I. CALL TO ORDER SENATE PRESIDENT ROMERO called the meeting to order at 6:03p.m. H. APPROVAL OF MINUTES 25-02 & 25-03 Motion to approve by SENATOR SCHWARTZ, seconded by SENATOR QUALLS. Corrections to the minutes: 25-03 SENATOR VODRAZKA nominated SENATOR FOX for Ways & Means as corrected by SENATOR SCHWARTZ. Move into a vote. Motion passes 18-0-2. ANNOUNCEMENTS Senate Minutes 25-04 Monday, December 5, 1994 page 2 STUDENT BODY PRESIDENT BOIXO the item on the agenda she hopes will be passed tonight is for the Las Vegas Bowl tickets she has 120 tickets in the first five rows at the 50 yard line, she will be comping out two tickets per Senator so she hopes that they can all go; had a meeting with Don Fuller who gave her a plan layout of what he wants for the building she is looking into; will be meeting with Kenny Guinn to discuss what will be brought up for the Legislature, to discuss how to get more money for the University as a whole; she finds it very embarrassing when CSUN gets a bill for $150 from Canyon Gate for missing candle sticks and flower arrangements, would like the candle sticks back in her office this week, she doesn't appreciate this because it reflects poorly on her too because she is the official spokesperson. STUDENT BODY VICE PRESIDENT LAGOMARSINO the second meeting of the Spring semester he will be asking for nominations for Faculty Excellence, each school will get to nominate two, poll your constituents to find out who they would like to nominate; put the Director Evaluations in the Senate boxes along with blank evaluation forms for any of the Senators if they would like to evaluate the Directors; is working with the Preschool SENATE PRESIDENT PRO TEMPORE SMITH the contracts are in the Senate boxes for the Salt Licks they will be playing Wednesday out in the amphitheater; the cannon is sitting outside the Student Government office as part of the pro student campaign; the Robert's Rules of Order books are back ordered right now. SENATE PRESIDENT ROMERO he is still missing Grade Verification forms from SENATORS ANDERSON, CABAN, CARROLL, EI SEN, LAXAGUE, QUALLS, RIVERA, SMITH, and VODRAZKA, needs them by Wednesday; item E under New Business is out of order because no contracts were distributed; there will be a meeting on Wednesday because only two Senators indicated that they would not be able to attend, this will be an important meeting because it will be funding requests for Organizations; the Judicial Council met and there was a case brought up against the Senate and mainly himself by David Turner about the Bylaws that were passed, Mr. Turner claimed that proper procedure was not followed with posting, the majority opinion was that it was out of order (see attached letter for complete discussion); these bills were very controversial, they can be sent back to the bylaws committee to be re-introduced if that is what the Senate would like to do. SENATOR FAYYAD enters late at 6:15p.m. V. BOARD & COMMITTEE REPORTS A. SENATE COMMITTEE REPORTS ( Senate Minutes 25-04 Monday, December 5, 1994 page 3 a. Rules & Ethics, CHAIR SCHWARTZ - received a memo from President Romero appointing his committee: Senators McLain, Wong, Campbell, and Zurek; will be having a meeting on Wednesday after the Senate Meeting to discuss the Senate Rules. b. Campus Safety & Awareness, CHAIR RAY - needs five members for his committee if anyone is interested; Senators Quails, Fleischmann, and Wong showed an interest in being on his committee. c. Bylaws, CHAIR BLOCK - would like to have her committee approved; will need her members schedules so that she can schedule a meeting. Motion to approve SENATORS PIDA, CAMPBELL, LAXAGUE, MCLAIN, RIVERA, and CARROLL to the Bylaws committee by SENATOR SMITH, seconded by SENATOR QUALLS. Point of Personal Privilege by SENATOR QUALLS at 6:20p.m. Move into a vote. Motion passes 16-0-4. SENATORS CARROLL, LAXAGUE, TOLBERT, and MCLAIN abstained. SENATOR QUALLS returns at 6:24p.m. d. Ad hoc Constitutional Revision, CHAIR CAMPBELL - needs her members to get their schedules for Spring semester to her if they have them so that she can schedule a meeting; would like her committee approved. Motion to nominate SENATORS MCLAIN, BLOCK, RIVERA, PIDA, LAXAGUE, and CARROLL to the Ad hoc Constitutional Revision Committee by SENATOR SCHWARTZ, seconded by SENATOR FLEISCHMANN. Move into a vote. Motion passes 18-0-3. SENATORS CARROLL, MCLAIN, and LAXAGUE abstained. e. Ways & Means, CHAIR FOX - absent, report given by SENATOR CARROLL - everything was passed at the meeting, they did have to waive an Organizations Board bylaw. f. Student Health Liaison, SENATOR VOLKERT - absent, no report given. B. DIRECTORS REPORTS a. Elections, DIRECTOR MANGUAL - absent, no report. ( Senate Minutes 25-04 Monday, December 5, 1994 page 4 b. Entertainment & Programming, DIRECTOR REEVES - absent, no report. c. Nevada Student Affairs, DIRECTOR JOHANNSSON - will be moving her survey to the Spring semester when everyone has more time for, she has been having trouble retrieving it on her computer and feels it is too close to finals now to do the survey properly. d. Office of Student Information, DIRECTOR WALLACE - absent, report given by Director Phillips - has been working on the OSI page, will be working on publicity for the tickets for the Las Vegas Bowl and the