    V upon whom such demand Is made be required by such deliver­ies to reduce the quantity of water it has in storage below a safe level. For the purpose of this paragraph a safe level of storage shall be a quantity of water equal to the average daily water consumption by the party upon whom the demand is made for the week Immediately preceding the demand. The party upon whom the demand is made may limit delivery of said water to the period of the emergency or forty-eight (48) hours, whichever is less. No charge shall be due from the party receiving delivery of water for emergency purposes, but said party shall within a reasonable period of time replace »sald' water by delivery without.charge of an equal quantity of water to the party upon whom the demand was made.
