CALL TO ORDER Senate President Jack E. Spicer Jr. called Senate Meeting 18-21 at 4:07pm. II. Announcements CSUN Senate President Jack Spicer mentioned that next week's senate meeting will have a time limit of one hour. IV. Approval of Senate Minutes 18-21 Motion to approve by Senator Robertson. Seconded by CSUN President Steve Evenson. There was discussion. There was a correction, Senator Cozine was present at Senate Meeting 18-21. Call for a vote. Motion carried with fifteen in favor, no opposed, and one abstention (Smith). V. Announcements CSUN Senate President Spicer asked if there would be a problem to have a meeting May 2 6th. CSUN President Steve Evenson read his memo to Steve Kapellas, Radio Board Chair. (See attached copy). CSUN Senate President Jack Spicer mentioned that Anita Stockbauer is in need of Orientation Leaders. CSUN President Steve Evenson mentioned Senator Bailey and Richmond are looking into the typewriter situation. He also mentioned that the speaker Joe Clark has been confirmed. Senator Bosma arrived at 4:25pm. IV. Board and Committee Reports Connie Scordato, Yellin1 Rebel Advertising Manager mentioned that her trip to Seattle was an awesome experience. She learned a lot. She said that there should be some positive changes and new policies. Steve Kapellas, Radio Board Chair, mentioned that there will be another meeting next week. Nancy Clark, CSUN Business Manager, mentioned that the items CONSOLIDATED STUDENTS OFFICE OF THE PRESIDENT M E M O R A N D U M TO: STEVE KAPALLES, RADIO BOARD CHAIR STEVE E. EVENSON, CSDN PRESIDENT MAY 12, 1988 FROM: DATE: RE: RADIO BOARD MEETING It is my duty to inform you that your Radio Board election process for Program Director is out of order. Therefore, the Senate will not consider the board's nomination this week. The reason for this action is because you accepted, with no bad intentions but out of ignorance, a written proxy from a board member who left before the vote of P.D., was taken. After checking with University of Nevada System General Council Don Klasic, I have discovered that accepting votes by written proxy is not allowed unless specifically authorized by the by-laws of the governing body. Our by-laws do not contain that provision so the meeting is out of order. The result is that I am directing you to have another Radio Board meeting as soon as possible to re-select the Program Director. All original candidates must be considered in the new election. If you have any questions please contact me at home or school. Thank you for your service and time. CSUN President Steve Evenson announced that the Parking and Traffic committee approved the over all parking proposal. If you are against a fee for parking you should contact President Maxson's office at 739-3201. Senator Christine Mangual mentioned that she had copies of the new Publications Board operating Policy. The Bylaws Committee needs to look over the policy still. She also mentioned that on today's agenda was the approval for the Yellin1 Rebel editor. CSUN Senate President Jack Spicer mentioned that if anyone is interested in attending the Academic Budget Committee meeting it will be in the Library Conference room, Tuesday at 3:30pm. VII. Unfinished Business A. Closed Personal Session on Bryan Brooks. Motion by Senator Gottschalk to have the closed personal session last for fifteen minutes. Seconded by Senator Carlson. Call for a vote. Motion carried, eleven in favor, no opposed, and five abstentions, (Bailey, Hoffman, DaQuino, Mangual, Richmond). Closed Personal Session. V. Announcements CSUN President Steve Evenson introduced a representative from SETA. A representative from SETA addressed the Senate concerning the proposal they submitted to the senate. (See attached). Motion by Senator Donovan to reconsider his vote concerning the closed session for Bryan Brooks. Seconded by Senator Richmond. Call for a vote. Motion failed with seven in favor, and nine opposed, no abstentions. VIII.New Business Motion by Senator Hoffman to approve items A.,B.,C., as a whole. A. Transfer of Budget Authority only from 906-1500 to 905-1500 of $2,000. B. Transfer of Budget Authority only from 906-1600 to 903-1600 of $50. C. Transfer of Budget Authority only from 908-1100 to 903-1100 of $1500. Seconded by Senator Sakahara. Call for a vote. Motion carried, unanimously. D. Approval of $5000 for Nevada Student Leadership Seminar for August 13th and 14th. Motion to approve by Senator McGinty. Seconded by Senator Carlson. There was discussion. Call for a vote. Rob Rosenthal addressed the Senate. Call for a vote. Motion carried, with fourteen in favor, one opposed (Ax) and one abstention (carlson). L. Introduction of J.P. Muntal to Community Affairs Director with a full fee waiver and $150 stipend a month. M. Approval of $502.31 for Intramurals Softball Tournament for food, beverages and the umpire. Open Discussion CSUN President Evenson - "You know, you know, you know, you know. When I was so angry after that vote about Bryan Brooks, I really wasn't