Rulers plunder the public, take a share of the booty, and then shower the people with "bread and circuses" (student government sponsored concerts, parties, lectures, Scantrons and employment) to gain they're support. Later on in the letter it states: Support need not be active but can be in the form of passive resignation, as is true at UNLV. A government without support can not endure, but will soon collapse under resistance of the masses. Government attracts those most adept at accomplishing their ends through coercive rather than voluntary means. The most proficient liars, knaves, thieves and bullies rise to the top. Student government is no different — it is a training ground for tyrants. The ruling elites benefit most from student government. Many of them receive TUITION WAVERS, STIPENDS, and other perquisites like plushlv remodeled offices. Until student government is abolished or at least made voluntary. Colebrook and his minions will continue to suck like harpies on students' wallets. Around 1,000 students voted in the last CSUN election, out of a student population of 18,000. This proves that the students are at best apathetic about student government. Just look at our audience today to prove that point.Therefore student government must not be satisfying the students who pay $2.40 per credit to support it. I totalled up the appropriations from the student senate meetings of March 18th and 25th and April 1st, 8th and the 29th. I added up all the appropriations for student services, such as the carnival, book exchange, money for student organizations and entertainment. My rough total came to $34,960. Then I totalled the appropriations for money spent on services for the student government, such as the awards banquet and stipends. It totalled $21,796. $16,450 of which will go DIRECTLY INTO THE POCKETS OF MEMBERS OF THE STUDENT GOVERNMENT IN THE FORM OF STIPENDS FOR THE PERIOD BETWEEN MAY AND OCTOBER. This means 38.5% of all money appropriated during this period was spent on the people in student government. 28% of all money appropriated will go directly into the pockets of a person in student government. I am not attacking the CSUN officers or E-board chairs. I am not attacking any individual member of the student senate individually. I am attacking STIPENDS, PRIVATE STUDENT GOVERNMENT PARTIES AND THE SENATE AS A WHOLE. I am not insinuating, that the people receiving stipends do not work hard or not deserve compensation. I am saying that we as a senate cannot decide whether or not these people deserve compensation or the amount. The people who should determine the issuance of compensation should be the students paying $2.40 per credit to the student government, and whose interests we claim to support. IN order to shake the label of "tyrants" and money sucking "harpies" we must make student government voluntary and let the consumers of it (namely the students), decide what compensation the officers and board chairman deserve. Director White explained that the concert cost E&P about $2300, but that they were not e x p e c t e d to break even. He thanked the Senate for their support this y e a r . He answered q u e s t i o n s by P r e s i d e n t K o s t m a n. O R G A N I Z A T I O N S Director Whitstone: Thanks for allowing me to be the D i r e c t o r , and hopefully I will be so again next year. He answered question concerning the O r g a n i z a t i o n s surveys by S e n a t o r Fisher. President Kostman confirmed the good reports from the s u r v e y. CSUN BUSINESS MANAGER Lori Snyder: Last meeting we approved $ 5 0 0 , but only $50 was n e e d e d , so I put the paperwork through for $50 o n l y . She passed out budget u p d a t e s. R U L E S Chair Fisher: I don't want to have anymore m e e t i n g s this s e m e s t e r so we probably won't. Only one Senator came to me, and everyone else is blowing me off, but I will catch up. If you don't have your speech done, come see me, we can discuss the a l t e r n a t i v e s later. He answered question by Senator Bunin and Senate President Pro Tempore Romero concerning the number of Senators who have completed their speeches by stating that a b o u t \ of the Senate has either not turned in forms or completed the speech r e q u i r e d. Senate President B e n n e m a n informed Senator Yohe that he was out of order, and that he can bring it up under