On M a r o h 9, 1950, Mr. Stoddard approved recommendation for authority to change classification and rates of p a y of the LYLfcWCo. labor force at Las Ve g a s contained in Mr. R e i n h a r d t ’s letter to h i m of February 24, 1950, a c o p y of w h i c h I enclose. The increases placed in effect for this class of labor of M a r c h 1, 1950 were separate and apart from the general in­creases in w a g e s wh i c h have b e e n granted from time to time to a l l of the employees of the Water Department at the time simi­lar increases were granted to railroad employees. It seems t o m e that the increases of M a r c h 1, 1950 result from promotions and reclassifications w ithin the m e a n i n g of subparagraph (d) of Section 2 of R e g u lation Mo. 6 but before advising Mr. Reinhardt to this effect, % wo u l d like to k n o w if y o u agree. If the M a r o h 1st increases are so r e ­garded, all of the outside labor foroe referred to in Mr. R e i n h a r d t ’s letter of Ap r i l 10, 19,51 w i l l be entitled to 1 2 ^ an hour increase.
