CALL TO ORDER SENATE PRESIDENT ROMERO called the meeting to order at 6:11p.m. H. ROLL CALL PRESENT Rehan Anwar Phoebe Block Shawna Campbell ABSENT Jamie Fox (excused) Terry Morrow (excused) Helene Pobst (excused) Gina Dinoto Eric Fergen Thelma Johannsson O.G. OVERRIDE OF THIRD UNEXCUSED ABSENCE(S) Comprehensive list was to be distributed on Friday, June 17, 1994 by 5:00p.m. pending tape verification. SENATORS RAY and CHELLINO are listed, and SENATOR HADDOCK has resigned. SENATOR FERGEN states that SENATOR RAY is away at Army Training for three Motion to override the third unexcused absence of SENATOR RAY by SENATOR JOHANNSSON, seconded by SENATOR SCHWARTZ. SENATOR JOHANNSSON asks if SENATOR FERGEN has any contact with SENATOR RAY. No he doesn't but his three weeks are almost done and he will be back in time for the meeting on July 18th. SENATE PRESIDENT ROMERO states that there must be a 2/3 majority to allow him back in and that an abstention is considered an opposing vote. weeks. Move into a vote. Motion passes 9-2-0. SENATORS DINOTO and MCMILLIN opposed. PAGE THREE SENATE MINUTES NO. 24-23 IV. APPROVAL OF MINUTES No minutes to approve at this time, item is out of order. The minutes will all be ready at the meeting on July 18th. V. ANNOUNCEMENTS STUDENT BODY PRESIDENT BOIXO announced that she had a meeting with Dr. Kenny Guinn today and there will be a Board of Regents meeting that everyone is invited to on Thursday. She is trying to find a new place for the Rebel Yell so that KUNV and the Rebel Yell could both expand. Looking for Homecoming themes. Charlie Wright with the Thomas & Mack Center would like to move the tail gate parties before the football games to a grass area, but would like feedback on what the students think. She approves of all the Directors positions but one and she will explain it when it is brought up. STUDENT BODY VICE PRESIDENT LAGOMARSINO announced that the Governors Debate will meet at 6:15p.m. in the horseshoe to go to dinner before they meet with the Governor. There is no set number of people who can go. SENATE PRESIDENT PRO-TEMPORE PIDA announced that last Friday there was a meeting of the Search Committee for a new President, they have discussed the qualities for the type of president the school needs, anyone is welcome to attend. SENATE PRESIDENT ROMERO announced that Senator Fox has asked to be excused from the next meeting. Has chosen a candidate for the Senate Secretary position Beth Godfrey. At next meeting will ask people to fill new positions on the Senate. A. VACANT SENATE SEATS COLLEGE OF EDUCATION a. Julie Wong Motion made by SENATOR BLOCK , seconded by SENATOR VODRAZKA. SENATOR SCHWARTZ yields the floor to Julie Wong for a maximum of three minutes followed by a question and answer session. SENATOR DINOTO asks if she will be able to attend the meetings with her busy schedule? She has dropped some of her projects to make time for the Senate meetings. SENATOR DINOTO asks if she has read the Constitution? Not yet. Move into a vote. Motion passes 11-0-0. PAGE THREE SENATE MINUTES NO. 24-23 COLLEGE OF BUSINESS & ECONOMICS a. Joe Laxague b. Patrick Smith c. Sam Kushner SENATE PRESIDENT ROMERO states that there is not a grade check done for Joe Laxague yet so he is not eligible. SENATOR SCHWARTZ states that he was told by Joe Laxague doesn't want the position right now. Motion made by SENATOR SCHWARTZ to approve both eligible candidates following a two minute speech and question and answer session for each, seconded by SENATOR BLOCK. Ted Greenhalgh spoke for Patrick Smith. Sam Kushner listed his qualifications. SENATOR POBST asks if he has held leadership positions in the past? Yes, Secretary for Alpha Tau Omega. SENATOR MCMILLIN asks how he would get the Business students more involved with Senate issues? Knows many students and would spread the