CALL TO ORDER Senate President Evenson called the Senate Meeting to order at 4:00PM. ANNOUNCEMENTS Vice-President Gentile announced that yesterday there was an Organizations Board meeting. She said that S.A.D.D. was recognized as a organization. They did approve money at the meeting, and those items will be on the senate agenda for next week. There will also be another blood drive. CSUN President Hendrick thanked the press, Dean Ackerman, and President Maxson for coming to the meeting. He introduced President Maxson who spoke to the Senate. President Maxson addressed the Senate concerning the issue between the Yellin' Rebel and the CSUN Government. CSUN President Hendrick announced that there would be a reapportionment for the Business and Economics College for senator seat. The new total of senators will be six instead off f ive. He felt that the environment that of the CSUN Government and the Newspaper were both learning labratories for each side to see where they went wrong and to solve to on there own. Senate President Evenson thanked President Maxson, Dean Ackerman, the press and members of the Yell in' Rebel and students for attending the meeting. He also gave his report on the Academic Standards meeting, which concerned the Academic Calendar. IIIC. Approval of Minutes Motion to approve Senate Minutes 17-37, by Senator Sp icer. Seconded by Senator Carlson. There was discussion. Call for a vote . Motion carries, thirteen in favor, zero opposed, and one abstention (Smith). IV. EXECUTIVE BOARD NOMINATIONS A. Approval of Cheryl Baggett to Bylaws Committee. V. UNFINISHED BUSINESS There was none. VI. NEW BUSINESS A. 1/2 stipend for Yell in1 Rebel editor for one month and probation for one month. (Vice President Pro Tempore Harrington.) Motion to approve by Senator Smith. Seconded by Senator Harrington. There was discussion. Senate President Evenson announced that .rhhaVoiild only allow one person to speak who is not directly involved in this dispute to speak. .This person--, was Rob Hill. He also mentioned that he would stricly enforce the two minute speaking limit and two times of speaking each. Kurt Hildebrand addressed the Senate. There was discussion. Christine Mangual, Publications Board Chair addressed the Senate. Motion by Senator Harrington to remove the 1/2 Stipend from the Yellin' Rebel editor for one month, but to leave the probation for the editor and for the staff also, and after which time if there is no improvement diciplinary action could be taken. Seconded by Senator Smith. There was discussion. SENATE MINUTES 17-37 PAGE 4 Call for a vote for amendment stating remove 1/2 stipend from the Yellin' Rebel editor for one month, but to leave the probation for the editor and for the staff also, and after which time if there is no improvement disciplinary action could be taken. Motion carries, fifteen in favor, and one opposed (Synder), and zero abstentions. Kurt Hildebrand addressed the Senate. Senate President Evenson passed the gavel to Senate President Pro Tempore. Senate President Evenson addressed the Senate. Motion by Senator Goldstein:-;, to end date. Seconded by Senator Bosma. Objection by CSUN President Hendrick. Call for a vote to end date. Motion carries, with firurteen in favor, and one opposed (Harrington) and no abstentions. Call for a vote on the main motion which states that the Yellin' Rebel Editor and Staff will be put on probation for one month and after which time if there is no improvement disciplinary action will be taken. Motion carries, eleven in favor, and four opposed (Synder, J. McGinty, Mangual, Giff) and no abstentions. Senate President Evenson retains the gavel. Motion by Senator Smith to add to the main motion approval of contract of $519 for expenses that will be incurred for concert on October 23rd by KUNV. There was no objections to adding this to the main motion. Call for a vote. Motion carried unanimously. Senator Miller left at 5:30pm. E. Senator Spicer was added to the list by the request of Senator Harrington, with no objections by the Senate, There was discussion. Seconded by Senator Goldtsein. There was no discussion. Call for a vote. Motion carries, unanimously. H. Discussion on the Academic•Calendar. Senate President Evenson addressed the Senate. The Senate after discussing the issue recommeded to have two study days in fall. lie. BOARD AND COMMITTEE REPORTS Entertainment and Programming mentioned that there was a problem with a distributor for liquor on campus.;. He also mentioned that the Bogart Film Festival was coming up soon. The total cost would be $1200 for the the festival. Video Yearbook Editor mentioned that the cost is now $12.00 for a video yearbook. Approriations BOard mentioned that the Yellin' Rebel account is increasing. SENATE MINUTES 17-37 PAGE 7 There will be an Elections Board meeting on Wednesday, at 3:00 in MSU 121. VII. OPEN DISCUSSION CSUN President Hendrick announced that he was embarassed to be a part of this body. He said that