Open Discussion X. Adjournment sjd CONSOLIDATED STUDENTS ENTERTAINMENT AND PROGRAMMING BOARD OPERATING POLICY (Revised June 1985) (Typed June 26, 1985) I. STRUCTURE A. The scheduling, administering and publicizing of all CSUN sponsored activities, entertainment and social events be carried on through: 1. Th e Ch a i r m a n 2. Board members, as stated in Ar.LC.le IX, Section B, Subsections 1 and 2 of the CSUN Const!LuLion. 3. Sub-commiLtces, as st ated in ?sr Liole IX, Section G, Subsection 3, Paragraph B of the CSUN Constitution. II. OFFICERS A. The Executive Officers of the board shall be the Chairman and Vice-Chairman. B. The Legislative Branch of the Board shall be the Board members. III. EXECUTIVE BRANCH A. CHAIRMAN 1. The Chairman shall be appointed by the CSUN Senate 2. The Chairman shall be the chief administrator and head of the organization and, therefore, responsible for the administration of all activities. (a) The CSUN President shall be the only authorized person who may sign contract forms for expenditures that have had the Board's approval. 3. The Chairman shall preside over all meetings of the Entertainment and Programming Board. -n 4. The Chairman shall vote only in case of a tie. 5. The Chairman shall be responsible for submitting minutes of each board meeting at the following sona te meotjng. The Vice-Chairrnan shall be appointed by the chair-man, with approval of the board. 2. In absence of the chairman, the Vice-Chairman shall assume all the powers of the chairman. 3. The vice-chairman shall have the right to exercise voting priveleges except when acting as chairman. IV. LEGISLATIVE BRANCH A. POWERS AND RESPONSIBILITIES 1. The board shall obtain, schedule, administer, and publicize ail CSUN sponsored activities, entertainment and social events. 2. The board shall be required to meet at least twice a month. 3. The approval of any activity or disbursement of funds over and above $100.00 must have a majority affirmative vote of a quorum of the board. 4. The chairman shall nominate all members for sub-committees and shall approve or disapprove all sub-committee members. 5. Board members are required to attend all board meetings. Only two unexcused absences are allowed per semester, as determined by the presiding officer of the board. B. A quorum shall consist of 50%. + 1 of the board. C. Proxy or absentee ballots will not be accepted. In the case of emergency or other situations needing immediate attention, decisions will be made by the chairman and the vice-chairman with executive board approval. V. SUB-COMMITTEES A. The board shall establish any sub-committee it deems necessary. B. The chairmperson of each sub-committee shall be a board member. 1. Sub-committee chairman shall be responsible for submitting a monthly report to the board. 2. Sub-committee chairman shall preside over sub-committoe meetings; and have the right to vote on all ;ub•committee decisions. C. Sub-commit lees shall jr.ee k when the sub committee chairman deems it necessary. D. A quorum shall consist of at least 50% + 1 of all voting members. E. Responsibilities 1. Sub-committees are responsible for the execution of all activities in their specific area. 2. Sub-committees are responsible for making recommendations to the board about scheduling of activities within their specific areas. F. The sub-committee shall consist of the following members: 1. The sub-committee chairman 2. At least two other CSUN students 3. Any other person the board deems necessary. VI. REMUNERAION A. Stipends 1. The chairman shall receive a stipend as nominated by the executive board and approved by the senate, during the term of office. 2. The vice-chairman shall receive a stipend during the term of office. 3. Any merit raises or additional stipends must be nominated by the executive board and approved by the senate. VII. COMPLIMENTARY TICKETS A. The distribution of complimentary admission and bar tickets will be as follows: Admission comps to all CSUN events: Executive Board 4 each Senators 2 each Dept Heads 2 each E&P members 1 each Bar comps none VIII. ADMISSION POLICY A. First priority shall be given to CSUN members. B. Part-time students, faculty, staff, and alumni shall receive second priority. C. General admissions shall receive third priority and shall include those individuals or groups not previously enumerated. D. Special ticket arrangements may be made for under-priveleged children or needy groups. IX. PROMOTIONAL ITEMS Promotional items given to CSUN will be given to students at selected CSUN events to encourage attendance. Any promotional items bought by CSUN will be sold to the student body at cost. These items may be sold to the general public at slightly increased rates. X. AMENDING PROCESS A. This policy may be amended by a 2/3 vote of the boards. B. /ill such amendments must have CSUN senate approval.