word among them. Move into vote. Motion passes 9-0-2. SENATORS JOHANNSSON and VOLKERT abstained. SENATE PRESIDENT ROMERO states that there are still two vacant seats one in the College of Science & Mathamatics and one in the College of Student Development. VL BOARD & COMMITTEE REPORTS SENATE COMMITTEES Ways & Means CHAIR FOX not present to speak. Rules & Ethics CHAIR SCHWARTZ does not have enough people on his committee to have a committee. SENATOR JOHANNSSON asks why he doesn't have enough people for his committee? SENATOR SCHWARTZ explains that it is because one person left so he is one person short now if anyone is interested in joining. Campus Safety & Awareness CHAIR ANWAR states that anyone interested in his committee should come talk to him. Bylaws CHAIR VOLKERT had nothing to report at this time. PAGE THREE SENATE MINUTES NO. 24-23 Ad-hoc Constitutional Revision CHAIR CAMPBELL has some deadlines to meet and needs to talk to previous members to get paperwork from them. EXECUTIVE COMMITTEES had nothing to report. BUSINESS & MANAGEMENT REPORTS BUSINESS MANAGER CALLISON is trying to close out all the accounts, and the new fiscal year will start on the first of July. KUNV 91.5 FM Radio Station Report Don Fuller explains that the transmitter is now at full power and they are licensed so they will not be fined for transmitting signals. Thanks for support. VH. UNFINISHED BUSINESS A. Approval of the FY 1994-95 CSUN Budget of $723,091.00. Item was tabled (at meeting 24-20) in accordance with Bylaw 4. Motion made to take the item off the table by SENATOR JOHANNSSON, seconded by SENATOR BLOCK. Move into a vote. Motion passes 11-0-0. SENATOR JOHANNSSON yields the floor to BUSINESS MANAGER CALLISON. SENATOR BLOCK asks what exactly the account is to be used for? Student publications such as a yearbook, magazine with student works published in it. Motion made by SENATOR SCHWARTZ, seconded by SENATOR JOHANNSSON. Move into a vote. Motion passes 9-0-2. Senators CAMPBELL and BLOCK abstained. VIII. NEW BUSINESS A. Approval of Senate Bill 24-01. Motion made by SENATOR SCHWARTZ, seconded by SENATOR MCMILLIN. Move into a vote. Motion passes 11-0-0. B. Approval of Senate Bill 24-02. Motion made by SENATOR JOHANNSSON, seconded by SENATOR BLOCK. Move into a vote. Motion passes 11-0-0. Motion made by SENATOR VODRAZKA to waive bylaw 4 for a period of three hours, seconded by SENATOR MCMILLIN. Move into a vote. Motion passes 11-0-0. C. Approval to expend the amount of $6.00 per hour plus a 12 credit fee waiver with a maximum of six credits to be applied per semester for the 1994-95 academic year for the position of Senate Secretary to be encumbered out of the 2702 GenOp) account. Motion made to amend the approval to include the candidate for the position Beth Godfrey by PAGE THREE SENATE MINUTES NO. 24-23 SENATOR SCHWARTZ, seconded by SENATOR JOHANNSSON. Move into a vote. Motion passes 11-0-0. SENATOR SCHWARTZ yields the floor to Beth Godfrey for no more than 3 minutes to speak followed by a question and answer session. She lists her qualifications. SENATOR JOHANNSSON was at the interview and says that Beth is qualified for the job. Motion made by to approve amended motion by SENATOR FERGEN, seconded by SENATOR JOHANNSSON. Move into a vote. Motion passes 11-0-0. D. Approval of Ted Greenhalgh to the position Student Government Services Director. SENATOR MCMILLIN asks if he will be at the Senate meetings? Yes, student government is very important to him, will always make every meeting. SENATOR SCHWARTZ yield floor to STUDENT BODY PRESIDENT BOIXO. She believes that he is not the proper choice for the position, she would like the Senate not to approve. SENATOR MCMILLIN asks if she believes he could do a good job in the Directors position setting her feelings of him personally aside? Yes, but there were also