ANNOUNCEMENTS SENATE PRESIDENT DAVY announced that she will be out of the office tomorrow on a fishing trip. If you need to reach her you can call her cell phone. Meetings start promptly at 6:00 PM, please be on time. The Senate Secretary's extension cord is missing—if you borrowed it, return it promptly. SENATOR POWELL arrived at 6:03 PM. APPROVAL OF MINUTES SENATE PRESIDENT PRO-TEMPORE GONZALES moved to approve minutes 30-30, seconded by SENATOR BOWERS. Move into a vote on the motion. Motion passes (20-0-0). V. BOARD AND COMMITTEE REPORTS A. Senate Committee Reports There were none. B. Faculty Senate/University Committee Reports There were none. C. Business Manager Report Business Manager Jim Moore reported expenditures of $468.00, $40.00, $54.00, $468.00, $229.00, $367.41, $17.90, $57.60, $50.00, $45.00, $55.65, $25.75, $500.00, $50.00,$ 41.87, $5.31, and $300.02. D. Directors' Reports Brooke Bohlke - Director of Nevada Student Affairs DIRECTOR BOHLKE reported that Choose or Lose went really well. The next project she is working on is a voter guide. This is a tool to help the students make more educated voting decisions on the issues. There will be need of Senators help on this project. RHA meetings will take place to speak to students and disperse these on campus. There is talk about having a bus for election week to take students down to do early voting. There could also be voting competitions in the dorms to see who can get more people out to vote and there would be prizes. There is an upcoming conference in Washington, DC and there is discussion of sending one or two people to prepare student leaders. Anyone interested please initiate contact with Director Bohlke. Jennifer Hale - Director of CSUN Services DIRECTOR HALE reported that the CSUN list of organizations is done. They will be in senate boxes tomorrow. She is working on a master list of UNLV organizations and contacting departments to get the information. If anyone knows of any events that would be pertinent for organizations, she can send out information. Give her the information on events so the other organizations can be informed of campus happenings. She is compiling the information as well as the feedback from other organizations to see what can be changed or improved with the application process. There were no questions for Director Hale. Sean McClenahan - Director of Entertainment and Programming DIRECTOR McCLENAHAN reported: "Choose or Lose went very well with the exception of a few minor kinks. It's my understanding that it was one of the most successful concert events put on by CSUN. If any of you don't know, we beat Air Force this past Saturday by a score of 34-13. This weekend we play UNR, we haven't beaten UNR since 1994 - and now it's our turn to take the cannon back! The game starts at 7pm, so Rebel Experience starts at 4. Speaking of Rebel Experience, President Moradkhan and I have a meeting with Terry Cottle tomorrow. Apparently there have been complaints by donors and alumni about the choice of bands - so we will simply explain to them that CSUN money is to be used for the students, and the bands we choose are for the students, not the alumni or donors. If this message isn't well received, we will simply pull ourselves from the Rebel Experiences, and set up a pad across the street, which is where the students are anyway. Now I'm working on the pre homecoming concert - Friday Night Ruckus." Director McClenahan also gave out a special thanks to SENATORS DAYANI, BOWERS, M. MORADKHAN, SENATE PRESIDENT DAVY, STUDENT BODY PRESIDENT MORADKHAN, STUDENT BODY VICE PRESIDENT KNAPP, and STUDENT BODY VICE PRESIDENT PRO-TEMPORE GREEN for their help in the clean up of Choose or Lose. There were no questions for DIRECTOR McCLENAHAN. Jason Smylie - Director of Office of Student Information DIRECTOR SMYLIE was not present at the meeting, however, STUDENT BODY VICE PRESIDENT KNAPP reported there was no OSI page this week in the Rebel Yell because of Senate Elections. There were no questions for STUDENT BODY VICE PRESIDENT KNAPP about DIRECTOR SMYLIE'S report. Holly Wainscott - Director of Elections DIRECTOR WAINSCOTT was not present at the meeting, however, STUDENT BODY VICE PRESIDENT KNAPP reported for her. He reported that she had an elections board meeting this past Friday. There will be board members in the CSUN office for the next month. They will be wearing name badges. There is an official elections board meeting this Friday at 1:30. Homecoming filing forms are due Friday. There is a required candidate meeting this