H.F.C. Dec. 1 2, 1951 DEFECTS IN WATER UTILITY SET UP WHICH SHOULD BE EVALUATED AGAINST THE PRICE ASKED BY THE UTILITY. 1 Difficulties in WESTLEIGH TRACT. This Tract is located opposite the Charleston Reservoir, on West Charleston Boulevard. During electric power failures, the Tract gets almost no water. This is because their service of water depends upon the 24-hour running of booster pumps placed at the reservoir, fumighing 50 feet additional head, which overcomes the low elevation of the reservoir, by adding that much height. 2. Insufficient ground storage, near Fifth and M a m intersection- or in th neighborhood of Huntridge- whichever area study shows in need. Average figure for cost of a reservoir is about f50,000 per Mil. Gals. Perhaps elevated storage should also be recommended* 3. Overbuilding of the 24-inch main on West Charleston Boulevard from the Reservoir down to Main Street. 4. The flowing springs, especially the polluted one, have little value. 5. Reservoir at Charleston is extremely shallow- probably only 6 feet of water depth available there. A lot of construction for only 6 feet of storage depth. 6. Some types of pipe installed are inferior. Steel pipe, and 2-inch cast iron. The 2—inch occurs in the Bonanza Village Tract, and the 6000 feet or so of steel pipe is in an area 5 or 6 blocks north of Post Office* Valves are placed in positions where operation is difficult in emergencies. For example, at the alley intersection inside the block in which Hotel Sal Sagev is located.
