University of Nevada, Las Vegas Student Government Office of the Senate President MINUTES CSUN SENATE MEETING 34-06 FRIDAY, JANUARY 16,2004 CJN SENATE PRESIDENT AMESQUITA called the meeting to order at 3:00pm in the Classroom Building Complex - A room 112. SENATE PRESIDENT AMESQUITA called the roll. The following Senators were present: SENATOR CIANCI, SENATOR FLINNER, SENATOR CORPUZ, SENATOR MULLINAX, SENATOR SOLDANO, SENATOR THOMPSON, SENATOR CRAWFORD, SENATOR HEEG, SENATOR CAZARES, SENATOR DONNELLY, SENATOR MAYER, SENATOR FRIEDLIEB (leaves at 3:36pm), SENATOR MACDONALD, and SENATOR JIMENEZ. Quorum was met with 14 Senators present. Quorum was lost at 3:36pm. The following Senators were excused: SENATOR SANTIAGO, SENATOR SUMNER, SENATOR CONWAY, SENATOR MONTALTO, and SENATOR HOLMQUIST. The following Senators were unexcused: SENATOR DANESHFOROOZ and SENATOR NISSEN. SENATE SECRETARY GOATZ was present until 4pm. SENATOR DONNELLY moved to move out of the order of the day to new business action item A. SENATOR CAZARES seconded the motion. Motion CARRIES UNANIOUMSLY. 14-0-0. NEW BUSINESS SENATOR CIANCI moved to combine and approve new business action items A, B, andD. SENATOR FLINNER seconded the motion. A. Action Item: Approval of an amount not to exceed $32,000.00 to be paid to Bogus Productions for production services at "Rebelpalooza" on April 24, 2004. Costs to be encumbered from the CSUN 2702 FY 03-04 Entertainment and Programming (Homecoming) account. As submitted by Senator Conway. B. Action Item: Approval of an amount not to exceed $1,800.00 to be paid to the City of Henderson for staging and audio at "Rebelpalooza" on April 24, 2004. Costs to be encumbered from the CSUN 2702 FY 03-04 Entertainment and Programming (Homecoming) account. As submitted by Senator Conway. C. Action Item: Approval of an amount not to exceed $850.00 to be paid to IM for the rental of the Intramural Field Bogus Productions for "Rebelpalooza" on April 24, 2004. Action Item: Approval of an amount not to exceed $2,033.00 to be transferred from the CSUN 2702 FY 03-04 Entertainment and Programming (Tailgate) account to the Entertainment and Programming (Rebelpalooza) account. As submitted by Senator Conway. SENATOR CIANCI moved to amend new business items A, B, and C by striking, "Homecoming" and inserting "Rebelpalooza". SENATOR FLINNER seconded the motion. A. Action Item: Approval of an amount not to exceed $32,000.00 to be paid to Bogus Productions for production services at "Rebelpalooza" on April 24, 2004. Costs to be encumbered from the CSUN 2702 FY 03-04 Entertainment and Programming (Rebelpalooza) account. As submitted by Senator Conway. B. Motion to combine and approve new business items A, B, C, and D as amended PASSES UNANIOMOUSLY. 14-0-0. SENATOR MACDONALD moved to approve new business action item E. SENATOR CIANCI seconded the motion. E. Action Item: Approval of Korie Brust, Viviana De Armas, Krista Donnelly, Bradley Mayer, and Deziare Klaizner to serve on the Elections board for a term ending April 30, 2004. As submitted by Senator Nissen. New business action item E PASSES. 13-0-1. SENATOR FLINNER abstains SENATOR CIANCI moved to postpone new business action item F until January 26, 2004. SENATOR FLINNER seconded the motion. 2 F. Action Item: Approval of the 2004 CSUN Executive Board Election packet. As submitted by Senate President Pro-Tempore Cianci. (See attachment 34.06.01). The motion to postpone PASSES. 13-0-1. SENATOR MACDONALD abstains. SENATOR MULLINAX moved to approve new business action item G. SENATOR FRIEDLIEB seconded the motion. G. Action Item: Approval of the Rules for the 34th Session from the Rules and Ethics Committee. As submitted by Senator Mullinax, Rules and Ethics Chairman. (See attachment 34.06.02). SENATOR FLINNER moved to amend item 2 of the rules inserting, "CSUN" before, "standing committee". SENATOR MULLINAX seconded the amendment. Amendment PASSES. 12-0-2. SENATOR FRIEDLIEB and SENATOR CIANCI abstain. PRESIDENT MORADKHAN said it's the CSUN workroom. It's the not the senate chambers. Many different departments use it and they should be able to just as much as you. SENATOR MULLINAX said we just think senators should have priority over receptionists. SENATOR MULLINAX moved to amend the item by striking, "senate chambers" and inserting, "CSUN workroom". SENATOR IIMENEZ seconded the amendment. Amendment PASSES. 