CALL TO ORDER CSUN Senate President Jack E. Spicer Jr., called Senate Meeting 19-2 to order at 4:04 in MSU 201. II. State of The Senate Address CSUN Senate President Jack E. Spicer Jr., gave his State of The Campus Address. IV. APPROVAL OF SENATE MINUTES 19-1 This motion was considered out of order. V. ANNOUNCEMENTS CSUN Vice President Jennifer McGinty mentioned that there would be an NSLC meeting. Sigma Chi is now a CSUN recognized organization. CSUN Senate President Jack Spicer announced that there is an emergency item concerning OPI Director Dick Hubbel's reimbursement of fee waiver of 24 credits. UNIVERSITY OF NEVADA, LAS VEGAS/4505 MARYLAND PARKWAY/LAS VEGAS, NV 89154/(702) 739-3477 SENATE MINUTES 19-2 Page 2 11/10/88 CSUN Senate President Jack Spicer announced that new senators need to be on a committee. Senators are also suppose to work at least one CSUN event. Entertainment and Programming will be putting on one more event, and there is also a Law Day,_where Senators who are interested in manning the booth will fill their requirement. Law Day will be at Artemus Ham Hall. See Dick Hubbel, OFI Director for the sign up sheet for Law Day. CSUN President Steve Evenson announced that he attended a Parking and Traffic meeting which discussed the parking situtation when the rodeo comes to town. The rodeo will be from the 3rd of December to the eleventh of December. He also mentioned that $50.00 was given out of the CSUN account for Stacey Hanlon's trip to West Point. He also mentioned that he had the Board of Regents Agenda . VI. Board and Committee Reports Student Services Director, Kristi Carlson announced that she was in need of one Senator to be on the Student Services Board. She mentioned that she attended the Student Services Conference in Washington D.C.. She announced that since she had just gotten back, she would have a full report on the conference at the next meeting. She also mentioned that Student Services has generated a lot of revenue on the typewriters and the lecture notes. KUNV Director, Rob Rosenthal announced that there would be three gigs next week. He also mentioned that on November 16th there will be a South African journalist coming to the university. OPI Director Dick Hubbel announced that he had been attending many college fairs. He also mentioned that CSUN would have a booth at Law Day. He thanked Senator DaQuino, and his fraternity brothers for their help in passing out the Discount Cards at the football game. CSUN Business Manager Barbara McFarland announced that if anyone has any questions concerning the budget, that her office Humanities 332 from 8:00am-5:0Opm. Senator Hoffman, SHAC Chairman, announced that she had her first meeting, and that more people than she thought attended. The Committee will be selling boxer shorts for $2.53 thru Rebel Pride. Nominations for vacant Education Seat. A. Jessie Young IX. New Business A. Nominations/Elections for Senate President Pro Tempore. Senator Cozine nominated Senator Todd Gottschalk. Senator DaQuino nominated Senator Brandi Hoffman. Senator Dreibelbis nominated Senator Greg Bailey. Motion by Senator Kurzer to close nominations. Seconded by Senator Saunders. There were no objections to closing nominations for the Senate President Pro Tempore Vacancy. Motion by CSUN President Steve Evenson to have each of the candidates speak for two minutes, and then the Senators will open up the floor for discussion. After which there will be an election and the top two vote getters will have a run off election. Seconded by CSUN Vice President Jennifer McGinty. There was discussion. Call for a vote. Motion carried with all in favor. Senator Todd Gottschalk addressed the Senate. There was discussion. Senator Greg Bailey addressed the Senate. There was discussion. Senator Brandi Hoffman address the Senate. There was discussion. Senate Minutes 19-2 Page 3 11/10/88 Video Yearbook Editor, Jan Nicosia introduced herself to the Senate. She mentioned that the Video Yearbook takes pictures of activities around campus. She also announced that the item on the agenda to dismiss Trinity Reda was not her idea but it was CSUN President Steve Evenson's idea. She felt that maybe reducing her stipend in half was a better idea. Jessie Young, Representative for the Academic Standards committee announced that there would be no more three week mini