Screening Committee Ray Cerrillo reported the Committee screened and approved the following organisations: Brothers of Devotion, Black Student Union, Preprofession&l Club, Spirit Girls, Resident Student Assoc. of UELV, Metamorphosis Org., Delta Sigaa Pi Fraternity and Biology Club. Motion by Ray Carrillo to accept all organizations approved by the Screening Committee. Seconded by Curtis Haggard Motion carries Mr. Carrillo also reported Larry Kiser was screened and approved as a siesiber on the Day Care Center Board. Motion by Ray Carrillo to accept Larry Kiser as a member of the Day Care Center Board. Seconded by Alfred. Kinghast Motion carries Mr. Carrillo further reported the candidates for University College were screened, however, Mr. Carrillo did not want to submit then for approval until the vacancies were publicised, in accordance with the Screening Committee Guidelines and By-Laws Diaucssion The Chair stated since the Committee did not wish to submit the candidates S'or approval, it will be assumed that a no-vote was submitted by the Committee. A 2/3 vote of the Senate «ras required to override the action of the Screening Committee. Therefore» the Chair would consider the Operating Policy of the Screening Committee to be in contradiction to the CSUK Constitution, Motion by Barbara Alford to override the committee. All policies concerning the use of the building will be consistent with general University policies. It is assumed, how-ever, that the people of Las Vegas and the State, individually or in their various organizations, occasionally will request special services. For purposes of clarification, three categories of service are defined. CATEGORY A: The Moyer Campus Student Union will undertake to provide services for individuals and group such as students, almuni, faculty and staff. Scheduling will be on the basis of priority and eligibility. CATEGORY B: The hospitality of the University is extended to guest groups through various departments and organizations within the University. The Moyer Campus Student Union will endeavor to serve such group when schedules can be worked out which do not conflict with basic services to the University constituency. It will be necessary for such groups to cover the expenses of services rendered. The Board of Regents have indicated that the Union facilities may not be used for the purpose of raising monies to aid projects not related to some authorized activity of the University or of University groups. Title 4, Chapter 18, Page 5 of 6.' CATEGORY C: The University may have the opportunity to serve as host to groups with which it has no direct affiliation. The Moyer Campus Student Union may upon recommendation of the Union Board undertake to serve such groups, provided that: 1. The rendering of such service does not conflict with programs of the University constituency. 2. The rendering of the service is not in conflict with the best interest of local community. 3. Reservations are generally not acceptable more than three months in advance. 4. Reservations will not be made for fundraising or individual profit, except by recognized charities and political parties. 5. Reservations are not for use by non-University groups to sponsor events for other than their own membership. The Student Union Board reserves uH® right to deny use of the Student Union to anyone included in one of the preceding categories. The Moyer Student Union Board shall delegate the authority and responsi-bility for the daily operation of the Student Union to the Union Director The Union Director shall hire an assistant director, custodians, and other necessary staff to assist in the daily management of the Student Union. Final authority on all matters of policy and operation shall rest with the iioyer Student Union Board. ROOM RESERVATION POLICY 1. RESERVATIONS: A. Any official member of a recognized University organization may make room reservations for functions of his group. All reservations for facilities and services available in the Student Union Director's Office. B. Reservations are filled in the following order of priorities: 1. Consolidated Students, University of Nevada (CSUN) , its appointed committee and boards shall be given first priority in scheduling of events. They are permitted to reserve one year in advance of the event. 2. Student organizations officially recognized by CSUN shall be given second priority in scheduling of events. They are permitted to reserve one year in advance. 3. Official University sponsored functions shall be givea third priority in scheduling. Facilities for these events may be reserved three months in advance. 4. Faculty, administration, staff, and alumni shall be given fourth priority. They are permitted to reserve two months in advance. 5. Other groups shall be given fifth priority in scheduling. They are permitted to reserve one month in advance. II. TIME . ' v A. Groups should reserve room3 for meetings at least one week in advance. Available space will be allocated in accordance with the preceding priorities. B. If the Director's Office receives two or more requests for the same facility at the same time and date, from groups included within the same priority, the conflict will be solved on the basis of the following: 1. Date request submitted. 2. Number of students affected by the event. 3. Interest of the event to the whole University. 