angry that I quote unquote "lost", because I didn't lose anything. You people lost something which is a lot of respect from a lot of students, I think. And the other thing is, is that I...who...Miss Wesely, Miss Senate Secretary, who abstained on that vote? If you could be so king as to tell me. Senate Secretary Palma wesely - "The people that abstained were Richmond, Cozine, Sakahara, Donovan, and Carlson". CSUN President Evenson - "With all due respect to those people you are nominated for this Hall of Shame Award, because in my opinion, on issues you have to have an opinion and I know David tried to revert back, and I appreciate that, but, I would much rather have somebody like Joel Ax who is fighting for what he believes is wrong, go down in flames and have people out in the audience laughing at him and giggling at him and making jokes, because he is looking so foolish, than have somebody who stands there on an important vote, than have somebody sit there on an important vote like that with their thumbs up their butts not voting at all. To me that is disgusting, that's not what you are here for. I hope to see more testinal fortitude from you all in the future. Thanks for approving Joe Clark, thanks, for Nevada Student Leadership. Bryan I hope you have a great two weeks, and it was never anything personal there. But I still think that you just voted today to violate your constitution, but I don't have the time or the perseverance to mess with it anymore. So that's fine. Thank you." CSUN Vice President Jennifer McGinty - "I would like to encourage all the Senators to make sure you meet the nominations for the directorships before the next week. We have a lot of confidence in them and we think we have a high quality group of directors. Any of you who are interested in working on the Nevada Student Leadership Seminar, over the summer, a lot of the work is going to be done a week after finals are out. Because we have so little time, I'm sure we could use some help. The third thing is that, being that nominations are still open I'd like to encourage you all to find some people who are interested in student government or maybe who aren't active at all, maybe people who are quite or haven't gotten involved before and get them involved in CSUN, because that is what we are here for". Senator Richmond - "I would just like to say that, that I think you missed the whole point of why I voted abstention. For the fact I didn't have enough " NOT UNDERSTANDABLE ON TAPE. Senator Mangual - "First of all I'd just like to say that this was a great meeting. I'd also like to congradulate Mike Keller as Yellin' Rebel Editor, and to say farewell to Kurt." THE REST WASN'T UNDERSTANDABLE ON TAPE. Senator Cozine - "I'd just like to say what Senator Richmond said. At the time I weighed both the pros and cons and to me they were very equal.11 CSUN President Steve Evenson - "Boy, there's lots of testinal fortitude there". Senator Sakahara - "I too would like to agree with Senator Richmond. I also voted to reconsider my vote. CSUN President Steve Evenson - "I understand that. I know that, but you should have realized that the first time. Because you don't get the chance to reconsider a lot of things." CSUN Senate President Jack Spicer - "I would to mentioned that this is open discussion, it's not quite structured formal but please let people speak their mind and then if you have something to say, raise your hand to be recognized by the chair, Senator Donovan." Senator Donovan - "I would just like to say"...NOT UNDERSTANDABLE ON TAPE. He also thanked everyone for the O.P.I, plaque. Senator Smith - He was upset that Senator Donovan was not entitled to reconsider his vote. Senator Donovan obviously had a conflict with the vote, because of the oath he took. It was not polite to deny him reconsideration. TAPE WAS BLURRY; A SUMMARY OF HIS OPEN DISCUSSION. Senator DaQuino - "I wished that there was a bylaws meetings today. I wanted to talk to the committee about making a bylaw so that we can get the seats filled as soon as possible." TAPE NOT UNDERSTANDABLE. CSUN President Evenson - "Point of information, Greg Smith is no more chairman of bylaws, we have no chairman of bylaws, so if you want it, you should apply for it. Senator Hoffman - "I have one point to make, and that is that we need bodies for the Admissions Committee. I wasn't able to make it last week and there were no student representatives. Three people got through and the Admis-sions Committee, and students had no say." CSUN President Evenson - "For those of you that have future political aspirations..." CSUN Senate President Spicer - "You have to be recognized first." CSUN President Evenson - "Well how about if I don't say anything." CSUN President Spicer - "That would be fine with me. " Senator Gottschalk - "Why doesn't he just grow up?" CSUN Senate President Spicer - "O.K., once we go around, we will except open discussion from other members of the body, o.k., just wait your turn. You are being rude. As was some other