CSUN SENATE MEETING 34-23 MONDAY, JUNE 28, 2004 MSU 201, 4:30PM I. CALL TO ORDER SENATE PRESIDENT AMES QUIT A called the meeting to order at 4:40pm II. ROLL CALL The following senators were present: SENATOR CIANCI, SENATOR MULLINAX, SENATOR SOLDANO, SENATOR CRAWFORD, SENATOR CAZARES, SENATOR SANTIAGO, SENATOR SUMNER, SENATOR CONWAY, SENATOR BOWERS, SENATOR ZANDER, and SENATOR HOLMQUIST The following senators were late: SENATOR ESPINOZA (4:48pm), SENATOR JIMENEZ (4:48pm), and SENATOR CORPUZ (5:35pm) The following senators were absent: SENATOR DONNELLY, SENATOR MAYER, SENATOR FLINNER (unexcused), SENATOR FRIEDLIEB, SENATOR MACK, SENATOR HUERTA, III. PLEDGE OF ALLEGIANCE IV. APPROVAL OF MINUTES The following minutes are submitted for approval: 34-19, 34-22 SENATOR CIANCI moves to approve minutes from 34-22 and postpone minutes from 34-19. SENATOR SOLDANO 2nds SENATOR SUMNER, SENATOR CAZARES, and SENATOR CONWAY abstain. 8-0-3 motion PASSES V. INFORMATIONAL ITEM: Tara Pike to discuss the placement of recycling bins TARA PIKE is not present. VI. REPORTS A. Senate Committee Reports 1 SENATOR SOLDANO: Bylaws met today. A few action items were committed. It's in the agenda: Items h-k. They can be postponed. I will e-mail the minutes. SENATOR MAYER is no longer on Bylaws. We can have up to 3 more people. There's another report for CHAIRPERSON CORPUZ for Ways and Means. They didn't make quorum. He wanted to request for SENATE PRESIDENT AMESQUITA for a 10-15 minute recess. He agrees with most of budget but asks that you please look at the 65k for the shuttle. Hopefully will be here a little after 5. SENATOR MULLINAX: There's still a spot open. Maybe two spots for Rules and Ethics. B. Faculty Senate/University Committee Reports SENATOR ZANDER: msu renovation met last week. We talked mostly about landscaping and trying to pull people away from Maryland Parkway. SENATOR SUMNER: When are they starting to do stuff to the union? SENATOR ZANDER: I'm not really sure. SENATOR ESPINOZA and SENATOR JIMENEZ arrive at 4:48pm VICE PRESIDENT PRO-TEMPORE ANDERSON: Scholarship committee met the past two weeks and discussed who'd be interested, faculty interested in committee. Contact myself, SENATOR SANTIAGO, or SENATOR CONWAY. We'll have another meeting and there are two more senators interested. Let's go for unfinished business. 3650? What are some of the accounts senate can take that out of from 04 budget? Business Manager Hill: Rebel Radio contracts 3920 left in that. D. Directors' Reports i. CSUN Services: Ea Madrigal VICE PRESIDENT GOATZ: Ea's in California 'til Saturday. Reached organizationss to pick up funding checks. Small renovation in SORCE room. It'll be open from 9-noon for rest of summer. Definitely contingent upon receptionists showing up to work. Scheduling dates for recognition meetings. Please check director's calendars for dates. Will print out once a month. Scantrons and blue 3 books are sometimes being distributed. Working with Director Sumner to change files from present place to director's cabinet. ii. Elections: Sabrina Sumner I'm working on rewriting a lot of stuff; operating policy. Big thing is looking into purching voting machines for elections. They're about 3k a piece. 6 costs the same as renting so we get money back. Also I'm looking into bringing in online voting. Change staffing options. It cost 3 times as much in the past so we're looking into getting students or staff to volunteer. SENATOR JIMENEZ: How much does it cost to buy them? That's how much it costs to rent them? Interesting. iii. Entertainment and Programming: Aaron Arneson Right now my department is going through a lot of planning and I'm meeting with a lot of people trying to get events set up tor this fall. Friday, we discussed welcome week. SENATOR DONNELLY and I will work together to put together Welcome Week. I talked to PRESIDENT SCHUCK about getting more ownership of events during welcome week. We're gonna try and do an after pary at premier on Wednesday night. In middle of contacting SDSU for Rebel Road Trip. New for dept this year. Also began Casino Night planning. Other than that, SENATOR HOLMQUIST and I have been putting together a marketing packet for this year. Start planning for Rebel Kickoff and Rebel Ruckus. I know youre going over the budget today. Production costs and entertainment costs go up two or three points every year, to keep throwing events.. .my budget's been cut pretty drastically this year. iv. Nevada Student Affairs: Sherrelle Blood I've been contacting a lot of people. 