From: Scott Subject: Tuesday, July 15 hearing before the Senate Judiciary Committee on the California-Nevada Water Compact. At 10:00 a.m. on the morning of July 15, Senator Laxalt will preside over a hearing on the California-Nevada Water Compact. The hearing will be held by the Judiciary Committee's Subcommittee on the Constitution. I have reserved a place for you to testify, and developed brief testimony that has been reviewed and approved by Glen. If you wish to testify, the Subcommittee would let you testify first. Congressmen Reid and Vucanovich are supposed to be testifying, along with Senator Pete Wilson. Roland Westergard, Joe Gremban, and Dave Fulstone will be coming in from Nevada, along with some other people. The Pyramid take and Walker River tribes will also testify. Wayne Marchant, who is Bob Broadbent's acting replacement, will testify for the Interior Department. If you do not testify in person, we can have Senator Laxalt announce that you have submitted a statement for the record. Maybe he would even read it aloud, if you would like. As you know, this Truckee-Carson water situation is a big deal in the State, and Laxalt was governor when the State legislature passed the Compact, so you should consider attending. However, the Mineral County Commissioners, not to mention the Indians, do oppose the Compact, so it wouldn't be a bad idea to keep a low-profile on the issue in order to avoid antagonizing the Mineral County folks. Also, the Review-Journal wrote a story in Thursday's newspaper saying you were vacationing in England. If you are not at the hearing the newspapers will probably editorialize that you should have been in Washington instead of vacationing in England. Recommendation: Given the prominence of this issue in the Reno- Sparks area, I think you should testify, if only to avoid being criticised for your absence. ^ I C W I C B S>l<xie& , - 2 > E N A ?