11-2-1. SENATOR CIANCI and SENATOR FLINNER oppose. SENATOR DONNELLY abstains. SENATOR CRAWFORD asked can we say that we have priority over these resources if the room isn't ours? PRESIDENT MORADKHAN said it's a work environment for everyone, but I agree I was a senator too. You should be able to use it as well. SENATOR MULLINAX moved to amend 1 to read, "senators shall spend office hours in a place accessible to their constituents". SENATOR CAZARES seconded the amendment. Amendment PASSES UNANIOMOUSLY. 14-0-0. 3 New business action item G, as amended, PASSES UNANIMOUSLY. 14-0-0. SENATOR FLINNER moved to postpone new business action item H until CSUN Senate meeting 34-07. SENATOR CIANCI seconded the motion to postpone. H. Action Item: Election of one (1) student to serve as the Senator for Health Science for the remainder of the 34th session. As submitted by Senate President Amesquita. Motion to postpone PASSES UNANIMOUSLY. 14-0-0. SENATOR CIANCI moved to move back into the order of the day to Approval of Minutes. SENATOR MACDONALD seconded the motion to move back into the order of the day. Motion CARRIES UNANIMOUSLY. APPROVAL OF MINUTES SENATOR DONNELLY moved to approve the minutes from 34-04 as published. He said that they're working with disbursements. We're still working on trying to get our own person in disbursements. She's holding an organization meeting. The dates are in her office. ELECTIONS DIRECTOR EVANS said that CSUN SERVICES DIRECTOR IZZOLO cleaned out the boxes so if your organization is missing something, check with her. ELECTIONS DIRECTOR EVANS gave her report. She said she handed out the revised copy that the board approved. If you guys can please look over it and let me know of changes by next Wednesday at the latest. Not just because you revised something. This is what the board felt comfortable with. Just because you give me a suggestion doesn't mean I'm going to put it in there. SENATOR CAZARES asked what did you change? ELECTIONS DIRECTOR EVANS said the only things we change were under qualifications. I put in what the constitution says. We changed F a. will be limited to bulletin boards. Used to say no soliciting. Now it says that they will be treated just like other buildings. I'm going to make changes and give them to or whatever and I'll just replace it at the next meeting. SENATOR CIANCI asked what's the reason behind the change with the residence halls? ELECTIONS DIRECTOR EVANS said it was brought to my attention on the grey area about what is permitted. My personal opinion is it needs to be treated like any other building. This eliminates door-to-door and posting on their door. SENATOR MULLINAX asked did you say I couldn't post inside anyone's room? 6 ELECTIONS DIRECTOR EVANS said you can't put anything on your car; it's the same as a dorm room. The school is able to go in whenever they want and we're treating it like that. Next Wednesday at 10am we're doing a trial run with Clark County and doing the laptops. If any of you are available I definitely need some help. It will probably take an hour. We're going to try 20 different "L" numbers at each location. Other than that we had a board meeting yesterday and the packet was approved. SENATOR FRIEDLIEB leaves at 3:36pm. Quorum is lost. ENTERTAINMENT AND PROGRAMMING DIRECTOR LONG gave his report. He said Tom Kaz is this week in the ballroom. There's a noon scene 1 lam-lpm on Friday. Tuesday, 29th is a movie preview of the Perfect Score at the Orleans. VICE PRESIDENT CHRISTIANSEN gave NEVADA STUDENT AFFAIRS DIRECTOR TEGANO's report. He said she sent me her whole semester and to see him or Jeanine for the dates. VICE PRESIDENT CHRISTIANSEN gave OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR'S report. He said he is sorry to let you know that OFFICE OF STUDENT INFORMATION DIRECTOR TAYLOR has resigned effective January 27. Let them know that we're looking for an OSI Director. Looking to get the website up and getting a street team up and running as well. The marketing side should be done by OSI. We'll advertise for two weeks closing Friday, January 30 and then setting up interviews and getting a guy in within two weeks. PUBLICATIONS DIRECTOR GEORGE gave his report. He said we're getting news racks in a week. I got a lot of positive feedback from issue 2. Give me some feedback. There were some errors on both mine and the printers' fault and we got $1,000.00 back. We're working on the 3rd issue and getting a theme for it. We'll have a theme for it by next week. I have an assistant director Robert Collins and hopefully Cathleen will be appointed to my board as well. We do have a website in the making. It will be done by the next Senate meeting. It will just have a link and it will have the info about submissions. It's build for free by a board member. We're going to cap the issue at 64 pages, no