Friday at 6PM in beam 109. Senate candidate forums went well, although there was a low turn out for candidates. The biographies are in the Rebel Yell today. Director Wainscott thanked Director Smylie for putting that together. Director Wainscott specified her items on this evening's agenda. Item E deals with Voting Locations. These locations were used last year. They worked well, and should be used again. Item F has already been calculated into the Elections budget. The amount did increase from last year's cost because of two days of elections this year, instead of one like last year. Director Wainscott will be in tomorrow if anyone has any questions. The golf cart will only be available for us of the election board on Wednesday and Thursday. There were no questions for STUDENT BODY VICE PRESIDENT KNAPP about DIRECTOR WAINSCOTT'S report. VI. OLD BUSINESS VII. NEW BUSINESS A. Action Item: Discussion/Approval of allocating an amount not to exceed $500 for Brooke Bohlke, Paul Moradkhan, Steph Davy, and 1 senator for travel and accommodations in Reno for the October Board of Regents Meeting. Costs to be encumbered from the CSUN 2702 FY 00-01 (travel) account. As submitted by Senate President Pro-Tempore Gonzales; SENATOR BOWERS moved to approve, seconded by SENATOR CORNELISON. SENATOR M. MORADKHAN asked when the meeting is. STUDENT BODY PRESIDENT P. MORADKHAN said the meeting is October 18th and 19t h . It will only be one day of business so that everyone can make it back for Homecoming events. SENATOR GEFFEN moved to amend the item to replace $500 with $1000 and to replace "one" with "three senators", seconded by SENATOR PEISTER. SENATE PRESIDENT PRO-TEMPORE GONZALES said that there are three senators interested in attending the meeting, but only one will possibly be returning for the next senate session. She recommended that we keep it with one senator because of room accommodations. SENATOR HOLBRON said that she could see one senator attending, but not three. SENATOR HOMAMPOUR sees this meeting as a short one. He thinks it would be better for these senators to attend a full meeting, instead of a partial one. SENATOR POWELL asked why they wanted to go. He asked if they had pertinent business at the meeting. SENATE PRESIDENT DAVY said there is no pertinent business needed for their attendance. SENATOR DICK said he is interested in going because the College of Sciences didn't receive any money and because the Board of Regents has a lot to do with that. SENATOR DAYANI asked if the other two Senators interested in going had anything to say. SENATOR BROWN said he is with the Fine Arts College and that he is interested in the appropriations for his college. SENATOR BROWN yielded the floor to DIRECTOR BOHLKE. DIRECTOR BOHLKE said the agenda hasn't come out and asked if they were planning on talking to The Board? As far as the final budget is concerned, she said, it went through the last Board of Regents meeting. SENATOR DICK yielded the floor to STUDENT BODY PRESIDENT MORADKHAN. STUDENT BODY PRESIDENT PAUL MORADKHAN said that in terms of the College of Sciences, there is discussion of a multi-million dollar Science center. He noted that he thinks it is a good learning experience, we just need to decided how many to send. SENATOR BOWERS ascertained that the next meeting would be down here and if they are simply interested in going to attend a meeting, they should attend the meeting scheduled in Las Vegas. STUDENT BODY PRESIDENT MORADKHAN replied that the next meeting down in Clark County would not be for four months. SENATOR HOLBRON said that she agreed with SENATOR BOWERS and that they should spend the money elsewhere. She thinks we shouldn't send one senator at all. She said we should vote and be done with it. There was no further discussion on the amendment. Move into a vote on the item. Motion passes (12-8-0). (SENATORS HUMPHREY, SOLDANO, BOWERS, GONZALES, HOLBRON, HOMAMPOUR, PELTYN, and GEFFEN opposed). SENATOR M. MORADKHAN moved to amend the item to read "for senators to be PEISTER, DICK and BROWN", seconded by SENATOR BOWLAND. Move into a vote on the amendment. Motion passes (19-0-1). (SENATOR HOLBRON abstained). Move into a vote on the item. Motion passes (17-1-2) (SENATORS HOMAMPOUR opposed and SENATORS BOWERS AND HOLBRON abstained). B. Action Item: Discussion/Approval of allocating an amount not to exceed $1152.00 to assist the UNLV Marching Band in purchasing new baseball caps. Action Item: Discussion/Approval of expending an amount not to exceed $1200 to co-sponsor World AIDS Day 