0922 in fireside lounge?? I'm working on the tradition lecture. I'm waiting for a proposal. I want to do a Rock the Vote concert. If they have enough entertainment we'll do a concert probably in September. I'm working on Kenneth Starr. I haven't been able to get ahold of our contact. I'm also working on Project Vote Smart. They come to campus and give voter education lecture. My assistant is on the agenda. She couldn't be here today because she had to work. Pelase consider her. There's a test called the national political awareness test. A lot of candidates refuse to take it. Governor Guinn refused 6 times, Bush refused 23 times. It's to see if they're willing to inform voters and constituents about their views on issues. SENATOR CAZARES: Are there any tentative board meetings? 4 DIRECTOR BLOOD: not 'til August. If you have suggestions, let me know. SENATE PRESIDENT AMESQUITA: whatver your budget ends up being, I totally know you can collaborate with other depts. on campus. Go get 'em. v. Office of Student Information: Michelle Beurdet I'm working on redesigning Rebel Radio website. The CSUN website, we'll have archived election results. I'm trying to get all CSUN members on the web. I started organizing, working with Eric. Each director should have their own website where they can post meetings and agendas. I'm looking for assistant director. vi. Publications: Michele Muscato I organized all my stuff and started working on the MAC. I tried to find archived editions and we do have them. I checked out a website for the magazine. Jotted down ideas for it. I'm working on recruiting members of board and an assistant. I spoke to Justin George. It's going to be close on the budget. It will cost about 10k per issue to print at that quality. I would like to look into more extensive marketing so peole other than students know about it. I'm working on acquainting myself with software. Also working on my goals and plans for next month and the coming monthe as well, checking out submission packets as well. SENATOR JIMENEZ: How many magazines do we have left? DIRECTOR MUSCATO: tons. During events coming up during first weeks o school won't be out until almost December. My goal is to have it out the firswt week of December. We have a few issues left from previous semesters. I would like to get rid of old ones by passing them out. SENATOR JIMENEZ: handing them out with scantrons is a good idea. But a lot of people will throw them away. DIRECTOR MUSCATO: that's why I thought about handing them out to people who would be more interested in them. I'd like to have some done that way handed out with scantrons. SENATOR ESPINOZA: what about trying to put them around the community around campus? 5 SENATOR MUSCATO: We have a lot going with 100 year Las Vegas, corridor in downtown, that's somewhere we can advertise and promote for December when we have a new issue out. SENATOR ESPINOZA: I thnk we could put them downtown, Rebel Subs. SENAOTR CONWAY: What about freshmen taking tours around campus? DIRECTOR MUSCATO: that's a good idea. SENATO R SUMNER: Have you thought about not printing so many of them? DIRECTOR MUSCATO: Definitely. That was one of my questions I wanted to talk to Justin George about. Printing in batches. I need a cost and timeline. SENATOR SUMNER: I'd say go that route. So we're not wasting money or supplies. 1 SENATOR CAZARES: If you're waninting to get rid of them you can give them out at 4th of july. vii. Rebel Radio: Tyler Wistisen The past two weeks I've been getting used to the office. There was a lot of stuff I couldn't find. I called Vegas Audio. Installed Flash on the computer for the website. I've talked to few people interested in assistant directorship positions. I'm trying to throw a party in dorms. SENATOR JIMENEZ: Are you gonna be ready before school starts? DIRECTOR WISTISEN: yes. SENATOR CAZARES: where do you get your computers and equipment from? Is it donated or do you purchase them? VICE PRESIDENT GOATZ: we've purcahed over the past 3 