people, Senator Gottschalk." Senator Gottschalk - "I am just sitting here and Steve or the Student Body President just made me mad. His comments that he blurts out when other people have the floor are an unprofessional manner and some of the comments he made that were directed at some of the people were not appropriate. I don't want to say that he did anything wrong, but if I was running the meeting I would have thrown him out. I think he showed disrespect to you. When you would give him a warning he would give a childlike gesture and I think in the future if he acts like that someone has to draw the line, so that he wouldn't do that. CSUN Senate President Spicer - "Is that it?" Senator Gottschalk - "yes, as far as that is concerned. I forgot what else I was going to say." CSUN Senate President Spicer - "Well, why you think about it, Senator Bailey. Senator Bailey - "Jack, he was a little bit rude. I want to thank the E-Board for nominating me for NSA. It's a big job. I just reread my proposal, I can't believe it I have to do all that work now. But, I'm motivated. One another point, I know it is belaboring the fact,, but I'm going to bring it up. Parliamentary Tomfoolery, let talk about it. I only have a couple of Senate Meeting left, only because there would be blood and guts all over you guys because I would probably explode if I sat here...TAPE NOT UNDERSTANDABLE AT THIS POINT. Showing emotional outbursts is a sign in Robert's Rules of Order of bad breeding. Telling somebody that is they do retain there key positions that they will not get their checks signed is bull hockey it sucks the root. The tree root. The ones that run deep around the constitution. That's all I have to say. Thank you for and Steve for nominating me." Senator Carlson - "I would also like to thank the E-Board for nominating me for Student Services. I looked over my proposal and I have a lot of work to do. I would like to thank Mr. Evenson for my award for the Hall of Shame. But I would like the senators to know, that I knew exactly how I wanted to vote on that. The reason why I abstained was that I have a direct interest in the radio station. I felt that it was my best etiquette from the vote. Senator Ax - "Earlier in the meeting you talked about the orientation leaders, one of the alleviations to the problem...TAPE NOT UNDERSTANDABLE. Being right isn't always popular guys. It's hard to stand up for what you believe in. THIS PART IN THE TAPE WAS NOT UNDERSTANDABLE. CSUN Senate President Evenson - "At this time there is some more senators comments. There was a request of the people in the gallery, to be able to speak. Do senators have an objection to that, or would they like to speak first? John Fazi." John Fazi - "I badly want to be a senator. I have been on this list for over two weeks now. I just want to put this on formal record. I think that we are misinterpetating the constitution. At this time and I want this noted here I am taking this to the Judicial Council. TAPE NOT UNDER-STANDABLE. But I really want to be a senator." CSUN Senate President Jack Spicer - "Steve Kapellas and then Chuck Walker." Steve Kapellas - "I would like to get a copy of all of the members on the board." TAPE NOT UNDERSTANDABLE. "If I had a meeting on Thursday before the senate meeting would that be all right?" Chuck Walker - "I would just like to apologize to the Senate. I withdrew my name last week, and then I asked Brandi Hoffman to resubmit it. Someone mentioned Orientation Leaders. It is real important that you as student leaders get out there because these are your constituents. They need people to help. Right now they are understaffed. Anita did specifically ask for senators and people in student government. Another thing, that is TKE may dominate the nomination list for senate positions but if you look at it these people are not for my fraternity, there are out to serve the students. And your CSUN President just mentioned that he wanted other people other than greeks, but he just nominated his brother. So I feel that on his part he acted very childish and just remember that just because your TKE or Sigma Nu, and you have two Sigma Nus and two Sigma Chis on the senate already; don't look at the person because they are greek, look at them for what they have to offer." CSUN Senate President Jack Spicer - "Kendall." Kendall Cummings - "I just wanted to introduce myself to the senate. My name is Kendall Cummings. I am one of the candidates up for the B and E seat. I am interested in working with the senate and for the student body and improving UNLV. One thing that I did note today was what Steve said about TKE. I just want to let you know that I did come to be a senator because I am a TKE." David Spiller - "In the past couple of weeks I have sent by a friend to be on a committee. No one has contacted him, not even a phone call. TAPE NOT UNDERSTANDABLE. Rob Rosenthal - "First I want to say I want to let the senate note the number of KUNV staff that came to the meet-ing today. It would be