Move into a vote. Motion passes 20-0-0. SENATOR CECI enters at 7:05 p.m.. V STATE OF THE SENATE ADDRESS: SENATE PRESIDENT MOORE presented the State of the Senate Address to the 28th Senate Session; "First off, allow me to say congratulations to each and every one of you for being here. It is a testament to you and your hard work that you put in the hours and you put in the dedication to win your seats. I commend you for that. Being in the Senate is an opportunity to be used to benefit the students of your colleges. It is an opportunity that will give you several chances to make an impact in your tenure here at UNLV; however, there are many different aspects to being a Senator that we don't often look at: there's being an advocate for the cares, concerns, and ideas of the constituents of your college; there's being a friend and a listener for them as well; there's being a defendant of the ideals and principles that each of you stands for and for those that the constituents elected you to represent; always be loyal to yourself and to them; servant to the knowledge that the students of this university have invested in each of you a large amount of trust and respect in your ability to represent their interests for the next year; and, finally, student, above everything else remember that you are here at this university to learn. Cultivation of your intellect and always striving to keep things in the proper perspective is essentially important as a Senator. The Senate can give each of you very much; however, this will not come easily or cheaply. After three terms in the Senate, I have come to realize one thing above all - you will get out of the Senate what you put into it. Always keep that in mind. I encourage all of you to refrain from becoming Monday night Senators. Come into the office throughout the week. That's the only way you become an effective Senator is by talking with your fellow Senators and your constituents and the members of the Executive Board. Don't just show up on Monday nights to get your agenda and your minutes. Come around. Make yourself accessible to your constituents. They will appreciate it and you will benefit from it as well. We talked a lot at our retreat about how we can function as a team and what we can do as a Senate. I look forward to seeing all of those goals that we've outlined that are hanging up in our Senate chambers accomplished and many more. The only thing we can do is succeed if we're a team. Personal attacks will not be tolerated by any member of you or the gallery. I don't see that as a problem. I see each of you working as a cohesive unit to better the students of this university and truly living up to our motto of students serving students. I'll leave you with one quote that public servants like ourselves are 2 SENATE MINUTES 28-01/ November 3, 1997 often chastised and often have to bear the curse of. It's from Moliere: 'It is not only for what we do that we are held responsible, but also for what we do not do.' Challenge yourself every day as a Senator, and I have no doubt in my mind that you will succeed in representing your constituents to the best of your ability. Thank you." VI. BOARD AND COMMITTEE REPORTS: A. Faculty Senate/University Committee Reports: There weren't any reports. C. Director Reports: 1. NSA DIRECTOR CONTINE welcomed the new Senate session; stated that the 3rd Party Debate is postponed until November 17; and stated that voter registration is up over the 1000 mark. 2. Elections Board DIRECTOR FLEISCHMAN stated that "I voted in CSUN" stickers will be picked this week; we won't be using that election services company again due to the delay; and they're working on election booth changes. 3. Organizations Board DIRECTOR FINKELSTEIN congratulated the new Senate session and encouraged them to join any of the boards; stated that basketball distribution went very well; stated that he's going to have a meeting with the Thomas and Mack to decide how they're going to issue tickets; and stated that at the next meeting he'll just give his report, but has to depart early. 4. E&P DIRECTOR WIESSEN congratulated and welcome the new Senate session; announced that Paula Poundstone will be performing at the Artemus Hall on November 4; stated that Thunder tickets are on sale for this Friday's game; stated that they had their first meeting for Rebel Palooza last Thursday and they're having another meeting next Friday, and they're still looking for corporate sponsors for that event; and stated that he needs Senators on his board. In response to questions, DIRECTOR WIESSEN explained why he is over budget and stated that they're working on the plans for next semester; and stated that it looks strong for next semester. SENATOR TRUJILLO further explained that approximately $15,000.00 worth of tickets and travel expenses that were taken out of DIRECTOR WIESSEN's budget which is not specifically an E&P event should be taken into account when stating that they are over budget. BUSINESS MANAGER JIM MOORE confirmed this. In response to another question, DIRECTOR WIESSEN stated that there will be a Student Government tent at the Rebel Experience for the next couple of games. 