2000, as submitted by Senate President Pro-Tempore Gonzales; SENATE PRESIDENT PRO-TEMPORE GONZALES moved to approve, seconded by SENATOR PEISTER. SENATOR DAYANI asked how the decision was made regarding the location of the event. SENATE PRESIDENT PRO-TEMPORE GONZALES yielded the floor to Phil Burns, who yielded it to a student volunteer at the health center. She reported that after they get the panels they would display them in the MSU. The more panels they are able to get the bigger it will be. SENATOR DAYANI asked if there was any chance to put it anywhere else other than the Union. She noted that many people do not come in because of the Greeks. The representative noted that the MSU is a high traffic area. She said they have other projects that they are doing as well to make them aware the Quilt is being here. Facing of Courage is a mold of people living with AIDS. They also have silhouettes - man made people that have died or are still living with AIDS from Nevada. These, she said, will be on campus as well. This will display information and give out red ribbons. During the week there will be tables where there will be more traffic. Between information and hearsay and other items people will know why they should come to the MSU. SENATOR MORADKHAN asked if we had pieces here last year and who sponsored that event. Phil Bums noted that Clark County Health District sponsored one panel and will again this year. AFAN is helping as well. Student Health Center is helping us out as with funding too. We want to have more than one piece of the quilt. This funding could bring 6-8 panels. SENATOR MORADKHAN asked if they would be placed all over campus. SENATE PRESIDENT PRO-TEMPORE GONZALES yielded the floor to Phil Burns. Phil Burns made two key points. He said the panel is almost sacred - and that it is required to be monitored and that it is safe from weather. CBC is possible as a location, but there must be protection. They chose the MSU as the best option. SENATE PRESIDENT PRO-TEMPORE GONZALES moved to amend the item to read "to expend to Campus Community Development, funds to be encumbered by the FY 2000-01 account", seconded by SENATOR FLEMING. Move into vote on the amendment. Motion passes (20-0-0). SENATOR HOLBRON asked SENATOR DAYANI what the fuss is about non- Greeks not coming into the MSU? SENATE PRESIDENT DAVY reminded SENATOR HOLBRON that the discussion must be in reference to the item. SENATOR HOLBRON mentioned her concern with this to be in regard to the location of this event and to make sure the vote is fair on her part. SENATOR DAYANI said the concern is that constituents would avoid the Union at certain times because they do not just pop in. She thinks that as there is advertisement across the campus that non-Greeks will feel free to come into the Union and see the Quilt. SENATOR FLEMING asked Phil Burns about the expenditures and their totals. Phil Burns noted that some of the donations are not dollar valued. There are no exact amounts on some. He said that they just knew they were getting those contributions. SENATOR GEFFEN asked Phil Burns what the leftover funding from us would provide since the 6-8 panels cost 1000 dollars and we are possibly approving 1200. Phil Burns said that you have to pay 150 ahead of time to reserve the Quilt. Then there is a left over range for funding changes. The left over monies would then contribute to other AIDS information/prevention materials. SENATE PRESIDENT PRO-TEMPORE GONZALES noted that if CSUN decides to approve this it will say that Student Government brought this to you. This would make it known that CSUN sponsored the event. I think it would be a good thing for us to do. Move into a vote on the item. Motion passes (20-0-0). D. Action Item: Discussion/Approval of an amount not to exceed $5,000 for the Friday Night Ruckus Homecoming Event. Funds to be encumbered from CSUN FY 00-01 2702 E&P Account (see attachment). As submitted by Senator Bowers; SENATOR M. MORADKHAN moved to approve, seconded by SENATOR HUMPHREY. Move into a vote on the item. Motion passes (19-0-1). (SENATOR HOLBRON abstained). E. Action Item: Discussion/Approval of Roving Voting Locations for the 2000 Senate Election: Carlson Education Building and Bigelow Health Sciences. As submitted by Senator M. Moradkhan; SENATOR GEFFEN moved to approve, seconded by SENATOR BOWERS. SENATOR DICK asked what these two locations were in addition to. SENATE PRESIDENT DAVY said that in the Bylaws it states that there is an allotment for two roving locations, and these are the ones