4. Comparison of facilities requested with those available elsewhere. C. On Friday and Saturday nights, during the school year, the Ballroom is reserved for student use only. The Director shall not schedule the Ballroom for other groups, unless no prior commitment has been made as of one week prior to the affected date. D. At all times, at least one, second floor lounge will be left for unscheduled student use. E. Certain groups using the Student Union may be required to furnish security for their own events. F. The Student Union Board shall establish and have available for distribution a list of charges and fees for the use of the Student Union's facilities and services. The Student Union Board reserves the right to waive, reduce or Increase such charges and fees. III. SPECIAL SERVICE A. Groups will need to request chairs, tables, and other room set-ups at least 48 hours before the meeting date. Groups meeting regularly and requiring the same set-up may make requests in advance for a series of meetings. -3- B. Groups will be charged for the cost of any special set-up above and beyond the normal jauitorial service provided by the Union. IV. FOOD SERVICE A. Food served in the Union must be provided by the University Food Service unless other arrangements are made with the Food Director. • i B. A guarantee is required for reservations and arrangements for catering. GENERAL RESERVATION PROCEDURES AND POLICY FOR NON-UNIVERSITY GROUPS I. All requests for use of the Union facilities by non-University groups must be in writing. This request will be made on a form supplied by the Moyer Campus Student Union. II. The Union Board shall meet at least once each month and consider all requests from non-University groups. III. Groups will be notified of the recommendation of the Union Board and space is reserved for them in the building in accordance with the recommendation of the Committee. Groups for which no policy has been set are informed that this is a tentative res-ervation subject to the final approval of the Union Board. IV. Space may be reserved only by a formally organized group. Normally, reservations for non-University groups are not accepted rore than three months in advance of the date the space is needed. V. Non-University groups are not allowed to use the Union facilities for regular meetings of the organization. VI. The Union facilities are not available to non-University commercial groups. VII. Although non-University groups may have been granted the privilege of using the building previously, each request must be submitted in writing and pass through the normal administrative procedure. -4- \ OFF-CA;IPUS STUDENT GROUPS Use of the Iloycr Cdmpuu Student Union is a right and ptivilege of the students of the University of Nevada, Las Vegas by nature of their registration in the University. Granting the same privilege to other university students would diminish the value and availability of this privilege. Therefore, our facilities are not to be made available to studeut groups of other institutions of higher learning. The Union Board reserves the right to make exceptions to this policy. FOOD SERVICE POLICY The following policy has been written in recognition of the interde-pendence and need for close cooperation of the Moyer Campus Student Union and the University Food Service. As both of these organizations are designed to provide maximum service of the University community, the following policy is offered to help attain this goal. Arrangements should be made at least two weeks in advance. Hours: Hours, as posted, will be determined by the University Food Service and reviewed by the Union Board. Price Structure: The food prices will be determined by the Director of the University Food Service. The Union Board reserve the right to review the general price structure with the Director of the Food Service at any time, and shall have the right to review any general price increase before it goes into effect. Catering Service: The catering service is proved as a service to the University community* ' In order that it will be as efficient as possible, the following re-gulations should be observed. I. The Food Service will provide 10 per cent above the guarantee. II. The guarantee should be provided no later than 24 hours before the event. III. Groups are encouraged to hold their events during the normal meal hours in order to insure the most efficient service. All food served in the Moyer Campus Student Union must be provided by the University Food Service with the exception that recognized student organizations may bring in light refreshments to meetings held exclu-ilvely for their membership in the Union Building with the following stipulations: I. All refreshments brought itl are restricted to light refreshments such as punch and cookies. 11. All equipment and materials needed for refreshments that are brought in shall be provided by the student group involve. 