item B of this s e c t i o n . S e n a t o r Hall requested explanation of the 20 hour l i m i t a t i o n. S e n a t o r Fisher: In the CSUN Handbook in the B y l a w s , it states that the Executive Board cannot work more than 20 hours in an o u t s i d e job. S e n a t e President Benneman: I generally work from 7 a . m . to 10 p . m . on Saturdays and Sundays, which is over 20 hours right t h e r e . I will be working outside of CSUN, I am a w o r k a h o l i c, and I can guarantee that my position here will not suffer. P r e s i d e n t Kostman: Point of I n f o r m a t i o n , this was waived last year for Vice President Briggs, and the year before for Vice P r e s i d e n t E n g e l , so there is p r e c e d e n t . Secondly, to S e n a t o r Yohe, you've got a lot of guts to come into these m e e t i n g s and state your m i n d , e s p e c i a l l y when you have to know you are going to get dumped on. This is a c o m p l i m e n t , by the w a y . It's a good thing, it's part of your job. I don't agree with m o s t , no, all, of what you are s a y i n g , but you have guts. As far as d i s c u s s i o n goes, personal cross debate is out of line and uncalled for. It is not a place for rebutta l or a v e n d e t t a , and you shouldn't put someone down in d i s c u s s i o n . I have a q u e s t i o n for President Kostman: When was the money approved for the extended library hours? Did you guys sign them off in $ 4 9 9 . 9 9 i n c r e m e n t s or what? P R E S I D E N T KOSTMAN: This was one of the questions I had when I first entered office, and I discovered that it was handled by the 1991-1992 Executive Board, and that the Senate approved the money in a lump sum for the fall and spring s e m e s t e r s. I spoke to Dr. A c k e r m a n , also, regarding the MSU, and he stated that he agrees that there needs to be c h a n g e s . S E N A T O R BUNIN: I want to start with Senator Yohe, and I want him to know that nothing I say is p e r s o n a l . I am glad that S e n a t o r Fisher, of ALL the S e n a t o r s , was the one to tell me that I am a b u s i v e . It's nice to see you get off your abusive box on to a soapbox to tell me I'm not nice. My whole point w a s that anyone who gets a stipend or works long hours knows that a stipend comes in handy when paying rent or buying g r o c e r i e s . Check the f a c t s . I have the same right as a Senator who wishes to read a letter calling CSUN " b l o o d - s u c k i n g harpies" to speak out and state my o p i n i o n . My comment about trying to destroy CSUN being a losing battle, and that I would enjoy w a t c h i n g anyone who tries fail miserably is very honest. I would enjoy seeing someone fail, as they would be doomed to fail because CSUN is needed on campus, a Student Government is need on all c a m p u s e s . I did not mean James Yohe p e r s o n a l l y, I mean I would enjoy watching anyone fail. I publicly and s i n c e r e l y apologize if I offended anyone. S E N A T O R BROWN: At the last Senate Meeting the former OSI Director Joel Kostman stated that Laura Yacullo is looking for speakers for the Boy Scouts Learning for Life P r o g r a m , and I did it. I want everyone here to know what a lot of fun it was, and that the high school students were really receptive to me. You can m a k e a d i f f e r e n c e . I also agree with Senator H o u s t o n ' s point. S t i p e n d s and fee waivers are a way to give e v e r y o n e , not just s t u d e n t s with a lot of money, an opportunity to participate in C S U N . S E N A T O R YOHE: I didn't take anything p e r s o n a l l y . My motives: I am not here to destroy Student G o v e r n m e n t , but as far as s t i p e n d s go, I don't believe that there should be the need for s t i p e n d s or work l i m i t a t i o n s . If feel that CSUN should be v o l u n t a r y , more like an o r g a n i z a t i o n s . If an Executive Board m e m b e r cannot make m e e t i n g s , don't limit his o u t s i d e work hours, i m p e a c h the E x e c u t i v e . I did not write the l e t t e r , but I read it because it represents some of the attitudes I get from my c o n s t i t u e n t s . I am here to make the Senate more responsible to the s t u d e n t s . I cannot know what every single student is f e e l i n g or t h i n k i n g , but I feel that CSUN should be v o l u n t a r y.
