TIONS FOR THE EMPLOYEES OF SAID CITY, DEFINING TERMS; PROVIDING FOR EXAMINATION; ESTABLISHING ELIGIBILITY LISTS; PROVIDING FOR APPOINTMENTS; PROMOTIONS; DISCIPLINARY ACTION; REPORTS AND RECORDS; CLASSIFICATION AND PAY PLANS; AND ALL MATTERS RELATING THERETO; AND REPEALING ORDINANCE NO. 391 AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH," BY FILLING POSITIONS IN COMPETITIVE SERVICE WITHOUT THE RESIDENCE REQUIREMENT UNDER CERTAIN CONDITIONS; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH. The Board of Commissioners of the City of Las Vegas does ordain as follows: Section 1. Section IV, Subparagraph L is hereby amended to read as follows: Residence Requirements - An applicant for a position of any kind in the competitive service must have been a resident of the State of Nevada for a period of six (6) months or a resident of Clark County for thirty (30) days prior to date of application; provided that in an emergency so declared by the Board of Commissioners, the residence requirements may be dispensed with to secure qualified personnel. Section 2. All ordinances and parts of ordinances in conflict herewith are hereby repealed. Section 3. That by reason of the fact that certain departments of the City are unable to obtain qualified personnel immediately, and since it is necessary to immediately employ qualified personnel for the City of Las Vegas it is hereby declared that an. emergency exists, and that this ordinance is necessary for the immediate preservation of the public peace, health and safety. Section 4. This ordinance shall be in effect on and after its passage, adoption, and publication thereof in the Las Vegas Sun, a daily newspaper published in the City of Las Vegas, for a period of once a week for two consecutive weeks immediately following its first reading.