the Senate dug some pretty deep graves, because the first amendment was stomped on. He proposed that Kurt Hildebrand with a committee needs to sit down and come up with a rebuttal section in the newspaper, He mentioned that the Senate needs to define probation. He said that in defining what probation is you cannot have it deal with how it is printed or the formate that it is in. He would stick to making sure that the facts being printed, and advertising type questions. Senator Bosma mentioned that his vote wasn't over the petty things but over the major things that have come up. He felt that the Publications Board is not a very strong body, since it never has had to be. He also said that if mistakes in advertising, misquotes, or typographical errors are being made than they should be corrected. If Kurt is willing to work with the advertisers and the problems with the paper, he feels that everything will be fine. What he doesnot like is the attitude of I am wrong, I know I am wrong, and I like to be wrong and I am going to be wrong all of the time. He felt that he would have a hard time representing the students who pay for the paper through their fees if this attitude continued. He also mentioned that the reasoning for putting the staff on probation was because they walked out, and there was the chance of a paper not coming out. This also does not then single any one person to be at fault. Senator Goldstein applauded Mr. Kurzer for putting „ out the WIDE RANGE. She also mentioned that one of the writers of the Yellin' Rebel was quoted as saying they are the only ones who can do the job, but when you pick up a copy of the Wide Range you realize that there are people out there who can do the job. Senator Spicer felt that it is possible that the Yellin' Rebel was denied correct due process, but having been on the receiving end of more than one editorial of the paper he did not ever recall receiving due process. He felt that they had a hell of a lot due process than he ever did. He said that it is about time that CSUN have nothing to do with any kind of publication whatsoever on this campus unless it is purely informational. It is time that we gave them their money them fly or sink, personal he felt that pig couldn't flyj He would be glad to chair something that would ax that portion out of the Constitution. SENATE MINUTES 17-37 PAGE 8 Senator Baggett mentioned that she would rather belong to a paper that presented both sides of a story. She did not have any trouble with the editorials but with the types of stories that were being written about. Senator Harrington asked what the Senate was doing here when it comes to the paper. Are we like Senator Spicer said giving them funds at the beginning of the year and when they don't have enough to cover expenses. If this is the function that CSUN plays than we should cut them off. Are we the publisher> d o w e h a v e t h e rights to do what we are doing? If not, then he can print whatever he wants or do whatever he wants, but when ever there is a problem we are the ones to blame. He would also like to see in the next Senate a copy of the Constitution in booklet form. Senator Smith would like to see the Publications Board recognized in the alternatives in there disciplinary actions, in written reprimands. CSUN President Hendrick announced that we needed a committee to solve the problems. This committee is to set up a page were one can rebute some on the problems. It wouldn't be another Publications Board, but a committee to look into avenues. Anyone wanting to be on the committee needs to contact him after the meeting. Motion by Senator Harrington to reconsider the vote for putting the Yellin' Rebel Editor and the staff on probation for one month. Seconded by Senator B. McGinty. Call for a vote, to allow him to reconsider his vote. Motion carries, with fourteen in favor, and no opposed, with one abstention (Smith) • . ... .'.'. . There was discussion. SENATE MINUTES 17-37 Page 9 Motion by CSUN Preisdent Hendrick to have a committee that would be the Editorial Board that will sit down and solve the conflict between CSUN and the Yellin' Rebel Seconded by Senator Harrington. Objection by Senator Smith. Call for a vote on the objection. Motion fails, one in favor (Smith), eleven opposed, and three abstentions (Bosma, B. McGinty, Lavarna). There was discussion. Call for a vote, on the Editorial Board Committee. Motion carries, unanimously. Senate President Evenson announced that he was very angry. He said that he had seen the biggest circus involving this issue. This organization is so disorganized that we can't come into this meeting and dCcept the recommendation by the Publications Board in any form. You guys are the ones who started this whole thing, but it is my face and my quotes that are in every single newspaper and television in town. He was very unhappy that the Senate came out with nothing. VIII. ADJOURNMENT Senate President Evenson adjourned the meeting at 6:55.