other people who applied who were just as qualified if not more. SENATOR SCHWARTZ yields the floor to STUDENT BODY VICE PRESIDENT LAGOMARSINO he states that he believes the pro's out weigh the con's as far as he is concerned. SENATOR VOLKERT asks if there is still a working relationship between Stephanie and Ted possible or if it has been damaged by what has happened? VICE PRESIDENT LAGOMARSINO believes that it can still work but they must also understand that Stephanie is the liaison between the students and the faculty. SENATOR DINOTO yields the floor to STUDENT BODY PRESIDENT BOIXO. The rumors spread by Ted is that she is unprofessional and bisexual. SENATOR CAMPBELL states that rumors will always be a part of the office. SENATOR MCMILLIN asks if what Stephanie said is true? No, he didn't start the rumor. PAGE THREE SENATE MINUTES NO. 24-23 SENATOR SCHWARTZ states that everyone is entitled to their own opinion. Motion made by SENATOR SCHWARTZ, seconded by SENATOR MCMILLIN. Move into a vote. Motion passes 6-0-5. SENATORS JOHANNSSON, BLOCK, MCMILLIN, ANWAR, and VOLKERT abstained. E. Approval of a $300.00 per month stipend and a 24 credit fee waiver for the Student Government Services Director out of the 2706 (StuSvs) account starting July 1, 1994 to April 30, 1995. Motion made by SENATOR SCHWARTZ, seconded by SENATOR VODRAZKA. SENATOR SCHWARTZ yields the floor to BUSINESS MANAGER CALLISON who asks that it be amended to the 2702 (Gen) account. Motion made by SENATOR SCHWARTZ to amend the approval to the 2702 account, seconded by SENATOR BLOCK. Move into a vote. Motion passes 11-0-0. Move into a vote on the amended approval. Motion passes 9-0-2. SENATOR JOHANNSSON and VOLKERT abstained. F. Approval of Cynthia Wallace as the Student Government Office of Student Information Director. Motion made by SENATOR SCHWARTZ, seconded by SENATOR FERGEN. SENATOR SCHWARTZ yields the floor to Cynthia Wallace for no more than 3 minute followed by a question and answer session. She lists her experience and qualifications. SENATOR MCMILLIN will you be at the Senate meetings? Yes Move into a vote. Motion passes 10-0-1. SENATOR MCMILLIN abstained. G. Approval of a $300.00 per month stipend and a 24 credit fee waiver for the Student Government Office of Student Information Director out of the 2702 (Gen) account starting July 1,1994 to April 30, 1995. Motion made by SENATOR SCHWARTZ, seconded by SENATOR CAMPBELL. Move into a vote. Motion passes 10-0-1. SENATOR JOHANNSSON abstained. H. Approval of Thelma Johannsson as the Student Government Nevada Student Affairs Director. Motion made by SENATOR BLOCK, seconded by SENATOR SCHWARTZ. PAGE THREE SENATE MINUTES NO. 24-23 SENATOR DINOTO yields the floor to Thelma for 2 minutes of discussion followed by question and answer session. She lists her qualifications. Move into a vote. Motion passes 10-0-1. SENATOR JOHANNSSON abstained. I. Approval of a $300.00 a month stipend and a 24 credit fee waiver for the Student Government Nevada Student Affairs Director out of the 2702 (Gen) account starting July 1, 1994 to April 30, 1995. Motion made by SENATOR SCHWARTZ, seconded by SENATOR BLOCK. Move into a vote. Motion passes 11-0-0. K. Approval of Aaron Rosenthal as the Student Government Nevada Student Affairs Assistant Director. Motion made by SENATOR SCHWARTZ, seconded by SENATOR BLOCK. SENATOR SCHWARTZ yield the floor for STUDENT BODY PRESIDENT BOIXO who speak on behalf of Aaron. SENATOR SCHWARTZ asks Thelma if she asked for an assistant. No, she didn't know about it. SENATOR CAMPBELL believes the NSA director and their board should choose the Assistant. SENATOR SCHWARTZ believes that putting two people together who don't know each other is not a good idea, this vote should be held off till they can meet. SENATOR VOLKERT believes that if they have someone qualified