in my interest and the Board of Regents interest and also the students interest if the senate and the E-Board examined the roles and the activities of the radio board. In the past year there really been a radio board. I think the emotionally problem that I have been through, Bryan's been through and what J.P. is going through now, wouldn't have happened if there had been an ac-tive radio board." TAPE NOT UNDERSTANDABLE. Kurt Hildebrand - "Mike had a previous engagement, which drew him away fifteen minutes ago. He wanted me to thank the senate for him. I would like to congradulate you for surviving a two and one quarter hour marathon and hope to god I never have to do this again." Tim Haughinberry -TAPE NOT UNDERSTANDABLE. SUMMARY: He thanked the Executive Board for nominating him as Food and Beverage Manager. CSUN Senate President Jack Spicer - "We do need applicates for Radio Board Chair. As far as I know Steve is an interim and there is a position open. If there is a leadership minded senator, looking to make an impact. Senator Bosma." Senator Bosma - TAPE NOT UNDERSTANDABLE. SUMMARY: He men-tioned that he understood where Steve was coming from. He also felt that the Radio Board is experienced now like the Publications Board was when it started out. Everyone learns from there mistakes. Senator Robertson - "I that they are considering separating the Yell from CSUN. I could see that happening and I don't like that idea at all. The reason I say this is because we are a student government, if we as the student government give up the organizations of the school what are we organizing." CSUN Senate President Jack Spicer - "Senator Mangual". Senator Mangual - TAPE NOT UNDERSTANDABLE. SUMMARY: She mentioned that there needs to be more talking with the Publications Board about separating the Yellin' Rebel. She also commented that you have to pat Steve Kapellas on the back for the job he did on the Radio Board. He is trying and is also learning his job duties overnight. CSUN President Jack Spicer - "First of all I would like to thank Gary Longfellow for the work and Palma for putting on the banquet. I think that it went very well. An idea I have is that once we have our directors and board chairmen in place, which will be next month, we will have a meet the directors night in CSUN. Were will have punch and cookies. And we would have the directors and invite the administra-tion and the faculty. The problem with the B and E seat this week, that was my mistake. I put the grade verifica-tions into in-house mail. So somebody, say in Ohio could be opening up a letter now, wondering why there are applica-tions for grade verifications from this university. Next time I would that that those people who are nominating people will have the common courtesy and give the senate the respect that it is due and have the their people fill out their grade verification forms two days prior to the senate meeting, which will be Tuesday. I will them take all of those forms and walk them over to the registrar office and walk them back. I do feel that part of this going on is the result of paranoia on some individuals parts. On others I feel that it is a valid concern to have the students repre-sented. I..that's all I'm going to talk about on that. We are going to have a problem after next week, because techni-cally any senator that is graduating, I'm not sure, but senators will be graduating the 22nd and we are having a meeting on the 26th. Perhaps we should have a motion or something next week allowing them to retain their seats for that meeting that week, so that we will have a senate to go over these items. And finally, I don't like to be a jerk. I don't like to appear to be a jerk. And I was really hoping the people that those people who are abusing their privilege to sit in this room and liberate with this body would shut up. I would hope that it would sink in, that with issues as delicate and emotionally as those we went over today. There was perhaps a difference in this meeting than in some of the meeting in the past. It is my job to run these meetings. Sometimes these meetings can be more lenient than other times. I apologize for letting some people run at the mouth. But I feel that with the consensus of this body, that, that should not be allowed to continue. Then I can be very stiff and I can have people out of here very fast. You realize that this is going to make some people angry. That will not bother me as much as so much that it doesn't interfere with the business of this body. I am talking about specifics and generalities here, I think we all know what is going on. I believe that the best method is pure pressure and to speak to those people that you feel are abusing the privilege to speak. And tell them that. Tell them that you wish they would modify their behavior. I would like to think everybody for being here two and half hours. I am very stressed out and I feel like going home and kicking my dog across the room. Fortunately for for my dog I don't have one. X.
