Action Item: Discussion/Approval of an amount not to exceed $5,000.00 for 217 UNLV vs. USC football game tickets to be encumbered out of the FY 97-98 CSUN 2702 (Gen Acct). C. Action Item: Discussion/Approval of the CSUN Organizations Funding Request Packet to replace the CSUN Organizations Funding Request Form. APPROVAL OF MINUTES: CONSOLIDATED STUDENTS • UNIVERSITY OF NEVADA 4505 SOUTH MARYLAND PARKWAY • LAS VEGAS, NEVADA 89154-2009 • (702) 895-3477 • FAX (702) 895-4606 SENATE MINUTES 27-28/ September 29, 1997 Motion to approve the minutes for Senate Meeting 27-27 made by SENATOR STARK, seconded by SENATOR LUTAR. SENATOR FISK stated that in his X. Good of the Senate he stated that he did like the result and that's why he voted against reconsidering, not that he didn't like the result. DIRECTOR A YON stated that in his report it's "flyers" not "lottery." He stated that he didn't do the lottery, Jason did. Move into a vote. Motion to approve the minutes for Senate Meeting 27-27 as amended passes 20-0-0. SENATOR CAMPBELL enters at 7:08 p.m.. IV. ANNOUNCEMENTS: DEL SHONNA JONES stated that she's been working for the Sexual Assault Program for about a year and spoke briefly before the Senate on sexual assault and rape. She stated that there is an instance that took place and stated that it is not an uncommon situation. She passed out information about rape and sexual assault and defined what they are. She stated that 85% of rapes are committed by people whom the victim knew. She also addressed common myths and stated that rape affects everyone. She then announced that the Women's Center is bringing out a speaker on sexual assault and understanding from 2:30 - 4:00 p.m. in MSU 201 on Monday; the annual event, "Take Back the Night," will be on Tuesday night; and there will be something on domestic violence on October 9. In response to questions, she stated that advertisements were distributed to professors who state whether or not they'll display them in class and she stated that the community service is for everyone to attend. DIRECTOR FINKELSTEIN informed the Senate that if 5 members are present, they get community service. SENATE PRESIDENT MOORE announced that on behalf of the Executive Board he has donated the use of our cart for "Take Back the Night" from 6:30 p.m. on for the duration of the event. In response to another question, DEL SHONNA stated that men are welcome and have participated in the past. Then, SENATOR FISK stated that they are doing a really good job and SENATOR KIMBROUGH asked everyone to keep an eye out for the deragatory red flyers about a strip club and urged everyone to take them down. //Applause.// V. BOARD AND COMMITTEE REPORTS: A. Senate Committee Reports: 1. SENATOR STARK announced that Ways and Means will be meeting next week and passed a copy of the new Organizations Funding Requests. 2 SENATE MINUTES 27-28/ September 29, 1997 2. SENATOR HAYES announced that the KUNV Ad Hoc Committee will be having its first meeting next Monday at 4:00 p.m. in MSU 210. 3. SENATOR GRIFFITH announced that Bylaws will have a meeting next week. B. Faculty Senate/University Committee Reports: 1. SENATOR BERK announced that Admissions has a meeting on Friday at 10:30 a.m.. 2. SENATOR HAYES announced that the Presidential Planning Committee met last Friday and discussed the award initiative program for the university. She stated that they'll probably be meeting for the next couple of Fridays in MSU 201 at 8:30 a.m.. 3. SENATOR TRUJILLO announced that he needs a proxy for a Library Faculty Senate meeting tentatively scheduled for 11:30 a.m. on Thursday. 4. SENATE PRESIDENT MOORE announced that the Parking Committee met on Friday and they discussed improvements made on campus and the parking garage structure. He stated that SENATOR MARSHALL might have some of the numbers because she was there as well as SENATOR WEINBERG. He stated that he'll be giving the Senators a written report in their boxes tomorrow giving them the exact details of the meeting. C. Director Reports: 1. NSA DIRECTOR CONTINE was not present and no report was given. 