    11. and additions thereto installed by Contractor pursuant hereto, and Con- tractor shall aid the Commission in all ways possible to continue the business of maintaining and servicing the advertising displays uninterruptedly. ARTICLE XIV - HOLDING OVER In the event Contractor shall hold over and remain in possession of the premises after the expiration of this agreement without any written renewal thereof, such holding over shall not be deemed to operate as a renewal or extension of this agreement but shall only create a tenancy from month to month, which may be ter- minated at any time by the Commission. ARTICLE XV - ASSIGNMENT AND SUBLETTING Contractor shall not assign, transfer, sublease, pledge, hypothecate, surrender or otherwise encumber or dispose of this agreement or any estate created by the same or any interest in any portion of the same, or permit any person or persons, company, partnership, association or corporation to occupy the premises without written consent of the Commission first being obtained. ARTICLE XVI - RELATIONSHIP OF PARTIES It is understood and agreed that nothing in this agreement is intended or should be construed as in anywise creating or establishing the relationship of co-partners between the parties hereto or as constituting Contractor or the Commission agent, representative or employee one or the other for any purpose or in any manner what- soever. Contractor is to be and shall remain an independent contractor with res- pect to all services performed under this agreement. ARTICLE XVII - INSPECTION OF PREMISES Contractor shall allow Commission's authorized representatives access to the premises at all reasonable hours for the purpose of examining and inspecting said premises, or for other purposes necessary, incidental to or connected with the performance of Commission's obligations hereunder or in the exercise of its governmental functions. ARTICLE XVIII - DISCRIMINATION Contractor covenants and agrees that it will not, in the conduct of its business pursuant hereto, discriminate against any patron or any worker because of race, color, creed, religion or national origin. ARTICLE XIX - PERFORMANCE BOND The Contractor at the time of the execution of the agreement shall furnish the Com- mission a surety bond in the principal sum of $10,000, with a surety company as surety thereon qualified to do business in the State of Nevada, acceptable and satisfactory to the Commission, which bond shall be conditioned to insure faithful and full observance and performance by the Contractor of all of the provisions, terms, conditions, covenants and agreements set forth in the agreement to be observed, kept and performed by the Contractor, and conditioned to insure payment by the Con- tractor of all just claims for labor, etc., incurred by the Contractor in the matter of construction work and furnishing and installation of equipment required of the Con- tractor under the agreement; said bond to stand as security for all of the foregoing and shall be in conformity in all respects with Nevada Statutes applicable.