band that will be playing during finals week, will be working on small projects during Winter break if anyone has suggestions they need to let her know. e. Organizations Board, DIRECTOR PHILLIPS - the basketball tickets will not be distributed tomorrow due to a lack of communication between herself and President Boixo, the tickets will most likely not be distributed until next Monday; thank you to the Senate for meeting on Wednesday to pass the funding requests before the end of the year. f. Student Services, DIRECTOR GREENHALGH - the MSU will be open during finals week until midnight with free coffee to anyone; the shuttle system is up and running; Starla McFarling is his Board member up for approval she has been on his board in the past and is a hard worker, this is a great opportunity to speak to your classes and let them know what is going on; will need a new Senator for his board now that Senator Smith has more work to do. C. BUSINESS MANAGEMENT REPORTS a. Consolidated Student Business Manager, BUSINESS MANAGER CALLSION - the Business Office will be closed on Tuesday and Wednesday because she is required by the State to take classes and it will be the same situation for December 13th to the 15th, if there are questions leave them on her voice mail; her office will be closed from the Tuesday following Christmas day to the Tuesday after New Years; office hours during finals will be extended during finals week because there was a concern that scantrons would be needed for tests before 8:00a.m.; financial report given (refer to audio tape for specifics). D. FACULTY SENATE SEAT REPORTS a. Academic Budget - Senator Block stated that she couldn't attend the meeting on Wednesday at 2:00p.m., Senator Carroll stated that he could attend in her place. e. Curriculum - Senator Vodrazka stated that there was a meeting last Friday and that Human Performance & Develpoment has broken off from Kinesiology and Senate Minutes 25-04 Monday, December 5, 1994 page 5 taken some of the classes from them so there have been problems between the two schools. g. Grievance Committee & i. Public Relations - Senator Smith stated that neither the Grievance or Public Relations committee met which led him to believe that the school is well known and happy. j. Scholarship - Senator Schwartz stated that there was a meeting last Friday and they discussed the requirements for scholarships and the possibilities of changing requirements and amounts of scholarships. VI. UNFINISHED BUSINESS VII. NEW BUSINESS A. Nomination/Approval of Starla McFarling as a student board member to the CSUN Student Government Services Board; Motion to approve made by SENATOR BLOCK, seconded by SENATOR SMITH. SENATOR FLEISCHMANN yielded the floor to Starla McFarling for no more than two minutes followed by a question and answer session. Starla McFarling listed her qualifications for the Student Services Board. Move into a vote. Motion passes 21-0-0. B. Approval of entertainment proposal/contract for the "Salt Licks" for the "Student Government Presents: The Pre-Finals Blowout Party" scheduled to be held on Friday, December 09, 1994 to be encumbered out of the fy 94-95 CSUN 2705 (E&P) account; Motion to approve made by SENATOR SCHWARTZ, seconded by SENATOR LAXAGUE. Motion to amend the item to change the date to Wednesday, December 07, 1994 and to insert 'and Micheal Anderson for sound' after "Salt Licks" made by SENATOR SCHWARTZ, seconded by SENATOR SMITH. Move into a vote on the amendment. Motion 21-0-0. Move into vote on amended item. Motion passes 20-0-1. SENATOR FAYYAD abstained. Senate Minutes 25-04 Monday, December 5, 1994 page 6 C. Approval of encumbering an amount not to exceed $1,500.00 for estimated entertainment expenses and refreshment expenses for the "Student Government Presents: The Pre Finals Blowout Party" scheduled to be held on Friday, December 09, 1994 to be encumbered out of the fy 94-95 CSUN 2705 (E&P) account; Motion to approve made by SENATOR FLEISCHMANN, seconded by SENATOR CARROLL. Motion to amend items date to Wednesday, December 7, 1994 made by SENATOR VODRAZKA, seconded by SENATOR SMITH. Move into a vote on the amendment. Motion passes 21-0-0. Move into a vote on the amended item. Motion passes 18-2-1. SENATORS FLEISCHMANN and QUALLS opposed. SENATOR BLOCK abstained. D. Approval of $5,000.00 for the purchase of 1994 Las Vegas Bowl tickets to be encumbered out of the 2702 (Gen) account as submitted by SENATOR CAMPBELL; Motion to approve made by SENATOR FLEISCHMANN, seconded by SENATOR TOLBERT. SENATOR FLEISCHMANN asked how many tickets were being purchased and out of those how many are being comped? BUSINESS MANAGER CALLISON stated that this amount would purchase approximately 330 tickets and out of those about 100 were being comped. The $30 tickets will be sold at $20 and the $15 tickets will be sold for $10. Move into vote. Motion passes 21-0-0, Item E is Out of Order. VIII. PUBLIC COMMENT IX. OPEN DISCUSSION SENATOR SCHWARTZ - Thank God school is almost done with; hope we can kick some butt in the Las Vegas Bowl, looking forward to going; Senator Pida, myself and David Turner were the only Student Government representatives at the Regents Meeting that was here last week, there were fees passed that will affect the students, the Executive Board should have had a