ACCEPTANCE OF NOTICE We, the undersigned Mayor, Commissioner, City Manager and City Attorney of the City of Las Vegas, Nevada, do hereby admit due service of the foregoing Notice of Special meeting: s/ C. CANNON, City Attorney s/ William Peccole_________________ ________________________________ WILLIAM PECCOLE, Commissioner A special meeting of the Board of Commissioners of the City of Las Vegas, Nevada held this 7th day of August, 1951 was called to order at the hour of .11:00 P.M. with the following members present: present: Mayor C. J. Baker Commissioner Wendell Bunker Commissioner William Peccole City Attorney Howard W. Cannon City Clerk Shirley Ballinger absent: Commissioner Rex A. Jarrett Commissioner Reed Whipple City Manager C. W. Shelley CIVIL SERVICE At this time bids from the following firms on the printing of the Civil Service Rules and RULES Regulations were opened: Bid No. 51.6 Bonanza Printers $14.6.95 500 Copies $180.80 1000 Copies Marc Wilkinson 171.00 500 Copies 219.00 1000 Copies Chief Litho 100.00 500 Copies 115.00 1000 Copies Commissioner Bunker moved the bid of Bonanza Printers in the amount of $146.95 be accepted. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Peccole and His Honor voting aye; noes, none. Absent: Commissioners Jarrett and Whipple. RECESS At this time the meeting recessed for 30 minutes. GAMING LICENSE The meeting reconvened at the hour of 11:45 P.M. with all members present as of the opening session with Commissioner Rex A. Jarrett being present also. At this time the application of Dr. M. M. Bernstein, Eldorado Club, Inc. dba Horseshoe Club, 128 Fremont Street for a license for 72 slot machines, 3 Craps, 3 "21", 2 Roulette, 1 Race Horse Book, 1 Race Horse Keno, 1 Poker, 1 Pangingue for the third quarter of 1951 was presented to the Board for their consideration. City Attorney Howard W. Cannon gave a brief history of Dr. Bernstein's interests in the gaming industry since 1945. At the hour of 11:59 P.M. Commissioner Peccole moved this meeting recess until 12:01 A. M. August 8, 1951. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Peccole, Jarrett and His Honor voting aye; noes, none. Absent: Commissioner Whipple. Thereafter Commissioner Peccole moved the application for renewal of license for the third quarter of 1951 of the Eldorado Club, Inc., dba Horseshoe Club for the above mentioned gaming devices be granted. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Peccole, Jarrett and His Honor voting aye; noes, none. Absent: Commissioner Whipple. Commissioner Peccole moved that Dr. Bernstein be instructed that the Commission expects him to devote the majority of his time to the operation of this gaming business and that he under­stands he is personally held responsible for the operation of the Club; further that he employ local help as far as possible. Also to acquaint him with Section 9 of Chapter 13 of the Las Vegas City Code as to the terms and conditions under which he accepts the license and under which the Commission may revoke the same. Motion seconded by Commissioner Jarrett and carried by the following vote: Commissioners Bunker, Jarrett, Peccole and His Honor voting aye; noes, none. Absent: Commissioner Whipple. Commissioner Bunker moved that the investigation of Dr. Bernstein made by the City Attorney be compiled in proper form and made a part of the minutes of this special meeting. INVESTIGATION OF DR.
