    STUDENT SENA TE MINUTES MEETING 31-18 Monday, April 30th 2001 MSU 201, 6:00PM I. CALL TO ORDER Senate President Davy called meeting 31-18 to order at 6:01 PM II. ANNOUNCEMENTS Student Body Vice President Brady Knapp: I just want to say it has been some fun for the past three years for those that have accompanied me on my journey. This last year has been more than expected in most cases and a lot less in some cases. I didn't have anything written down because I didn't think there were be this many emotions. I want to thank my fellow e board members especially VPPT Sheridan Green. He has really stood up and done an excellent job. My directors this year have been great and performed when needed. This is something that we took into account and looked for when we did the interviews. We didn't want to watch them all the time and make sure that they were doing the right stuff. They have made my life extremely easy. We have had only a few problems. These are people that have a lot of experience and a lot of power. So, thanks, and I hope to see you later tonight after I get out of class and we can bring in the new guy. Good luck with it DJ. I hope you do well; I know you will. You have some great ideas. I wish I was sticking around town to see how it comes. I hope I can listen to the radio station over the Internet. Thanks everybody for being so supportive and putting together a good year. Student Body President Paul Moradkhan: Inside the chambers, by Amy and Monica's desk, there is a count down for the rebel radio. There is 117 days left. I had a meeting with Dean Watson. He is making sure that things are going well with rebel radio. It will be 2:00 PM in the conference room. We will be traveling in June to Reno. We will take two surbans so it won't cost that much. Judicial Council is invited. I hope we have a full house. I want to thank Sheridan Green and Brady Knapp. You guys have brought a lot of integrity back to the position, and that they are important positions in CSUN. These two men should be commented and they will go far in life. Vice President Pro Tempore Sheridan Green: I don't have much to say. I have been around for over two years. I wasn't around for the Joke Mills stuff, so I haven't seen it all. I'm not going to give advice. I want to thank you all. Its been a good and bad two years. The plans kinda got screwed up. I was going to refuse my last paycheck, but I got screwed up. I gave five equal paychecks to the directors. I would give it to the Senators, but I don't trust them. Other than that, good luck in all your endeavors. I will still be around. I have two more years at this campus. Senate President Steph Davy: I want to inform you about clothesline project. The Woman's Center has dropped a bomb on me. If you known any one that has been a victim of sexual assault or a supporter of these anti measures, I would really appreciate if it you decorated a shirt. I will be there tomorrow at 7 am. It is a testimonial to violence against women. We do not have a national traveling clothesline, but here are some ideas for shirts. I would appreciate any support. I wanted to do the Senate meetings at 6 PM, but I have been getting a lot of people saying that want to do at 3 PM. If we do them at 3 PM, we wont' have to pay for the MSU. Please show of hands which time is better for you: 3pm- 11 senators 6pm- 5 senators The meetings will be at 3 PM. I hope to see everyone at the University Club. As far as the salaries issue, I have been here a long time, over three years. I have seen salary and stipend positions. I know that Fauske and Moradkhan are in favor of stipend pay. However, it doesn't work. I just want to say it doesn't work well. It will save us some money, but it is not enough to make us go to stipend positions. This is not directed anyone. It is all about the position. IV. APPROVAL OF MINUTES 31-13 and 31-16 Senator Bowland moved to approve minutes 31-13 and 31-16 seconded by Senator Chasin No corrections Move into a vote (23-0-0) Minutes pass V. BOARD AND COMMITTEE REPORTS A. Senate Committee Reports Senator Fauske- I'm passing out a piece of paper that has changes that have been changed and approved by executive board concerning action items A- K. These are some change that I felt were necessary. This is not personal. I feel that this is right. We have to crunch numbers, and this is why I want it. I will be happy to answer any questions when we get to these items. Senate President Davy- This is not an attack to you Senator Fauske, but I have to disagree with the stipend option for the directors. I have been involved in student government for over three years, and I have seen the differences. I am going to be unbiased during the action items, but right now I am telling you how I feel. I feel that the hourly option is better. B. Faculty Senate/University Committee Reports Senator Geffen: KUNV Advisory Board. We met last week to discuss internships and facility roles in the radio station. The dean and other administration spoke highly of rebel radio. They are looking at new ideas and ideas for