that it should be taken into consideration. SENATOR CAMPBELL asks if the reason he was chosen was because he was male? No, but it would very much help to have him there because he is qualified. Motion to table items J. and K. by SENATOR VODRAZKA, seconded by SENATOR MCMILLIN. Move into a vote. Motion passes 7-2-2. SENATORS VOLKERT and ANWAR opposed. SENATORS JOHANNSSON and CAMPBELL abstained. SENATE PRESIDENT ROMERO announces that the meeting must be adjourned because 3 of the senators have to leave but another meeting will need to be scheduled for sometime this week, it is decided the next meeting will be on Friday June 24th at 6:00p.m. PAGE THREE SENATE MINUTES NO. 24-23 IX. GALLERY RECOGNITION Paul Mangual lists his qualifications because he wont be able to be at the next meeting. He announced his phone number so anyone with questions could call. Jennifer Gilroy is part of KUNV staff she is up for a raise and hopes it will be approved at the next meeting. X. ADJOURNMENT SENATE PRESIDENT ROMERO adorned the meeting at 7:47p.m. ( I . II. i III. SENATE BILL 24-01 Regarding travel approval for CSUN Student Government Written by Senate President Bud Benneman Introduced by Senator Johannsson This bill if drafted into a senate By-Law will require CSUN Student Government Senate approval of all travel for CSUN Student Government. All In-State and Out of state travel requires senate approval prior to the trip regardless of the cost or the number of participants. A . Total expected expenses and a complete cost break down must be submitted to the Senate President Forty Eight (48) hours prior to the posting of the senate agenda in which the travel item is to be considered. B . A total cost breakdown of the travel item for consideration on the senate agenda shall be submitted to all CSUN senators Forty Eight hours (48) prior to the senate meeting that the item is to be considered at. C . Cost Break down include the following. 1 . Air Fare 2. Lodging 3. Car Rental 4. Per diem 5. Gifts and Entertainment Exemptions to Senate approval of travel A . Meetings which are by nature deemed as an Emergency Meeting. Emergency meeting as defined by the Nevada Open Meeting Law 241.020 (4). B . Special Nevada Legislative meetings, Sub Committees of the Nevada Legislator or Emergency Meetings of UNS Board of Regents which directly have an impact on University Nevada Students, and, or UNLV Student Government. ( SENATE BILL 24-02 REGARDING SENATE BY-LAW 33 WRITTEN BY FORMER SENATE PRESIDENT BUD BENNEMAN INTRODUCED BY SENATOR JOHANNSSON ARTICLE VI. A. EXECUTIVE BOARD ELIGIBILITY REQUIREMENTS: 1. Enrolled undergraduate student; 2. Campus G.P.A. of at least 2.0; 3. Currently enrolled in at least six (6) credits; 4. Completed six (6) credits the semester prior to application for office; 5. Completed at least forty-eight (48) credits with at least fifteen (15) credits from UNLV prior to application for office; B. DIRECTOR?ASSISTANT DIRECTOR ELIGIBILITY REQUIREMENTS: 1. Enrolled undergraduate student; 2. Campus G.P.A. of at least 2.0; 3. Currently enrolled in at least six (6) credits; 4. Completed six (6) credits the semester prior to application for office; C. SENATOR ELIGIBILITY REQUIREMENTS: 1. Enrolled undergraduate student; 2. Campus G.P.A. of at least 2.0; 3. Currently enrolled in at least six (6) credits; 4. Admitted college; 5. Completion of six credits per semester while in office; D. JUSTICE ELIGIBILITY REQUIREMENTS: 1. Enrolled undergraduate student; 2. Campus G.P.A. of at least 2.0; 3. Completion of six (6) credits while in office; E. SENATE SECRETARY REQUIREMENTS: 1. Enrolled undergraduate student; 2. Campus G.P.A. of at least 2.0; 3. Completion of six (6) credits while in office; F. INCOMPLETE CLASSES ARE RETROACTIVE OF THE SEMESTER IN WHICH THE CLASS WAS ENROLLED FOR REGARDLESS OF COMPLETION DATE: I.