2. Elections Board DIRECTOR FLEISCHMAN announced a meeting scheduled for October 3 at 5:30 p.m.. She stated that they have very few fines posted, but do have several complaints. She stated that she plans to have tentative totals on the October elections and the final candidates meeting is October 7th which is a mandatory meeting. She stated that at that time they'll already have gone the 96- hour hold and the 72-hour hold on complaints. She stated that it should go into Thursday's paper, and they're going to have a band on Wednesday to promote the voting. Then, she stated that the Elections Board will be using the cart on October 1-2 the entire time. 3. O-Board DIRECTOR FINKELSTEIN announced that there is an O-Board meeting tomorrow at 5:00 p.m. and USC tickets will be sold on Wednesday. ( 3 SENATE MINUTES 27-28/ September 29, 1997 4. E&P DIRECTOR WIESSEN stated that Homecoming was very successful. There won't be buses for the USC trip. He also stated that he won't be here Wednesday, Thursday, or Friday because they're Jewish holidays. 5. OSI DIRECTOR A YON announced that he faxed the shirt sizes for everybody and hopefully we'll be getting them soon. He also stated that he's still waiting for webpage information. In response to a question, he explained the shirts he was referring to were the shirts for Senators he mentioned last week. SENATE PRESIDENT MOORE suggested that DIRECTOR AYON talk to Les Rashko in the Publications and Reprographics Department regarding the webpage information. D. Residence Hall Liaison Report: JENNIFER PECK announced that they lost of one of their E-Board members; many of their student leaders are preparing for the presentation of leader shop in a couple of weekends; they are in the process of circulating questionaires; and wants to know everyone's response to the food poisoning article. E. Student Athlete Advisory Board Liaison Report: DARON DORSEY expressed a message from CHARLES CAVAGNARO, the Athletic Director, for the E&P Director and the Organizations Board Director about student involvement. He stated that they're really happy with the fact that they gave out all the tickets. He then stated that SENATOR TRUJILLO was selected to participate on one of the committees for the NCA Certification process. He stated that the chairs will meet with DR. HARTER on Thursday. F. Business Manager Report: BUSINESS MANAGER JIM MOORE read the expenditures for the month: $100.00 - Bob Lane for a banner, $45.00 - parking permits for the Homecoming Elections, $39.00 - new Senators nameplates, $199.00 - punch and coffee for the Senate Meeting on September 22, $231.96 - copier paper, and $183.86 - misc. office supplies. VI. PUBLIC COMMENT [in accordance with N.R.S. 241.020 (2)(c)(3)] SUNNY MARTIN congratulated SENATOR FLEISCHMAN on an excellent organization of the Rebel Variety Show. //Applause.// She also thanked SENATOR TRUJILLO for gracing us on stage with his original work. She then congratulated DIRECTOR WIESSEN and his assistant, JUSTIN HIRSCHTRITT, for both the Crimson Ball, a huge success, and everything for the Rebel Experience and the half time show. 4 SENATE MINUTES 27-28/ September 29, 1997 STUDENT BODY PRESIDENT MILLS addressed the CSUN Senate, "Hi, everybody. Speaking to you, the CSUN Senate, in regard to form(er) issues. I respectively request that you listen to what I have to say. At this past weekend's Homecoming game, at the previous week's football game, //unintelligible// (numerous) incidents of drunken and rowdy behavior during and after the games. There were over a dozen drunken fights during each of these games which are broken up by stadium security. Unfortunately, we also had members of our Student Government involved in this inappropriate behavior. Specifically, certain Directors and Senators were physically intoxicated and were acting in a confrontational manner and //unintelligible// in such a condition which was dealt with by stadium security and later brought to my attention. Even the Vice President was intoxicated //unintelligible// verbally abusive behavior and physically confrontational manner which ultimately led to stadium security removing him from the CSUN seating section. We cannot completely blame the students for drunken and rowdy behavior when they see some of our leaders acting that way too. Student leaders must act in a manner appropriate to the office as a whole. Those who drink excessively and //unintelligible// fights do not make up harmony in this...Student Government, and of all UNLV students. Students who cannot control how much alcohol they consume and drink to get drunk need controls in place to help them act responsibly. The representatives of the Sam Boyd Stadium and the Thomas and Mack Center spoke with me regarding these issues and they would like your input as well. Some ideas that were suggested were implementation of serving limits for alcohol beverages and creating //unintelligible// a BAACHUS chapter on our campus and allowing AA chapters to be on campus and