fundraising Student Body President Moradkhan- Fundraising for what? Senator Geffen: KUNV Senator Homampour - IFC. Will meet May 7th. We will discuss football tickets at the next meetings. This really won't affect anyone here. C. Business Manager Report Jim Moore read the following expenditures: Public Safety $20.00 Parking Passes CCD $499.34 Replenish CSUN Debit Reprographics $273.16 RebelPalooza University Club $500.00 E-Board end of year party Boise Cascade $302.50 Pencils Boise Cascade $29.59 Misc. office Supplies Total: $1,624.59 There are no questions. D. Directors' Reports Brooke Bohlke - Director of Nevada Student Affairs I am graduating in 13 days. I am going to law school here at UNLV. I want to thank VPPT Sheridan Green. You are one of the most unselfish persons I know. Thank you for splitting your check Brady, good luck to you. Holly and Brady , I'm really jealous that you get to go back home. I wonder what it would have been like to leave Las Vegas. I think we worked as a real team, especially after we moved to the third floor. Sean, great job at RebelPalooza. The directors have put in so many hours that they don't log in. They are great. I would like to discuss the stipends. I agree with Senate President Davy. We shouldn't have stipends. If a director works 20 hours a week, the person well be getting paid $6.25 a hour. For a lot of the directors, this is our only income. I don't think that this is a good idea. I will be going to UNLV Law Library every day. You can find me there. Have a good summer and good luck on your finals. No questions Jennifer Hale - Director of CSUN Services Brooke said a lot of the things I feel. This is what has made my job enjoyable, thank you to the e board and senators. Also, thank you to the senators for your input that you have shown and given. I would like to thank my board members, they go unrecognized. I want to thank Jason Chan. He was one of my most reliable board members. He is going to be the director of the dorms next year. Also, Monica Moradkhan. She served on the board the year before. She always answered my questions and gave me advice. Rocco Gonalez you were on my board before you were a senator. I'm glad you stepped up. Kelly Martinez, my assistant, who is always asking what she can do to help, thank you. I want to give my heart felt thanks to everyone. Thank you. I will still be answering my phone. No questions Sean McClenahan - Director of Entertainment and Programming I thought RebelPalooza went well. We had over 2500 people that passed through the front. Thank you to everyone who helped. You did great. My assistant, Sarah Bowers, she helped me stay focus and not let me go crazy. Aaron Dunning was out there Thursday and Friday and stayed many hours way into the night. Steph Davy, thank you for running the tent backstage. Jen Hale thank you for going to go to Target. Also, thank you Sabrina, Davin Hill, Holly Wainscott, and Jackie Petrollo.. Also, various members of Delta Chi and Phi Delta Theta Fraternities. Lastly, Phil Burns for standing at the student door most of the night. I want to thank all the directors. I have learned many things especially patience. Good luck Holly and Brooke. Thank you Brady and Sheridan, you were great supervisors. The cash is unnecessary, but thank you Sheridan. Holly Wainscott - Director of Elections 13 days until graduation. I want to thank my board members and my assistant board director: Brooke Bohlke, Jen Hale, Luke Bowland, and Ali Lymons. I have talked to Ali about running for the directorship. I hope she applies, and if she does, please consider her. I have talked to Fauske about the stipend positions. I am against changing it to salary. I agree with Senate President Davy. I have seen it both ways. I think hourly is much better. I have been here for three years. I am working on five projects, and I didn't have time to prepare anything. Thanks for the Rebel yell for tearing my work apart. Just remember we all here to represent the students. It is really easy to forget that and to get involved with the drama. I am happy to say I have never gotten involved in that. Remember why you are here. I know that I don't want to go into politics I'm glad I got involved in Student Government. It was a great way to branch out of my sorority. I have learned a lot. Time goes by really fast. We are supposed to be having fun, remember that. Things that seem so important now won't be so important in a few weeks. That's about it. Good luck. No questions VI. OLD BUSINESS No old business VII. NEW BUSINESS A. Action Item: Discussion/Approval of a monthly Director Stipend for Entertainment and Programming of $500.00 per month plus a 24 credit fee waiver to be divided equally throughout the fall and spring semesters. Funds to be encumbered from the CSUN 2702 (salaries) account FY01-02; Senator Powell moved to approve seconded by Senator Hughes Senator Bowers: As a couple of the directors pointed out, they can make more if they work at McDonalds. Some of their stipends equals out to be $5.00 to $6.25 an hour. I think it is ridiculous what we