CALL TO ORDER CSUN Senate President Greg Bailey called Senate Meeting 19-10 in room MSU 203 to order at 4:00pm. II. APPROVAL OF SENATE MINUTES Motion to approve by Senator Kurzer. Seconded by Senator Hoferer. There was discussion. There were corrections. Corrections were made. Call for a vote to approve minutes and corrections on Senate Minutes 19-10. Motion carried, unanimously. ANNOUNCEMENTS CSUN Vice President Pro Tempore Jeff Geihs mentioned that he needed the nominations for the Teacher Excellence Award. CSUN Vice President Dick Hubbell mentioned that Anita Stockbaur was in need of Orientation Leaders. He mentioned that the Ad Hoc Committee for revising the Operating Policy on CSUN organizations becoming a recognized organization. He mentioned that Bud Benneman will be chairing the committee. CSUN President Steve Evenson mentioned that besides the students not getting the proper seating for basketball tickets the faculty is having the same problem with tickets. They may be having a reallocation of basketball tickets. He mentioned that Michelle Saunders, Nevada Student Affairs Director and Jamal Allen the Office of Public Information Director is doing a good job. CSUN Senate President Greg Bailey mentioned that at the next Senate meeting he would have a listing of who is on what committees and boards. VIII. New Business Motion by Senator Kurzer to move out of the order of the day and to approve item D. of New Business. D. Approval of $750 for luncheon for 11th annual Career Week Luncheon on March 8th sponsored by CSUN and the Moyer Student Union. Money to come out of the 908 account (Office of Public Information account). Seconded by Senator Walker. Fred Albrick addressed the Senate. There was no discussion. Call for a vote. Motion carried, unanimously. Senate Minutes Page 3 02/09/89 19-10 IV. Announcements CSUN Senate President Greg Bailey introduced the groups that wanted to gain CSUN recognition. A representative from the Wine Club addressed the Senate to request CSUN recognition. A representative from the Black Student Association addressed the Senate to request CSUN recognition. V. Board and Committee Reports Bylaws Chair Chuck Walker mentioned that Kim Elliott will be the Vice Chair for the Bylaws Committee. Appropriations Board Chair Ray Frankulin mentioned that the Appropriations Board meeting was canceled due to improper postings. Student Services Director Kristi Carlson mentioned the the U. Magazine has arrived. She also mentioned that she had a Student Services meeting scheduled but she did not have quorum. KUNV Director Rob Rosenthal mentioned that there is a billboard advertising KUNV. He also mentioned that the radio station is presently going through their training program. Yellin' Rebel - not present. Publications Board chair Philip DaQuino mentioned that the Yellin' Rebel received their computer. There will be a Video Yearbook meeting next week. He also mentioned that the Publications Board will need to change its policy. He also thanked Senator Rosenberg for the Senate Handbooks. Student Health Advisory Council Chair Philip DaQuino mentioned that they are selling T-shirts. He mentioned that they have sold three t-shirts already. There will be a special SHAC meeting tomorrow. CSUN Business Manager Barbara McFarland had no report. Senate Minutes 19-10 02/09/89 Page 4 Elections Board Chair Robert Lane mentioned that all the senators are invited to give their interpretation of the rules. He also thanked Melanie Rosenberg for all of her work. Nevada Student Affairs Director Michelle Saunders mentioned that she will be the liaison for the Faculty Senate. Office of Public Information Director Jamal Allen mentioned that he will be having a Question and Answer section on the OPI page in the Yellin' Rebel. He mentioned that Steve Spatafore will be taking everyone's picture on the Senate. Food and Beverage Manager Joe DeMarco mentioned that he is in need of bartenders. Entertainment and Programming Assistant Director Tyra Flaig mentioned that next week will be the comedy competition in the Moyer Student Union. VI. Executive Board Nominations A. Approval of Becky Hoferer as a member to the President Classified Employee Award Committee. B. Approval of Kenneth Tomory to SHAC as a member. C. Approval of Rick Gillett as a member to the Appropriations Board. D. Approval of Mario Menez as a member to the Appropriations Board. E. Approval of Christopher Hanks as a member to the Appropriations Board. F. Approval of Steve Evenson as a member to the Intercollegiate Athletic Council. - Motion out of order. G. Approval of Becky Hoferer as a member to the Intercollegiate Athletic Council. H. Approval of Mike Keller to the Ad Hoc Non Smoking Committee. I. Approval of Michelle Saunders as a member to the Ad Hoc Non-Smoking Committee. VII. Unfinished Business Motion to move out of the order of the day and have each of the candidates speak and have a question and answer session for no more than two minutes per candidate. The highest vote getter retains the Academic Advising Seat. Motion by Senator Walker. Senate Minutes 19-10 Page 5 02/09/89 B. Approval of vacant Academic Advising Seat (1). A. James Swank