years, we have 3 computers, 2 that CSUN purchased 2 years ago. E. Liaison Reports i. Greek Advisory ASSISTANT DIRECTOR TOM STUDDER: we are lacking a staff person. July 6 and 8. If you are interested at 2 on either day. We have Kelly ?? from Illinois and Amanda ?? from Iowa state. You 6 need to let me know if you're planning on going to that. You're welcome to either or both. We've e-mailed over 1000 students incoming so they can join if they're interested in afraternity or sorrority. SENATOR SUMNER: where are those interviews gonna be at? ASSISTANT DIRECTOR STUDDER: let me know and I'll let you know. SENATOR ESPINOZA: is there gonna be interviews on the 6 and 8? ASSISTANT DIRECTOR STUDDER: one on each day. SENATOR JIMENEZ: when do we need to let you know by? ASSISTANT DIRECTOR STUDDER: end of this week. ii. Multicultural Student Affairs New coordinator July 1st. New assistant director for multicultural. iii. Residence Hall Association iv. Student Athletics v. Student Body President's Advisory Council vi. Student Health Advisory Committee vii. ROTC viii. Leadership Advisory Board SENATE PRESIDENT PRO-TEMPORE CIANCI: I leave tonigiht at 11:59pm to Chicago. That's where '11 be. On 1st, I'll be meeting with Starky. SENATOR ESPINOZA: What's up with shirts and sweaters? SENATE PRESIDENT PRO-TEMPORE CIANCI: next meeting. SENATOR JIMENEZ: I thought you were leaving today. SENATE PRESIDENT PRO-TEMPORE CIANCI: I am. F. Rebel Yell Report BUSINESS MANAGER HILL: End of each semester I'm required to report on status of Rebel Yell. They've cut down on expenses, finishing with $16,000 give or take a couple hundred dollars. SENATOR JIMENEZ: I like how the paper looks for the summer. 7 BUSINESS MANAGER HILL: The new editor in chiefs name is Justin Chomintra. SENATOR CRAWFORD: I noticed they don't have any ads. Is that something they do over summer? BUSINESS MANAGER HILL: No. Justin's also trying to cut back on number of pages. VII. EXECUTIVE BOARD ANNOUNCEMENTS VICE PRESIDENT PRO-TEMPORE ANDERSON: everyone needs to take pictures again. Turn in bios. I'll pass out a sign up sheet so we can set up times. SENATOR ESPINOZA: so does that include the one's we took last week? VICE PRESIDENT PRO-TEMPORE ANDERSON: no. SENATE PRESIDENT PRO-TEMPORE CIANCI: if you like the sliders I have the number for vegas trophies. VICE PRESIDENT GOATZ: first directors meeting was last week. It went well. We will probably have one every week. I will be doing evaluations for this month. I met with George Bailey. Endowments: working on that. I talked to few people from UNLV foundation. The shuttle will hopefully pass. PRESIDENT SCHUCK'S in class 'til 5:30 SENATE PRESIDENT PRO-TEMPORE CIANCI: shirts were ordered about a week or week and a half ago. They will be done while I'm not here so I'l have them for you next meeting. I had the directors' done as well. The new guys have their stuff. Other new pople have their stuff. We met about reflection pool. It won't be done. It's not feasible with water restrictios. They're designing a new something to replace it. It will be the same equivalent type of awe. If we did rebuild it, we wouldn't be able to run it because state wouldn't allow it. I will be in contact for next couple of months. SENATOR ESPINOZA: as far as sate not allwoingt us, is it because of drought? SENATE PRESIDENT PRO-TEMPORE CIANCI: lakes are all drained. They don't expect it to get better. SENATOR CORPUZ arrives late at 5:35pm SENATE PRESIDENT AMESQUITA: Ken Albright was there, the water authority person. There's no way we can go back. SENATE PRESIDENT PRO-TEMPORE CIANCI: business cards for new guys, sent proofs today, picked up wrong word sheet. When I get back, you'll have them. 8 SENATE PRESIDENT AMESQUITA: The next agenda items will be submitted on Monday, July 5th by 5:00pm. The next meeting will be Monday, July 12th at 4:30pm. We're getting bad with quorum so over summer, you have two weeks to figure out work schedules. If you have homework, you will not be excused. We need quorum. VICE PRESIDENT GOATZ: how many absences does SENATOR FLINNER have? SENATE PRESIDENT AMESQUITA: 3 or 4. SENATOR AUSTIN has more than the allowed. We're gonna look up SENATOR FLINNER's tonight. SENATOR CAZARES: can you make those calls? SENATE PRESIDENT AMESQUITA: yes. VIII. PUBLIC COMMENT IX. UNFINISHED BUSINESS A. Action Item: Approval of one (1) student to serve as a Senator for the College of Education for the remainder of the 34th session. As submitted by Senate President Amesquita SENATE PRESIDENT PRO-TEMPORE CIANCI: moves to postpone until 34-24 SENATOR ESPINOZA 2nds Motion to POSTPONE PASSES unanimously B. Action Item: Approval of three (3) CSUN members to serve as Justices for a term ending two (2) years from the date of appointment. As submitted by Senate President Pro Tempore Cianci on the behalf of the Executive Board SENATE PRESIDENT PRO-TEMPORE CIANCI: moves to postpone til 34- 24 SENATOR SUMNER 2nds Motion to POSTPONE PASSES unanimously C. Action Item: Approval of an amount not to exceed $3,650.00 to be paid to the Rebel Pride Council for a co-sponsorship of the Homecoming Rebel 9 Variety Show. As submitted by Senator Cianci on the behalf of President Schuck. See attachment 34.23.01 SENATE PRESIDENT PRO-TEMPORE CIANCI: moves to approve SENATOR ZANDER 2nds SENATOR HOLMQUIST: can that come out of Campus Events? SENATE PRESIDENT AMESQUITA: this is out of 04. SENATOR CRAWFORD: wasn't BUSINESS MANAGER HILL gonna pass out...? SENATE PRESIDENT AMESQUITA: yes. BUSINESS MANAGER HILL passes around budgets. SENATOR ESPINOZA: is that amount same as last time? SENATE PRESIDENT AMESQUITA: that should be the adjusted amount. It was 5k. SENATOR SUMNER: can someone tell me how this is gonna improve the quality of the show? KRISTA BAILEY: for many years, the Rebel Variety Show was held in the MSU ballroom. The set up isn't as nice as Ham Hall because of the ease of coming and going. The sound can be rather challenging. We're hoping that moving the show to Ham Hall will attract more people to come. It truly increases quality. It's not something where you come and go as you do in the ball room. SENATOR SUMNER: it's just a drastic move from a ballroom to Ham Hall. KRISTA BAILEY: It was a unanimous decision to move it to Artemus Ham Hall. The point of the show is to enjoy it. We're trying to market the show more for alumni, faculty/staff, students. It's a challenge, but we're aware and ready to make it work. SENATOR SUMNER: somewhere along the line we need to document the difference between last year and this year. KRISTA BAILEY: this year we're actually swiping the Rebel Card. SENATOR CAZARES; how many people went last year? 10 KRISTA BAILEY: about 500. A lot of pople came for homecoming points and left. I put together a fact sheet if you want to take a few and share. SENATOR CAZARES: how much did CSUN donate last year? KRISTA BAILEY: none. SENATOR CONWAY: I think it would be better over there. It's a good idea. SENATOR ESPINOZA: I was going to say the same thing. If you can make it bigger, better, badder go for it. SENATOR BOWERS: if we don't give it to you, where does it come from? SENATE PRESIDENT AMESQUITA: comes from student life budget. SENATOR MULLINAX: something that would help is a quicker turnover rate between each performance. You're going form like 500 to like 3500. If there's only one person on that stage it's gonna swallow them up. Make sure the people who do it understand where they're going to be doing it. KRISTA BAILEY: this year's homecoming is like a gigger; The land for 50th year anniversary needs to be much bigger than Rebel Ruckus, it needs to be like a campus wide event. To get alumni and students together. We need to increase number of people. If there are people interested in people with expertise with Ham Hall and planning, please you should be a part of that. SENATOR CONWAY: are you worried about people showing up to this? KRISTA BAILEY: we're working closely with alumni association this year. SENATE PRESIDENT PRO-TEMPORE CIANCI: move to amend by inserting after variety show: cost to be encumbered from Rebel Radio Contract budget and cost to be encumbered 2702 FY04 before as submiteed. SENATOR CONWAY 2nds. Amendment PASSES unanimously. Action Item: Approval of an amount not to exceed $3,650.00 to be paid to the Rebel Pride Council for a co-sponsorship of the Homecoming Rebel Variety Show. See attachment 34.23.01 11 SENATOR ESPINOZA: I know PRESIDENT SCHUCK is working on a database of e-mails. You might want to contact him about that. KRISTA BAILEY: good idea. Thank you. SENATOR MULLINAX: this can be utilized as a great recruiting tool. SENATOR SUMNER: thanks for being so well prepared. 