supporting our efforts to help students who cannot control drinking. I am saddened that people in this room... who should have gotten drunk and acted in a manner which I would hope they would not have done had they been sobber. If students are to act and drink responsively, they should not be //unintelligible// Student leaders. Thank you." SENATOR FLEISCHMAN addressed the Senate, "Bear with me. It is hard to write and hard to say. For the past few years... I have been a Student Government official in one capacity or another. I am proud of the work that I have done and the work of CSUN. I have seen a lot of scandle: Boxio and the parking tickets, Pida wishing to be King, and Rosenthal who received the quote of the year. Through it all one thing has always been there - the group of togetherness of CSUN. Whether we all liked each other or not we took care of each other. In a lot of ways, CSUN has been my sororiety, my fraternity, my friends, and sometimes my family. We have always stuck together, until now. There is a member who does not wish to do their job and does not wish to work together. Until now I have always felt free to walk into a Executive Board member's office and talk politics, school, life, whatever. Even if we put aside the list of people with appointments to see their President and his failure to appear. Even if we put aside the fact that to my knowledge only three CSUN members appear to have received their game tickets for Homecoming. It should be noted that I never received my tickets even after publicly requesting them at the Monday Senate meeting. Putting aside that PRESIDENT MILLS tried to have a Director (not myself) tossed out of the CSUN section; putting aside all that plus more; and just looking at 5 SENATE MINUTES 27-28/ September 29, 1997 the overall picture; I feel that the time to speak is now. I, Leia Fleischman, have no confidence in the abilities of my STUDENT BODY PRESIDENT JOE MILLS. Thank you." //Applause.// Former SENATOR WILL PRICE addressed the Senate, "Hi everybody. I thought I'd take this opportunity... but in the time that I have right now I just wanted to say that I had a great run as SENATOR. It was fun. We did a lot of work for the students. I just wanted to tell you folks, see a lot of new faces, don't let anyone tell you otherwise, the Senate is doing a good job... I see the results of what of you folks are doing. The Senate is doing a good job... have confidence in the Senate because you... have the power... as long as you stick together and you listen to the students." //Applause.// The Senate recessed at 7:38 p.m. and was called back to order at 7:45 p.m.. VII. UNFINISHED BUSINESS SENATE PRESIDENT MOORE announced that there is no unfinished business. VIII. NEW BUSINESS A. Action Item: Discussion/Approval of a scholarship for future teachers of Nevada, in the amount of $3,750.00, to be encumbered out of the FY 97-98 CSUN 2702 (Student Services). This scholarship will be for 25 student teachers that would be employed in Nevada. (This item was submitted by SENATOR FISK and SENATOR HAYES.) Motion to Approve made by SENATOR MARSHALL, seconded by SENATOR FLEISCHMAN. In response to questions, SENATOR HAYES stated that our logic on this one is that all of us are benefiting from the teachers that are going to stay within our state and it would benefit the state as a whole. She stated that it is for $250.00, an additional fee that placed on Student teaching last year in addition to the 14 credit hours they have to pay and they are required not to have a job during this time period. She also stated that she is unaware if Reno has an Education school. SENATE PRESIDENT MOORE added that he doesn't think that Reno has an Education school. Motion to Table made by SENATOR FLEISCHMAN, seconded by SENATOR FISK. Move into a vote. Motion to Table passes 18-1-2. (SENATOR STARK opposed, SENATOR POOLE and HAYES abstained.) 