are going to pay them. It will take away from their work. They won't put everything into their work. Hourly is much better. McDonalds guys. Seriously. Senator Fauske- Factor in the 24 free credits. These positions need to be focused on the experience and what you will learn, not the money. This has nothing to do with Brady and his current directors. It has nothing to do with job performance. We have two new director positions this year. I will follow up on all the positions. They should be on salary. Their job duties will be outlined. If they do not meet the expectations, they will be dismissed. Salaries are easier, we won't get into a hole with this one. This has nothing to do with the directors. It is nothing personal. I think all of you have done a fantastic job. This is the way to go. We will save money. This is what the students will be for. Step Davy spoke of wages but then ask yourselves why isn't the executive board on wages? Senate President Pro Tempore Moradkhan-1 have seen both sides, this way will help out our budget. If they are doing it for the pay, then they are doing if for the wrong reasons. They are going to gain so much experience from this. We are going to have quality people that are applying. We need to reserve our money and use it in the right way. They will be the wrong person for the job if they are doing if for the money. There are senators that work more than 2 hours a week. Senator Homampour: Are these the corrections? (holds up sheet) Senate President Davy: Yes, they passed in e-board today. Senator Homampour: Move to amend as follows "Discussion/approval of director stipends (June 2001-April 2002): Entertainment & Programming: a monthly stipend of $250.00 per month for the months of June and July, then a monthly stipend of $500.00 per month plus a 24 credit fee waiver to be divided equally throughout the fall and spring semesters. Funds to be encumbered from the CSUN 2702 (salaries FY01-FY02 account)" seconded by Senator Salsaa Move into a vote on amendment (20-3-0) (Senators Bowers, Ling, Gonazalez oppose) Amendment Passes Senator Dunning: Can we combine all of these items? Senate President Davy: We need to approve all these corrections that passed through e-board. You can make a motion for all the amendments at once if you would like. Senator Powell: Look at the salaries this year. We have discussed whether or not to give an organization $300. It is ridiculous that we are spending money on name plates and banquets for ourselves when we nit pick to spend $300 on organizations. This should be something you want to do. If money is the factor than it is unfortunate. I don't think we will see a difference in quality of work this year and from last year. If it doesn't work we can do extra merit pay. This is not a career. The regents do their work for free Senator DiLorenzo: McDonalds pays minimum wage. We (the senators) don't do the job for the money. You do the job because you want to do the job. Senator Dayani: Is this the current e board that voted on this? Senate President Davy: Yes, the current Senator Dayani: Did you think of doing it as hourly and capping it on that? Student Body President Moradkhan: If they log the hours in the book, then we have to pay them. We don't have the option. If they are claiming forty hours a week, then we have to pay them. It's the federal law. We spent $12,000 in stipends this year for the directors alone. We don't have the money to cover all the resources. I have cut the receptionists in half. It will come out of financial aid. We have to look at all the director pays. These five directors have gone out the their way. Justices do not get paid either. Look at that. We pay their (the directors) full tuition and hourly wages. It is not hard to find another job on campus or off campus. We are here to serve our constituents. I am not requesting an increase in allocation of funds. Our fee money is not going up. We can't keep up with our spending. I will not go into our savings. We are learning from this. I recommend it as the current format as it stands now. Senator Dayani: How did this go in e board today? Senate president Davy: It passed 2-1 Senator Williams: The board of regents does not get paid. They pay for their position. One of the board of regents spent over $100,000 to run. When you belong to a fraternity or sorority, you pay to be a member of that organization. Consider that. Senator Bowers- McDonalds does have a tuition reimbursement. This is a part time job. If you work 20 hours a week, you need to be able to pay your rent. Maybe we should cut our own pay. We get $25.00 a hour. We get $200.00 a month to come to four senate meetings. We do much less than the directors, and get paid so much more. I think some times there are times that directors put more time in than some executive board members. The executive board is getting paid twice the amount of the directors. If we cut their money, than we should cut everyone's. Also, what if they only work 1 hour? Look at that issue. If they work 1 hour versus 20 they get the same amount of money. I