Unfortunately, however, I was unable to arrange for him to be accredited as an observer. The State Department invited one observer from each of forty-seven nations to observe any one of the tests in the current series. The French Press Attache already had nominated Mr-. La Grange to be an observer, and the latter has witnessed a test, thus preventing Mr. Clerc's nomination as an observer.