6 SENATE MINUTES 27-28/ September 29, 1997 B. Action Item: Discussion/Approval of an amount not to exceed $5,000.00 for 217 UNLV vs. USC football game tickets to be encumbered out of the FY 97-98 CSUN 2702 (Gen Acct). Motion to Approve made by SENATOR LOPEZ, seconded by SENATOR GRIFFITH. In response to questions, DIRECTOR FINKELSTEIN stated that he has had a lot of people come up to him inquiring about tickets; that he will get help for ticket distribution during the Jewish holiday; the actual ticket price is $23.00 and would be sold to students; and they'll be making flyers and posting them tomorrow. Motion to amend to strike "$5,000.00" and replace with "$1,200.00" made by SENATOR FLEISCHMAN, seconded by SENATOR GONZALES. SENATOR FLEISCHMAN explained how she came up with the $1,200.00 figure. Motion to amend the amendment "$1,200.00" and replace with "$4,991.00" made by SENATOR CECI, seconded by SENATOR MILMEISTER. Move into a vote. Motion to amend the item to "$4,991.00" in place of "$1,200.00" passes 16-5-0. (SENATOR LEHMAN, SENATOR TRUJILLO, SENATOR LUTAR, SENATOR POOLE, and SENATOR KIMBROUGH opposed.) Motion to amend the item to read "Tickets shall be sold to students at a discount of $10.00" made by SENATOR TRUJILLO, seconded by SENATOR GRIFFITH. DIRECTOR WIESSEN explained UNR's process of selling tickets to students. In response to a question, DIRECTOR WIESSEN stated that just today we had 2 organizations ask for 40 tickets each. Motion to amend to strike "$10.00" and replace with "$5.00" made by SENATOR LOPEZ, seconded by SENATOR STARK. SENATOR LOPEZ expressed his concern about the cost of transportation to the game because the buses were cancelled. Move into a vote. Motion to amend the amendment to read "Tickets to be sold to students at a discount price of' striking "$10.00" and replacing with "$5.00" passes 20-1-0. (SENATOR STARK opposed.) Move into a vote. Motion to amend the item to read "at a discount price of $5.00." passes 20-0-1. (SENATOR FISK abstained.) Move into a vote. Motion to amend the amount from $5,000.00 to $4,991.00 passes 19-1-1. (SENATOR HAYES opposed, SENATOR FISK abstained.) 7 SENATE MINUTES 27-28/ September 29, 1997 Motion to amend to the item to read after $5.00 "two tickets per student with ID" made by SENATOR FLEISCHMAN. DIRECTOR FINKELSTEIN explained the current policy which is that a student can bring two ID's and get one ticket per ID. SENATOR FLEISCHMAN then withdrew her motion. Move into a vote. Motion as amended passes 20-0-1. (SENATOR FISK abstained.) C. Action Item: Discussion/Approval of the CSUN Organizations Funding Request Packet to replace the CSUN Organizations Funding Request Form. (This was passed by Ways and Means Committee on September 18, 1997. This item was submitted by SENATOR STARK.) Motion to Approve made by SENATOR POOLE, seconded by SENATOR CECI. Motion to strike "quick important guidelines" on the attachment and replace with "new important guidelines" that Senators were handed at the meeting made by SENATOR LUTAR, seconded by SENATOR GRIFFITH. Motion to the limit the debate to 15 minutes made by SENATOR KIMBROUGH, seconded by SENATOR CECI. Move into a vote. Motion to limit debate to 15 minutes passes 14-7-0. (SENATOR PERSCH, SENATOR FLEISCHMAN, SENATOR FISK, SENATOR HAYES, SENATOR CAMPBELL, SENATOR LUTAR, and SENATOR TRUJILLO opposed.) SENATOR STARK apoligized to the Senate because he received more organizations rules from DIRECTOR FINKELSTEIN after this item already passed Ways and Means. A lenghty discussion ensued about guidelines being clearer, exceptions, prior problems, ambiguity, fundraising events and where they are held, whether the events are open to all UNLV students, using the money to pay registration fees and what criteria separates one organization from another organization, having enough safeguards, and letting organizations represent UNLV and travel to conferences. Motion to strike "the only exception that Ways and Means Committee //unintelligible// students //unintelligible// is for registrations fee for educational university sponsored conference. A letter of support from the organization's advisory is required" made by SENATOR FLEISCHMAN, seconded by SENATOR TRUJILLO. More discussion followed about conference fees and bake sales, use of money for fundraising passing Ways and Means, and groups going to conferences to represent UNLV. Motion to move into Committee of the Whole made by SENATOR LIDEROS, seconded by SENATOR HAYES. SENATOR LIDEROS explained his reason behind 8 SENATE MINUTES 27-28/ September 29, 1997 the motion. Motion to move into Committee of the Whole was entertained and passes 19-1-1. (SENATOR GONZALES opposed, SENATOR WEINBERG abstained.) Motion to Move out of the Committee of the Whole made by SENATOR TRUJILLO, seconded by SENATOR HAYES. Move into a vote. Motion to Move out of the Committee of the Whole passes 19-2-0. (SENATOR FLEISCHMAN and SENATOR FISK opposed). Move into a vote. Motion to amend to strike "the only exception that Ways and Means Committee at Student Senate's discretions for registration fees for educational use, university sponsored conference, a letter of support from the organization's advisor is required" fails 