representative at the meeting; Happy Birthday Senator Senate Minutes 25-04 Monday, December 5, 1994 page 7 Fleischmann; Good Luck to everyone on Finals. SENATOR MORROW - Liz Baldizan would like to give a tour of the Student Services Center to all the Senators before the second meeting of the Spring Semester she will be sending out invitations. SENATOR FAYYAD - Sorry for being late. SENATOR PIDA - The University did exceed their budget so they had to hire someone to watch the spending, there will be people coming to nickel and dime us so we need to watch what we spend on so these things don't become a permanent part of our budget. SENATOR VODRAZKA - Just so all Senators know the office will need help handing out blue books and scantrons if anyone has an extra hour before or after their finals; the Society of Women Engineers will be having a drawing if anyone would like to purchase tickets. SENATOR EISEN - Thank you to Senator Fleischmann for the Greeting card and candy cane. SENATOR CABAN - wanted to apologize for not being at the last meeting, because of that I came to school last Monday and found out there was no meeting. SENATOR BLOCK - (unable to attain any accurate statement from the audio tape). SENATOR CARROLL - wants to add to what the other Student Development Senators said, the Student Development Center is asking for a lot of money and I would really like to hear input from other Senators on the issue. SENATOR TOLBERT - went to the Rebel Yell Advisory meeting and it was interesting to say the least, the Rebel Yell would like to see some changes to the bill that was passed by the Senate President, I would like to hear from the Senators that were serving when the bill was passed to get some information and feelings of the Senate on it; a student that he talked to was doing a report for one of her classes and part of the assignment was to interview the President of the school and she informed me that some of her report did not reflect Senators in a good light. This person had the taped conversation and the goal of her report was to put down Student Government, but the problem seemed to me to be that it was in poor taste for President Boixo if she has a problem with the Senate to tell it too a student and not come to the Senate first; On a more positive note for the Student Development Center, the woman in Financial Aid is great, she goes out of her way to help students. Senate Minutes 25-04 Monday, December 5, 1994 page 8 SENATOR QUALLS - in the Architecture Department we take our finals differently from other schools, so next Thursday and Friday we all go up in front of the department and tell them about our project and get grilled like we have never been grilled in our life. It's fun to watch and its open to all students if anyone is interested it will be in the Judy Bailey Theater. SENATOR FLEISCHMANN - my college celebrated World Aids Day on December 1st with a life line that reached from the steps of the Judy Bailey Theater to the Moyer Student Union, I was the last person in line and sat on Valerie Pida Plaza, directly after that we had a dance recital to the song "She Thinks His Name Was John" and there was a one act play and a lecture, I think it was very well done and I'm glad we did it. There is a new play "She Stoops to Conquer". I also thought it was sad that so few members of Executive Board attended the Regents Meeting, I met representatives from other college campuses, it was sad to see more representation from them when it was on our campus. SENATOR CAMPBELL - the Canyon Gate bill is very embarrassing to have on our record so if anyone knows what happened to the candle sticks they really need to be returned; I am still on the Search Committee for the Dean of the College of Liberal Arts and the meetings are still closed so I am not able to talk about it but I will be doing my research over the break and will be updating the Senate in the Spring; I'm glad that there is finally a game in Thursday so that I can go, since I work on Fridays; For the members of the Constitutional Revision Committee I will need your Spring Schedules so I can set up a meeting time. VICE PRESIDENT LAGOMARSINO - please turn in the evaluation forms; I'll see everyone at the Holiday Party. SENATE PRESIDENT PRO TEMPORE SMITH - we are having a holiday party at Tom & Jerry's across the street, everyone is welcome, all ages, there will be food and good times. It will be Friday, December 16th from 6:00p.m. to 9:00p.m., your welcome to bring friends we can have up to 60 people. I was at the Board of Regents Meetings both days off and on, and just to let you know the budget for their doughnuts and things is $30,000.00 a year, so bring people up to eat and bother the Regents because that's what they're here for. As for the Student Development Center I've been talking to Liz and you should hold your board meetings there she would be willing to open up the building for you. Everyone needs to lighten up a little, this doesn't need to be painful. SENATE PRESIDENT ROMERO - I'll see everyone at the Las Vegas Bowl and the Christmas Party. Don't forget there is a meeting on Wednesday and it shouldn't be more than a half an hour, note that the meeting starts at 6:30p.m. Anyone who could help in the office when their finals are done would be greatly appreciated.