recommended by Director Wainscott. Move into a vote on the item. Motion passes (20-0-0). F. Action Item: Discussion/Approval of expending an amount not to exceed $850.00 to Collegiate Election Services for the Homecoming Election. As submitted by Senator M. Moradkhan; SENATOR BOWERS moved to approve, seconded by SENATOR PELTYN. Move into a vote on the item. Motion passes (20-0-0). VII. PUBLIC COMMENT {in accordance with N.R.S. 241.020 (2)(c)(3)} There was none. VIII. EXECUTIVE BOARD ANNOUNCEMENTS AND SUMMATIONS STUDENT BODY VICE PRESIDENT PRO-TEMPORE GREEN said that there were minor problems with Choose or Lose. A lot of problems are learning experiences for Rebelpalooza. This will provide for an awesome Rebelpalooza. He is happy the band did not receive the funds for the hats. They have been volatile and negative in the past and he wanted to say thanks. STUDENT BODY VICE PRESIDENT KNAPP reported that the director's reports are in your boxes. This Thursday is Take Back the Night. It is at 5:00. That is a great event to participate in. STUDENT BODY PRESIDENT P. MORADKHAN announced that take back the night is Thursday. CSUN is co-sponsoring the event. The Homecoming packets are due tomorrow. The advisory council is working on the newsletter with the election stuff, there are still some holes, but it will be finished tonight. He had a meeting with the Ethnic Student Council. He thinks we will communicate much better with them in the future. He appreciates them coming to the meeting. MSU Advisory Board is this Thursday. He needs one senator to please put in an application. On Saturday from 4-7 students will be able to get the stickers for their ID's for entrance into the football game. CSUN will have the receptionist out there. Sean commented on the Rebel Experience - it has been brought to his attention that students are not attending. We are thinking of moving to where everyone else is tailgating. If you are attending the Board of Regents meeting you must also attend the Nevada student alliance meeting. Good luck with the Senate Elections to all the candidates. He hopes you'll do well for re-election. Don't take anything personal to what they write about in the Rebel Yell either. SENATE PRESIDENT PRO-TEMPORE GONZALES wanted to thank the Senate for passing Item C. She's glad you didn't make a motion on Item B. They had already purchased the caps and wanted reimbursement and expected it. She asked Senators to tell her if Wednesday, October 25t h is an okay date for the banquet—tell her during your good of the senate. SENATE PRESIDENT DAVY wanted to apologize to the Ethnic Student Council. She said that she had called them for a potential budget constraint. She didn't expect them to take it as hostility as that was not what the purpose was. She reminded Senators to put up any items they may ask for. She noted she is glad that we skipped over item B. She doesn't feel they should get anything from us because they expect it and that is not right. If no one makes motions on items within ten seconds she'll move on. It was great to make some discussion tonight. IX. GOOD OF THE SENATE SENATOR BOWERS said the 25t h is fine. She had a lot of fun, even though she picked up trash for four hours at Choose or Lose. Other than that it was a fun weekend. She hopes everyone has a great week. SENATOR RING said that the 25t h is fme. SENATOR SOLDANO said that the 25t h is fine. SENATOR POWELL said the 25t h is fine. SENATOR CORNELISON said that the 25t h is fine. She recommended Olive Garden for food. SENATOR M. MORADKHAN said the 25t h is fine and that PF Changs is great for food. She said thanks for everyone for Choose or Lose. Besides getting kicked in the head it was fun. She won't be here next Monday. SENATOR M. MORADKHAN yielded the floor to STUDENT BODY PRESIDENT P. MORADKHAN who said he needed to thank Dr. Mills. He said she saved us on Friday night. She was here beyond 5:00 helping us with problems we didn't expect to happen. Thank her if you see her. She is really great. SENATOR HUMPRHEY said that the 25t h is fine and that she doesn't care where they SENATOR BROWN said he has been helping people campaign for political office. Some candidates in town said they were impressed with Choose or Lose. SENATOR DEBELAK noted that the 25t h is not good for her - she has class until 9. She said she would come late. As far as the band caps go, she said for four years she has received a cap and she never wears them. SENATOR FAUSKE said the 25t h is fine. Good luck for those running in the senate race. He