111. Intention to bring in refreshments must be indicated at the same time that room reservations are made. IV. The individual student groups must clean up completely within their assigned room time or forfeit the privilege of bringing in light refreshments. Reinstatement of this privilege shall be at the discretion of the Union Board. V. No alcoholic beverages will be allowed in the Union Building unlof* approved by the President of the University* . KEY POLICY I. Building Master Keys will be issued only to staff persons whose duties require access to the total building. I. Area Master Keys will be issued only to staff persons whose dutiefc require access to the total area. III. Individual room keys will be issued: A. To staff persons, or students on the payroll of the Union or students on the payroll of student organizations housed in the building, ONLY AS REQUIRED BY THEIR WORK SCHEDULES. In all cases, Issuance of the final paycheck for services rendered will be withheld until any or all keys issued have been returned. B. In the case of non-payroll students a stop enrollment may be issued until the keys are returned. C. Only by special exception will keys be issued to students rather than those covered above. In such cases, a $1.00 deposit will be required on each key. Any re-keying or changing of locks will be at actual charge plus labor, charged to the organization. IVv • Signing out of keys for temporary room or office admittance: Daily schedules of room reservations for meetings and work schedules will be posted and janitors on duty will open and lock doors accord-ingly. In emergencies, keys to open meeting rooms or offices (individuals room key only) will be Issued (if janitor is unavail-able to open the door) to approved persons representing student organizations. Said persons must be known by the receptionist on duty and/or Identified by properly signed cards issued by the head of the organization. MAIN DESK POLICY General Information: The main desk will provide a general information service for the University Union as well as for the entire campus as reported. To this and it will maintain current files of schedules and data. It will'also, provide a general hospitality - service for the Union and the University. Lost and Found: The Union as well as the University Central Lost and Found repository will be maintained at the Main Desk. The Student Union will periodi-cally dispose of unclaimed items through various charitable organiza-tions in the community. Unclaimed textbooks may be released to student service organizations which handle the resale of used books. Library books will be returned to the Library after five days. ASSESSMENTS FOR DAMAGES AND LOSSES Any group or individual accountable for any damage or losses occurring during, or resulting from individual conduct or group activity in the Union, shall be assessed on the basis of the actual cost of repair and/ or replacement, as determined by the Director. Organizations assigned office space will assume the above stated ability during the assigned period. Outside organizations must have appropriate insurance when using the building. Any movement of furnishings ccnd equipment in or out of the building, or between rooms within the building, alternation of electrical wiring, or changing fixtures in any wccy will be done only with the approval of the Director, and under the supervision of Buildings and Grounds. ADVERTISING POLICY 1. All posters, advertising cards, banners or any media must be cleared and approved before being displayed in the Union. Each approved item must be stamped or initialed at the Directors Office. A. Advertising or campaign signs posted within the Student Union shall not exceed a size of 36' x 36'.' Posters are restricted to specific posting areas, and the green checkered wall of the Student Union. There shall be no posting on the glass or painted surfaces of the Student Union. 2. All outside advertising must be cleared by the Buildings and Grounds office. 3. Other than the green and white checkered wall, no posters will be allowed on the walls, doors, or windows. 4. Inasmuch as signs and displays may be viewed by everyone without the exercising of any individual choice, the staff of the Union reserves the right to remove those signs which contain profane, indecent, or lewd expressions. 5. Special permission must be given before cards, posters or tents are placed on tables and desks. 6. Off campus groups are not allowed to advertise in the Union. SELLING & SOLICITATION Permission to sell, solicit, recruit, or propagandize must be obtained from the Director's Office at least one week prior to the proposed date. These activities must be confined to those areas designed by the Union Director. LOANING OF EQUIPMENT Furniture and equipment ie the property oj vtmv, ana ve not to be Loaned for uae outside the Moyer Student Union. DECORATIONS POLICY 1. All decorations must be approved by the Director or the Assistant Director. Written details must be submitted three days before the 2. No tacks, nails, or scotch tape are allowed. 3. No fish ponds, drinking machines ot fountains are allowed in the building without special permission. 4. Pins ot drapes, kerosene lamps and exposed wiring are prohibited. 5. Decorations must be taken down immediately after the function. If the decorations are not taken down, help will be hired to remove them and the organization will be billed for the labor. Requests for the use of space in the Union by groups of a political nature are to be submitted to the Union for their recommendation. The Union Board will regard requests from such groups as subject to the same restrictions as other groups in Category C under the General Policy of "Serving our University and the Public." Community Groups WEST LOUNGE CHARGES AND POLICIES: Where complete meals are furnished, there will be no rental charges for areas used for serving meals. All groups using the Ballroom will be required to pay for security, authorized ticket takers and sellers.