5. OSI DIRECTOR AYON welcomed the new Senate session; asked everyone to write down their last name and shirt sizes for Student Government polo shirts; the banner for last week didn't work out, but they're going to try again and 3 SENATE MINUTES 28-01/ November 3, 1997 hopefully it will be available for tomorrow; and stated that he needs Senators' emails. He stated that he submitted the information we needed for the web page, so hopefully the web page will be up next week. He stated that the web page will consist of a place to download the minutes, the agenda, and to be able to email each Senator. SENATOR KIMBROUGH commended DIRECTOR AYON for doing fine job on the banquet. Lastly, DIRECTOR AYON asked for more educated sayings for the week. D. Residence Hall Liaison Report: JENNIFER PECK passed out her business card; welcomed the new Senate session; stated that they had successful Halloween programming; and stated that they have a lot of events such as Coffee/Entertainment Night, and Trivia Night planned for the week. E. Student Athlete Advisory Board Liaison Report: DARON DORSEY welcomed the new Senate session; thanked everyone for their support at the games; introduced his Vice President, Jenell Frei, who is a member of the swim team; and announced the next meeting scheduled for Wednesday night at 7:00 p.m. in the Lied Athletic Complex. He also stated that they are putting together an ETA Student National Athlete Day which is a chance to bring kids from middle and elementary schools and teach them what being an athlete is all about, but they're still working on funding. F. Business Manager Report: BUSINESS MANAGER JIM MOORE welcomed the new Senate session and explained that the Constitution says that the Senate is in charge of every penny that gets spent out of Student Government; that the Senate has the authority to delegate the spending in amounts up to $500.00 to the Executive Board; and that the only catch that is placed on that, when the Senate does get that approval, is that he has to inform the Senate of each of these expenditures in turn; any spending that is over $500.00 must again, individually, be approved by the Senate, and one of the things very important to stress is that items that do exceed $500.00 cannot be broken into smaller parts that are less than $500.00 to avoid the Senate's approval. He then read the expenditure for the month: $229.00 - Boulevard Trophy for the new Senate nameplates. VII. UNFINISHED BUSINESS There wasn't any unfinished business. VIII. NEW BUSINESS 4 SENATE MINUTES 28-01/ November 3, 1997 A. Action Item: Vote to break the tie for the third Liberal Arts Senate seat; SENATE PRESIDENT MOORE announced that Chris Augustin and Josephine Binetti are the two candidates. Motion to Waive Bylaw 4 for the duration of the meeting made by SENATOR KIMBROUGH, seconded by SENATOR MARSHALL. Move into a vote. Motion to Waive Bylaw 4 for the duration of the meeting passes 21-0-0. SENATE PRESIDENT MOORE stated that the Senate will proceed by allowing each candidate to address the Senate followed by roll call vote to determine the majority winner. JOSEPHINE BINETTI and CHRIS AUGUSTIN briefly spoke before the Senate and answered questions. Move into a roll call vote. CHRIS AUGUSTIN receives the open Senate seat for the College of Liberal Arts by a vote of 12-9-0. The Senate recessed at 7:35 p.m. and was called back to order at 7:37 p.m. (The Senate is now at 22 present.) B. Action Item: Nomination/appointment for the vacant College of Health Sciences Senate Seat; Motion to Nominate GLAEE VALENCIA and JOHN P.A. GARCIA made by SENATOR KIMBROUGH, seconded by SENATOR LUTAR. Motion to allow each candidate to speak for no more 2 minutes followed by a limited question and answer followed by Division of the House roll call vote made by SENATOR CECI, seconded by SENATOR MILMEISTER. Move into a vote. Motion to allow each candidate to speak for no more 2 minutes followed by a limited question and answer followed by Division of the House roll call vote passes 22-0-0. JOHN P.A. GARCIA and GLAEE VALENCIA briefly addressed the Senate and answered questions. Move into a roll call vote. JOHN P.A. GARCIA receives the open Senate seat for the College of Health Sciences by a vote of 15-7-0. 