Assuming such extension of service was made under a reservation that such water would be used for fire protection purposes only, in my opinion such reservation would become a "regulation” of the Company subject to the jurisdiction and policing of the Commission. In such case, it is my opinion that the Commission could, at some future date, upon hearing determine that such regulation was unreasonable and in consequence, require the Company to serve the additional territory without restriction. Such an order would, of course, depend upon the reasonablness of the situation, depending, for example, upon adequacy of supply, return on investment, etc. W. J. Schall wjs/cts
