Schellack, being first duly sworn, deposes and says: That he is Foreman of the LAS VEGAS REVIEW-JOURNAL, a daily newspaper, of general circulation, printed and published at Las Vegas, in the County of Clark, State of Nevada, and that the attached was continuously published in said newspaper for a period of two insertions from May 11, 1953 to May 18, 1953 inclusive, being the issues of said newspaper for the following dates, to-wit: May 11, 18, 1953. That said newspaper was regularly issued and circulated on each of the dates above named. s/ A. F. Schellack Subscribed and sworn to before me this 18th day of May, 1953 My Commission Expires April l4, 1954. s/ Neola Gierhart______________ Notary Public in and for Clark County, Nevada ORDINANCE NO. 552 AN ORDINANCE PROVIDING FOR A CITY CLERK; PROVIDING FOR THE APPOINTMENT OF A CITY CLER£; PRESCRIBING THE DUTIES THEREFORE; PROVIDING OTHER MATTERS PROPERLY RELATED "THERETO; AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH: WHEREAS, the Office of City Clerk of the City of Las Vegas was removed from that of an elective office by Chapter 105, Statutes of Nevada, 1953; and WHEREAS, the term of office of the City Clerk of the City of Las Vegas expires on the 1st Monday of June, 1953; and WHEREAS, it is necessary that such a position be created within the municipal government of the City of Las Vegas, NOW, THEREFORE, THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS, DO ORDAIN: SECTION 1. There shall be a City Clerk of the City of Las Vegas who shall be appointed by the Mayor and Board of Commissioners, and shall receive such compensation as may be fixed by said Board. SECTION 2. The City Clerk shall keep his office at the place of meeting of the Board of Commis­sioners, or some place convenient thereto, as the Board may direct. He shall keep the corporate seal and all papers and records of the City and keep a record of the proceedings of the Board, whose meetings it shall be his duty to attend. He shall countersign all contracts made in behalf of the City and every such contract or contracts to which the City is a party shall be void unless signed by him. He shall countersign all orders upon the treasurer in pursuance of any order or resolution of the Board of City Commissioners. He shall issue all licenses as granted by the Board of Commissioners or as directed by ordinance, and shall receive and collect all license fees. He shall also receive and collect such other fees of any nature as the City Commission may direct by ordinance. He shall be allowed such deputies, assistants or clerks as the Board of City Commissioners may prescribe. In addition to the duties prescribed herein, he shall perform all other duties required by the provisions of the Charter of the City of Las Vegas or any ordinance promulgated thereunder, and such other duties not inconsistent therewith as may be prescribed by the Board of City Commissioners. SECTION 3. The City Clerk shall, before entering upon the discharge of his duties, execute to the City a good and sufficient bond for the faithful performance of his duties, which bond shall be in such sum and conditioned in such manner, as required by the Board of Commissioners, and the sureties thereon shall be approved by the Board. SECTION If for any reason whatsoever the acts and duties performed by the City Clerk pursuant to the Charter or any Ordinances of the City between March 16, 1953, and the effective date of this ordinance should be questioned in any way whether by legal action or otherwise, such acts and duties performed pursuant to the Charter and all other ordinances are hereby ratified, confirmed, and approved. SECTION 5. All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 6. The effective date of this Ordinance shall be June 1, 1953. SECTION 7. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this ordinance to be published once a week for two successive weeks immediately following its first reading and adoption, in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas. s/ C.