centerfold. It was the reason we had so many problems. We're working on getting a reception together. We can't do it for the second but we're trying for the 3rd. We want to do an indoor and outdoor thing. We're trying for a reception and with an author and the outdoor part have the people that submitted have an open gallery for them. We're thinking of charging money and donating to a foundation. We're looking at opening it up to high schools, and the person who gets selected will get published and maybe a scholarship for them as well. We're working to get Clark County and CSUN to work together. Deadlines for submissions are March 12 at 12am. The date the magazine will be done is March 27 and the 3rd issue will come out on April 12. We'll have the reception on April 18. That's all pretty much concrete. 7 SENATOR JIMENEZ said the magazine was nice but I thought that the poem had too much wasted space man I'm serious. Maybe you can put art in the background. They were good just work on that. The printing was sorta gross. I don't' think they would get as much recognition because it didn't' come out as nice. BUSINESS MANAGER HILL said you said they are going to cap it at 64. Are you going to have enough? PUBLICATIONS DIRECTOR GEORGE said we will have enough. REBEL RADIO DIRECTOR GREENROCK gave his report. He sad there is a kickoff party on Thursday the 22 from 12pm-4pm. Spread the word. I know I'm going to tell my fellow business students. There's going to be a lot of marketing going on. You guys are going to be an intricate part of what I want to do. I'm getting a laptop and going live at the basketball games. SENATOR MAYER asked have you been working on CD's or mouse pads? REBEL RADIO DIRECTOR GREENROCK said to be honest with you I've been working and I've been scrambling to get everything done by February. SENATOR MULLINAX asked if he could have his own talk show. REBEL RADIO DIRECTOR GREENROCK said no. PUBLIC COMMENT CHELSEY REBEL YELL ADVERTISING EDITOR I'm trying to get together a fundraiser for the Rebel Yell. So I'm planning a burrito blowout. BUSINESS MANAGER HILL made up the name. Were holding it in the amphitheatre from 10am - 2pm. I'd like to have 1 rep. from every organization participate. I have flyers and stuff to hand out. I need a waiver to be signed if you're going to participate. They will be in FDH 126. Just have to come see me. Whoever wins, wins a party for 50 at Baja Fresh, and free movie tickets to Brendan theaters, and I think 50 covers most the of the fraternities and sororities. You'll also get a flyer with your logo on the bottom. Which ever organization brings the most cash to UNLV: if it's guys they're getting free tickets to Show Girls and the girls will get tickets to Men. Also, we're looking for an Arts and Entertainment editor. If you know anyone to be interested in it, send them to FDH. UNFINSHED BUSINESS NO ACTION WAS TAKEN DUE TO LOSS OF QUORUM R a. As submitted by Senate President Amesquita EXECUTIVE BOARD SUMMATIONS PRESIDENT MORADKHAN said I'm going to wait to report a majority of the stuff at the next meeting. The Board of Regents meeting is January 28 and 29 at the CCSN Henderson campus. The 5% disparity issue I will be forming a committee comprised of research, and strategy, and presentation. If you want to sit on that committee contact me. I am part of the research team for the hotel administration. I will be going to Finland and Russian May 2. I will arrange with the new president to advise them later. SENATOR FLINNER asked if the chancellor is coming to the next meeting? PRESIDENT MORADKHAN said they were in violation of Nevada open meeting law so I don't think she will be. VICE PRESIDENT CHRISTIANSEN said if you know anyone interested in taking over OSI, tell them to apply. I was reading the paper the other day and read about CCSN and how in 6 months they establish residence. Students may get some money back. PRESIDENT MORADKHAN said the news about tuition. We can't promise them money back. We're looking into it, and contacting the appropriate people. SENATE PRESIDENT AMESQUITA said one Senate seat is up. By next week I'll know what seats will be open up. Advertising will be out there. To fill all the seats, it will be the 9th. You have a certain amount of weeks to report to him your semester classes about the report sheets. And we'll have the name in your box by next week. Ways and Means needs a to have a meeting ASAP. Funding has been held up since it's holding up funding and that's not fair. I need to talk to the Campus Safety and Awareness Chair about an idea. SENATE SECRETARY GOATZ leaves at 4:07pm.