13-0-1 Motion PASSES SENATOR CRAWFORD was out of room. D. Action Item: Approval of contract between Zeki Media and CSUN for website creation services. As submitted by Senator Cianci on behalf of the Executive Board. As submitted by Senator Cianci. See attachment 34.23.03 SENATE PRESIDENT PRO-TEMPORE CIANCI: moves to approve SENATOR CRAWFORD 2nds SENATOR CRAWFORD: moves to amend SENATOR SOLDANO 2nds SENATE PRESIDENT PRO-TEMPORE CIANCI and SENATOR SUMNER oppose 12-2-0 Motion PASSES SENATE PRESIDENT PRO-TEMPORE CIANCI: if you have questions, PRESIDENT SCHUCK and VICE PRESIDENT GOATZ have spoken to him. If you have questions, please I'd like to yield the floor to him. BLAKE DOUGLAS: these guys approached me last week, ultimately the space is CSUN space. As the person in charge and with responsibility, the 12 more people with access to ares, the greater a liability it becomes. The first time something happens, those with access become the number 1 people we talk to. One of the things I'm charged with, I need to know whose in the facility at all times. If there's a fire, earthquake or whatever could occur. I have not researched this next concern: the Nevada open meeting law. People applied a Nevada open meeting law against those flying in for the Board of Regents meeting. I think the business of students should be conducted during business hours. I would ask that if you support this you use the access wisely. I would suggest using your access wisely, and not a s a place to hang out. SENATE PRESIDENT PRO-TEMPORE CIANCI: the greatest responsibility lies on ourselves to show we can have access without destroying things and not locking doors. Also suggested trial run to see if we can handle. Maybe we can have an amendment stating that whoever the responsible person is can give a report if anything does happen. So if we do misuse, we are held responsible. SENATOR ESPINOZA: I like that Sunday-Thursday idea. Do you need a key or pin number? BLAKE DOUGLAS: It depends what time of day you're coming in. SENATOR CONWAY: Will each senator have different pin numbers? BLAKE DOUGLAS: something you make yourself. I'm the only one besides yourself who knows what it is. SENATE PRESIDENT PRO-TEMPORE CIANCI: move to amend inserting under 2a, create #3 to read shall have access Sunday through Thursday. BUSINESS MANAGER HILL: why don't you put it as #1 SENATE PRESIDENT PRO-TEMPORE CIANCI: okay, sunday-thursday after work; SENATOR ESPINOZA 2nds SENATOR CAZARES: just because it keeps us out, e-board stil has access Saturday and Sunday. SENATE PRESIDENT PRO-TEMPORE CIANCI: reasoning is so people don't come and do schoolwork. It keeps 22 less people off the list. VICE PRESIDENT GOATZ: i don't know why you have to come after hours. Blake brought up great point students don't have access if you're up in that office at night. It creates a huge problem. It only takes one piece of 13 equipment. Someone can easily come up there and thake something while you're on the other side. You have pins on your cards. Even if you do lose your card, if they can get into the stair well, you can still get into the stairwell. SENATOR ESPINOZA: sometimes, you don't have time to do what you need to do in the day, so we have o go up there late at night. Why can't we make it so we only have access to one stairwell? It seems like you guys are scared to give us any responsibility here. You're worried that we can't lock the door. Sometimes afterhours are the only time I would be albe to get things done. SENATOR CAZARES: are you in favor of restricting access to directors also? VICE PRESIDENT GOATZ: I believe directors should be able to meet their deadlines working in their offices. DIRECTOR BLOOD: are we not getting access? are you taking that off? SENATE PRESIDENT AMESQUITA: reads bylaw 76. SENATOR ESPINOZA: I'm not saying that I'm gonna be here every other day at CSUN at three in the morning, it would be nice to have the access when I do need to be here. There should be no restriction on it. If you are in favor of this, just you yourself don't be in here, if you don't need to be in here. Stop judging what people do in their life.
