Hawkins, of the Auburn Bar, with respect to ownership of water in California and Nevada, I am enclosing herewith copy of letter just received from Roy W. Stoddard, Special Assistant to the Attorney General, which is in response to my letter of January 30th, addressed to Mr. Jack Halley, Deputy U. S. Attorney of Nevada, with copies to you and Mr. Spencer, which letter speaks for itself. I have not as yet digested the Briefs that were sent to me by Mr. Stoddard.