B. Jamal Ramzie Seconded by Senator Polovina. Call for a vote. Motion carried, unanimously. James Swank addressed the Senate. There was discussion. Jamal Ramzie - received no paperwork. By unanimously acclamation James Swank was appointed to the Academic Advising Seat. C. Nominations/Approval of vacant Education Seat. (2) A. Kimberly Kershaw Senator Walker nominated Melanie Melchiorre to the Education Seat. Motion by Senator Walker to close nominations for the vacant Education Seat and have each of candidates speak and have a question and answer session to last no more than two minutes per candidate. Seconded by Senator Elliott. There was discussion. Call for a vote. Motion failed with three in favor (Menez, DeMars, Walker) and thirteen in favor and no abstentions. VIII. New Business Al. Approval of Executive Board Nominations. Motion by CSUN Vice President Dick Hubbell to approve items A-E and G-I as a whole. Seconded by Senator Hoferer. Senate Minutes 19-10 Page 6 02/09/89 There was no discussion. Call for a vote. Motion carried, unanimously. A2. Nominations for the vacant Business and Economics Seat. Senator Rosenberg nominated Rick Gillett to the vacant Business and Economics Seat. Senator Elliott nominated Bud Benneman to the the vacant Business and Economics Seat. Senator Walker nominated James Slatcher to the vacant Business and Economics Seat. Senator Hoferer nominated Kerem Ozkan to the vacant Business and Economics Seat. Senator DeMars nominated Angela Sims to the vacant Business and Economics Seat. CSUN President Steve Evenson nominated Brett Runion to the vacant Business and Economics Seat. Motion by Senator DeMars to close nominations for the vacant Business and Economics Seat. Seconded by Senator Kurzer. There was discussion. Call for a vote. Motion failed with five in favor, eleven opposed, and one abstention. B. Nominations for Senate President Pro Tempore. Senator Hoferer nominated Senator Polovina. Senator Rosenberg nominated Senator Walker. Senator DeMars motioned to close nominations for the Senate President Pro Tempore position. Senate Minutes 19-10 Page 7 02/09/89 Seconded by Senator Colebrook. Call for a vote. Motion carried, unanimously. Motion by CSUN Vice President Dick Hubbell to waive bylaw 4. Seconded by Senator Rosenberg. There was discussion. Call for a vote. Motion carried with fourteen in favor, two opposed, and one abstention. Motion by CSUN Vice President Dick Hubbell to have a vote on the two candidates for the Senate President position and the highest vote getter wins. Seconded by Senator Kurzer. There was discussion. Senator Walker motioned to make a friendly amendment to having each of the candidates speak for no more than two minutes. CSUN Vice President Dick Hubbell excepted Senator Walker's amendment to the main motion. Call for a vote. Motion carried with sixteen in favor, two opposed, and no abstentions. Senator Polovina addressed the Senate. Senator Walker addressed the Senate. Call for a roll call vote. Motion to approve by CSUN Vice President Dick Hubbell. Seconded by Senator Walker. There was discussion. Call for a vote. Motion carried, unanimously. E. Approval of Senate Bill Motion to approve with the following changes by CSUN President Steve Evenson. SUMMARY: A bill to create a bylaw that would require the CSUN Senate a CSUN Faculty Excellence Trophy during the Spring semester of each academic year. WE, THE CONSOLIDATED STUDENTS OF THE UNIVERSITY OF NEVADA, LAS VEGAS REPRESENTED IN THE CSUN SENATE DO ENACT THE FOLLOWING. I. The award is to be given in the Spring Semester of each academic year to recognize Faculty Excellence drawn from three areas: 1. Student Involvement 2. Classroom teaching ability 3. Student Evaluations II. Award Process A. At the beginning of each spring semester the CSUN Vice President Pro Tern will form and chair an award committee comprised of the CSUN Executive Board, the Dean of Student Services or his designee, at least three and no more than eight CSUN member none of whom are directors, chairs or senators. B. By the second CSUN Senate meeting of each spring semester each college represented in the CSUN Senate will have submitted the name of one faculty member from their college to the award committee for consideration. C. The committee will review the senate nominees. The faculty nominees will fill out an application regarding their involvement in student life, a biography and previous honors and awards. D. The committee will also poll one class of each instructor. The poll will allow the students to rate the instructor on his teaching ability and concern, involvement and attitude toward students. Seconded by CSUN Vice President. There was discussion. Call for a vote. Motion carried with sixteen in favor, no opposed, and two abstentions (Rosenberg, Kurzer). Override of IIB of Senate Bill #2 This motion was considered out of order. Senate Minutes 19-10 Page 9 02/09/89 Senate Minutes 19-10 Page 10 02/09/89 CSUN Senate President Greg Bailey recessed the Senate Meeting for five minutes for the Senators to discuss who their nominations were for the Faculty Excellence Award, at 5:35pm. CSUN Senate President called Senate Meeting 