also asked for candidates to please attend the forum—today's forum was a poor reflection on student government. SENATOR DAYANI said she couldn't attend the forum today as she had a test and opted to study. As far as the Quilt, if she came off rash, she was concerned with the building, not the program at all. She thinks it's a great event. She is very happy it was passed. The newsletter you passed around is lacking Urban Affairs. Agendas have been missing - please stop taking them from her box. Good luck to everyone running in the election. She is disappointed with some of the members of CSUN because of their lack of help after Choose or Lose. Her legs still hurt from picking up trash. She would have liked more help from CSUN. She said that you all took these positions, you need to follow through with them. It seems to be a reoccurring pattern with members of senate and other members of student government. The event went very well overall—she is proud of E-board, Sean, and Brooke's work. You all handled it very appropriately. She also remarked that the 25t h is fine. SENATOR GEFFEN said she had a lot of fun at Choose or Lose. She also said good job to Director Bohlke. SENATOR BRINK arrived at 6:50PM. SENATOR BRINK said she had class and sorry she just now arrived. She said she could make the banquet. SENATOR DICK said he is glad he can go to the Board of Regents meeting. He said he is glad to see people showed up to Choose or Lose so the Rebel Yell didn't slam us. He said he should be able to make the banquet. SENATOR PEISTER said he might not make the banquet. For the record, The Rebel Yell endorses certain candidates. The hallmark to a good paper is objectivity, and it is clearly not shown in this case. SENATOR PELTYN said that the 25t h is fine. Due to the high cost of the event; next year anyone under 18 should have to pay five dollars or something. The point was to get people to register, right? SENATOR FLEMMING said she would try to come Oct 25t h . She'll try to get off work. She said she went to Choose or Lose. She said it was alright; she sat with Monica and saw her get his head kicked. She only stayed until 9 because she wasn't feeling good. She would've otherwise picked up trash. It was great though overall. She thinks Sean needs to be recognized. Although the crowd wasn't totally ideal, we had a huge attendance. SENATOR HOMAMPOUR said the 25t h is fine. He recommended Buca de Beppo. He noted Choose or Lose went well. He yielded the floor to VP KNAPP. VP KNAPP said that one of the reasons why we only had 200 voter registration forms completed was because they ran out of forms. They weren't expecting so many people to register. SENATOR HOLBRON said thanks to everyone. She has been absent from meetings because her daughter is playing volleyball and she has been attending those games. She didn't make a motion on item B and said that she knew she could make a motion, but chose not to. Her agendas have been missing too—stop taking them. She said she still doesn't know what Greeks do - she has never had a problem—she is just curious. She wanted to let you all know that she is working on a project that she handed over to Flemming. She joined the mentor program on campus—it's a great program. You just make a good friend and help someone out new on campus. Choose or Lose was a situation like in high school she said. It is like when someone has a party for 6 and 75 show up. She showed up with her two children and husband and thought to make it a family event. She got there shortly after 7 and was shocked. She's not blaming anyone. The field reeked with marijuana and alcohol. The tables were bare — no pamphlets. She left a note for SENATE PRESIDENT DAVY and took her young children to the carnival. She thinks it's just a rough situation. Still doesn't know how to explain it. You simply learn for next time. DIRECTOR McCLENAHAN said that the alcohol would be controlled with fencing, but public safety didn't think the fencing was necessary. Our Sergeant on duty is not the easiest man to talk to. He can't calm people down. They thought it was better to not have them take the alcohol away because of his temperament. SENATOR HOLBRON ended her remarks with the reminder that she wasn't blaming anyone - it's just one of those things in life. SENATE PRESIDENT DAVY said in response to the Greeks question. Her favorite phrase used to be "Damn Greeks! Get out of the way!" They get in the way, people get ticked off. Now she is one, as she said sorry. She also asked for people to stop stealing agendas.