sessions. Chris Robertson, Bylaws Committee Chair announced that knowing the Robert Rules of Order was very important. He also mentioned that he was in need of people on his committee. There will be a meeting on next Thursday, 3pm, everyone is invited. Miguel Palmieri, CSUN Vice President Pro Tempore and Appropriations Board Chair announced that $7050.00 has been given out for funding. He mentioned that funding requests for this semester has been closed. He also mentioned that the members of his board each have been assigned to a department to take care of that departments books. Any Senator Candidates or Homecoming Queen Candidates need to come into the CSUN office to sign their name on a list in order to get a refund on their filing fees. This Wednesday at 5pm will be an Appropriations Board meeting. Yellin' Rebel Sports Editor Pat Beckwith announced that Yellin' Rebel Editor Mike Keller was out of town. He also mentioned that there are five more issues for the Yellin' Rebel to put out. He also hoped that the Senate would approve the item on the agenda for trip to the soccer conference in Reno. Senator DaQuino, Representative of Parking and Traffic and Parking sub-committee, mentioned that there is talk of closing off University Road, since it is so dangerous. He also mentioned that CSUN will probably lose their spaces for parking. The only ones which might remain will be the CSUN President and CSUN Vice President spaces. VII. Seconded by Senator DaQuino. There was no discussion. Call for a vote. Motion carried, unanimously. Senate Minutes 19-2 Page 6 11/10/88 Motion by CSUN President Steve Evenson to approve items B. and C. of Executive Board Nominations as a whole, and let each candidate speak to the Senate. B. Introduction/Approval of Philip DaQuino as Publications Board Chair. C. Introduction/Approval of Geno Frugoli as Publications Board Chair. Seconded by Miguel Palmieri, Vice President Pro Tempore. Philip DaQuino addressed the Senate. There was discussion. Geno Frugoli addressed the Senate. There was discussion. Motion by Senator Hoffman to waive bylaw 4 and approve item B. of Executive Board Nominations. C. Introduction/Approval of Philip DaQuino as Publications Board Chair. Seconded by Senator Hoferer. Motion by CSUN President Steve Evenson to withdraw his main motion. There was discussion. Call for a roll call vote. In Favor Geihs Polovina Gottschalk Bailey Valenti Cozine DeMars Hoffman Opposed Kurzer Saunders Dreibelbis Elliott Frankulin Abstention Wilcox Hoferer Rosenberg Bauhs DaQuino Colebrook Motion failed. Motion to move out of the order of the day by Senate President Pro Tempore Gottschalk and approve item D. of new business. D. Approval of travel for Yellin' Rebel staff members to Fresno for NCAA soccer tournment. Senate Minutes 19-2 Page 7 11/10/88 Seconded by CSUN President Steve Evenson. There was discussion. The total amount of the trip is $682.00. $341.00 a person times two. Appropriations Board Chair Miguel Palmieri announced that it is possible for the tickets to be less. $260 a piece. Call for a vote. Motion carried with nineteen in favor, one opposed (Valenti) and no abstentions. C. Approval of transfer of monies left over from 900, 902, 903 and 904 accounts to 906 (contingency). Motion to approve by Senate President Pro Tempore Gottschalk. Seconded by Senator Cozine. There was discussion. Miguel Palmieri addressed the Senate. Call for a vote. Motion carried, unanimously. E. Approval of dismissal of Trinity Reda as Video Yearbook Assistant Editor. This motion was considered out of order. F. Approval of 1988-89 Finalized Budget. This motion was considered out of order. Motion by Senator Bailey to approve emergency item, G. Approval of reimbursement of $480.00 for OPI Director Dick Hubbel for course fees. Seconded by Senator Saunders. There was discussion. Call for a vote. Motion carried, unanimously. Senate Minutes 19-2 Page 8 11/10/88 X. Open Discussion Senator Bailey announced that he was upset and drained by the motions from the meeting. He felt bummed out for losing the Senate President Pro Tempore elections. He felt that he didn't need to lobby for position and that his letter would have been good enough. Senator Kurzer mentioned that this seems like a short meeting today, from the usual four hour meetings. He also mentioned that no matter how long a meeting