19-10 to back to order at 5:40pm. A. Nominations/Action for Teacher and Excellence Award. (One nomination per college). Senator Kurzer nominated Jerry Tarkanian for for the Academic Advising College. Senator Polovina nominated Jerry Simich for the Arts and Letters College. Senator Valenti nominated Dr. McCallister for for the Business and Economics College. Senator DeMars nominated A1 Izziolo for the Hotel College. Senator Bauhs nominated Herb Wells for the Engineering College. Senator Deniston nominated Dr. Peter Shive to the Science and Math College. CSUN's Health Sciences Senator was not in attendance to give a nomination. IX. Open Discussion Senator Hoferer congratulated Senator Walker on becoming CSUN Senate President Pro Tempore. She congratulated James Swank on becoming a Senator. Senator Polovina mentioned that the bylaw concerning the teacher award is almost passed. She congratulated Chuck Walker on becoming CSUN Senate President Pro Tempore. She wished Senator Walker Happy Birthday. Senator DeMars congratulated Senator Swank, and CSUN Senate President Pro Tempore Chuck Walker. He also encouraged everyone to vote for A1 Izzolo for the teacher excellence award. Senate Minutes 19-10 Page 11 02/09/89 Senate President Pro Tempore Walker thanked everyone who voted for him. He welcomed Senator Swank to the Senate. Senator Elliott congratulated Senator Walker and Senator Swank. Senator Bauhs mentioned that there is a need to fill the Education Seats that are vacant. Senator Zielinski congratulated Senator Swank and Senator Walker. Senator Menez wished CSUN Vice President Dick Hubbell and Senate President Pro Tempore Chuck Walker Happy Birthday. She congratulated Senator Swank and encouraged everyone to support Bud Benneman. Chief Justice Joe Bunin mentioned that the compliant concerning Basketball tickets has been dropped. Nevada Student Affairs Assistant Director Cindy Robertson thanked everyone for approving the trip she will be going on. Former CSUN Senate President Jack Spicer announced that he formally resigns from the Senate. He thanked everyone for a great time in his term. He wished he had finished his term. He mentioned that he owed part of what makes his leadership style to: Robert Eglet, Gus Varona, Ron Zayas, Kirk Hendrick and Steve Evenson. He also thanked Susan Dute1 and Palma Wesely for their assistance. Nevada Student Affairs Director Michelle Saunders thanked everyone for approving the trip she will be attending. Senator Swank thanked everyone for appointing him to the Academic Advis ing Seat. He also mentioned that Art Lowery who owns Art's Place would be a good contact for Senator DeMars to remember for the Wine Club. Senator Deniston congratulated Senator Walker and Senator Swank. Kim Kershaw introduced herself to the Senate as a candidate for the Education. Senate Minutes 19-10 Page 12 02/09/89 Melanie Melchiorre introduced herself to the Senate as a candidate for the Education Seat. Senator Akhal congratulated Senators Walker and Swank. Senator Wilcox congratulated and wished Senator Walker a Happy Birthday. He congratulated Senator Swank. Senator Valenti congratulated Senators Walker and Swank. Senator Colebrook mentioned that he would like to have an account of what is in what in the CSUN budget. He mentioned that Greg Bailey should control his temper. CSUN Business Manager Barbara McFarland mentioned that if any of the Senators would like to see what sums of money are in the accounts to see here after the meeting. Senator Valenti mentioned that committee and board agendas should be put into member's boxes. Senator Rosenberg mentioned that it was nice to see Jack Spicer again. She congratulated Senator Walker and Senator Swank. Senator Kurzer congratulated Chuck and James. CSUN Vice President Dick Hubbell mentioned that stickers still needed to be put on pencil sharpeners. He congratulated Senate President Bailey on his organizational traits. He congratulated the Senators that were approved last week and Senator Swank. CSUN President Steve Evenson mentioned that he is not supporting any campaign for the Executive Board Election, but he will give out advice to candidates if they need any. Motion by Senator Walker to override the veto on the ATO issue. Seconded by Senator Colebrook. Call for a vote. Senate Minutes 19-10 Page 13 02/09/89 X. Motion carried, unanimously. Bud Benneman the chair for the Ad Hoc committee for re-establishing the CSUN recognition of an organization policy; he mentioned that he has contacted other universities to see what their policy is. Chief Justice Bunin mentioned that the case concerning Allen Chastain vs. CSUN has had a decision rendered. There will be a written statement on Monday. Senator Bauhs mentioned that he needed 3 3 stickers and 3 3 pencil sharpeners for the Engineering building. Senate President Greg Bailey congratulated Chuck Walker on becoming Senate President Pro Tempore. He mentioned that he did not want to hear that a a director or a chairman did not have a report for the Senate meeting. He congratulated Senator Swank. He mentioned that Jack Spicer was still his friend; he is also quoted as saying to Jack Spicer "I love you babe."