1-14-6. (SENATOR LIDEROS approved, SENATOR FLEISCHMAN, SENATOR MARSHALL, SENATOR KIMBROUGH, SENATOR HAYES, SENATOR LOPEZ, and SENATOR TRUJILLO abstained.) Move into a vote. Motion to amend to strike "quick important quidelines" and replace with "new important guidelines" passes 20-1-0. (SENATOR HAYES opposed). A brief discussion ensued about registration fees. SENATOR CAMPBELL takes a personal privilege at 8:28 p.m.. Move into a vote. Motion as amended passes 19-1-0. (SENATOR HAYES opposed.) D. Action Item: Discussion/Approval of Thunder Tickets, 250 tickets per game, (Oct. 3rd, Nov. 7th, and Feb. 13th) not to exceed $4,500.00, to be encumbered out of the FY 97-98 CSUN 2702 (E&P Acct). (This item was submitted by SENATOR LIDEROS.) Motion to Approve made by SENATOR PERSCH, seconded by SENATOR GRIFFITH. Move into a vote. Motion passes 19-0-1. (SENATOR FISK abstained.) SENATOR CAMPBELL returns at 8:32 p.m.. E. Action Item: Discussion/Approval for contract with LoveShack, to perform at the tailgate on Oct. 11, prior to the UNLV vs. TCU game, not to exceed $2,400.00, to be encumbered out of the FY 97-98 CSUN (E&P Acct). (This item was submitted by SENATOR HAYES.) Motion to Approve made by SENATOR PERSCH, seconded by SENATOR CECI. SENATE MINUTES 27-28/ September 29, 1997 In response to a question, DIRECTOR WEISSEN and BUSINESS MANAGER JIM MOORE stated that the UNLV Rebel Football Foundation on this agreement and the contract for item F was changed to UNLV Student Government. Move into a vote. Motion passes 21-0-0. F. Action Item: Discussion/Approval for contract with Venus, to perform at the tailgate on Nov. 1st, prior to the UNLV vs. Colorado State game, not to exceed $1,700.00, to be encumbered out of the FY 97-98 CSUN 2702 (E&P Acct). (This item was submitted by SENATOR HAYES.) Motion to Approve made by SENATOR LEHMAN, seconded by SENATOR KNUTSON. Move into a vote. Motion passes 21-0-0. IX. EXECUTIVE BOARD ANNOUNCEMENTS AND SUMMATIONS VICE PRESIDENT VALERA stated that this afternoon at 5:00 p.m. a CSUN Directors meeting took place. He stated that by the request of the Directors he has been asked to ask PRESIDENT MILLS for the Directors' tickets for the sake of distribution. He asked, "SENATE PRESIDENT MOORE, would that be okay if I did that now... PRESIDENT MILLS, would it be okay with you if I held the CSUN Directors' tickets for the sake of distribution." PRESIDENT MILLS stated, "Well, I'll address this during my public comment." VICE PRESIDENT VALERA added that last week he had two Liberal Arts students approach him about some problems they were having. He stated that one student had a problem with parking enforcement and was opposed to the process that in order for the appeal process to continue you have put down a deposit matching the ticket and the student wanted to see what Student Government could do about that. He then stated that he's already spoken with SENATOR MILMEISTER, SENATOR STARK, and SENTOR GONZALES. He stated that he'll be meeting with Sergeant Drake some time this week hopefully. He stated that the other student had a problem with Career Services because he apparently wanted to have his resume printed out and they're charging $30.00 for the use of their 10 SENATE MINUTES 27-28/ September 29, 1997 website. He stated that he'll be meeting with the Director of Career Services on Wednesday, Oct. 1, and wanted to invite the Senators to attend. SENATE PRESIDENT MOORE informed VICE PRESIDENT VALERA that SENATOR MARSHALL is going to be the student representative on the Appeals Subcommittee for Parking. SENATOR FLEISCHMAN stated that regarding the parking issue she spoke to Sergeant Drake and gave his name and number to SENATOR GONZALES. In addition, VICE PRESIDENT VALERA stated that he has also received another Justice application; then he stated, "However, I cannot submit this to you, PRESIDENT MILLS, until advertisements go out on the OSI page. According to last week's Executive Board meeting, PRESIDENT MILLS will accept those applications as soon the advertisements go out. And to address PRESIDENT MILLS' public statement, I would like to... many of the Senators, ask me about what happened. If any of you have any questions just for clarifications sake because this is a matter of public record and because my name and the names of those other Directors that have been dragged into this, I'd like to clarify... this issue." In response to a question, he stated, "I saw DIRECTOR FINKELSTEIN rather upset standing in front of the section where I was seated. I approached him