lost a lot of respect for Student Body President Moradkhan when you threatened to veto an item. This is the senate's item, not yours. It only takes 2/3 to overturn a veto. Director McClenahan: I am offended by people saying we are only doing if for the pay. I can not pay by bills on experience alone. I don't have mom and dad paying my bills. I can't say, sorry, I can't be here because I'm doing RebelPalooza, Homecoming, or rebel tailgate. I would get fired. I think the directors are different than most members of student government. For $500.00 a month, I can't afford to live. I don't know many people that can. It is not enough for car, food, and rent. Senator Bowers-1 yield the floor to Director Wainscott Director Wainscott: You don't want your directors to have another job Look at Director Symlie, he had another job. He is never in the office. All we heard this semester, is where is Director Symlie. Only paying the directors $400 a month, you are forcing them to have another job. Directors pay is unregulated. That can be dangerous. We could have worked whatever we wanted. If you put rules down, than it would be better. Directors can be fired. If they are abusing their hours, they should be fired. Senator Martinez: If you are applying for these positions it should be for the experience. It shouldn't be you can pay a car payment on $8 a hour. I am thinking about being a director. I am perfectly ok with the pay salary, and I will have to quit my job because of it. Senator Fauske- Look at these as positions. Not present, past, etc. I am not going to bash things that current e board and directors have done. If you come to me and say that you can't do this job because of the money, then you are out the door. I will find 7 good directors. Senate President Pro Tempore Moradkhan; Student Government is by choice. If somebody worked 1 hour a week then they should get fired. Directors have boards. They should use the boards to delegate their powers. Student Body President Moradkhan: I strongly believe in this. Where do you want me to cut $8000 out of our budgets. How are we going to do this? The pre-school? RebelPalooza? Scholarships? We need to operate on a balanced budget I'm sorry that if you think I'm being biased. I am doing it out of in favor for the students. Where can the money come from? Senator Homampour: It is our job to legislate funding. I trust Senator Fauske. The students voted for him. To Fauske, is this the best decision for the student government? We have the Senate President saying it is not the best thing. These are sacrifices that we have to make. I make $9.25 a hour working part time. I could make $14.00 if it wasn't for senate. That is something I was willing to give up. I didn't know I got $50 a meeting until ex Senator Ofir Ventura said I did. What about if we gave up our pay for a term? Money does create an interest. You do get better people. If you are the entertainment program director you will make $5250 next year. I work part time, and I don't make that much money during the year. I agree that directors put in a lot time, but you do this because you want to and give back to the school. It is about helping out the students. The question is that we don't have this money. We don't have $16,000 to send people on trips. How can we argue about keeping it if we don't have the money? I'm sure this was not an easy decision for Senator Fauske to make. I am going to stand behind Fauske. It is his job. Senator Powell: I have some questions for Moore. What is the total pay for directors from the past year? Jim Moore: Senator Fauske has all the information Senator Powell: More specially, what is the salaries account? Out of the $33,000 what is for CSUN elected officials and what percentage is for directors? Jim Moore: Around 12% is for the directors. Senator Powell: With the money that is allocated to the stipends, how much goes to directors? What percentage? Do they get a large share? It seems to me they get a large share of this. A lot of money goes to a few people. Jim Moore: Senate pay is around $40,000. Directors is around $35,000. Senator Dunning: I find this funny that we are repeating this over and over again. I understand everyone's points on this, but I side what DJ and Paul have put together. Even if you get the most talented person for this job, we could get somebody just for the money. I don't care about the money. You need somebody who honestly cares about the position. I see problems with both sides. I see things that we can do to help this out. I do not agree with the$ 500 paying for our banquet. We can stop sending our president to go to Reno. The only position I have to side with is the Entertainment and Programming, because, he does give a full month. The elections give one week out of his or her life. Senator Martinez: Why are we here? We are here for the students. To keep hourly pay and pay ourselves around $45,0000 and then to cut money form other organizations is stupid. We are going to get ripped in the rebel yell for this. The directors should do best for the students, and