Sharp, committee for recommendation on the proposed amendment to the Child Welfare Ordinance requested additional time before reporting. An ordinance entitled: AN ORDINANCE TO AMEND ORDINANCE NO. 594 TO REGULATE AND CON­TROL THE POSTING AND MAINTAINING OF OUTSIDE ADVERTISING SIGNS OF MOTELS, MOTOR COURTS, AND LIKE ESTABLISHMENTS; AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF, having been reported on favorably by Commissioners Bunker and Whipple, was read in full to the Board at this time. Commissioner Whipple moved the above entitled Ordinance No. 712 be adopted. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Commissioners Fountain and Whipple, committee for recommendation on the proposed amendment to the Charitable Solicitation Ordinance requested additional time before reporting. An ordinance entitled: AN ORDINANCE REGULATING THE BUSINESS OF LOCKSMITHING AND DEFIN­ING THE SAME; PROVIDING FOR THE ISSUANCE OF LOCKSMITH LICENSES AND LOCKSMITH PERMITS THEREFORE; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; PROVIDING PENALTIES FOR THE VIOLATION HEREOF; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH, was read by title and referred to Commissioners Fountain and Whipple for recommendation. An ordinance entitled: AN ORDINANCE TO ESTABLISH A SCHEDULE OF BAILS FOR VIOLATION OF THE TRAFFIC ORDINANCES OF THE CITY OF LAS VEGAS; PROVIDING OTHER MATTERS PROPERLY RE­LATED THERETO AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH, was read by title and referred to Commissioners Fountain and Whipple for recommendation. Commissioner Bunker moved the application of Don Hankey and LeRoy Hillman dba California Rent Car, 3338 South 5th Street for license for three U-Drives for the second quarter of 1956 be approved. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Commissioner Sharp moved the following applications for permits for Charitable Solici­tation, as recommended by the Solicitations review Board be approved; EXECUTIVE SECRETARIES JUNIOR CHAMBER OF COMMERCE Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Commissioner Bunker moved that Mr. Zelvin Lowman be appointed as a member of the Soli­citations Review Board to fill the vacancy created by the death of Warren Schreiner. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. City Manager Kennedy presented the request of Nelson Clower who owns property at 2312 Mesquite, for permission to connect on the City Sewer. Mr. Kennedy recommended that since Mr. Clower is willing to pay for and install an 8 inch line in this area, that the City stand the expense of the man-hole required. Commissioner Whipple moved the recommendation of the City Manager be accepted and Mr. Clower granted permission to connect to the City sewer under the conditions stipulated. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none.