and asked him what was wrong. He then told me that PRESIDENT MILLS had kicked him out of the CSUN section. Immediately following that... PRESIDENT MILLS and I asked him if he in fact had or had not kicked DIRECTOR FINKELSTEIN out of the CSUN section. He didn't answer me, so I asked him again the same question. He didn't answer me, so I asked him a third time. When I realized I wasn't getting a response, I got up, turned around, and left. At no point was I ever excorted by any security from the stadium and, in my opinion, at no point was I being physically intimidating or aggresive in any way. I was seated right behind him. My hands were at my side." In response to another question, VICE PRESIDENT VALERA stated that the advertisements (for Justice) will be in the OSI page. STUDENT BODY PRESIDENT MILLS congratulated the Homecoming candidates and stated that he thinks that they all did a great job. He then stated that he'd like to congratulate SLOANE ARNOLD who became Homecoming Queen and JUSTICE MICHAEL "ZO" KAWAZOE who become King. In regards to the game, he state, "Every Senator who came to me and every Director and Assistant Director who came to me received tickets. I even waited outside the stadium (un)til 15 minutes after the game had started at the gate so that those who'd asked for tickets that had not yet come to me would have the opportunity to in and get the tickets. If people don't want to come to me and get a ticket, I can't make them. (For) people that reserved tickets, I was standing out there 15 minutes after the game (started). I did all I could do in that regard. I had stated at the last Senate meeting that I was giving tickets to those involved in Homecoming, those who were court members and past king and queen because that's., .their special day. This happens once a year... if you were in Homecoming, you would want your parents available to be able to take pictures of you..." In regards to this week's elections, he stated that he wishes the best of luck to all the candidates. He added, "I'm saddened that SENATE PRESIDENT MOORE would not approve flyers for some candidates because there have been numerous 11 SENATE MINUTES 27-28/ September 29, 1997 occasions when no members of the Elections Board were present in the office and that's why the Executive Board in its ex-officio status would be able to approve flyers. Personally, any flyers that were brought to me, I approved them. It didn't matter who the candidate was because everyone should get the fair opportunity of being able to campaign in a timely manner...and as I stated to DIRECTOR FLEISCHMAN, if there was something that was significantly an issue, I would reserve that right for approval to her board, but nobody brought me anything (other than) Vote For John Smith and had their picture on it or what have you, so there wasn't anything that I saw that was very objectionable." In regards to last week's Executive Board meeting, PRESIDENT MILLS thanked all the Senators who came to the meeting and he stated that the breakfast was really good. He then stated, "It was rather unprofessional of SENATE PRESIDENT MOORE in the middle of (an) unrelated discussion item to make the announcement for the record that he has 'contempt for me'. While this is not a shock to me because I've known this for three years, I think it was very unprofessional for him to interrupt discussion on an unrelated item to make that announcement for the record..." He added that the Crimson Ball was very successful and many students asked if we're going to have more balls in the future. He then congratulated DIRECTOR WIESSEN for a great job done. Also, in regards to the positions for Justices, he stated, "I've asked for a long time for DIRECTOR AYON to put an advertisement out... that's what we do for this position, these positions we've always put advertisements out... if we don't do that, we can't get selection from the students. In the past weeks, I know VICE PRESIDENT VALERA has stated that we've had 4 or 5 applications. Well, that's great, but... students on this campus who potentially might be interested, a large number may have qualifications. Many people don't know what's going on. They can't get involved. The last time that we advertised for a Justice position... we had 36 applications turned in just from having flyers put up. So, I think that it's important they we do put advertisements out and accept applications once those advertisements are put out... everyone should have the equal opportunity throughout the school to have that opportunity