5 SENATE MINUTES 28-01/ November 3, 1997 The Senate recessed at 7:50 p.m. and was called back to order at 7:52 p.m.. (The Senate is now at 23 Senators present.) C. Action Item: Nomination/Election of a Senate President Pro-Tempore for the 28th Senate Session; Motion to Nominate SENATOR TRUJILLO made by SENATOR LUTAR, seconded by SENATOR AUGUSTIN. Motion to Nominate SENATOR MILMEISTER made by SENATOR MARSHALL, seconded by SENATOR JORY. Motion to Nominate SENATOR KIMBROUGH made by SENATOR FISK, seconded by SENATOR CECI. Motion to Nominate SENATOR CECI made by SENATOR MILMEISTER; however, SENATOR CECI declined the nomination. SENATE PRESIDENT MOORE stated that each candidate will be allowed to address the Senate, then a roll call vote will be done and the Senate will narrow the roll call vote down to the top two, and then another roll call vote will be done with the majority vote receiving the seat. SENATOR KIMBROUGH, SENATOR MILMEISTER, and SENATOR TRUJILLO spoke briefly before the Senate and answered questions. Move into a roll call vote. SENATOR TRUJILLO and SENATOR KIMBROUGH receive a majority of the first roll call votes. Move into a second roll call vote. SENATOR TRUJILLO receives a majority by a vote of 15-6-2 and becomes the new Senate President Pro-Tempore. IX. PUBLIC COMMENT DIRECTOR FLEISCHMAN congratulated the new Senate session and SENATOR TRUJILLO. She then stated that the last Senate passed directives and requested that this Senate take a look at them and make sure that they are being followed; and if they are not being followed, she would request that the Senate would enforce them. She then stated that this is something the last Senate session felt strongly about and hoped that the current session would review the directives. ROBERT COLDWELL addressed the Senate about security here on campus and stated that there is no organized effort against the criminal element. He suggested that CSUN fund the installment of cameras around campus and offered his assistance in obtaining any necessary costs, estimates, etc.. SENATOR CLEMENS stated that he brought up the 6 SENATE MINUTES 28-01/ November 3, 1997 same idea as well, but thinks that price is a definite factor; and stated that he appreciates Mr. Coldwell's information. SENATE PRESIDENT MOORE stated that at the next meeting the Senate will form their Campus Safety and Awareness Committee and stated that he thinks that this is an excellent item that should go before that committee. He then encouraged Mr. Coldwell to attend the next meeting and stated that he's sure that the chair of that committee once appointed would most definitely want to get in touch with Mr. Coldwell. X. EXECUTIVE BOARD ANNOUNCEMENTS AND SUMMATIONS STUDENT BODY VICE PRESIDENT VALERA welcomed the new Senate session; announced that Rolling Stone magazine canceled due to lack of funds and stated that the essays will be used in some other way with the permission of those who wrote the essays; announced a Board of Directors' meeting set for next Monday at 5:30 p.m. and encouraged everyone to attend; stated that the Board of Directors is the muscle of Student Government and what really makes things happen; stated that he finished the Directors' evaluations which will be available some time before next Monday; and cleared up a rumor about the Thomas and Mack having taken away two sections from Student Government which he claims is not supported and stated that the policy for seating has not changed for the past three years. In response to a questions, he stated that the Board of Directors' meeting takes place every other Monday in room 201 and reaffirmed that Student Government seating has not been "cheated" out of any seating for the basketball season at the Thomas and Mack. In response to another question, he stated that it is possible to send those essays to Rolling Stone magazine and that he will look into it. STUDENT BODY VICE PRESIDENT MILLS congratulated the new Senate session and SENATE PRESIDENT PRO-TEMPORE TRUJILLO; stated that Jean Nidetch is going to be increasing the number of scholarships to students to 20 for next year; stated that he is ill and was unable to be in the office today; asked that any Senators who want to go to the game to please see him after the game to get their tickets; and stated that he will hold a staff meeting with the receptionists this week to go over some important issues that have been coming up. SENATE PRESIDENT MOORE congratulated the new Senate session on a good first meeting; congratulated SENATOR GARCIA, SENATOR AUGUSTIN, and SENATE PRESIDENT PRO-TEMPORE TRUJILLO; announced that items for submission are due Tuesday by 12:00 p.m.; mentioned that only Senators and he are allowed to submit items to the agenda and asked that they make themselves available to the Directors; commended DIRECTOR AYON on a good job on the Senate Appreciation banquet; and then he embarrassed the Senate Secretary by presenting her with a plaque of appreciation that she should have been present to accept at the banquet. XI GOOD OF THE SENATE SENATOR CLEMENS had no comment. 