not what is best for their financial situation Senator Fleming; We are paid $50.00 a meeting. We are required be here. I am in favor of hourly wage for the senators. I am in favor of the hourly option for the directors. Senator Bowers; I agree with a lot of the stuff people are saying. If we gave our monthly salaries up for 2 months, we could get the $8,000. Think of that. Senators do not do one eighth of what directors do. We wouldn't have elected officials, tailgates, etc. They do so much more than we do. I disagree that we should take away with the directors without taking away from ourselves. Senator Fauske: This was a tough decision. I went to the past, present, and future directors. I talked to Jim Moore. I looked at the numbers. I want to thank the senators that do have faith in me, Homampour and DiLorenzo. I am kinda hurt on the current directors that you don't have faith in me. This is what is better for the school. Take it to the school and to the students, I can tell you what the say. Take my credits and salaries, and do what you want. I will still be in my office. I am here to serve, not to rob the school. Student Body President Moradkhan: The executive board fires the directors, not the senators. They do have to log in hours. It will be the same procedures as it is currently. Senator Chasin: Yield the floor to Director Bohlke. Director Bohlke- We have faith in you Senator Fauske. I am graduating, and this won't affect me at all. I am trying to look out for future directors. The future directors won't work as hard. Senator MacDonald: I think two things are being overlooked. The 24 credit waiver means more to me than anything. Paying for school is a major bonus. You are forgetting the bonuses. You are going to get more money. People overlook this. Consider that. Senator Fleming; Withdraw Senator Martinez: People keep on saying if we cut this, then we won't get that person. Why will you have a position if you wouldn't give 110 percent if you take a position, you should put everything into it. You have to finish the job. Senator Williams: We are in college. We are supposed to be broke. We are not here to make millions. Open a cafe, and take out a loan if you want to be rich. We are here to get degrees and not make money. Senator Chasin: Yield the floor to Director Wainscott Director Wainscott; I have been involved in student government for over three years. The hourly page has only been here for 2 years before that is was stipend. In the past that they only put in their five required hours and making their assistants do all the work, in the 29th session, there were hardly any problems with Executive Board officials Peck and Canepa. It was successful. The problem came this year because the pay was not regulated. You can fire directors. Senator MacDonald: Past administrators have had to do with a lot of the problem. I think this plan could work with our new executive board. Senate President Pro Tempore Morardkhan: Respect the e board and use your judgement. That's all. Senator Schrock; Honest days work is an honest days pays. If these people are putting in 3 or 4 hours they are receiving honest pay. Please re consider. This. This is nothing against Paul or DJ. Senator Bowland; This is the economic choice. Regardless of the past, these jobs will get done. We need to have faith in our e board. If they are not, it is going to show in their work. Rebel Yell will see it. Senator Dunning: There is a reason why you grow up and get in the real world you get salaries and not hourly wages. It works. I have a problem that people cant see we are on a time budget. People that have done the research are wrong. I have perfect faith in DJ who I have known for years, and he has looked into this. He has done everything. Funds to be encumbered from the CSUN 2702 (salaries) account FY01-02; Senate President Pro Tempore Moradkhan moved to combine items B to I as stated on the correction sheet seconded by Senator DiLorenzo Amendment reads as follows "Discussion/Approval of Director Stipends (June 2001- April 2002), Office of Student Information: a monthly stipend of $250.00 per month for the months of June and July, then a monthly stipend of $450.00 per month plus a 24 credit fee waiver to be divided equally throughout the fall and spring semesters. Funds to be encumbered from the CSUN 2702 (salaries) account FY01-FY02); Senator Homampour; With respect to the elections, which month is busier than others? What goes on it January? Senate President Davy: Getting the packet ready and primaries are in January. They do need to plan for the spring primary. Senator Homampour; Is the osi director still in charge of the student government web site? Senator Fauske: Yes Senators Dayani and Bowers return at 7:23 PM (Dayani and Bowers can not vote for action items B to I) C. Action Item: Discussion/Approval of Director Stipend for CSUN Services of $200.00 per month for the months of June, July, August, then a monthly stipend of $400.00 per month plus a 24 credit fee waiver to be divided equally throughout the fall and spring semesters.