lasts, everyone's comments are beneficial. He also congradulated Senator Gottschalk on obtaining the Senate President Pro Tempore Position. Senator Saunders thanked CSUN Senate President for the Parlimentary Procedure meeting that was earlier. She felt that it was worthwhile. Senator Bauhs thanked the Senate Secretary for the Senate Handbook. Senator Rosenberg thanked the Senate Secretary for the Senate Handbook, and congradulated Senator Gottschalk on winning the Senate President Pro Tempore position. Senator DeMars, thanked the Senate Secretary for the Senate Handbook, and congradulated Senator Gottschalk on winning the Senate President Pro Tempore position. Senator Hoffman congradulated Senator Gottschalk on winning the Senate President Pro Tempore position. Senator Gottschalk congradulated himself on winning the Senate President Pro Tempore position. He also mentioned that the new Senators should open up and express themselves. He felt that the Executive Board having the Senate decide between two Publications Board Chairs, was a good intention but wasn't really the place on the Senate floor. Senator Geihs congradulated Senator Gottschalk on winning the Senate President Pro Tempore position. He told the new senators to not get discouraged. He mentioned that the Senate retreat was a good idea, and that if everyone wanted they could have it at his place and have cocktail hour. He told everyone that they should- abstain if you are questioning an issue, one should ask as many questions as it takes for you to make a decision. Senate Minutes 19-2 Page 9 11/10/88 Senator Elliott congradulated Senator Gottschalk on obtaining the Senate President Pro Tempore Position. Senator Valenti congradulated Senator Gottschalk on obtaining the Senate President Pro Tempore position. Senator Polovina congradulated Senator Gottschalk on obtaining the Senate President Pro Tempore position. She also mentioned that new Senators should make a point of saying what is on their minds during the meeting on issues. Senator Frankulin mentioned that he felt that the Executive Board made a good decision. Senator DaQuino mentioned that abstaining is proper when you are,f'direct; conflict with the issue or if you are voting for yourself. He felt that the Astronaut lecture was great. CSUN Vice President Pro Tempore Miguel Palmieri announced that Homecoming and Senate filing fees need to have the signature of the candidates on a form that will be in CSUN on Monday. He mentioned that he would start giving out Budget Reports after Thanksgiving. He mentioned that there is a potential law suit with the Tennis Club. CSUN President Steve Evenson congradulated Senator Gottschalk for obtaining the Senate President Pro Tempore position. He mentioned that sending'^reporter and photographer ~ to an away game or event is very important, and that it serves a function. He felt that the retreat is a good idea. CSUN Senate Secretary Palma Wesely thanked Senator Saunders and Rosenberg for their help in putting the handbook together. If it wasn't for them the handbook probably would have come out on time. CSUN Senate President Jack Spicer gave Senator Kurzer the "BEST DRESSED" award. He mentioned that Miguel Palmieri is doing a good job. He felt that Miguel has a very organized and excellent system. He mentioned that if a time comes up when he needs to find out if a motion or procedure is correct for the meeting, the Senators should turn to their handbook and look it up also, instead of talking and making noise. He also had three pieces of advice for the Senator regarding Parlimentary Procedure: 1. Point of Personal Privilege means you want to leave the room. Senate Minutes 19-2 Page 10 11/10/88 CSUN Senate President Jack Spicer - Cpntinued - 2. Point of Information means you have valid information to contribute to the issue. 3. Point of Inquiry means you have a question directed either to the chair or through the chair to someone else. 4. Point of Order means you have have the right to request order and quiet in a meeting. He thanked Senator Rosenberg, Senator Saunders and Palma Wesely for putting out the Senate Handbook. He also mentioned that everyone should be patient during meetings until they are over. He felt that abstaining was o.k.. He also thanked the Senate for having good attendance so far. XI. Adjournment CSUN Senate President Jack E.