7 SENATE MINUTES 28-01/ November 3, 1997 SENATOR LUTAR congratulated all of the newly appointed Senators; commended DIRECTOR CONTINE on an excellent job on voter registration; offered to present DIRECTOR FINKELSTEIN's report at the next meeting because it will be his birthday; stated that she is happy to see the Executive Board on the floor with the Senate and stated that it brings a sense of unity to CSUN; and finally stated that she hopes the professionalism of this meeting continues throughout the semester. SENATOR LAZAROFF congratulated SENATOR GARCIA, SENATOR AUGUSTIN, and SENATE PRESIDENT PRO-TEMPORE TRUJILLO. SENATOR HAMILTON congratulated the new Senators and SENATE PRESIDENT PRO-TEMPORE TRUJILLO, gave her email address and thanked DIRECTOR A YON for his hard work on the banquet; stated that she thinks that Tricia will make it to the next banquet to avoid being embarrassed; and stated that she looks forward to being a part of the Senate and working with everybody for next year. SENATOR HEMINGTON congratulated everybody and stated that she is looking forward to next year also. SENATOR LEHMAN congratulated the new Senators and, especially, SENATE PRESIDENT PRO-TEMPORE TRUJILLO; offered advice to the new Senate session; and suggested that everyone get email and business cards. SENATOR KIMBROUGH congratulated SENATOR TRUJILLO //wrong pronunciation/laughter// and the new Senators and encouraged everyone to get involved and to see him about the KUNV issue so that they have some background information. SENATOR FISK congratulated SENATOR AUGUSTIN, SENATOR GARCIA, and SENATE PRESIDENT PRO-TEMPORE TRUJILLO; thanked DIRECTOR A YON for the banquet; and expressed his concern about wasting food because people didn't show up at the banquet; and stated that he is very excited to be here. SENATE PRESIDENT MOORE added that not all the food was wasted at the banquet. SENATOR COLEN stated that she is really looking forward to working with the Senate and getting involved. She then gave her email address. SENATOR MARSHALL congratulated SENATOR AUGUSTIN, SENATOR GARCIA, and SENATE PRESIDENT PRO-TEMPORE TRUJILLO; apologized for not being at the Senate banquet because it wasn't her fault; and gave her correct phone number and email address. / SENATOR GARCIA stated that he is happy to be here and gave his email address. 8 SENATE MINUTES 28-01/ November 3, 1997 SENATOR CECI congratulated everybody and stated that he hopes that we do a lot of good things this session. SENATOR CANEPA stated that she's really happy and honored to be here. SENATOR WEINBERG stated that he's glad to be here and hopes that the Senate works well together. SENATOR ZARANTI congratulated SENATOR AUGUSTIN, SENATOR GARCIA, and SENATE PRESIDENT PRO-TEMPORE TRUJILLO; stated that he'd like to see the receptionist get more involved because they are the central link between the students and CSUN; and stated that he'll keep the Senate up-to-date on an //unintelligible// event from the Hotel College that will probably take place either March 28 or April 4. SENATOR CARTWRIGHT gave her email address for the phone list and stated that she's glad to see that all of the representatives are now here and congratulated them. SENATOR WHITAKER stated that he was not on the CSUN phone list; gave his phone number and email; and congratulated everyone. SENATOR JORY stated that he doesn't have an email address yet and thanked all the returning Senators and others for making the transition from the 27th session to the 28th session very easy. SENATOR MILMEISTER announced that they are having a semi-annual seminar tomorrow night at 6:00 p.m. in room 225 in CBC and encouraged everyone to attend and stated that he's not in the office a lot, but anyone can call him if needed. He stated that he's very excited about the Senate. SENATOR KAWAZOE stated that he looks forward to working with everyone; thanked DIRECTOR AYON for a great banquet last week; and congratulated SENATOR AUGUSTIN, SENATOR GARCIA, and SENATE PRESIDENT PRO-TEMPORE TRUJILLO. SENATOR TRUJILLO congratulated STUDENT BODY PRESIDENT MILLS on ticket distribution; stated that he's happy to help anyone and one of the first things he'll do is a suggestion box; and stated that he'll be in the office between 15-18 hours during the week. SENATOR SHAPIRO congratulated the Senate Secretary and stated that money shouldn't be a concern at all when it comes to safety. SENATOR AUGUSTIN stated that he agrees with SENATOR FISK because he looks up to and respects Josephine Binetti a lot because she worked really hard; stated that he'll 9 SENATE MINUTES 28-01/ November 3, 1997 strive to attain his goals; and stated that he'll be getting an email address soon and gave his phone and pager for the phone list. SENATE PRESIDENT MOORE stated that a new phone list be put out and put in everyone's boxes tomorrow. He then asked that the new Senators and that SENATE PRESIDENT TRUJILLO see him after the meeting. XII. ADJOURNMENT Motion to adjourn the meeting made by SENATOR CECI, seconded by SENATOR WHITAKER. Move into a vote. Vote to adjourn passes 23-0-0.
